Purpose of the study: The purpose of this study is to empirically examine the difference in budgeted own-source revenues and social expenditures between districts headed by incumbent candidates and non-incumbent candidates in the Indonesian head of district elections in 2015. The difference between both budgets indicates the use of public money by incumbent candidates to win the election. Methodology: This study focuses on local governments/districts in Indonesia. Using the Slovin formula, 226 observations were analysed. The sample was classified into two groups, namely 75 districts with incumbent candidates (or 66.4%) and 38 districts with non-incumbent candidates (or 33.6%). Data was compiled from the official district's budget for 2014 and 2015 (the election year) and analysed using pair t-test and independent t-test. Main Findings: This study revealed that in the budgets of incumbent candidates, own-source revenue and grant expenditures are statistically higher in the election year as compared to the pre-election year, except for the social aid fund. Additionally, local owned revenues, grant and social aid expenditures in the budgets of districts with incumbents were statistically higher than districts where there were no incumbent candidates in the general election. Applications of this study: The results of this study confirm a strong indication of the public money used by incumbent candidates for their political interest. Thus, the regulation of local government budgets, especially in the election year should be amended and tightened up. Novelty/Originality of this study: Studies on how public money is exploited by incumbent candidates are still scanty, especially in developing countries where a direct vote election system is adopted.

The fact that Poland and Ukraine share a border, the convergence of the political goals of the peoples of both countries, and the constant efforts towards the development of democracy and decentralisation of public life determine the need to intensify cooperation in various areas of the functioning of society and the economy. An important sphere of cooperation is the public sector, in particular at the level of local government. The local government cooperation of both countries was already visible at the beginning of the social and political transformations after 1990. The development of this cooperation, with varying results, took place in the 1990s and, to an even greater extent, after Poland’s accession to the European Union. In the last three decades, local and regional communities in Ukraine have become an important partner for Polish local governments, both at the local and regional levels. The local government cooperation that has been implemented is based on the diversification and multidimensionality of forms and models. Some result from legal regulations, while others are based on mutual experiences, previous contacts, and sympathies of public authorities. The aim of the study is to analyse and present the conditions and forms of Polish-Ukrainian local government cooperation. The aim is also to show the barriers to cooperation and to define proposed solutions to improve partner contacts of territorial units. The local government cooperation of the two countries is undoubtedly hindered by the fact that Ukraine is not a member of the EU, and often by mutual misunderstanding and non-acceptance of historical experiences. On the other hand, common goals at different levels of social, public, and economic life are a significant factor motivating parties to increase cooperation and achieve a synergistic effect thanks to it.

Abstract  – The calculation of the value of the Reasonable Land Turnover Terdamapak Job Reaktifasi railway line for arbitration was Muaro Logas was part of the study of the action of liberation/land and buildings for the reform plan of the reaktifasi railway line between Muaro-Logas is part of the planning of the reactivation railway line. This study analyzes regulations and policies, perceived an inventory and survey/census by identifying the affected community land procurement, with regard to the characteristics and the types of harm experienced, agreement agreement between the local government, the province and the Center in funding the acquisition of land; analyze optimum land procurement and analyse livelihood for the population affected by socio-economic factors, analyzing the parameters with the social, cultural, and economic related to population, the impact of the procurement of land and influence implementation of the work against the poor, residents of the tribal minorities, alienated, and other vulnerable groups, including women, as well as the institutional framework in planning the liberation of land and the settlements back including duties and responsibilities each institution. Despite the expectation that social media use in the public sector contributes to enhancing government's transparency, few studies have been investigated whether social media use actually leads to more disclosure during environmental incidents in practice and how social media influence local governments and their officials' information disclosure. In this article, we model information disclosure during environmental incidents as an evolutionary game process between the central government and local government in social media context, and examine the internal mechanism that how social media influence the progress of information disclosure during environmental incidents. The findings indicate that social media plays an active constructive role in central-local government game relations. Specific- ally, social media can provides an efficient information channels for the central government supervise regional officials in environmental incidents, and thus improves its supervision efficiency, and it also provides an important means for internet mobilization and online-offline interaction by encouraging the public exchange information and express their views, and in turn forces local governments and their officials tend to disclosure ahead.

The COVID-19 pandemic and the fear experienced by some of the population, along with the lack of mobility due to the restrictions imposed, has modified the social behaviour of Spaniards. This has had a significant effect on the hospitality sector, viewed as being an economic and social driver in Spain. From the analysis of data collected in two of our own non-probabilistic surveys (N ~ 8400 and N ~ 2000), we show how, during the first six months of the pandemic, Spaniards notably reduced their consumption in bars and restaurants, also preferring outdoor spaces to spaces inside. The restaurant sector has needed to adapt to this situation and, with the support of the authorities (regional and local governments), new terraces have been allowed on pavements and public parking spaces, modifying the appearance of the streets of main towns and cities. This study, focused on the city of Madrid, analyses the singular causes that have prompted this significant impact on this particular city, albeit with an uneven spatial distribution. It seems likely that the new measures will leave their mark and some of the changes will remain. The positive response to these changes from the residents of Madrid has ensured the issue is being widely debated in the public arena.

