The article examines the food provision, which is an important indicator of the quality of socio-economic development of a territory (region) in the daily consumption of food products by the population, strengthening the food security of the country. The conditions of administrative-territorial reform aimed at transferring powers from central authorities to local authorities have significantly changed the system of food provision of territories, which forms the level of integrity in terms of food security of the country. The changes have also affected the centralized food provision system through the transfer of novel principles from the State level to the regional level. A balanced and effective system of providing the population with food affects the quality of its life, economic security of the State, its regions, competitiveness of Ukrainian agrarian industry world-wide, including in the European markets. The measures developed in order to implement the targeted tasks of the Food Security Strategy of the Regions are planned for the period of 3-5 years. A structural-logical scheme of the organizational-economic mechanism for food provision of region is proposed as a set of economic, technological and organizational measures carried out by the State and other market actors at the level of both the country and the regions to meet the needs of the population with food products, regulating the sale of agricultural products, its processing, guarantees of improvement of quality and security of food products and their price availability. The author examines the main directions of implementation of the mechanism for food provision of region, which are the following: ensuring sustainable growth of production, availability of products for consumers; exchange of agricultural products; formation of a mechanism for regulatory influence on production, trade in agricultural products (national and regional levels); association of small farms within the regions; introduction of guaranteed minimum purchase prices (high profitability of production); improving the level of product quality, introduction of ecological norms to stimulate the production, producing and selling of environmentally friendly foods.

The article reveals the northern and Arctic specifics of food security, including unfavorable conditions for agriculture, low provision of biological resources, a decrease in the level of self-sufficiency of the population in agricultural products, and a high dependence of food on imports. The author considers risks and threats to food security and measures to overcome them. The main directions of ensuring food security related to the availability of domestic and imported food products, improving the quality of life, and reducing the poverty of citizens are proposed.

In this study, on the basis of a comprehensive review of scientific publications, the definition of "foodsecurity" is defined. The level of safety is determined on the basis of the structure of consumption of food bythe population, gross output by main types of agricultural products. The basic conditions and components ofthe formation of food security of the region are outlined. It has been proved that the issue of food security isa priority in the country's economic security, and the vector of the solution of the problem in Ukraine, which isthe gradual and systematic implementation of economic changes, is determined. Two criteria are defined todefine the definition of "food security": the first is focused on the import of food products, or on self-provision,the second on the combination of imports and own food products. Food security implies: firstly, the physicalavailability of food, food should be in full and in line with accepted consumption norms, and secondly, foodsecurity, quality of raw materials and food should meet established quality standards. In the course of work,the main problems that threaten food security were identified: the lack of appropriate income for consumersand the deterioration of reproductive capacity from producers. The factors of food security are calculated.The quality of individual food groups is low. The implementation of socio-economic policy in the field of foodsecurity is an important part of the national security of the country.

The purpose of the article is to carry out an analytical assessing the impact of the COVID-19 pandemic on the level of food security in Ukraine. Research methods. The research was based on general scientific and economic methods, the creative heritage of the founders of economic science, publications of Ukrainian and foreign scientists on the impact of quarantine restrictions related to the spread of the COVID-19 pandemic on the level of food security of the country, regulatory legal acts, data from the State Statistics Service of Ukraine, electronic resources and other sources. The monographic approach is used to analyze the dynamics of the actual consumption of agri-food products and the level of food independence for individual agri-food products. Normative and positive approaches are used to highlight real risks and threats to food security. A number of techniques of abstract-logical tools made it possible to make a scientific and applied generalization of the material presented, to formulate intermediate and final conclusions and proposals. Research results. An analytical assessing the impact of the COVID-19 pandemic on the consumption of agri-food products and the level of food independence for individual agri-food products has been carried out. It has been proven that Ukraine produces enough food to ensure healthy nutrition for citizens. It has been determined that due to the low purchasing power of the population, groups of citizens with low incomes have limited access to essential agricultural and food products. In the medium and long term, there will be a shortage of food resources and global food inflation, the situation in agricultural markets will remain unstable, and trade will continue to develop under the influence of not only competition, but also political factors. Scientific novelty. The theoretical and methodological provisions, scientific, methodological and practical approaches to determining the factors of influence of quarantine measures and the spread of COVID-19 to the level of food security of the state have been substantiated. Assessing the impact of quarantine measures and the spread of COVID-19 on food security made it possible to identify the main risks of ensuring the country's food security. Practical significance. The applied aspects of the study can be taken into account in the formation of programs for the socio-economic development of the agri-food sector of Ukraine, which will increase the effectiveness of state initiatives aimed at ensuring food security of the state and increase the country's readiness for force majeure threats. In the current conditions of instability of the national economy and tense geopolitical situation, one of the key factors contributing to the realization of national interests and priorities of Ukraine is economic security. Which characterizes a state of the economy in which the economic interests of the enterprise, region, state and society are reliably protected from internal and external threats. The development of integration processes in the world community contributes to the economic growth of the state, however, like any development process, it faces a number of negative factors and risks that pose a threat to economic security. Given the complexity of the processes in domestic and foreign policy, the majority of the population is unsure of their future. The global crisis has revealed serious shortcomings in the mechanism for managing the economic security of the state and domestic economic entities, which has been reflected in declining economic growth, gross domestic product, rising unemployment and other indicators. As a result, there is a growing focus on security and risk management tools at the macroeconomic level, as well as their effectiveness in the national context. The article examines the mechanisms of ensuring the economic security of the state in the insurance process, which are crucial factors for sustainable growth and functioning of the national economy as a whole. Various areas are considered: ensuring the safety of policyholders, private insurance companies, national institutions (government agencies, organizations). Introduction. The article is devoted to the problems of agricultural development as a basis for ensuring food security in Ukraine. Food security is one of the important components of economic security, which creates a basis for further progress and development of the state. Achieving food security is one of the Global Goals for Sustainable Development by 2030, set by the UN to member countries at the Summit on Sustainable Development. The purpose of the article is to reveal the problems and prospects for the development of the agricultural sector in the context of ensuring food security in Ukraine. Results. It has been determined that the contribution of agricultural production to the GDP in Ukraine is quite significant. According to the results of 2018, 89% of agricultural enterprises have received a profit. The consumption of main types of food products by the population of Ukraine is less than the scientifically substantiated norms, namely: the actual consumption of meat is 64% of the norm; milk and dairy products – 52%; eggs – 94.8%; fish – 59%; fruits, berries and grapes – 53%. At the same time, there is a steady increase in the share of agricultural products in the structure of exports (in 2019 – 44.2%). According to the Global Food Security Index, Ukraine does not have the best positions and yields not only to all European countries, but also to those countries to which it exports food. Conclusions. Ukraine occupies the 76th out of 112 positions in the 2019 Global Food Security Index. Problems that pose potential threats to food security are acute, particularly, the lack of balance in the diet of Ukrainians. Due to the products of animal origin, the caloric value of the diet is provided only by 28% at the optimal level of 55%. The share of the population’s expenditures on food products is unacceptably high: more than half of the total aggregate expenditures, which is higher than the similar indicators of the EU countries by 3-5 times. The increase in agricultural production should take place in compliance with environmental norms and international food quality standards.

