Based on the mandate of Law Number 23 Year 2014 on Local Government, the management and authority of high school (SMA) and vocational high school (SMK) in the district/city governments are taken over by the provincial governments. The handover began in March 2016, and must be completed in early 2017. BPK’s audit found a difference of asset value of about Rp26 billion during the handover process. This study aims to determine the process of asset transfer carried out by the district/city governments to the provincial government, problems and constraints faced as well as the accounting treatment of the transferred assets. This study uses a qualitative descriptive method with empirical data which are collected through observation, interviews and documentation. The asset transfer procedure start from the recording process of assets owned by the district/city education office. The asset record data is subsequently submitted by the district/city education office to the district/city regional financial and asset management agency (BPKAD). Furthermore, without prior confirmation and physical checking, these records were used as a basis for calculating the amount of assets to be handed over to the provincial BPKAD in October 2016.Total assets transferred was Rp1,738,599,434,341.84, and the difference in value found by the BPK was due to incomplete reporting of grants to SMA/SMK that was allocated from the APBN. Problems that are quite complicated are in school’s land ownership, inadequate quantity and quality of human resources, multiple asset recording, lack of complete reporting, and various other administrative and accounting problems.AbtrakBerdasarkan amanat Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah, pengelolaan dan kewenangan pendidikan Sekolah Menengah Atas (SMA) dan Sekolah Menengah Kejuruan (SMK) di pemerintah kabupaten/kota, diambil alih oleh pemerintah provinsi. Serah terima ini mulai dilaksanakan pada bulan Maret 2016, dan harus tuntas pada awal tahun 2017. Hasil audit BPK menemukan adanya selisih nilai aset sebesar Rp26 miliar dalam proses serah terima aset ini. Penelitian ini bertujuan untuk mengetahui proses pengalihan aset yang dilakukan oleh pemerintah kabupaten/kota dan provinsi, permasalahan dan kendala yang dihadapi serta perlakuan akuntansi terhadap aset yang dialihkan tersebut. Penelitian ini menggunakan metode deskriptif kualitatif dengan menggunakan data empiris yang dikumpulkan melalui observasi, wawancara dan dokumentasi. Proses ini dimulai dari data catatan aset yang dimiliki oleh dindikbud kabupaten/kota. Data tersebut diserahkan oleh dindikbud kabupaten/kota kepada BPKAD kabupaten/kota. Selanjutnya tanpa melakukan konfirmasi dan pengecekan fisik terlebih dahulu catatan tersebut dijadikan dasar untuk melakukan penghitungan jumlah aset yang akan diserahterimakan kepada pihak BPKAD provinsi pada bulan Oktober 2016. Nilai total aset yang dialihkan sebesar Rp1.738.599.434.341,84, selisih nilai yang ditemukan BPK disebabkan oleh tidak lengkapnya pelaporan hibah ke SMA/SMK yang bersumber dari APBN. Permasalahan yang cukup rumit terdapat pada kepemilikan tanah sekolah, kualitas dan kuantitas sumber daya manusia yang kurang memadai, pencatatan aset ganda, kurang lengkapnya pelaporan, serta berbagai permasalahan administratif dan akuntansi lainnya.

This study aims to describe the suitability of the RPP with the Learning Implementation Process, the suitability of the RPP made by teachers with the 2013 Curriculum, and the obstacles faced by teachers in implementing the RPP. Data collection using, documentation, observation, interviews and then data were analyzed using qualitative descriptive methods. Based on the results of the analysis it is known that the percentage of completeness of the RPP components of Vocational High School Business Management in Padang with the Curriculum Component of the 2013 RPP is 97.01%, the percentage of the suitability of the RPP with the implementation of learning is 27.7%, 27.8%, 30.4%,36 , 2% and 41.7%. this means that the teacher is not competent in carrying out the lesson plans when implementing learning in the classroom. The obstacles faced by teachers are lack of time, IT like Infocus is also inadequate in schools and lack of source books.Keywords: learning implementation plan, learning implementation process, curriculum 2013

Starting from 2017, the management policy and education authority of Vocational High School in district region is taken over by the provincial government. In order to distribute the services to Vocational High School in several regions, the provincial government applies data service in online. To support online data service between the provincial education office and the Vocational High School in several regions, it is needed the supports of adequate IT infrastructure. The IT infrastructure components cover human resources and IT assets in form of hardware and software. To discover the maturity level of IT infrastructure in each Vocational High School, it is required analysis of IT human resources capability and IT asset owned. The research method used was COBIT 5 framework with a set of best practices which able to facilitate the management to assess and mitigate risks, as well as provide improvement recommendations. Subdomain focus used for evaluations and recommendations were APO07 and BAI09. The results obtained by capability level of each subdomain is at level 1 namely Performed Process that organization performs a process to achieve the purpose with improvement recommendations to Level 2 namely Managed Process.

