The increasing population of the elderly people in Indonesia can have adverse impacts if not managed properly. However, only a few local governments are able to create policies that facilitate the health of the elderly. Yogyakarta City Government is able to implement innovative policies to accommodate the elderly through healthy elderly care (rusela). This research explains how the innovation process works in the midst of the lack of local government attention in improving the health of the elderly. This study uses a qualitative approach with research data obtained through secondary data and interviews. The results of this study explain that: first, the researcher found that the initiation of rusela emerged from collaboration between bureaucrats and practitioners, secondly the implementation of rusela could occur due to support from stakeholders, thirdly the promotion of rusela in order to remain sustainably obtained through internal and external promotion.

ABSTRAK Penduduk di Indonesia saat ini mengalami pertumbuhan yang cepat, terlebih lagi dewasa ini Indonesia mengalami fenomena peningkatan jumlah lansia yang begitu besar atau yang dapat kita kenal dengan ledakan penduduk usia lanjut, Angka pertumbuhan lansia terus meningkat setiap tahun. Menurut data Bappenas yang dikelola oleh Chandra menyatakan bahwa pada tahun 1980, penduduk lanjut usia baru berjumlah 7,7 juta jiwa atau 5,2% dari total jumlah penduduk. Inovasi yang dilakukan oleh Dinas Kesehatan Kota Yogyakarta sedikit memberikan angin segar bagi efektivitas pelayanan kesehatan khususnya para lansia di kota Yogyakarta. Mengingat bahwa kota Yogyakarta merupakan kota dengan jumlah penduduk lansia terbanyak di Indonesia. Pemerintah kota Yogyakarta dan Dinas Kesehatan telah melakukan kerjasama yang baik dengan berbagai pihak sehingga berdirilah rumah sehat lansia yang beralamatkan di jalan Pakel Baru, Sorosutan Umbulharjo-Yogyakarta, didirikan pada tahun 2013 dan sudah beroperasi hingga sekarang. Bahkan inovasi Rumah Sehat Lansia ini telah masuk dalam 33 inovasi pelayanan terbaik oleh Kementerian Pendayagunaan Aparatur Negara (Kemenpan). Pemerintah kota Yogyakarta hendaknya memperhatikan fasilitas-fasilitas kesehatan mislanya peralatan medis, kamar dan tempat tidur pasien sehingga rumah sehat lansia dapat menampung pasien untuk menjalani rawat inap demi pelayanan kesehatan yang berkualitas. Memperhatikan jumlah tenaga medis dokter dan perawat yang menangani para lansia. Mengingat selama ini kunjungan dokter efektifnya hanya 2 kali dalam seminggu yakni hari rabu dan sabtu. Sehingga dengan jumlah dokter yang memadai maka jumlah kunjungan dokter dapat diperbanyak lagi bahkan diharapkan dapat melayani setiap hari mengingat jumlah pasien yang tidak sedikit. Keyword : Inovasi, DIY, Lansia, Pelayanan Kesehatan.   ABSTRACT                     The population in Indonesia is currently increasing rapid growth, again nowadays Indonesia is experiencing the phenomenon of an increase in the number of elderly people who can be bigger than we can grow rapidly, the growth rate of the elderly continues to grow every year. According to data from Bappenas managed by Chandra, in 1980, the elderly population was only 7.7 million or 5.2% of the total population. The innovation carried out by the Yogyakarta City Health Office gives a little fresh air to the health care needs of the elderly in the city of Yogyakarta. Given the city of Yogyakarta is the city with the largest number of elderly population in Indonesia. The Yogyakarta city government and the Health Office have made good cooperation with the relevant parties to stand up for a healthy elderly house addressing Jalan Pakel Baru, Sorosutan Umbulharjo-Yogyakarta, established in 2013 and now available. Actually the innovation of the Elderly Healthy House has been included in the 33 best service innovations by the Ministry of Administrative Reform (Kemenpan). The Yogyakarta city government pays attention to health facilities such as medical equipment, rooms and patient beds so that elderly healthy homes can accommodate patients to increase hospitalization in accordance with quality health services. Noting the number of medical personnel and nurses who add to the elderly. It is hoped that during the doctor's visit it will be effective only 2 times a week, Wednesday and Saturday. Regional income is a source of income for local governments that hold every activity that has an allocation of funds for  people. The purpose of this study is to study and analyze the structure of regional income with regional investment as a moderator. This research was conducted at the Regency / City government in West Java Province, this study uses secondary data released from the APBD and PDRB realization report in the period 2014 to 2017. The sample research method used was purposive sampling technique. The analytical method used is the Moderated Regression Analysis using Eviews 9. Based on the results of the analysis obtained from regional original income, regional investment, balanced funds that are moderated by regional investment. Regional original income is moderated by significant regional investment on gross regional domestic product. The results of the study are used to include local governments in managing regional revenue sources and taking an assessment to make regional investments. This journal is the result of his own work and all sources, both quoted and referenced, have been properly approved.