Traffic accidents are one of the public health problems that affect all sectors of life. The phenomenon of traffic accidents so far has not received much public attention as a cause of death. The increase in mortality rates that occur on the highway is very high and quite a concern and vigilance for the community. This usually happens one of them because the Indonesian people do not know how to help victims who are good and right when finding victims. As a result most of actions is wrong, so  it can add to injury and  death. This study aims to determine the effect of basic life support (BLS) training on the motivation and demeanour of class XI students in rescuing  traffic accidents in SMA Negeri 2 Tenggarong. This study uses a quasy experimental method of pre and post design with a control group. Proportional stratified random sampling technique with a sample of 78 students and data collection using a questionnaire sheet. Data that was analyzed by paired t test in each group showed a p-value of 0,000 <0.05, meaning that there was a statistically change in motivation and attitude between before and after treatment in the form of BLS training for class XI students at SMAN 2 Tenggarong.  The result is not much different from the independent t test which showed p-value 0,000 <0.05, which means there is a statistically different demeanour between the difference before and after treatment in the form of BLS training in the control and intervention groups. The results showed that there was a statistically significant change in motivation and demeanour between before and after the BLS training was given to the motivation and demeanour of class XI students at SMAN 2 Tenggarong with a p-value of 0,000 <0.05.

This article aims to show how the social movement was conducted in the framework of claiming a number of aspects of citizenship, especially environmental rights and political participation, to the local government. The refusal of FRAT Bima over the extractive policy of the Government of Bima District during 2011-2012 becomes a reflective context of the type of social movement with such a framework. This social protest should be explored further because it used acts of vandalism on some public facilities as the chosen way to fight against the environmental and political injustices. Through a case study, the author aims to explore the sequence of repertoires which were applied sequentially by FRAT Bima’s social protest as well as to examine its linkage with environmental citizenship and public distrust. Despite being closely related to citizens' awareness about environmental citizenship, the occurrence of this anarchist movement was also triggered by the low level of "formal legitimacy" of the local government as a seed of public distrust towards the intentions of environmental governance policy that was about to be applied to make the agricultural land owned by villagers as the site of a certain project of mineral extraction. The lack of the government’s formal legitimacy, which was supported by the growing awareness of environmental citizenship, has led the sequential application of conventional and non-conventional strategies in the demands articulation of FRAT Bima. This sequence of repertoires was held due to the low-level of government's responsiveness in accommodating the public claims about the cancellation of an undemocratic environmental policy.

Purpose The purpose of this paper is to examine the level of cardinal welfare based on Sen’s index using both Pareto and non-Pareto states besides evaluating the effective factors on the welfare changes according to a fuzzy least-squares regression model. Design/methodology/approach The social welfare functions express the optimal social allocations in the public economics. Therefore, they can be applied as a tool to represent the difference of utility allocations among consumers. There are various criteria on the literature pertaining to the social welfare functions such as those of Dasgupta et al. (1970), Sheshinski (1972), Sen (1974), Yitzhaki (1979), Shorrocks (1983), Kakwani (1984), Dagum (1990, 1993), Mukhopadhaya (2003), and Mukhopadhaya and Rao (2001). The Sen’s welfare function because of strong theoretical basis and enjoying the welfare axioms is more celebrated among others so that it is a function of individual utilities resulting from the individual’s social positions. Findings The findings indicate that the welfare level has increased by about 4.8 percent during the period 2002-2007; by nearly 3.1 percent during 1997-2001 and mature to 2.7 percent from 1992 to 1996 such that the period 1997-2007 has had the highest level of social welfare improvement in Iran. The results obtained from the fuzzy regression show that the unemployment rate, inflation rate and Gini coefficient variables have an adverse relation with the cardinal welfare in both Pareto and non-Pareto cases, while the literacy rate and government expenditures have a positive relation with the welfare index. The findings also imply that there is a positive relationship between economic growth and welfare level in Iran. Originality/value I verify that this manuscript is an original study.

This paper presents the complexity of the contemporary social economy system – its definitions, points of reference, role played in socio-economic development. Furthermore the paper presents a review of selected approaches to social economy, including definitional approaches, e.g. those specific to Anglo-Saxon and continental traditions. It discusses the context in which it emerged and developed as a phenomenon in the public policy and economic areas. It analyses the dynamics of social economy development in Poland, including institutional environment and selected mechanisms of public management. It stresses that top-down initiatives – including those of the central government and the EU institutions – are a key element in making the social economy dynamic in developing the forms of activity (in view of the weakness of endogenous factors). The central and local governments place social economy at the heart of their strategies in many public policies.

Linking strategic management to performance has been called essential for public managers to confront pernicious environmental and community problems in the 21st century. This article examines the role that an organization’s entrepreneurial orientation (EO) plays in the linkages between organizational capacities, strategies, and perceived performance. An EO is considered a key driver of a public organization’s willingness to engage in risk taking, innovation, and proactivity aimed at enhancing organizational routines, decision-making, and performance. Scholars have provided empirical guidance for the antecedents and consequences of entrepreneurialism in bureaucracy, yet we know little systematically about how EO links to strategies that may affect performance in the public sector. To investigate, we employ a mixed methods design using a nationwide survey of U.S. local governments and interviews with local government managers about their experiences in sustainability programs. Quantitatively, we find evidence for environmental factors of political and administrative capacities positively influencing EO, and that strategic activities of performance information use, venturing, and interorganizational collaboration mediate the relation between EO and perceived sustainability performance. Interviews corroborate these findings and illuminate how local government managers proactively engage stakeholders, consider risk taking, build capacity, and pursue innovation in sustainability.

Many residents and local communities rely on public libraries for access to and training to use e-government. Many local governments direct citizens to the public library for help in using e-government, while citizens seek help from the public library in using local e-government when they have no other means of connecting or when they want help using e-government. As a result, public libraries now serve not only as instrumentalities of local government, but as a primary location for access to local e-government and a very successful link between citizens to e-government. As residents, communities, and governments rely on public libraries as a main access point to e-government, it essential to better understand the connection and education roles of public libraries to improve the delivery of local e-government.