The goals of this study were (1) to find out the effectiveness of recast in teachingof grammar for high achievers, (2) to find out the effectiveness of recast in teaching ofgrammar for low achievers, (3) to find out the effectiveness of clarification request inteaching of grammar for high achievers, (4) to find out the effectiveness of clarificationrequest in teaching of grammar for low achievers, (5) to find out the difference ofgrammar of high and low achievers taught using recast, (6) to find out the difference ofgrammar of high and low achievers taught using clarification request, and the last (7)to explain to what extent the interaction of teaching strategy (recast and clarificationrequest) and the influence of students’ achievements (high and low) to the students’grammar at the tenth grade of SMK NU Ungaran is. This research applies aquantitative method with a factorial design. The experiment class was treated by usingrecast, while the control class was treated by using clarification request. The studiedsubjects were 48 students of grade ten of Nahdhatul Ulama vocational high school ofUngaran which consists of 24 students of an experiment class and 24 students of acontrol class. The results of the research revealed (1) recast is effective to teachgrammar for high achievers,(2 recast is effective to teach grammar for low achievers,(3) clarification request is effective to teach grammar for high achievers,(4) clarificationrequest is not effective to teach grammar for low achievers, (5) there is no significantdifference between high and low achievers on grammar taught by using recast, (6)there is significant difference between high and low achievers on grammar taught byusing clarification request, (7) there is significant interaction of teaching strategy(recast and clarification request) and types of students of achievement (high and low) tothe students’ grammar at the tenth grade of Nahdhatul Ulama vocational high school ofUngaran.Keywords : Achievement, Grammar, Recast

There are two problems proposed in this paper, i.e. about (1) the transitivity systems elements that characterize English for SMK 1 Textbook for Grade X, and (2) the relevance of transitivity elements (Process and Circumstance) with the English teaching and learning processes. By using the theory of SFL, it can be described (as qualitative descriptive method of research), that in all Units of reading texts in the English textbook there were 238 clauses selected methodologically to be analyzed. In these clauses, all Process Types can be found with varieties of the usage. It is found that in all units of reading texts, Material Process types was the dominant type used, i.e. (48.6%), followed by Relational Process type (27,2%), Mental Process (18.6%) Verbal Process type 8,4%, and Behavioral and Existentional 7.0% each respectively. Related to the circumstance, the dominant one is Circumstance of Location (Time and Place = 37.7%). For the participant, it is related to the process exists in the text, i.e. Actor for Participant 1 and Goal for Paticipant 2.Keyword: Transitivity Systems Analysis, Textbook, Vocational High School

The purpose of this study is to obtain objective information and clarity regarding the impact of management authority transfer of senior high school (SMA)/vocational high school (SMK) from regency/city government to the provincial government in West Kalimantan Province. The benefit of the results theoretical and practical for teachers, school principals, education and culture services and regional governments. The population in this study were SMA/SMK teachers, SMA/SMK principals, regency/city education office and the provincial education office of West Kalimantan. This study uses direct communication techniques, direct observation techniques, and documentation techniques. The results of this study indicate that: (1) Management of SMA/SMK by the regency/city government and school activities run smoothly before the authority transfer of SMA/SMK to the Provincial Government Staffing. There is no separation between elementary school, junior school, high school and vocational school by Regency/City Education Service; (2) Management of SMA/SMK after the transfer of authority by the provincial government is obtained data and information there is a tendency for SMA/SMK to be abandoned by Regency/City Education Services because they are not responsible anymore to take care of SMA/SMK, while the Provincial Education Service which has the mandate to take care of SMA/SMK is difficult to reach schools, especially SMA/SMK far in remote areas, outermost, disadvantaged and remote areas; (3) The workload of the Head of Regency/City SMA/SMK Court MKKS after the transfer of management of SMA/SMK to the province is felt to be increasingly heavy. Because the duties of the School Supervisor that should be handled by the SMA/SMK Supervisor cannot be implemented properly due to the limited budget of the visit, the location of the SMA/SMK is too far away. Finally, the task of the School Supervisor was forced to be taken over by the Chairperson of the Regency/City MKKS. Even to the extent that the selection of selected SMA/SMK principals is conducted by the Chairperson of the MKKS.

ABSTRACT Vocational High School (SMK) S 8 Grakarsa Bengkulu which is located on Jl. Adam Malik Km 8, Kel. Sido Mulyo, Kec. Gading Cempaka, Bengkulu City. This research is a qualitative descriptive research. The data collection technique in this study was by means of Observation, Interview, Questionnaire and Documentation, when teaching students the teacher went through (3) stages, namely the initial, core and closing stages of using learning media, knowing the concept of learning media, who used learning media, the stages of making learning media and internal and external factors that were found when video-based learning media were applied, in the implementation of learning in the room, students were seen to be active and enthusiastic in participating in learning because the teacher used video-based media by sending videos via android with an attractive display and media on when learning takes place, so that learning is interesting and good.

