The future of any society is determined by the level of development of the education system, which is an integral part of it and a vital aspect. Today, reforming and improving the system of continuing education in our country, which is on the path of independent development, raising it to a new level of quality, the introduction of advanced pedagogical and information technologies and improving the efficiency of education has become a state policy. This article sets sights on highlighting the effectiveness and efficiency of higher and vocational education and training, as well as exploring ways to address and implement the current reform agenda in the field. The research was conducted on the basis of a generalizing and comparative method, to identify the problems and development of vocational and higher education. Within the framework of the conducted research the current state of vocational and higher education has been characterized; the features of online learning at leading universities and its advantages has been clarified; the prospects of introduction of continuity of education have been studied, for the development of personality abilities, taking into account changes in society in the context of improvement of the system of vocational and higher education caused by the European integration process of education; directions for the development of vocational and higher education as part of the national education system and society in general have been outlined. It is determined, that at the present stage the domestic education system should be improved and transferred to an innovative way of development in accordance with developed countries. In the near future, such modern forms of education as: distance education, dual education, continuing vocational education and others, should be improved and implemented into the educational process.

Smart education systems and methodologies are based on the deep integration of information technologies in the educational process. Among all the tools belonging to the environment of teaching technologies, wikis have been reported as ideally suited for collaborative learning. Several Universities around the world are running Projects and events about the use of wikis in higher education. Therefore, in this paper the authors explore the use of wikis in the higher educational institutions, being focused on a special case: Wikipedia. Wikipedia presents special characteristics which make it perfect to not only reach the specific learning objectives of a certain particular subject, but also the transversal abilities so demanded today (such as teamwork or social responsibility). Finally, the authors analyze more deeply the experiences about the use of Wikipedia conducted in the Universidad Politécnica de Madrid and the obtained results are presented.

In the article on the basis of scientific and pedagogical sources the ways of perfection of the system of professional education with the purpose of preparing the future specialist for the practical realization of the idea of health saving of the nation at all stages of educational activity are analyzed and solved. New approaches to the development of the content, forms and methods of professional training of specialists of the new formation, as well as introduction of the modern technologies in the educational process of higher educational institutions are studied. It is noted that the educational process should be transformed in the direction of individualization of educational interaction, learning, formation of creative thinking and increase of independent work of students. It is characterized that a specialist-innovator is the bearer of specific innovations, their creator, modifier, it has wide possibilities and has an unlimited field of activity, since in practice it is convinced of the efficiency of existing technologies and teaching methods and can correct them, carry out research work, develop new methods and technology. The focus of this activity is the innovative potential of a future specialist. The directions of introduction into the educational process of modern technologies are revealed, where the teacher becomes more and more the functions of a consultant, counselor, mentor, since in professional activity not only special subject knowledge is realized, but also modern knowledge in the field of pedagogy and psychology, acmeology, technology of education and upbringing. In the course of scientific research, the preconditions for creating a concept for forming the readiness of future specialists for the implementation of innovation as the basis for improving the educational process, the essence of which is the introduction of modern tools and methods into the traditional system of education, is outlined. the pedagogical conditions of effective use of health-saving technologies are formulated, essential characteristics and stages of training of future specialists in educational institutions are highlighted; substantiated the basic provisions, the observance of which provides the training of specialists of the new formation to the implementation of healthcare-saving technologies. It is emphasized that in the educational space of a higher educational institution it is necessary to create conditions that will promote the formation of the right attitude of health professionals to the health of the future as the main value of the person that will significantly stimulate their reflective activity and awareness of personal responsibility for the health of their pupils.

We show the possibility of optimizing the psychological and pedagogical support of social and pedagogical adaptation process of students with hearing impairment to educational process in vocational educational institutions of secondary vocational education through the use of an innovative author’s course of group psychological prophylaxis and correction adapted to audibly deprived students. We reveal the subject and the main content of the classes. We pay attention to the need for dead graduates of vocational educational institutions of secondary vocational education to master flexible, highly adaptive methods and techniques aimed at improving their social and psychological competence. The effectiveness of the proposed and conducted activities is confirmed by the results of monitoring the psychological sphere of deaf students’ personalities of vocational educational institutions of secondary vocational education. The analysis of the average group data showed an improvement in psychological indicators of psychological and pedagogical adaptation: a significant increase in the neuropsychological stability level, against the decrease in personal anxiety level, an increase of the personal adaptation potential value and its components, increased the communicative qualities and the behavioral regulation level, with virtually unchanged values of moral standards. The results indicate the positive dynamics presence of psychological indicators of social and pedagogical adaptation of surveyed sample after the course of group psychological prophylaxis and correction.

