The new student admission based on zoning system has been implemented in Indonesia since 2017 through the Ministerial Regulation of Education and Culture No. 17/2017, then renewed by the Ministerial Regulation of Education and Culture No. 18/2018. The regulation has been enacted for the Local Office of Education in all regencies/cities in Indonesia. To be implemented, every regency and city have enacted the operational regulations in accordance with each local conditions. The Local Government of Bandung City has implemented the zoning system since 2017, namely the Regulation of Mayor of Bandung No. 553/2017 and the Regulation of Mayor of Bandung No. 456/2018. The both regulations have the different rule of game, particularly the application of quota. The zoning quota of new student admission in 2017 was regulated only for 40-50 percent, but Bandung City in 2018 applied the zoning system for 100 percent. The aims of applying the zoning system were to closely bring the students to their residences, to reduce the costs of school transportation, and to eliminate the dichotomy between the favorite and unfavorite schools. The research uses the paired sample t-Test to compare the both Mayoral Regulations and to then find the dominant factor as the cause for occuring the conflict in the process of new student admission in Bandung City. Matland’s ambiguity-conflict model is used to explain the implementation of new student admission policy. Results of the research indicate that the dichotomy of favorite and unfavorite schools can not be removed, not just because of the public mindset, but also because of the unsupporting policy of local government, and the unreadiness of local government to provide the qualified infrastructures for the education in all schools.Keywords: School Dichotomy, Policy Implementation, New Student Admission, Zoning System.

This research aimed to analyze the average employee and trader income before and after working at Dreamland, decent living needs of employee and trader, and consumption needs of Dreamland employee and trader.  Data of this research was primary data analyzed using t test to two correlated samples. The results of this research indicated that the employee and trader incomes were different before and after working at Dreamland and indicating an increase, employee and trader income can fulfill decent living needs, employees’ income can fulfill their consumption needs, and traders income can fulfill their consumption needs. The suggestion for the owner of Dreamland is to develop tourism activities so as to open job and business opportunities for the surrounding community, and the local government should supervise and develop tourism business by facilitating business licensing.Keywords:   Economic Impact, Dreamland Tourism Object, Paired Sample t Test, Decent Living Needs, Consumption.

This research aims at examining the effect of local election to regional head on the local government budget allocation. Sample of the study consists of local government election in Java Island at year 2015. The study expect that incumbent engage in budget manipulation at the election year. The result of the study shows that there is different in the donation expenditure, social assistance expenditure and investment expenditure between pre-election year and election year. There is increase in donation expenditure, regional head increase donation expenditure to increase his performance. However, the increase of donation expenditure through decrease in investment expenditure and social assistance expenditure. Further test shows that incumbent that running for election also use his discretion to decrease service and goods expenditure. AbstrakPenelitian ini bertujuan mengetahui adanya perbedaan alokasi belanja hibah, bantuan sosial, belanja barang jasa dan belanja modal dalam APBD pemerintah daerah pada saat pelaksanaan pemilihan umum kepala daerah. Penelitian dilakukan pada 52 daerah Kabupaten/Kota di Pulau Jawa yang melaksanakan pemilukada pada tahun 2015. Untuk menganalisis data, penelitian ini menggunakan statistik deskriptif yang menginformasikan tentang nilai minimum, nilai maksimum, rata – rata (mean) dan standar deviasi (standard deviation). Penelitian ini menggunakan uji-t untuk menguji perbedaan alokasi belanja pada daerah sebelum dan pada saat pemilukada, dengan cara melakukan Uji Paired Sample t-Test. Hasil penelitian yaitu terdapat perbedaan alokasi belanja hibah, bantuan sosial dan belanja modal antara periode sebelum dan pada saat pemilukada. Hasil ini konsisten pada daerah yang dipimpin oleh petahana yang mengikuti pemilukada dan petahana yang tidak mengikuti pemilukada.

The title of this research is : "The Effect of Local Government Policy Implementation on the Effectiveness of Changes in the Public Transportation Route Network in Cianjur Regency". The background of this research is the ineffective implementation of local government policy. This research used an explanation survey with a quantitative approach. This research was conducted at the Cianjur Regency Transportation Service Office, Rawabango Terminal, Pasirhayam Terminal, Main Market, Jalan Siliwangi, Jalan Dr. Muwardi. Collecting data in this research is through survey, observation, and documentation. The sampling technique used is probability sampling with simple random sampling. The theory of this research is policy implementation from Mazmanian and Sabartier and for the theory of effectiveness by Siagian. The results of the research showed that there is no affect of the implementation of local government policy on the effectiveness of changes in the network of public transport routes in Cianjur Regency. Marked by the characteristics of the problem can not be identified, then the carrying capacity of regulations and non-regulations that can affect the process of implementation can not be implemented properly.

Purpose of the study: The purpose of this study is to empirically examine the difference in budgeted own-source revenues and social expenditures between districts headed by incumbent candidates and non-incumbent candidates in the Indonesian head of district elections in 2015. The difference between both budgets indicates the use of public money by incumbent candidates to win the election. Methodology: This study focuses on local governments/districts in Indonesia. Using the Slovin formula, 226 observations were analysed. The sample was classified into two groups, namely 75 districts with incumbent candidates (or 66.4%) and 38 districts with non-incumbent candidates (or 33.6%). Data was compiled from the official district's budget for 2014 and 2015 (the election year) and analysed using pair t-test and independent t-test. Main Findings: This study revealed that in the budgets of incumbent candidates, own-source revenue and grant expenditures are statistically higher in the election year as compared to the pre-election year, except for the social aid fund. Additionally, local owned revenues, grant and social aid expenditures in the budgets of districts with incumbents were statistically higher than districts where there were no incumbent candidates in the general election. Applications of this study: The results of this study confirm a strong indication of the public money used by incumbent candidates for their political interest. Thus, the regulation of local government budgets, especially in the election year should be amended and tightened up. Novelty/Originality of this study: Studies on how public money is exploited by incumbent candidates are still scanty, especially in developing countries where a direct vote election system is adopted.

