In this study we introduce a comparative analysis of the current situation in the sector of small yield agriculture in Ukraine and some countries belonging to the Community of Portuguese Language Countries, such as Portugal, Brazil, and Cape Verde, in the context of the international policies for the Strategy of Nutritional and Food Security (Estratégia de Segurança Alimentar e Nutricional). We used materials from the United Nations on Food Security, secondary sources from Ukrainian, Portuguese, Brazilian, and Cape Verdean researchers on the characteristics of the sector, as well as, the results from personal experience and research during the stay in those countries. Portugal and Ukraine are both European countries, Portugal is a member European Union and Ukraine is on its way to joining. Portugal, Brazil and Cape Verde are characterized by their common history, dating back to the days of colonialism, and belong to The Community of Countries of Portuguese Language. All these countries are located in different economic-geographical zones and because of their levels of development they belong to different worlds in economy. It is noticeable, in any of them, that small rural agricultural businesses have an important role in ensuring sustainable food security. Also shared by all three is the fact that small agricultural producers suffer from being invisible to public policy, in comparison with larger industrial agriculture, taking into account the different factors from each country in particular. As such, one of the main goals of the present study is to reflect on the importance of small agriculture, or family agriculture, on providing for society and ensuring nutritional and food security in those countries. According to Ukrainian researchers, the per capita consumption of food products has significantly decreased over the past two decades, which is reflected in a steady decrease in the amount of milk and meat in the daily consumption of dietary products. This is a very important factor for the food safety of the entire population and, above all, the preservation of the health of the most vulnerable groups, including children. The Community of Countries of Portuguese Language (Comunidade dos Países de Língua Portuguesa, CPLP), to which Brazil, Cape Verde and Portugal belong to, has approximately 250 million of inhabitants. It is predicted that that number will increase up to 323 million in 2050. Today, in absolute terms, and considering the CPLP as a whole, around 28 million people are malnourished. In general, from all the countries in the CPLP, Portugal is the only country free from problems having to do with food security, but the level of dependence from imports has risen in the last decade, especially of cereals (from 55.6% to 82.8%). Brazil reduced the prevalence of malnutrition to less than half, in comparison with the levels from 1990 and the dependence on imports of cereals in this country remains the lowest compared to other countries and stands at 14.2%. Cape Verde maintains a high level of dependence on imports of food products, including cereals (94.3%). It turns out that in all the countries studied it is common ground that, despite their importance for sustainable food security, small family farms do not receive the necessary support from the state authorities for their technical and technological progress, in order to produce and sell on equal conditions with large enterprises its products in competitive markets. The lack of competitiveness from national food products, which is also seen in all countries, is one of the first factors that cause the objective necessity of an innovative transformation of the field of small agricultural production.

The article examines the food provision, which is an important indicator of the quality of socio-economic development of a territory (region) in the daily consumption of food products by the population, strengthening the food security of the country. The conditions of administrative-territorial reform aimed at transferring powers from central authorities to local authorities have significantly changed the system of food provision of territories, which forms the level of integrity in terms of food security of the country. The changes have also affected the centralized food provision system through the transfer of novel principles from the State level to the regional level. A balanced and effective system of providing the population with food affects the quality of its life, economic security of the State, its regions, competitiveness of Ukrainian agrarian industry world-wide, including in the European markets. The measures developed in order to implement the targeted tasks of the Food Security Strategy of the Regions are planned for the period of 3-5 years. A structural-logical scheme of the organizational-economic mechanism for food provision of region is proposed as a set of economic, technological and organizational measures carried out by the State and other market actors at the level of both the country and the regions to meet the needs of the population with food products, regulating the sale of agricultural products, its processing, guarantees of improvement of quality and security of food products and their price availability. The author examines the main directions of implementation of the mechanism for food provision of region, which are the following: ensuring sustainable growth of production, availability of products for consumers; exchange of agricultural products; formation of a mechanism for regulatory influence on production, trade in agricultural products (national and regional levels); association of small farms within the regions; introduction of guaranteed minimum purchase prices (high profitability of production); improving the level of product quality, introduction of ecological norms to stimulate the production, producing and selling of environmentally friendly foods.

