This paper aims to disseminate information on Open Government Partnership (OGP) in Indonesia, in particular to examine the extent to which civil society organizations (CSOs) are involved. This paper uses qualitative methods with data collection through literature review sourced from online document. The data analysis process through data reduction, data presentation, and conclusion is done simultaneously with data collection process. This paper reveals five issues: the reason of Indonesia joining the Open Government Partnership, the involvement and welfare of Indonesia CSOs in the Implementation of OGP Program, the cooperation between Indonesia CSOs and Government in the OGP Matters, and greatest achievements of the OGP in Indonesia. The conclusion of OGP's progress in Indonesia is that the Indonesian government together with CSOs have synergized to jointly realize Indonesia's commitment to realize good governance. Nevertheless, the scope of synergized areas is still limited, therefore broader cooperation and more coordinated networks are needed to reach all areas of public services to bring about openness, accountability and public participation.

Data collection is interactive with data analysis, data collection is an integral part of data analysis activities. Data reduction is an attempt to deduce data, then sorting through data in certain conceptual units, certain categories, and certain themes. Data reduction results are processed in such a way as to look more fully in their figure. It may take the form of sketches, synopsis, matrices, and other forms; it is very necessary to facilitate the explanation and affirmation of conclusions. The process, not once, but interacts back and forth. The process of occurrence in qualitative research is very dependent on the complexity of the problems to be answered and the sharpness of the researchers' traceability in making comparisons during the data collection process. How can the data analysis process be operated? This paper will attempt to answer and describe the parts (1) understanding the meaning of data analysis, (2) analysis when collecting data; (3) data reduction; (4) data presentation; (5) drawing conclusions and verification.

This study aimed to reveal the concept of Tumbuk in Javanese gamelan tuning, namely gamêlan agêng with Sléndro and Pélog. This study used a qualitative method with an ethical emic perspective. The data collection was done by conducting literature review, observation, interviews, and studio work, then processed with data analysis. The data analysis then was followed up through data interaction by interpreting the relationship reactions of the three elements of analysis consisting of data collection, data reduction, and data presentation. The interpretation of the data was done inductively, so that the conclusion was drawn entirely from the development of the data according to the realities of the field. The results showed that tumbuk was not only limited to a note that has the same high and low, but it is a musical concept that integrates the Sléndro and Pélog scales in the tuning of a set of gamelans. There are basically only two types of tumbuk: nêm tumbuk and lima tumbuk. Other than those, it means that they are the strut. The thing is,tumbuk has a central tone that serves as a benchmark and a supporting tone whose position strengthens the integration of each type of tumbuk. As a concept, it was found that tumbuk plays several important roles including equalizing the highs and lows of certain notes, equalizing the range of certain notes, and conditioning the range of notes or the addition of the tune.