One of the criteria for ensuring food security is the consumption of basic food products per capita, which characterizes the level and quality of life. Food consumption is the result of the reproductive process in agriculture. The article discusses the level of self-sufficiency on the materials of the Irkutsk region, is compared with the food security criteria provided for in the Doctrine. All food products, except for potatoes, residents of the Irkutsk region consume significantly less, compared with residents of the Russian Federation. For meat, milk, egg, vegetables, consumption does not meet the rational standards recommended by the Ministry of Health for a healthy diet. A regression model of the relationship between per capita incomes of the country and milk consumption per capita is presented. The mismatch between the excessive content of fat in food, potatoes, sugar and bread in the diet and the lack of calorie intake affects the health of the population of the Irkutsk region. It is necessary to achieve the level of production of the main types of high-quality food products, enough to provide the population of the Irkutsk region and reduce food dependence.

The article develops theoretical and methodological foundations for the formation of the concept of food security management of the state in terms of investment and innovation development of the agricultural sector. It is determined that the essence of food security is the economic state of the country, in which, regardless of market conditions, the population can be guaranteed and stably provided with food resources, have free access to them in sufficient quantities, range and at reasonable prices, with this corresponds to the normatively justified parameters and medical standards. It is established that the concept of economic security of the state involves the effective functioning of all its constituent subsystems, which must ensure efficient and rational use of all relevant resources to eliminate possible external and internal threats, ensure the stability of the national economy and direct protection of state interests. Stimulating the development of agricultural production and reducing the negative impact of its systemic indicators will ensure the stability of food security and food independence by increasing the sustainability of agricultural production and food quality and income, expanding exports and imports, increasing food stocks, improving greening, improving the legal framework, realization of production potential of agriculture. The paper notes that food security is one of the most important indicators of socio-economic development of the country. It is provided primarily by the level of agricultural production, saturation of the market with its own agricultural products, which promotes its independence and meets the main groups of indicators defined in world practice (level of availability and consumption of food, availability and sufficiency of food, quality and safety of food). The development of agricultural sectors depends on the intensification of investment strategies, state support in financing and investing, promoting the competitiveness of agricultural producers in the domestic market and protecting their interests in foreign economic activity, the introduction of credit mechanisms as an option to update the material base, improve the mechanism pricing, completion of land reform and direct control over the quality of production and use of natural resources.

The purpose of the article is to study the economic mechanisms of agricultural production growth within one country and, in particular, Kazakhstan. The growth of agricultural products in Kazakhstan and the provision of the country with food products are complex and relevant issues, which include the problems of production, the situation in the national agricultural markets, solvency and competitiveness, the annual volume of agricultural products, the increase in annual revenue, ensuring the availability of food products to consumers, laws in the regulation of the agricultural industry, etc. The potential of agriculture is correlated with the level of food security of the country. State regulation of the agro-industrial complex is aimed at ensuring food security, stability of agricultural products entering the market, creating favorable conditions for entrepreneurs, increasing the competitiveness of domestic products, as well as improving the standard of living of the population of the regions by creating favorable conditions for the development of crop production, animal husbandry, fisheries, processing of agricultural products and the food industry, veterinary-sanitary and phytosanitary security, it is aimed at providing technical equipment and other auxiliary areas of activity, social and infrastructure development on regional territory. The authors of the article emphasize that agriculture will become an important part of the agro-industrial complex. Agriculture is an industry aimed at providing the population with food and is a raw material necessary for the economic sphere. It occupies an important place not only in the agro-industrial complex, but also in the national economy of the whole country. Agriculture is the most important part of the material production industry. Agriculture provides the country with food and industry with some raw materials.

Forecasting plays a significant role in organizing the economic activities of executive authorities using the example of customs authorities, since this is associated with the ongoing policy of optimizing customs payments administered by customs authorities, ensuring the economic security of the state, improving the quality of customs services and compliance with customs legislation. A wide range of forecasting methods allows them to be applied on the basis of assessing the feasibility of applying one method or another to forecast the main economic indicators of the activities of executive authorities. The analysis of the scientific and methodological base made it possible to form and propose a generalized algorithm for forecasting the indicators of the economic activity of executive authorities. Goal is to develop a generalized algorithm for predicting the indicators of the economic activity of executive authorities using the example of customs authorities.