The process of building students' competence must meet modern requirements and include the use of innovative technologies. The development trends of modern society have led to the emergence of a competency-based approach in vocational education. In the process of building professional competence, it is necessary to use technologies that meet the requirements of the Federal state educational standards which contribute to the development of practical focus of training. Among such technologies we single out technologies for holding a round table. The technologies of the round table are not new, but due to combination with various innovative technologies, they become more relevant. The implementation of the round table in the training of vocational education teachers is a discussion process that speculates about a relevant topic requiring a comprehensive analysis. Modern conditions provide arrangements of round tables with their own specifics. The purpose of the article is to identify the effectiveness of holding round tables in students’ preparation in higher educational institutions. The article presents basic principles on which the technology of the round table is based, its ideas and essence, as well as the features of its holding. A study conducted at a pedagogical university during the training of vocational education teachers is presented. It showed the need for implementing round-table technologies in preparing students for future professional activities, as the ones allowing students to build effective discussions, negotiate based on arguments and facts. We have identified the effectiveness of the "round tables" in the training of students in higher educational institutions. The study made it possible to establish the level of students’ preparedness for conducting effective discussions for the implementation of future professional activities in secondary vocational educational institutions. The technology of the round table allows to increase the knowledge level of students. The results can be used in students’ training in various faculties.

The article deals with the creation of unified information-educational environment of an educational institution, requirements to it, the organization of the educational process based on it, as well as all its constituent parts presented in an educational institution. A promising field of research of the problem of information technologies usage in students' learning activities can become the experimental study of the beliefs of students, scientific-pedagogical and pedagogical staff of higher education institutions on e-learning tools and their application in the educational environment. Moreover, it is worthwhile to mention that the problem of effective use of modern ICT disciplines is studied by many professors of higher educational institutions. However, its incorrect usage leads to the substitution of the learning objectives. Nowadays it is possible to reduce the educational process in universities not only by knowledge mastering, but also teaching students to learn and apply their new knowledge and information as effective, as it is possible. Numerous theoretical and practical research characteristics of the information technology in the students’ educational process claim that this approach is a response to students’ social demands and needs, since it contributes to the formation of professional competence of future professionals. One of the most important factors that significantly effects the quality of education is the usage of modern information technologies. Modern graduate students should have special professional tools and solve working problems, using information systems. Thus, the introduction of innovative information technologies in higher educational institutions enables future professionals to expand their potential abilities and encourages active learning.

Introduction. The article deals with implementation of tasks of specialists’ training by universities. The relevance is determined by a dropout trends in training years. The authors analyze the results of the specialists’ training and graduation; also they determine the goal and objectives of the research. The study purpose is to identify specialists’ training patterns and to develop methods to optimize the students’ number in training years according to the final results. Materials and Methods. Results of training and graduates’ number for 2012-2017 comprised material for the study. An approach to provide management of assignment for higher education professionals training has been developed, and it is the students’ number optimization methodology in years of study according to the final results. It links initial and final results into one line and predicts intermediate results that ensure fulfillment of graduates’ training orders not lower than the established final results. The following general scientific methods are used in the article: compilation, benchmarking, synthesis and normative forecasting. Results. Optimization methodologies in years of education concerning the final results were tested. The findings showed that the final result directly depends on the intermediate results; the students’ number decline can be brought to optimal values if initial and final results are determined and linked with each other. Discussion and Conclusion. The possibility to bring students’ number reduction into line with optimal values is proved theoretically and practically if the forecast of graduation is provided. Thus the forecast of optimal intermediate results is the main link for educational management methods development for specialists’ training tasks. It is an area for further research. The contribution to science consists in the development of methods for predicting the optimal number of students in the year regarding to the final result. The article’s materials will be useful to the permanent composition of professional educational institutions for the development of measures tar geted control in the educational process. Vocational education of a modern person is a comprehensive acquisition of knowledge not only in the field of a future specialty but also in the field of anti-corruption norms and rules that extend their effect to the field of activity of a future engineer. The requirements for the level and quality of modern vocational education determine the objectives of modern vocational education in professional educational institutions of higher education. The effective use in the educational process of the achievements of modern digital technologies in the study of non-core disciplines is a prerequisite for the formation of a professionally-oriented personality, with a high level of anti-corruption legal consciousness. The subject of the study was the capabilities of modern technical means for transmitting the studied information of anti-corruption content to the student, the prospects for the development of their use in studying the provisions of the legislation on anti-corruption regulation in the Russian Federation. The method of this study was – the analysis of the modern digital environment of the educational process.