This study aims at analyzing of grammtical cohesion in writing narrative text. It was conducted by using qualitative descriptive. The subject of this research was tenth (X) grade students of SMK Swasta Putra Jaya Stabat. The number of subjects was taken from one classes. which consist of 37 students‟ and the data only take randomly for the sample of this reseach and choose 9 texts of the students‟ writing. The instrument for collecting data was writing Narrative text. The result of the study showed that (1). The grammatical cohesion was found in the narrative text written by the students‟through the applied of the cohesive device in their writing. There were found reference, substitution, ellipsis and conjunction in the students‟writing. (2). Each cohesive device those were found in the narrative text categorize good with the percentage around 58,49 – 72,72%, one categorize excellent with the percentage 81,25%. Substitution device categorize poor with the percentage        0- 2,04%. Ellipsis were poor with percentage around 0 – 8,33%. And conjunction were fair with 27,27 – 48,57%.

Pronunciation involves far more than individual sounds. Word stress, sentence stress, intonation, and word linking all influence the sound of spoken English, not to mention the way we often slur words and phrases together in casual speech. English pronunciation involves too many complexities for learners to strive for a complete elimination of accent, but improving pronunciation will boost self-esteem, facilitate communication, and possibly lead to a better job or least much respect in the workplace. This research aimed at investigating the effect of Intuitive-Imitative Approach in teaching pronunciation. The participants of this research were the second-year students of Indonesia Vocational High School in amount of 40 students. This research applied pre-experimental method. The instruments of this research were pre-test and post-test in oral test. The result of this research finally showed that the students’ pronunciation of post-test score was higher than the students’ pre-test score. Meanwhile, the result of t­-test showed that the difference was significant where value of the t-test was greater than the value of the t-table (20.17 ≥ 2.069). Thus, it can be concluded that the use of Intuitive-Imitative Approach is effective to use in teaching pronunciation. So that, by applying this method in learning pronunciation, the teacher are hoped to be more creative to enrich their selected word by choosing the unique words to stimulate students and present them an enjoyable, relax, and understandable way in learning process.

To face of an increasingly strong and competitive Globalization Era, implementing MMT at schools is very important for the long-term success of school organizations and is a source of excellence in order to create performance and productivity towards achieving continuous Quality Management. The purpose of this study was to determine: (1) the application of MMT at Samarinda State Vocational High School in an effort to improve school quality management, (2) the level of achievement of Integrated Quality Management (MMT) at Samarinda State Vocational School in an effort to improve school quality management, (3) which was an obstacle to Integrated Quality Management (MMT) at Samarinda State Vocational High School in an effort to improve school quality management. This study uses a qualitative descriptive design. The interview guide is used to explore information about the application, level of achievement and factors that become obstacles to Integrated Quality Management (MMT) at SMK Negeri 7 Samarinda. The results showed that: (1) the application of MMT to Samarinda State Vocational High School seven had been implemented and went well, (2) the level of achievement of MMT at Vocational High School seven had shown good results with increasing students, increasing educator HR, good quality of facilities and infrastructure, as well as a conducive work and learning environment, (3) Factors that become obstacles to the application of MMT to Vocational High School seven are the use of technology that is not maximized for some teachers, there are still some internal parties lacking commitment in quality assurance, learning methods, and lack of discipline of teachers in teaching. It can be concluded that the results of the research on the implementation of MMT in Samarinda State Vocational High School 7 Kalimantan through the implementation of MMT found an increase in performance and school quality assurance.

Training with the topic "the importance of soft skills in job success for Vocational High School students"  is deemed necessary for preparation in entering the workplace.  Besides hard skills, soft skills also play an essential role in work success. The training is packaged in a talk-show format via Instagram Live, which is considered relevant for Vocational High School students under supervised Bulir Padi. The material covered in this training includes: What are soft skills? The difference between hard skills?; The benefits of having soft skills at work; and how to improve soft skills. This activity in the form of training packaged in a talk show with Instagram Live media is carried out following the preparation and implementation stages. The evaluation stage is not carried out in a structured manner. Still, from the responses and questions that arise, we can conclude that the participants are interested in joining the talk-show enthusiastically. In the next training, if it is still in a covid-19 pandemic situation that does not allow face-to-face meetings at the same location, we will continue to apply training virtually either with the zoom application, google meet, or with Instagram Live. The training evaluation will be made more structured by distributing questionnaires to determine the level of participant satisfaction with the training and conducting pre and post-test materials to determine the progress of participants.
