The policy for admitting new students with this zoning system is based on the proximity of the student's residence to the school, so that indicators of student capacity and the quantity of students in the zoning area are the most important. This study aims to determine the extent of the success of the implementation of the new student admission policy by analyzing the factors that influence the success of this policy. This research uses mixed methods, this research is a qualitative research supported by quantitative research. The research stage begins with the identification of issues / problems and mapping the problems from the mass / online media, the results of existing studies and the results of monitoring and evaluation and studies conducted by the Ministry of Education and Culture, after which it is continued with a survey. The researcher then conducted a discussion which resulted in policy options and recommendations and standard operating procedures in policy implementation for the socialization stage by taking into account the communication factor, the policy formulation stage by taking into account the commitment factor, and the policy implementation stage with due regard to resource factors and organizational structure factors. In addition, this study also identifies current policy implementation models and proposes recommendations that should be implemented.

The purpose of this research is to get deep meaning of policy implementation to improve quality of primary education teachers in Laos and Indonesia. Research locations are in the Ministry of Education in those both countries. This research used a qualitative approach with a multi-case study design. First, policy formulation consider the aspect of novelty and national education goals; second, policy dissemination of existing policies do after getting approval from parliament, as well as socialization is done to the department of education in each provinces and districts; third, policy implementation process is done by establishing a monitoring team to oversee that the policy can work well; fourth, monitoring and evaluation of the implementation is done periodically, at least every six months, and the results of the evaluation are reported to the Ministry; fifth, gaps in the policy implementation is because monitoring can not be run with maximum caused by geographical conditions and the weakness of the role of school supervisors; sixth, efforts to repair gaps in the implementation of policies to improve the quality primary school teachers is to make laws on the teacher, as well as to provide training to teachers and principals.


This study was conducted to obtain valid information and can be trusted on the initial conditions (antecedents), policy implementation, and variations in the results (outcomes) Exam Independently implementation at the University of North Sumatra. In evaluating the aspects of the Exam independently by USU, it is carried out through a formal evaluation approach. Formal evaluation uses laws, program / policy documents, interviews with office holders in this case as policy implementers by identifying, defining, and specifying policy objectives and targets. (Luankali, 2007). In formal evaluation the type of evaluative criteria that is most often used is effectiveness. Evaluating the implementation of the Examination Policy independently at the University of North Sumatra as an object of research to: (1) assess how much a policy can achieve its objectives; (2) provide guidance to policy implementers regarding how smoothly the trip or the policy process is implemented; and (3) providing important indicators for policy makers in the future; and furthermore, (4) evaluating the outcome (outcome) of the policy is aimed at seeing the extent to which the results of the policy implementation result. In this evaluation, measures and interpretations of the success of the policies are carried out which include: evaluation; implementation of new student admission policies through the Independent Examination at USU. This research is a type of evaluation research, policy / program implementation in the context of Evaluating the Implementation of Acceptance Policy for New Students Through Independent Exams at USU. So the researchers chose to useEvaluation Model Stake's Countenance. In this study theevaluation model Stake countenance used includes three stages or three phases namely antecedents (initial conditions), transactions (implementation process), outcomes (results obtained). The researcher used Stake's (1967) countenance model (Taybnafis, 2008: 21) because this model according to Taybnafis was that the analysis of the evaluation process presented by Stake had a considerable impact on the evaluation field and was conceptually very strong. (Stake, 1967). Data collection techniques use analysis of literature studies, secondary data documents, observations, and in-depth interviews that support the validity analysis. The results of this study illustrate: (1) the preliminary phase process (formulation of policy making), (2) the phase of the transaction (planning, implementation, organizing, and supervisory policy (3) the phase of the results of the implementation of independent examinations in accepting new students at the University of Sumatra North In accordance with the Stake model, this paper describes two main ways of processing descriptive evaluation data, the contingency between antecedents, transactions andresults and finding conformity between the intensity and observations of each phase and assessment made by evaluators based on certain standard criteria. results that can be one of the references in the new student admission policy at PTN.