The purpose of this article is to describe the feasibility of using a system approach to the formation of the higher educational establishment students’ key competences formation, and this phenomenon definition propriety by the pedagogical system. In the learning policy of higher education, formation of various didactic and pedagogical phenomena is in process. Analyzing the problems of training and education, determining the process of higher educational establishment students’ key competences formation by the pedagogical system, one can conclude that they need a system approach in the course of their development. The situation prevailing in the professional training of the specialist encourages educational institutions to look for ways to improve the educational process. It is known that from the standpoint of a systematic approach, the learning process is regarded as a system that is subject to planning and developing a clear hierarchy of goals, knowledge and skills that comply with the overall ultimate goal of the system all components, and is also in constant development. Changing or replacing one parameter or component significantly affects all others. A system approach emerged as a response to the long-standing domination of analytical research method, which is inadequate in cases where the object being studied contributes the need to correlate its parts with one another or to correlate a part and the whole, to establish the relationship between, at first glance, incomparable facts accumulated within even one research work, as well as when it is necessary to search for analogies and similarities in phenomena of different origins.

For the first time, the activity of the weaving vocational school in the village Digtyari (modern Chernihiv region) is analyzed. It was the leading educational institution of the middle level of vocational education of the Ukrainian SSR in the second half of the 1920s, in which the creators of traditional textiles studied. The students learned the skills of making carpets, embroidered shirts, and kerchiefs. On the basis of archival sources, the histories, educational process, composition of the teaching and student groups of the school during 1926-1929 are covered. Established in the fall of 1926, the institution was to train qualified master practitioners for the factory and handicraft arts industry, who had formed an artistic taste. The teaching staff initially consisted of local general education teachers and visiting instructors and teachers of special subjects (O. Reisfeld and M. Dyachenko). The institution was headed by uneducated communists Yu. Kozelev and S. Lutayenko. The students of the first set were mostly non-locals, orphans. But the second set already consisted mostly of children of local peasants and artisans. The school had a significant material base, which remained from the textile educational institutions that operated in Digtyary during the first quarter of the twentieth century. The main rooms were located on the right-wing of the main building of the palace complex of the Galagan estate. As a result of the study of the materials of the minutes of the meetings of the school council, the conflict situations that constantly arose between the managers and their supporters and visiting specialists and led to the departure of the latter from Digtyary were analyzed. The initial stage of the existence of the Digtyari weaving professional school, problems in relations between staff, and the originality of the contingent of the first set of students influenced the quality of their training. As it is clear from the available sources, during the first and the beginning of the second school year students worked both theoretically and practically, but due to lack of raw materials they could not produce a significant amount of full-fledged products. The school’s workshop worked on “factory” and, in part, “peasant” raw materials. At the end of the second year of study, students were already making work suitable for sale. The school operated in two directions. The visiting instructor, an experienced artist M. Dyachenko brought a new vision of teaching graphic literacy into the educational process. Weaving and embroidery instructors who either graduated from the textile schools previously existing in Digtyary (A. Reisfeld, V. Nikolskaya) or worked there for a long time (G. Tsybuleva) broadcast local traditions. During the years under study, about 100 students studying at the institution, and one graduation took place. Troubles in the personal relationship between teachers and school management and insufficient funding have affected the quality of education. But even in such conditions, students not only mastered special and general education subjects but also participated in exhibitions, made marketable products, engaged in research work. Curricula developed by M. Dyachenko and O. Reisfeld became a model for other craft educational institutions. And the textbook was written by O.
