This paper aims to review the implementation of the e-money systems like e-retribution for traditional market traders in Surakarta. Methods of analysis will be directed description and a detailed description of the phenomenon of communication between businessmen and Government bureaucrats, the traditional market Surakarta City. The qualitative data gathered from in-depth interviews to explore cases that occur in the implementation of the policy of e-retribution in the traditional market in the city of Surakarta. The semi structured interview form was deliberately chosen to give a chance to the interviewees in providing information freely and flexibly so that it does not cover the possibility of exploring hidden information else. The research results reveal that the policy of e-retribution is not fully be done in traditional markets despite a payment system like this provides many benefits to the Government of the city of Surakarta. This system provides guarantee of certainty of efficiency and effectiveness of the cost of the withdrawal of levy. On the other hand the system of e-retribution will encourage traditional market traders to know the modern financial management systems involving banking. However, for the small traders of this system are considered as aggravating thing because it forced them to open a banking account as deposits.

Market was an important things in economic especially traditional market, which many vegetable street vendors sell in this market everyday. Every single of them have to pay many cost meanwhile the vegetable which they sell was cheap. The aim of this research to know the profile of the vegetable street vendors in the traditional market of Kemiri, Medan Kota District, Medan City. This research used structured interview methods and in-depth interviews. The number of samples of vegetable street vendors was 10 sample. The results showed that trade income was enough for daily expenses, the education of vegetable street vendors children was fulfilled, all vegetable traders had decent house and all vegetable traders had good health. However, there’s something have to noticed they don’t have of legal certainty in trading, the widespread practiced of illegal levies, there’s absences of training and assistance from the government in trading, and social interaction with neighbors who have never been carried out.Keywords : Vegetable, Street Vendor, Traditional Markets, Social, Economic.

The development of modern markets in Pontianak City is very rapid which can certainly have an impact on traditional markets. The existence of a modern market will affect the pattern or behavior of consumers, so that consumers often choose to shop at the modern market. This condition is a threat to traditional market traders, so tradional market traders need a special strategy in retaining their consumers. This study aims to formulate a competitive market strategy to deal with modern markets in Pontianak. The method used is descriptive method and analyzed using SWOT. Data collection uses questionnaire instruments for consumers, traders and several key informants. The results show that the competitive strategy of traditional flamboyant market traders to face modern markets in the city of Pontianak is to use SO strategies, by providing good service to customers, increasing sales of people's basic needs, offering products at low prices with the hallmark of bargaining culture, increasing small economy and loves local products. Efforts that can be given are for traders to maintain facilities and infrastructure in the market, continue to pay attention to the needs of consumers, change the market healthier and cleaner. The government must also always pay attention to the comfort, freedom of consumers, handle every complaint, select every trader who is always active and inactive so that there are no empty booths and increase the ability of resources to traders.

This study aims to: (1) Analyze consumers' assessment of traditional markets on the policy to revitalize traditional markets in the city of Banjarmasin, (2) Determine the assessment of the management and traders of traditional markets afterthe revitalization policies are conducted by the Government of Banjarmasin, (3) Identify the internal and external factors affecting the traditional markets in an effort to improve the competitiveness of traditional markets in the city of Banjarmasin, (4) To formulate the strategy options for improving the competitiveness of traditional markets in the city of Banjarmasin, (5) To formulate strategic priorities in an effort to improve the competitiveness of traditional markets in Banjarmasin.The results show that: (1) the performance of traditional markets in the city of Banjarmasin because the revitalization policy is not optimal; this is proven by the consumers' assessment of the marketing mix variables (marketing mix) 7P which is still low on some attributes, such as product quality factors, promotional products market traditional, traditional market traders and service, (2) the traditional-market revitalization in Banjarmasin is not optimum because it is still limited to procedural and has not touchedthe substantive aspects concerning the increased competitiveness of traditional markets, (3) the priority strategy to enhance the competitiveness of traditional markets are (a) optimizing the arrangement of traders with neat and orderly zoning systems (clusters); (b) optimizing the publication and promotional traditional-market activities post revitalization policies; (c) establishing cooperation with universities through R & D (Research and Development) of traditional markets.It is suggested that revitalization of traditional markets in the city of Banjarmasin must be comprehensive, focusing on the aspects of business management of professionalmarketing and empowerment of traditional market traders