AbstrakTujuan dari riset ini adalah untuk menganalisis strategi pengelolaan bumdes di Desa Bungurasih serta menganalisis strategi yang diterapkan bumdes dalam meningkatkan pendapatan asli di Desa Bungurasih. BUMDes Rosa Bungur Mandiri adalah sebuah bumdes yang berlokasi di Desa Bungurasih serta telah aktif sejak tahun 2018. Jenis riset yang dipergunakan adalah riset deskriptif serta menggunakan metode kualitatif. Fokus riset ini adalah pengelolaan aset desa yang dikelola oleh BUMDes Rosa Bungur Mandiri. Proses pengumpulan data yang dipergunakan adalah studi lapangan (wawancara dan observasi) serta dokumen pendukung dari BUMDes Rosa Bungur Mandiri. Keyman yang digunakan dalam riset ini berjumlah 5 (lima) orang yang terdiri dari direktur BUMDes Rosa Bungur Mandiri, sekretaris BUMDes Rosa Bungur Mandiri, dan 3 orang pengelola unit usaha BUMDes Rosa Bungur Mandiri. Proses analisis yang dipergunakan adalah reduksi data, penyajian data, dan penarikan kesimpulan. Berdasarkan hasil riset dapat disimpulkan bahwa strategi yang diterapkan BUMDes Rosa Bungur Mandiri dapat dikatakan belum sepenuhnya optimal namun BUMDes Rosa Bungur Mandiri mampu menyumbang pendapatan asli di Desa Bungurasih dengan unit usaha yang dimiliki. BUMDes Rosa Bungur Mandiri is a bumdes located in Bungurasih Village and has been active since 2018. The type of research used is descriptive research and qualitative methods. The focus of this research is the management of village assets managed by BUMDes Rosa Bungur Mandiri. The data collection process used was field studies (interviews and observations) and supporting documents from BUMDes Rosa Bungur Mandiri. The keyman used in this research amounted to 5 (five) people consisting of BUMDes Rosa Bungur Mandiri director, BUMDes Rosa Bungur Mandiri secretary, and 3 managers of the BUMDes Rosa Bungur Mandiri business unit. The analysis process used is data reduction, data presentation, and drawing conclusions. Based on the results of the research, it can be concluded that the strategy applied by BUMDes Rosa Bungur Mandiri can be said to have not been fully optimal, but BUMDes Rosa Bungur Mandiri is able to contribute the original income in Bungurasih Village with its business.Keywords: BUMDes, PADes, Management of village assets, Strategy

Marriage can not be implemented if the brides or one of the bride has not reached the age limit that has been determined, which is 19 years for men dan16 years for women. This statement specified in Law No. 1 Year 1974 on Marriage Article 7 paragraph (1). If a man or woman who try to carry out the marriage before that age she must obtain a permission in the form of dispensation of marriage proposed by both parents or guardian of the man or woman to the courts in the area. But the establishment of the Religious Court Panel in Kediri on the application for dispensation of marriage in the case Number: 0024 / Pdt.P / 2014 / PA.Kdr, marriage dispensation petition should be filed by the bride. This study aims to determine the legal considerations of Religious Court in Kediri in defining marriage dispensation which the petition is filed by the bride him/herself, without the presence of parents or guardians in the trial, as well as reviewing the legality of the applicant of such determination.As in this study, the authors used a qualitative approach and field research, while the method of data collection is interview and documentation. The data analysis process was done through data reduction,  data presentation, and conclusion.The results of this study concluded that there are seven consideration of the judge in granting the request for dispensation of marriage without a parent or guardian, namely: 1) The procedural law which applied in the Religious Court of Kediri, 2) The reason for the filing of dispensation of marriage is because the bride is pregnant before the marriage, 3 ) there is no prohibition to marry the bride, 4) the readiness of the bride, 5) There is goodness for the brides, 6) The is an obstacle for the parents to be present during the trial, 7) Maturity of the applicant. As the legality of the applicant of such determination is legitimate, it means that the assignment is not null and void because it already contains a series of proceedings in the trial and it is not considered as reducing the parts of the proceedings. Based on the terms of the substance of the determination, it has a formal function and can be implemented, meaning that copies of such determination can be used as a requirement for marriage in the Office of Religious Court. Such designations have a power from the applicants, in this case the Court of Kediri establishes a state where the applicant can marry to the partner, although age is still under the provisions of Marriage Law No. 1 of 1974.