Socialization is a process, in which a new member of society learns the norms and values of which he or she is a member. This socialization is done as a form of effort from universities to be able to provide information about the admission of new students. This aims that information about this can be conveyed properly in accordance with the Mandate of the Ministry of Education and Technology which expects that there is an increase in the Gross Participation Rate (APK) of Higher Education in Indonesia, especially in bandar Lampung City. The low Gross Participation Rate (APK) of Higher Education in Indonesia in 2018 showed a figure of 33.37%. This figure shows the lag when compared to some other communities in ASEAN. Seeing this, Lampung University as one of the universities also organizes socialization of new student admissions every year. The new student admission system is carried out through the test path determined by the Ministry of Education and Technology. In addition, Lampung University also held student admissions through the achievement path as a form of appreciation of Indonesian students who have ability both in the academic and non-academic fields. Socialization of new student admissions of Lampung University to increase the Gross Participation Rate of Universities in Bandar Lampung City is generally done through online and direct socialization on a limited basis while still complying with health protocols. This socialization activity is also continued with evaluation and monitoring so that the activities run well and the desired essence and objectives can be achieved.

The new student admission based on zoning system has been implemented in Indonesia since 2017 through the Ministerial Regulation of Education and Culture No. 17/2017, then renewed by the Ministerial Regulation of Education and Culture No. 18/2018. The regulation has been enacted for the Local Office of Education in all regencies/cities in Indonesia. To be implemented, every regency and city have enacted the operational regulations in accordance with each local conditions. The Local Government of Bandung City has implemented the zoning system since 2017, namely the Regulation of Mayor of Bandung No. 553/2017 and the Regulation of Mayor of Bandung No. 456/2018. The both regulations have the different rule of game, particularly the application of quota. The zoning quota of new student admission in 2017 was regulated only for 40-50 percent, but Bandung City in 2018 applied the zoning system for 100 percent. The aims of applying the zoning system were to closely bring the students to their residences, to reduce the costs of school transportation, and to eliminate the dichotomy between the favorite and unfavorite schools. The research uses the paired sample t-Test to compare the both Mayoral Regulations and to then find the dominant factor as the cause for occuring the conflict in the process of new student admission in Bandung City. Matland’s ambiguity-conflict model is used to explain the implementation of new student admission policy. Results of the research indicate that the dichotomy of favorite and unfavorite schools can not be removed, not just because of the public mindset, but also because of the unsupporting policy of local government, and the unreadiness of local government to provide the qualified infrastructures for the education in all schools.Keywords: School Dichotomy, Policy Implementation, New Student Admission, Zoning System.

This study aim is to evaluate: the condition of the strategic environment of the policy implementation, (2) the process of the policy implementation, and (3) the result of the policy implementation admission of a new student using the zonation system in SMA Negeri Kota Bekasi. The research method is a qualitative evaluation based on the countenance model developed by Stake. Based on research, Preparation for the implementation of the PPDB zoning system policy at SMAN Bekasi City is in a good category. The preparations that have been carried out are quite mature so that they can overcome various problems that arise at the beginning and increase the effectiveness of the implementation of the PPDB zoning system policy. The implementation of the PPDB zoning system policy at SMAN Bekasi City is in a good category. This is based on the fulfillment of the four aspects of the transaction stage in the countenance policy evaluation model. The implementation of the zoning system for the New Student Admissions (PPDB) policy at Bekasi City Public High Schools has positive and negative impacts. This positive impact can be in the form of increased cooperation and coordination between the school and the surrounding community, the faster and easier the problem solving is, the reduced risk that students have to face when traveling to school, the more disciplined students are, and the more open the admission process for new students. The negative impact is on the potential for greater negative environmental influence on students and the difficulty for students outside the school zoning to register, there is a tendency to decline in school academic achievement due to unequal abilities of students, and students tend to decrease in the discipline

This study discusses the leadership of school principals in the context of new student admissions by zonation system, and tracking digital problems in the pandemic era. This study aims to analyze how technology responds to policies related to new student admissions in the Covid-19 era. A qualitative approach is used. researcher as an active instrument. Data related to leadership policies, intake of new students, and digital problems were obtained through interviews, observations, and documentation with data flow chart analysis by Miles and Huberman. The informants are the principal, deputy principal, student affairs, administration, and school operators. The findings show that the acceptance of new students at MAN 2 Jambi City takes into account the number of teachers, and facilities according to the on-line PPDB technical instructions. The on-line 2020/2021 PPDB acceptance is intended to apply 2 channels, namely the "general route and achievement (zonation system)" connected to the databases of the ministry of social affairs, the ministry of education, and the ministry of religious affairs to avoid fraud. Research also proves that the digital problem in this madrasah does not occur. It is recommended that the on-line PPDB implementation be carried out through a zonation system.