The market is generally divided into two, namely traditional markets and modern markets. Traditional market is a market that has a simple buying and selling activities, there is a bargain with a means of payment in the form of cash. In addition, the market is not only a place for the community in meeting the daily needs, but also the center of the community's economic drive. Traditional market is an important channel in the distribution process of agribusiness products as big as food product of daily necessities. The competition of traditional markets and modern markets is getting tighter. The government is trying to assist the development of traditional markets in order to compete with modern markets by planning the revitalization and fostering of market management so that not only physical improvements are made but also services and market management mangement. Related to this problem is capital strategy applied by traditional market trader Soponyono in face of tight competition with modern market. This research method is descriptive study by using qualitative approach. Data collection techniques through (1) indepth interview, in-depth interviews until the data obtained is considered sufficient and (2) observation that is observing the learning process undertaken. The process of data analysis using capital strategy theory. The selection of this theory is based on the object of research that is Soponyono Surabaya Market so that it can know more deeply about the capital process of Soponyono market traders related to the problem of competition with modern market Based on the result of research known that capital strategy of traditional traders in facing modern market through banking funding, Private capital and BKM and BMT. <p><em>The development of traditional and modern stores is determined by several factors such as distance, accessibility and consumer behavior. Since the emergence of modern stores in Surakarta, the distance between traditional markets and modern stores are of concern to the government of Surakarta, because the distance is too close location can affect the reduction in income, traders in traditional markets that will impact the sustainability of traditional markets. The second factoris the accessibility factor. The pattern of the spread of modern stores are mostly located in the city center and most are in the residential area of the middle and upper status, whereas traditional markets mostly scattered pad residential areas with medium status. This has an impact on the level of accessibility that is owned by traditional and modern stores, where modern stores willhave a high level of accessibility than traditional markets. The third factor is consumer behavior. Offers and services provided by modern stores make modern store location becomes an alternative place to shop than in the traditional market. The issue of traditional markets will be sought able competitive with modern stores by the City of Surakarta, this study wanted to know how thedevelopment of traditional and modern shops in Surakarta viewed from a distance, accessibility, and consumer behavior. The analytical method used is the analysis techniques skooring and descriptive comparative analysis. The results showed that more modern stores have the opportunity to evolve from the traditional markets. Of these three aspects, aspects of accessibility is a challenge for the traditional market for some traditional markets do not get public transport services. This research is a study related to the impact of modern market growth (Alfamart and Indomaret) on traditional markets (department stores) in the city of Pekanbaru. The theories and framework used in this research are the concept of development while the research method used is qualitative approach delivered by Jhon W. Creswell. Because of it, the expected results will be more comprehensive in relation to the impact of the existence of the modern market on traditional ones (waserda). Meanwhile, the objectives of this study are 1. Consistency of the government of Pekanbaru City on the Implementation of Regulation Number 9, 2014. 2. Perception of traditional market traders on the existence of modern markets. 3. The impact of the existence of a modern retail market (Alfamart and Indomaret) on the business of traditional traders of all-round stalls (waserda). 4. Efforts made by traditional market traders (waserda) to maintain the existence of their businesses. From the results obtained in this research, it is expected to be able to provide input and advice to the community, government and private sector on the impact of the existence of modern markets on traditional ones, and to make appropriate formulations in dealing with problems that occur. So that at the end between modern markets and traditional ones can grow and develope together and complement each other in Pekanbaru City.

Among the chronicles relating the heroism of the besieged Leningrad, there are pages dedicated to the deeds performed by the staff the world-famous All-Union Research Institute of Plant Industry (VIR, now the N.I. Vavilov All-Russian Institute of Plant Genetic Resources). With the beginning of the war, even before the city was surrounded by the Nazi troops, the government decided to evacuate a number of factories and institutes from Leningrad, including VIR, but the plan failed. Only in winter did the Institute start partial evacuation, although preparations had been going on for a long time. The largest and most important part of the collection was left behind in the besieged city. The remaining employees were forced to work under the hardest conditions of the siege, in unheated premises. In the harsh reality of the winter in 1941–1942, the daily bread rationing was cut down, and hunger raged in the city, killing tens of thousands of city residents, including VIR employees who kept the stored seeds and tubers untouched. The most difficult part was preserving the potato collection. In the spring of 1942, preparations were made for sowing to restore the viability of seeds and tubers in the fields of Leningrad’s suburban area under the fire from the enemy artillery. Only the heroic efforts of VIR’s staff helped to save the collection from destruction and loss of germination. This heroism cost more than 20 experts and scientists their lives. So, the most dangerous period for the Institute was overcome at such price. Immediately after the siege was lifted, a group of experts was sent to Leningrad from Krasnoufimsk to help with selecting seed accessions for urgent reproduction. Working under extreme physical exhaustion in frozen premises, without water or electricity, under continuous shelling, they saved, many at the cost of their own lives, the collection of cultivated plants and their wild relatives, the herbarium, and the scientific library for future generations.