The objectives of this study are to: (1) describe and analyze the arrangement tutorial of Beksan Nir Corona on a virtual dance competition in the Kraton of Yogyakarta; and (2) describe and analyze the level of similarity in imitation of movement patterns and creativity in the presentation of the participants in the dance competition of Beksan Nir Corona. The method used in this research is descriptive qualitative supported by percentage descriptive quantitative data. The data collection process was carried out using observation, interview, and document techniques. Data analysis was carried out by the stages of data reduction, data presentation, and drawing conclusions. The research results show that the virtual dance tutorial of Beksan Nir Corona as a competition guide contains a recording of a dance model, which is a stylization of five steps of washing hands into a simple variety of movements in the classical dance of Yogyakarta style. Judges’ assessment results through dance performance videos uploaded by 196 participants showed that: (1) the ability of participants to imitate all movement patterns according to the dance material of Beksan Nir Corona reached 85%; (2) the ability of participants to be creative which is manifested in the ability to express ideas only reached 60%; and (3) the remaining 40% of participants only danced the dance of Beksan Nir Corona by imitating the movement patterns that had been exemplified. The average ability to imitate the movement patterns of the dance of Beksan Nir Corona based on the assessment of the six judges is 85.5. In contrast, the creative ability in dance presentation is 70.5.

The focus of research is on the efforts of the school in shaping students' awareness regarding environmental conditions and commitment to care for the environment. The study uses qualitative design and uses data collection techniques in the form of observation, interviews, documentation, literature review and using Miles and Huberman data analysis techniques, namely, data reduction, data presentation, verification. The results of the study show that the environmental care commitment has not been indexed based on deep knowledge and awareness regarding environmental conditions. Students are limited to activities acting orderly in the school environment as well as discourse on environmental discipline. The behavior of students is shaped by habitus caring for the environment. Habitus cares about the environment which is represented in various regulations or environmental discipline and the obligation to care for plants is the only choice and strategy in carrying out various activities and interactions in the Adiwiyata school environment.

Poda Na Lima is Angkola-Mandailing local wisdom means five advices which are used as a basis for the formation of islamic character of its people in their life. This local wisdom has dealt with islam such as to maintain cleanliness and purity both mentally and physically. This study explains about how Islamic character based on “Poda Na lima” local wisdom in Angkola-Mandailing community. The five basic values of Poda Na Lima are paias rohamu (the obligation to purify your hearth), paias pamatangmu (the obligation to purify your body), paias parabitonmu (the obligation to clean your clothes), paias bagasmu (the obligation to clean your house) and paias pakaranganmu (the obligation to clean the environment). This type of research was qualitative using a qualitative descriptive approach. Data collection techniques are done by observation, in-depth interviews and literature review that examines directly about Poda Na Lima. Data analysis used systematically starting from data collection, data presentation, data reduction to draw conclusions. The result of this study shows that those traditions were very important identities to of Angkola-Mandailing community particularly to perform a good character and personalities to build a clean and healthy community order. And also become a guideline and foundation of life held by every Angkola-Mandailing ethnic group in managing life.

AbstractHumans on earth need social interaction with others. Humans can use more than one language in communication. Thus, the impact that arises when the use of one or more languages is the contact between languages. One obvious form of contact between languages is interference. Interference can occur at all levels of life. As in this study, namely Indonesian Language Interference in Learning PPL Basic Thailand Unhasy Students. This study contains the form of interference that occurs in Thai students who are conducting teaching practices in the classroom. This type of research is descriptive qualitative research that seeks to describe any interference that occurs in the speech of Thai students when teaching practice. Data collection methods in this study are (1) observation techniques, (2) audio-visual recording techniques using CCTV and (3) recording techniques, by recording all data that has been obtained. Whereas the data wetness uses, (1) data triangulation, (2) improvement in perseverance and (3) peer review through discussion. Data analysis techniques in this study are (1) data collection, (2) data reduction, (3) data presentation and (4) conclusions. It can be seen that the interference that occurs includes (1) interference in phonological systems, (2) interference in morphological systems and (3) interference in syntactic systems.

Recent developments in the online distribution and consumption of audio-visual content have brought relevant changes to the transnational flow of content. Thus, the need for a theoretical and methodological rejuvenation of flows research has been signalled. The aim of the present study is to analyse the different flow studies throughout time, following a series of parameters such as research question, methodology and scale of study. This article is a systematic literature review of 30 flow studies on film and television programmes, published between 1974 and 2014. The methods used by the studies are brought into focus and discussed thoroughly, in light of the method of data collection, the type of data used and the method of data analysis. Main findings show an evolution towards more detailed research, to include more contextual factors, an increased use of secondary data, as well as more focused regional and comparative studies.

