A good quality of education is determined by the good leadership of education, good education will determine the realization of the standards of educators and education personnel. Globalization is a necessity, and its movement continues to grow and almost touches various aspects of human life, including education. However, the function of education as a part of the national character building must be maintained. Likewise, education management at the strategic, managerial, and operational levels determine the quality of education. Three aspects of educational management that are important are the issues of educational leadership, teacher standards, and education personnel which directly influence the quality of education. Predictably, effective educational leadership will support and realize the teacher standards and education personnel, which in turn will also improve the quality of education. This research focused on teachers' management, education personnel, teacher standards, and education quality. A qualitative descriptive approach was chosen as a design for this study.

The purpose of this study was to determine the importance of supervision of staff development at Madrasyah Ibtidayyah Muhammadiyah Juwiran Klaten. The type of research used is descriptive qualitative. With the method of collecting data through observation, interviews and documentation. While the data analysis activities are data reduction, data presentation, and drawing conclusions. The results of this study indicate that one way to develop human resources at Madrasyah Ibtidaiyyah Muhammadiyah Juwiran Klaten is by supervision, By improving the quality of education which must start from the aspect of teachers and other education personnel concerning the quality of their professionalism and welfare in a professional education management.

Abstract: Islamic education institutions in Indonesia face two challenges, namely; internal and external. Internally, Islamic education is faced with the classic problem of the low quality of human resources in education management. The causes include poor quality and education staff development and selectivity of education personnel. Furthermore externally, Islamic education institutions faced three major issues; globalization, democratization, and liberalization. The issue of globalization that is identical with market orientation and mechanism also affects the world of education. That way in education also includes awareness about how to attract and convince the community of the type and model of education. From here, the education world is ready or not ready to be involved in competition to gain public trust. To face these challenges Islamic Education institutions must maximally manage and empower all elements of management in the management of educational institutions. A good understanding of the elements of management can have an impact on the readiness of educational institutions to manage their institutions well in any condition to be the best and foremost. The problem in this research is the head of the school can manage all the components or resources that exist in the school environment with good so thatstudent achievement continues to rise in academic and non academic. The purpose of this study is: (1) Describe and analyze so that the head of school in implementing managerial competencies in SMP Islam Al Azhar 15 Cilacap. (2) Describe and analyze the response of the teachers and education personnel  of the competence of the managerial head of school in SMP Islam Al Azhar 15 Cilacap. (3) Describe and analyze the contraints of the head of school in implementing mangerial competencies in SMP Islam Al Azhar 15 Cilacap. The results of this study are: (1) The head of the SMP Islam Al Azhar 15 Cilacap has been making efforts to utilize existing resources in the school environment both from human resources, school facilities and infrastructure, financial resources of the school, and the advancement of technology in the field of information and communication, which includes 16 type of competence; (2) support of personal is realized by setting up the school adminstration well in order to improve the quality of education, as for the support of educators is realized with:  create lesson plans, implement learning process and assesment and evaluation; The head of SMP Islam Al Azhar 15 Cilacap get the constrains in implementing  managerial competencies, namely limitations in manging the school’s finances.

RESEARCH OBJECTIVE: The problem of introducing expert examination of education management is relevant and pressing for Ukraine in the context of assessment of education quality at all levels. The purpose of the article is to substantiate the effectiveness of the model of training experts in the field of education on the basis of educology at Borys Grinchenko Kyiv University. THE RESEARCH PROBLEM AND METHODS: When processing the obtained empirical data, statistical methods were used to compare the indicators of the Master’s student survey before and after the course of educology according to Pearson’s criteria, Fisher’s test, and the Mann-Whitney-U test Venn diagram. THE PROCESS OF ARGUMENTATION: Training experts in the field of education is based on the model: 1) mastering the basics of educology and its components; 2) mastering the methodology of the examination and the ethical standards of its implementation; and 3) mastering the specifics of the educational segment which is subject to expert examination. RESEARCH RESULTS: The study confirms the efficiency of the developed model of experts’ training in the field of education. Educology provides the system, purposefulness and effectiveness for such training. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The results of the study provide an opportunity to see the feasibility of the first level of the model, which involves mastering the basics of educology; the second level, which is aimed at mastering the components of the educational program, which reveal the methodology and specifics of expert activities; and the third level, which makes it possible to differentiate the suggested directions of such training, namely: measuring and monitoring the quality of education, education management, educational economics, and educational law

This research aims to determine the role of the head of Madrasah in improving the quality of education in MTs Negeri 4 Kulon Progo, and to help improve the competency of teachers in the learning activities with a real, measurable, controlled, directional program to achieve learning objectives. This research uses qualitative descriptive methods with data collection through observation, interviews and documentation. The results of this research are: 1) supervision of the head of the district of the state of the principal of the school 4 Kulon Progo includes education, managerial, administrator, supervisor, leader, innovator, and motivator; 2) The role of quality improvement is done by increasing the professionalism of teachers by giving opportunities to teachers; 3) Factors affecting the implementation of the head of the Madrasah include: the planning, implementation and follow-up that is carried out continuously to the teachers and education personnel.

As an effort to improve the quality of human resources, the development of human resources was important for the goverment to focus on improving the quality of education by provision learning processes with quality education personnel. This article aimed to discussed the principle management of educational staff of the Al-Qur'an perspective. This research was literature studies, namely by examining journals, books, research reports. The result showed that : (1) the Principle of Tawheed, covering the principle of unity of direction and unity of command; (2) Principles of justice and prosperity; (3) The principle of deliberation; (4) Principles of efficiency, effectiveness and productivity; (5) Disilpin principle, integrity and loyalty; (6) The principle of division of authority and responsibility; (7) Principle of Ukhuwah. An understanding of the management principle of the Al-Qur'an perspective in the management of Islamic education institutions will be able to contribute positively, including planning of education personnel, the process of recruitment, selection and placement, and the development of education personnel.