New Student Admission is a series of annual compulsory activities held by all schools in Indonesia in order to accept new students in the new academic year. The process of New Student Admission is based on school and government policies. In 2019, the Ministry of Education and Culture issued a regulation regarding the admission of new students as stipulated in the Regulation of the Minister of Education and Culture Number 44 of 2019. In this regulation, the age of students is used as one of the parameters that are put into consideration after the distance between residence. In its implementation, many schools in Jakarta use age as the main parameter instead of the distance of student residence so that it violates the provisions of Permendikbud 44 of 2019. The use of age as a main parameter can affect student achievement in school. To see this further, a literature study was conducted which discussed the effect of entry age and achievement in several countries and various levels of education. Based on the literature that has been done, it is unfortunate that the effect of student entry age on achievement at school has different results between each level of education. At the early education level (Kindergarten - Elementary School), the age at which students enter has an influence on their achievement at school, but this does not apply at the secondary level (Junior High School - Senior High School) where the age of students has no effect on achievement at school.

The aimed of conducting this research was to determine the implementation of the Regulation of the Minister of Education and Culture No. 44 of 2019 concerning the new student recruitment at SMP Negeri 74 DKI Jakarta. This research used a qualitative approach with a policy evaluation method. The research subjects were the head of SMP Negeri 74 DKI Jakarta, and the parents of prospective students. Data collection techniques used observation, interviews, and written documents. Data analysis used descriptive statistical techniques. The results of this study are: the process of new students recruitment at SMP Negeri 74 DKI Jakarta has referred to Regulation of the Minister of Education and Culture No. 44 of 2019, while the inhibiting factors encountered in implementing this Regulation are that not all parents or guardians of students understand and can use technology well, and there are still many prospective student parents or guardians who do not understand the implementation of the zoning system because lack of socialization of the Ministry of Education and Culture Regulation No. 44 years 2019. To overcome these barries, the school collaborates with the local government to improve public school facilities and infrastructure and conduct socialization about the zoning system to the community long before the new student recruitment implementation.

This research was conducted by using a descriptive method with a quantitative approach. The quantitative approach was chosen to be tested theories by examining and measuring variables in the form of relationships, differences, influences, contributions, and the others. The research was carried out by describing the students acquisition data on the new student admission (PPDB) using zoning system based on the academic year 2019-2020 and the student acquisition data on the academic year PPDB 2018-2019 as a comparison. Based on the results of the study, the new students of PPDB using zoning system was considered lower in terms of economic and educational background of parents. There were more parents with less education (elementary & junior high school) in the zoning system than in the rayon system, whereas parents with higher education in the zoning system were fewer than the rayon system.  Likewise, in terms of income, there were more people with the low income in the zoning system than in the rayon system, and those having high income were fewer than in the rayon system. The study showed that the intelligence and the result of National Examination Score (NUN) in the zoning system is lower than in the rayon system. The intelligent level of the students in the zoning system is mostly dominated by the scores under 90-109, while in the rayon system were dominated by the scores above 90-109.  The National Examination Scores (NUN) in the zoning system were evenly distributed from a range of scores 0 to 30, while in the rayon system the scores were dominated by a range of scores 28-30, with the lowest score 24.

Abstract: The result of research indicates that: 1) Management of education based on prophetic values in MIN Purwokerto Banyumas Regency is implemented as follows: a) The new student recruitment system of MIN Purwokerto is conducted by non-test selection, by interview, the number of new students accepted is limited the amount is in accordance with the capacity of the provided classes are 4 classes or 128 students, because one class maximum of 32 students. b) MIN Purwokerto has Panca Prasetya learners, namely: 1) familiarize and implement the rules and regulations of madrasah, 2) respect the parents and teachers, 3) commitment to maintain the facilities and infrastructure Madrasah, 4) fostering in itself to behave with akhlakul karimah, 5) cooperate and be faithful to friends. Panca prasetya learners is a loyal oath of MIN Purwokerto students to be practiced in everyday life both in the environment of madrasah and in society Prophetic values implanted in students MIN Purwokerto namely: honest, discipline, responsibility, hard work, simple, independent, fair, brave and caring; Keywords: Education, values, prophetic and Islamic elementary school