The term, 'inang-inang pasar' is referred to Bataknese market female vendors who sell basic commodities in the traditional urban markets. They have the image of hard working and tough vendors who fight against poverty in towns. Their activities as vendors in traditional markets indicate their strategic role of women as the agents of economic resilience and the agents of health security in their families. Here, their toughness in supporting their families by being vendors at Sembada traditional market, Medan. However, their toughness becomes a dilemma caused by Covid-19 pandemic. In this case, the government implement prokes (health protocol) from 3Ms to 5 Ms (wearing masks, washing hands, doing social distancing, avoiding crowd, and staying home), including in the area of the traditional markets where they sell their merchandise. The Prokes of Covid-19 in traditional markets have caused various responses from them. The reality is that they have not been ready to practice the policy on this 5 M Prokes since most of them lack of awareness of adhering to it due to the vulnerable of their health habitus. It seems that they can become the carriers and local transmitters of Covid-19. This situation worsens their condition and the people surrounding them such as their own family members. <p>The<strong> </strong>results of the survey of literacy and Financial Inclusion Shari'ah in Indonesia 2016 each show numbers 8.11 %  and 11.06 %. Whereas the inhabitants of the religion of Islam in Indonesia more than 85%. With this then needs to be formulated strategies that can increase the level of literacy and financial inclusion shari'ah in Indonesia. The importance of literacy improvement and Financial Inclusion Shari'ah to improve the behavior of the community in financial management and to improve the welfare of them. So that priorities are intended to know how the strategy applied to increasing literacy and Financial Inclusion Shari'ah. This research uses qualitative research method with the approach of the case study. The results of this research are some government policy that is contained in the form of National Strategy for Financial Literacy Indonesia (SNLKI) to improve financial literacy Shari'ah and inclusive Financial National Strategy (SNKI) to improve financial inclusion. But the next research needs to examined and monitored about various programs to increase shari'a literacy and financial inclusion is doing by the government.</p><strong>Keywords: </strong>Sharia Financial Literacy, Sharia Financial Inclusion, the strategy.

ABSTRAKTujuan penelitian ialah bagaimana Sistem  dan Prosedur Pengelolaan Keuangan Daerah di Kota Bitung sudah dilaksanakan sesuai Peraturan Menteri Dalam Negeri Nomor  13  tahun  2006  tentang Pedoman Pengelolaan Keuangan Daerah sebagaimana yang telah diubah dengan Permendagri No. 59 Tahun2007 dan Permendagri No. 21 Tahun 2011 tentang perubahan kedua atas permendagri no 13 Tahun 2006. Bagaimana hambatan  pelaksanaan Sistem dan Prosedur Pengelolaan Keuangan Daerah di Kota Bitung. Teknik analisis yang digunakan adalah Data yang dikumpulkan selanjutnya diolah dan kemudian dianalisis secara Deskriptif dengan menggunakan analisis data komparatif. Hasil penelitian  Sistem dan prosedur pengelolaan keuangan daerah pada Pemerintah Kota Bitung, khususnya penatausahaan penerimaan, penatausahaan pengeluaran dan penatausahaan pertanggungjawaban, dokumen-dokumen yang digunakan serta batas waktu pengajuan SPP, penerbitan SPM, penerbitan SP2D, penolakan penerbitan SPM, penolakan penerbitan SP2D serta penyampaian laporan pertanggungjawaban (SPJ) dilaksanakan oleh Pemerintah Kota Bitung. Sistem dan prosedur penatausahaan pengeluaran tidak sesuai dengan Peraturan Menteri Dalam Negeri Nomor 13 Tahun 2006 sebagaimana yang telah diubah dengan Permendagri No. 59 Tahun 2007 belum sepenuhnya dilaksanakan pada Pemerintah Kota Bitung. Kurangnya pengetahuan dan pemahaman tentang penatausahaan pengeluaran yaitu prosedur, dokumen yang digunakan dan batas waktu penerbitan SPM, dan SP2D oleh Pejabat Pengelola Keuangan, mengakibatkan proses penerbitan SP2D terlambat sehingga memperlambat juga proses pencairan dana. Kata Kunci : Sistem  dan Prosedur Pengelolaan Keuangan Daerah ABSTRACT The research objective is how the Regional Financial Management System and Procedure in Bitung City has been carried out in accordance with Minister of Home Affairs Regulation No. 13 of 2006 concerning Guidelines for Regional Financial Management as amended by Permendagri No. 59 of 2007 and Permendagri No. 21 of 2011 concerning the second amendment to Permendagri no 13 of 2006. What are the obstacles to the implementation of the Regional Financial Management System and Procedure in Bitung City. The analysis technique used is the data collected then processed and then analyzed descriptively using comparative data analysis. The results of the research system and procedures for regional financial management in the Bitung City Government, especially administration of revenues, administration of expenses and administration of accountability, documents used and deadlines for submission of SPP, issuance of SPM, issuance of SP2D, rejection of SPM issuance, refusal of SP2D issuance and submission of reports accountability (SPJ) carried out by the Government of the City of Bitung. The system and procedures for expenditure administration are not in accordance with Minister of Home Affairs Regulation No. 13 of 2006 as amended by Permendagri No. 59 of 2007 has not been fully implemented in the City Government of Bitung. Lack of knowledge and understanding of expenditure administration, namely procedures, documents used and the deadline for issuing SPM, and SP2D by Financial Management Officers, resulted in the issuance process of SP2D being too late, thus slowing down the process of disbursement of funds. Keywords: Regional Financial Management System and Procedure