AbstractThis study aims at determining the effect of local revenue and capital expenditure on Fiscal Stress in the Kunci Bersama Area in 2015-2019. The population of this study is the district/city government in the Kunci Bersama Area. The entire population becomes a sample called the saturated sample (census). This study has 45 data observations derived from 9 districts/cities' financial statements for the 2015-2019 period. The data used in this study is secondary data in the form of a Budget Realization Report in the Kunci Bersama Areas for the 2015-2019 Period. The hypothesis testing tool in this study is the Eviews 9 software. From the test results, it is found that local revenue and capital expenditure affect fiscal stress. Local revenue has a negative effect on fiscal stress, while capital expenditure positively affects fiscal stress.�Keywords: Regional Own Income, Capital Expenditure, and Fiscal Stress

Abstract Climate change has brought ecological impacts in the coastal area, such as seawater intrusion, coastal floods, and erosion, which have caused broader effects on non-physical aspects of human activities, including the coastal economy and society. This study aims to assess the socio-economic vulnerability to climate-related disasters in the coastal villages of Indramayu, Indonesia. Secondary data were collected based on available sources. Spatial and statistical analyses were applied. This study uses ten indicators to measure the socio-economic vulnerability of 41 coastal villages. These indicators include seven socio-demographic indicators and three economic indicators. The analysis shows that ten villages (24.39%) are socially vulnerable, and five villages (4.87%) are economically vulnerable. Overall, two out of seven socio-demographic indicators have high vulnerability levels, namely disaster mitigation systems and established community groups. Two out of three economic indicators also have high degrees of vulnerability, namely the availability of economic facilities and the employment-based sector. The other indicators with medium to low degree of vulnerability are population density, the elderly population, the disabled population (socio-demographic indicators), and poverty (economic indicator). From this study, local governments and other relevant actors can prioritize climate-related disaster reduction strategies in particular sectors and locations through spatial and development plans.

This research aims to find out the effect of size, leverage, wealth, audit opinion, liquidity, and press visibility of Local Governments (LGs) on the financial information disclosure through Indonesian LGs website. Center for Regional Information Study (Pattiro) states that only 28% of LGs disclose their financial information through website, and this proves lack of public transparency. This research method is using multiple linear regression. The population is 456 Local Governments (LGs) in Indonesia, with the research sample as many as 187 LGs conducted using purposive sampling method. The type of research data is secondary data. Empirical results show that size and wealth have positive effect on the financial information disclosure through website. Press visibility has negative effect on the financial information disclosure through website. While leverage, audit opinion, and liquidity do not have effect on the financial information disclosure through website. The implication of this research is that The Ministry of Home Affairs could develop a system of reward and punishment to motivate the LGs to improve their level of financial information disclosure through the website.

The severity of criticism in handling the COVID-19 pandemic has made local governments turn to information and communication technology to back up various important information in mitigating the handling of COVID-19. Although the district/city government in Yogyakarta has taken advantage of digitalization in the operation of its government system, it is still a question mark whether the district/city local government can utilize websites and social media as a means and media for handling COVID -19 effectively and efficiently mapping COVID-19 data. And socialization of its handling to the community. The research method used is descriptive qualitative research to obtain comprehensive data related to disaster management through websites and social media by the district/city government in Yogyakarta. The results show that the use of websites and social media by the Sleman Regency Government and Yogyakarta City Government to mitigate the COVID-19 pandemic is utilizing online data sources for early detection of disease; in the form of notification of diagnosed cases, data visualization tools for decision support, namely the use of collecting public health data in real-time, as well as the use of public communications related to the mitigation of the covid-19 pandemic. The conclusion obtained is that the use of pages and social media used by the Sleman Regency Government and the Yogyakarta City Government has similarities in their use, both back office and front office. However, there are differences in information content both on the page and social media users.