Inovasi layanan drive-thru perpustakaan merupakan sebuah layanan yang diciptakan Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur. Inovasi layanan drive-thru ini berbentuk tempat / loket untuk melayani kebutuhan pemustaka tanpa harus turun dari kendaraan. Inovasi ini bertujuan untuk memudahkan pelayanan kepada pemustaka dengan harapan dapat meningkatkan budaya literasi.. Tujuan penelitian ini adalah untuk mendeskripsikan inovasi layanan drive-thru di Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur. Fokus penelitian ini adalah Kriteria Inovasi menurut PermenPANRB nomor 3 Tahun  2018 meliputi 5 variabel yang terdiri atas Kebaruan, Efektif , Bermanfaat , Dapat direplikasi, dan Berkelanjutan. Jenis penelitian ini adalah jenis deskriptif dengan pendekatan kualitatif. Untuk teknik pengumpulan data yang digunakan adalah wawancara,observasi, dan dokumentasi. Teknik analisis data yang digunakan adalah pengumpulan data, reduksi data, penyajian data, pemaparan dan penarikan kesimpulan. Untuk hasil penelitian menunjukkan inovasi layanan drive-thru memiliki kelebihan dan kekurangan. Pada kriteria kebaruan menunjukkan inovasi drive-thru merupakan suatu penemuan baru serta menawarkan cara baru dalam melayani pemustaka melalui loket. Untuk kriteria efektif tujuan dari diciptakannya drive-thru adalah untuk memudahkan pemustaka sudah memenuhi, tetapi untuk meningkatkan budaya literasi belum tercapai. Untuk kriteria bermanfaat sudah dapat memberikan manfaat bagi masyarakat dan bagi dinas yang menerapkannya. Pada dapat direplikasi inovasi ini dapat menjadi contoh/rujukan karena sudah ada beberapa instansi yang menduplikasinya, lalu kriteria terakhir keberlanjutan untuk kedepan inovasi ini akan tetap dipertahankan karena mendapat dukungan dari berbagai stakeholder. Saran yang dapat diberikan adalah lebih menggalakan sosialisasi agar drive-thru ini bisa lebih berkembang dan dimanfaatkan oleh lebih banyak orang.    Kata kunci : Inovasi Layanan, Drive Thru Perpustakaan, Budaya Literasi   The library's drive-thru service innovation is a service created by the Library and Archives Office of East Java Province. This drive-thru service innovation is in the form of a counter to serve the needs of visitors without having to get off the vehicle. This innovation aims to facilitate service to users in the hope that it can improve literacy culture. The purpose of this study is to describe the drive-thru service innovation in the Department of Library and Archives of East Java Province. The focus of this research is the Innovation Criteria according to the Regulation of the Minister of Administrative Reform and Bureaucratic Reform (PermenPANRB) number 3 of 2018 covering 5 variables consisting of novelty, effectiveness, benefit, transferbility, and sustainability. This type of research is a descriptive type with a qualitative approach. For data collection techniques used are interviews, observation, and documentation. The data analysis technique used was data collection, data reduction, data presentation, presentation and conclusion drawing. The research results show that drive-thru service innovation has advantages and disadvantages. The novelty criterion indicates that drive-thru innovation is a new invention and offers a new way of serving visitors through the counter. . For the effective criteria, the purpose of creating a drive-thru is to make it easier for users to fulfill it, but to improve literacy culture has not been achieved. For useful criteria, it can provide benefits for the community and for the agencies that implement them. If this innovation can be replicated, it can be used as an example / reference because there are already several agencies that duplicate it. Then the last criteria for sustainability for the future of this innovation will be maintained because it has the support of various stakeholders. Suggestions that can be given are to promote more socialization so that this drive-thru can be more developed and utilized by more people.