The policy for admitting new students with this zoning system is based on the proximity of the student's residence to the school, so that indicators of student capacity and the quantity of students in the zoning area are the most important. This study aims to determine the extent of the success of the implementation of the new student admission policy by analyzing the factors that influence the success of this policy. This research uses mixed methods, this research is a qualitative research supported by quantitative research. The research stage begins with the identification of issues / problems and mapping the problems from the mass / online media, the results of existing studies and the results of monitoring and evaluation and studies conducted by the Ministry of Education and Culture, after which it is continued with a survey. The researcher then conducted a discussion which resulted in policy options and recommendations and standard operating procedures in policy implementation for the socialization stage by taking into account the communication factor, the policy formulation stage by taking into account the commitment factor, and the policy implementation stage with due regard to resource factors and organizational structure factors. In addition, this study also identifies current policy implementation models and proposes recommendations that should be implemented.

The financing industry in Indonesia faces significant challenges due to the Covid-19 pandemic. The amount of financing channeled to the public and debtors’ ability to pay decreases. The purpose of this study is to analyze the impact of Covid-19 on the financial performance of finance companies by analyzing financial ratios, namely the Financing to Deposit Ratio (FDR), NPF (NonPerforming Financing (NPF) Return on Assets (ROA) and Return on Equity (ROE). This study applies a quantitative approach because the data collected are numbers. The data used are secondary data in the form of finance company statistics published by the Financial Services Authority (OJK), within the period of 9 months before (June 2019 - February 2020) and 9 months after (April 2020 - December 2020) the announcement of the first Covid-19 case in Indonesia on March 2nd, 2020. The test is conducted using th Paired Sample T-Test. The results of the data processing display that there are differences in the financial performance of finance companies in Indonesia before and after the Covid-19 which can be seen from the results of the Table of Paired Sample T-Test for the ratio of FDR, NPF, ROA, and ROE. This study was conducted to obtain valid information and can be trusted on the initial conditions (antecedents), policy implementation, and variations in the results (outcomes) Exam Independently implementation at the University of North Sumatra. In evaluating the aspects of the Exam independently by USU, it is carried out through a formal evaluation approach. Formal evaluation uses laws, program / policy documents, interviews with office holders in this case as policy implementers by identifying, defining, and specifying policy objectives and targets. (Luankali, 2007). In formal evaluation the type of evaluative criteria that is most often used is effectiveness. Evaluating the implementation of the Examination Policy independently at the University of North Sumatra as an object of research to: (1) assess how much a policy can achieve its objectives; (2) provide guidance to policy implementers regarding how smoothly the trip or the policy process is implemented; and (3) providing important indicators for policy makers in the future; and furthermore, (4) evaluating the outcome (outcome) of the policy is aimed at seeing the extent to which the results of the policy implementation result. In this evaluation, measures and interpretations of the success of the policies are carried out which include: evaluation; implementation of new student admission policies through the Independent Examination at USU. This research is a type of evaluation research, policy / program implementation in the context of Evaluating the Implementation of Acceptance Policy for New Students Through Independent Exams at USU. So the researchers chose to useEvaluation Model Stake's Countenance. In this study theevaluation model Stake countenance used includes three stages or three phases namely antecedents (initial conditions), transactions (implementation process), outcomes (results obtained). The researcher used Stake's (1967) countenance model (Taybnafis, 2008: 21) because this model according to Taybnafis was that the analysis of the evaluation process presented by Stake had a considerable impact on the evaluation field and was conceptually very strong. (Stake, 1967). Data collection techniques use analysis of literature studies, secondary data documents, observations, and in-depth interviews that support the validity analysis. The results of this study illustrate: (1) the preliminary phase process (formulation of policy making), (2) the phase of the transaction (planning, implementation, organizing, and supervisory policy (3) the phase of the results of the implementation of independent examinations in accepting new students at the University of Sumatra North In accordance with the Stake model, this paper describes two main ways of processing descriptive evaluation data, the contingency between antecedents, transactions andresults and finding conformity between the intensity and observations of each phase and assessment made by evaluators based on certain standard criteria. results that can be one of the references in the new student admission policy at PTN.

The research objectives were to examine the differences between the achievement of tax revenues in Bandar Lampung before and after using the tapping box; moreover, to analyze the implementation, obstacles, and efforts to overcome the obstacles during the use of the tapping box. This research uses mixed methods, namely quantitative and qualitative approaches. This study uses primary and secondary data. Primary data includes interviews with the regional tax and retribution management agency (RTRMA) and restaurant, hotel, entertainment, and parking businesses. Secondary data includes reports on the realization and target of restaurant taxes, hotel taxes, entertainment taxes, and parking taxes every month during the 2017-2019 period, totalling 24 data obtained from the RTRMA of Bandar Lampung. The hypothesis testing was using paired sample t-test. The results showed significant differences in the tax achievement of restaurants, hotels, entertainment, and parking between before and after using the tapping box sequentially. The implementation of the use of tapping box was going well, and it is proven that the tax achievement of restaurants, hotels, entertainment, and parking increases every month. So, the use of the tapping box already provided supervision to taxpayers. So, tax leaks can be minimized and increase the original local government revenue of Bandar Lampung.