Interventions that cultivate sustainable food systems to promote health, prevent obesity, and improve food security have the potential for many large-scale and long-lasting benefits including improvements in social, environmental, health, and economic outcomes. We briefly summarize findings from previous research examining associations between obesity and food insecurity and discuss the need for greater synergy between food insecurity initiatives and national obesity prevention public health goals in the United States. The common ground between these two nutrition-related public health issues is explored, and the transformation needed in research and advocacy communities around the shared goal of improving population health through individual, environmental, and policy level changes to promote healthy sustainable food systems is discussed. We propose an ecological framework to simultaneously consider food insecurity and obesity that identifies levers for change to promote sustainable food systems to improve food security and prevent obesity.

The purpose of the study are (1) Identify the various characteristics of household food security in rural areas, (2) Identify the social capital that developed in rural areas, (3) Identify the various characteristics of sustainable food security in rural areas and (4) Analysis of social capital on development of sustainable food security in various community groups. The study design was cross sectional. The study was conducted in Kerinci regency, by the time the research for 8 (eight) months of the calendar. Research variables: (1) family food security (availability, accessibility, and utilization of food and nutrition, (2) social capital (local associations and public characters), and (3) Sustainable food security (ecology, economic status, and sosio-demographic), with the number of respondents 165 households. The data were analyzed using models of Structural Equation Modelling (SEM) by LISREL program. The results showed: (1) the level of household food security in Kerinci regency good views of availability, accessibility and household utilization of nutrients obtained quite enough and stable. Respondents in the study area has a fairly high level of stability of food consumption (energy and protein consumption), (2) social capital in the study area owned by households is high and good views of the local association level as well as from the aspect of interaction and community character, (3) sustainable food security is enough high, (4) social capital (local associations and public characters) either directly or indirectly have a positive highly significant to the development of food security and sustainable food security. That is, the higher and varied levels of social capital owned by the family, the more stable the level of food security so that the turn can improve the sustainable food security of the family.Key words: food security, social capital, sustainable, and development.

Pruntseva G.О. THE DEVELOPMENT OF ORGANIZATIONAL AND ECONOMIC MECHANISM OF FOOD SECURITY IN ANCIENT TIMES Purpose. The aim of the study is to determine the basic principles of food security in ancient times and highlight the first tools of food security mechanism, which allowed for the further development of society. Methodology of research. The following methods are used in the research process, namely: analytical and historical methods to analyze the historical development of the main tools for ensuring food security. Assessment and logic are used to formulate the conclusions of the historical analysis. Findings. It is found that the problem of food security was relevant in primitive times. In ancient times, the following tools can be distinguished: warehousing and distribution of food products among all members of the community. The main characteristics of the organizational and economic mechanism of food security in ancient times are determined. The historical development of the food supply system of the population is analyzed. Originality. The main components of the food security system in ancient times are highlighted. For the first time the main tools of the food system are identified. It is proved that with the advent of the first states and the development of irrigation facilities, agricultural production became more efficient, namely: the use of agricultural technologies made it easier for people to work and increased agricultural production productivity. The development of transport infrastructure ensured the efficient exchange and trade of food products. Practical value. The author’s generalizations regarding the use of food security tools by primitive and ancient civilizations are important in the modern system of economic relations since, in the absence of effective medical treatment and government support for the vulnerable groups of the population, they ensured the survival of primitive people and the development of ancient civilizations. The results of the study are the basis for improving the modern mechanism of food security and will help to formulate an effective state policy in the field of food security. Ido region in Ekiti State, Nigeria experiences economic shortage specific to food production. This associates with difficulty in food distribution on account of poverty, population growth and inadequate social infrastructure. Personal observation and verbal interview with the residents of the area revealed high level of food insecurity. Majority of the young school leavers and uneducated working class have moved to urban areas due to lack of social infrastructure and fund which represent the economic power to embark on commercial farming. This paper emphasizes the need for Ekiti State Government to propel commercial agriculture by reviving Orin farm settlement for sustainable food production. No doubt, broad based policies are required to diversify the economy of the region through a well-focused food security agenda.