Article 13 Permenkes No. 18 of 2020 states, Local Governments have the responsibility to facilitate the management of medical waste. In reality, the Banda Aceh City Government has not provided facilitation in the management of medical waste in Banda Aceh City. The purpose of the study was to determine the form of facilitation provided by the Banda Aceh City Government and the policies taken in the management of medical waste. The main data of this study is secondary data and is supported by primary data. Secondary data was obtained from legislation, scientific journals and books, while primary data was obtained through interviews. The results showed that the facilitation provided by the Banda Aceh City Government was only in the form of socialization and advocacy to cross-sectors and monitoring and evaluation of Health Service Facilities. The medical waste management facilitation policy has not been implemented in accordance with the Minister of Health Regulation No. 18 of 2020 and the Banda Aceh City Sanitation Strategy 2010-2025.

This study aimed to test the comparison between financial ratio index and performance score of local government administration (KPPD), as well as the effect of financial ratio index on the KPPD score. Research method, the research was conducted with secondary data in the form of budget realization report from 2015-2017 in 60 regencys and cities in 5 provinces of the Southern Sumatra region, with no data available, there were only 60 regencys and cities or 169 observations. The research variables were financial ratio index and KPPD score. The analysis used quantitative analysis of different tests and regression. The results showed that the financial ratio index of the city government was higher, as well as the score of KPPD with city status that was higher than that regency government, and the financial ratio index had an effect on the KPPD score. The research implication is that the central government can use it as an alternative to award the best financial performance (city and regency). The originality of the research resulted in a financial ratio index that combines several financial ratio and it has not been used in local governments.

Purpose: This study aimed to analyze risk factors, compliance with health protocols, and the COVID-19 screening test among mall employees at Yogyakarta city, Indonesia.Methods: We analyzed secondary data from a cross-sectional study in Yogyakarta City from May-August 2020. The population was all employees at all malls in Yogyakarta City who participated in the screening rapid test zero survey conducted by the Yogyakarta City Government. Results: Bivariate analysis showed a significant relationship between ensuring proper mask install (OR = 6.33, p = 0.023, 95% CI = 1.03-38.81), applying a minimum distance of > 1 meter when outside home (OR = 27.34, p = 0.001, 95% CI = 3.01-248.32) and applying a minimum distance of > 1 meter when at work (OR = 22.25, p = 0.003, 95% CI = 2,45-201.65) with the reactive COVID-19 results. Multivariate analysis showed the most dominant variable associated with the reactive rapid test results is not keeping a minimum distance of > 1 meter when outside the house with a value of (OR=11.91, p=0.047, 95% CI = 1.03-137.37). Conclusion: The risk factor for Covid-19 for employees and mall staff is physical distancing > 1 meter when outside the house.  The city administration should keep working with mall managers to tighten health protocols in malls and other public areas to prevent Covid-19 transmission.

One of the important issues related to the elderly is the elder people is significantly increase in the number. In accordance to that, the problems faced by the elderly are also increase and vary. This study aims to examine whether the regulation as the basis for policy formulation and elderly care programs is sufficient. Besides that, this study also tends to identify the translating of existing regulations into elderly care programs in City of Yogyakarta. To answer these problems, research was conducted by combining three ways: document study, survey and qualitative study through in-depth interviews with stakeholders in City of Yogyakarta.The results show that normatively regulation at the national and provincial levels are sufficient as a basis for the formulation of elderly care policies. Nevertheless another serious problem is the operationalization of regulations into the program. The mandate in the law or other regulations was not fully be fulfilled at the level of programs and activities. At the operational level, several programs that have been carried out in City of Yogyakarta have been able to respond to the needs of the elderly. The survey shows that most of the elderly need to join a gathering of fellow seniors and this has been responded to by Rusela program (healthy elderly homes). However there are still some needs, especially regarding the economy and health that have not been responded optimally.