<em>In the world, food insecurity remains an enormous challenge. Food insecurity is still a great concern for many households in Kenya. This situation is connected to high level of poverty that exists in the country, particularly in rural areas. Each year , between one to four million people receive relief food from both the national and donor agencies such as the world food program. Unfortunately policy responses have almost always inclined towards responding to emergencies of food shortages rather than on putting in place systems responsible for feeding Kenya in 2015 and beyond. This paper highlights key paradigm shift approaches to achieving food security in Kenya. The expected quick win outputs with regard to commitment to feed Kenya and methodologies on how to increase food security in Kenya have been discussed. Kenya’s new constitution has devolved many responsibilities to the community level and therefore Kenya is poised to succeed in a ground up approach to boost food productivity. This is key to addressing food insecurity and feeding Kenya 2015 and beyond. This is the responsibility of national government through the ministry of Agriculture, livestock and fisheries and government through the County Agriculture docket. The arguments in this paper are informed by a number of secondary sources from which I gathered information. I have no doubt in my mind that this paper will allow the researcher to work with other global leaders in food security research to tackle one of the societal grand challenges of the 21st century: feeding a global population of 9 -10 billion people by 2015.</em>

Globalization started sometime ago and is an ongoing process. It is a diverse phenomenon, which has had tremendous impact on all aspects of human life. The spread of the culture of globalization can predominantly be attributed to the usage of modern electronic media such as the internet. As Islam is a global phenomenon, it becomes apparent that its principles should be held in the esteem befitting its status and not disregarded as irrelevant. Religious people of all age categories must agree to adapt their traditions to deal with the challenges of modernity. The end goal of globalization is thus to assess and integrate common ground into the world views of Islamic versus Western values rather than provoke bi-polarization and discord. As globalization in its current iteration predominantly stems from the influences of the West, it is paramount to scrutinize the differences in the Muslim interpretation of globalization in relation to its modern incarnation, to explore its differing definitions, the fluctuating goals of the educational systems, the sidelining of local traditions and languages, factors derived from the advent of “brain-drain” from certain nations, appropriate Muslim actions in response to globalization, and finally onto the question, how public sector management should be reformed in line with the reality of globalization and Islamic philosophy of government and administration in the contemporary era? However, following the example of the Western capitalist models and excluding religious public sector reform has produced varied reactions in MMCs. Such reactions include widespread social alienation and accelerated unhappiness and promotion of restless competition rather than cooperation. All these realities raise some unavoidable questions and debates that need to be properly addressed both from theoretical and practical perspectives. A refocused attention at the philosophy of public sector governance in light of the role of religion on the globalized and technology-driven world is an important endeavor to undertake. Thus the main objective of this paper is to explore an administrative model for public sector governance that will fulfil the socio-economic, technological and spiritual needs of a society. Data for this paper is collected mainly from secondary sources i.e. content analysis. ‘Islamic administrative model’ as suggested by Al-Buraey are used as the theoretical underpinning for this study. Abstrak Globalisasi telah berlaku sejak dahulu lagi dan ia adalah proses yang berlaku secara berterusan. Ia adalah fenomena yang pelbagai, yang memberi kesan besar kepada manusia dari pelbagai aspek. Penyebaran globalisasi budaya di dominasi besar oleh penggunaan media elektronik moden seperti Internet. Oleh kerana Islam adalah fenomena global, jelaslah bahawa prinsipnya harus dipegang dengan harga yang sesuai dengan statusnya dan tidak sepatutnya dianggap sebagai tidak relevan. Orang yang beragama dari setiap lapisan umur mesti mengekalkan adat mereka walaupun mendepani arus kemodenan yang mencabar. Matlamat terulung globalisasi adalah untuk menilai dan mengintegrasikan titik persamaan tentang pandangan dunia pada nilai murni Islam atau nilai murni barat dan bukannya mencetuskan polarisasi dan perpecahan. Oleh kerana globalisasi pada hari ini didominasi sepenuhnya dari pengaruh Barat, adalah sangat penting untuk meneliti perbezaan dari sudut tafsiran Muslim juga tentang globalisasi berhubung dengan penjelmaan modennya, untuk meneroka definisi yang berbeza, matlamat yang berubah-ubah dalam sistem pendidikan, mengetepikan tradisi dan bahasa tempatan, faktor-faktor yang diperoleh daripada kemunculan "keberanian otak" dari negara-negara tertentu, tindakan Islam yang sesuai sebagai tindak balas kepada globalisasi, dan akhirnya kepada persoalan, bagaimana pengurusan sektor awam perlu diperbaharui selaras dengan realiti globalisasi dan falsafah Islam kerajaan dan pentadbiran dalam era kontemporari? Walaubagaimanapun, menuruti contoh model kapitalis barat dan meminggirkan sektor awam agama telah menghasilkan pelbagai tindak balas dalam MMCs. Reaksi sedemikian merangkumi pengasingan sosial yang meluas dan meningkatkan jurang ketidakpuasan dan menggalakkan persaingan yang tidak sihat berbanding untuk kerjasama. Kesemua realiti ini menimbulkan beberapa persoalan dan perdebatan yang tidak dapat dielakkan yang perlu ditangani dengan baik dari perspektif teori dan praktikal. Penelitian semula pada falsafah tadbir urus sektor awam yang dibantu oleh peranan agama terhadap dunia global yang serba berasaskan teknologi merupakan usaha penting untuk dilaksanakan. Oleh itu objektif utama penulisan ini adalah untuk meneroka model pentadbiran untuk tadbir urus sektor awam  yang akan memenuhi sosioekonomi, teknologi dan keperluan rohani daripada masyarakat. Data dari kertas ini dah dikumpulkan terutamanya dari sumber kedua iaitu analisis kandungan. ‘Model pentadbiran Islam’ seperti yang dicadangkan ole Al-Buraey dah digunakan sebagai asas teori bagi kajian ini. This paper examines the problem of food security in the Republic of Kazakhstan over the past 10 years. Based on statistical data, an assessment was made of the prevalence of malnutrition among the population of the country, including children under 5 years of age. There has been a trend towards for an improvement in the nutrition of the population for a few indicators; however, further optimization of food security indicators is required to achieve the goals of sustainable development (SDGs) of the FAO WHO Agenda for the period up to 2050 in Kazakhstan and in its individual regions. The paper reflects data on demographic changes over the past 10 years and its self-sufficiency in basic foods for 2019. A high degree of self-sufficiency in meat products (117.6%) is revealed in the population of the Republic of Kazakhstan. However, self-sufficiency in dairy products is at an extremely low level (0.1%). Camel breeding has been successfully developing in the country over the past 10 years. However, the number of camels in the country is still at a low level. Camel milk can be considered as a great source of macronutrients, its daily consumption partially facilitates the problem of Food Security in Kazakhstan.

Project-based learning (PBL) has been thoroughly integrated in university sustainable development curricula, but has not been well-established in curricula used at pre-university educational levels. Integrating real-world settings into the teaching of secondary school students can help to promote problem-solving skills and competencies at younger ages, which is a crucial task in sustainability education. Therefore, in this article we describe the results of a case study on the development of sustainable food products that involved a university and two secondary schools in Austria. The methods used in this case study were drawn from the transdisciplinary case study (TCS) and the PBL literature. Data were collected by carrying out participatory research methods such as photovoice, focus group discussions, food diaries, student evaluations, and surveys. We divided the study design into three phases: (1) exploration, (2) product ideation, and (3) product prototyping and optimisation. The case study illustrates that the use of PBL research approaches by students at different levels of education provides promising results, if the research process is clearly structured and managed. When a demand for learning is encountered by students, secondary school teachers and university researchers must provide the students with additional sources of information. The establishment and management of a transinstitutional research setting is a promising, yet time-consuming endeavour.
