I study the impact of industrial policy on industrial development by considering a canonical intervention. Following a political crisis, South Korea dramatically altered its development strategy with a sector-specific industrial policy: the Heavy Chemical and Industry (HCI) drive, 1973-1979. With newly assembled historical data, I use the sharp introduction and withdrawal of industrial policies to study the impacts of industrial policy—during and after the intervention period. I show (1) HCI promoted the expansion and dynamic comparative advantage of directly targeted industries. (2) Using variation in exposure to policies through the input-output network, I show HCI indirectly benefited downstream users of targeted intermediates. (3) I find direct and indirect benefits of HCI persisted even after the end of HCI, following the 1979 assassination of the president. These effects include the eventual development of directly targeted exporters and their downstream counterparts. Together, my findings suggest that the temporary drive shifted Korea manufacturing into more advanced markets and created durable industrial change. These findings clarify lessons drawn from South Korea and the East Asian growth miracle.

The article considers the problems of industrial policy and, accordingly, the industrial development strategy from the standpoint of the challenges facing the industry, the conditions for the adoption of strategic decisions and possible answers - the key directions of state activities. The main principles and directions are analyzed: investment, foreign trade, technological policies, certain aspects of territorial planning, state corporate and social policies. Proposals on the prospective goal-setting and possible results of industrial policy have been formulated.

The industrial policy in the UK and in Portugal, as in most EU countries, seeks to attract new investment capacity, to create jobs and to promote the impact of the so-called "demonstration efect" of "greenfield" development strategies pursued in the new plants of inward investors on existing or "brownfield" plants. This industrial policy focus is particularly evident in the automobile industry.This paper compares the industrial policy oriented towards the automobile industry in the UK and in Portugal. Two recent "greenfield" investments are analised: Nissan in the North-East region (UK) and Ford/VW in the Setúbal Peninsula (Portugal), as well as three "brownfield" plants: Ford Halewood and GM Vauxhall Ellesmere Port in the North-West region (UK) and Renault in Setúbal (Portugal). The first part starts with a discussion of industrial policy in the automobile sector, the role of "greenfield" development strategies and the "demonstration effect" on "brownfield" plants. Then, the limits of new inward investment are pointed out, basically their problems and restrictions. Afterwards, the structural barriers to the "demonstration effect" within "brownfield" plants are outlined and some possabilities for alternative "brownfield" development strategies are presented.

This paper analyzes the impact of industrial change on partisan transitions in the American South. Using aggregate data from the decennial censes from 1940 to 1980 and aggregate election returns for roughly this same period, the primary finding is a weak and often contradictory bivariate relationship between industrial employment and partisan support in the South. The results were usually much worse for a typical economic development thesis when the dependent and independent variables were operationalized dynamically and when presidential voting and congressional voting were analyzed separately. Overall, the evidence in this paper does not suggest that the Republican party is necessarily or often a beneficiary of industrialization. Neither does it speak well for the possibility of pursuing industrial development as a means of promoting partisan democracy in the South or any other geopolitical context.

The article deals with the issues of determining the impact and role of agro-industrial production on the development of rural areas, taking into account the rational and effective use of their potential to enhance their functioning and development. The conducted research showed that there was no strategy for the development of the above-mentioned processes and the lack of use of the opportunities created by the united territorial communities, which today received the prospects of a real impact on the activities of agricultural production. Therefore, it is suggested that in developing the concept of strategic development of this sphere of economy, to lay down strategies for integrated, sustainable and inclusive development on the basis of thorough research of the baseline provisions and basic scientific developments of national and foreign scientists on the subject. The key methodological provisions that should be the basis for the development of the agro-industrial development strategy are highlighted.

The development of South Korea, due to relevant and effective industrial policies, is unique in the modern history of industrialization. Within one generation, the country transformed itself from a poor agrarian society into a modern industrial power, all the more remarkably in that its rapid economic development was broad-based and supported by all stakeholders. From 1962, the South Korean government aggressively pursued an economic development strategy that centred on manufacturing-sector growth, driven largely by industrial complexes. Lately, more than 900 industrial clusters account for 62 per cent of the country’s manufacturing production and 80 per cent of total exports. South Korea’s policies designate physical sites and facilitate growth platforms that reinforce cooperation and coordination between industries, academia, and research. This chapter reviews the path of industrial development that South Korea took, with attention to the industrial complexes and clusters scattered across the country, and the measures and policies that enabled them.

The article presents the analysis of the current state and development trends of the industry of Ukraine in the context of its industries and regions. As a result of the analysis, a conclusion was made about the stagnation of the industrial complex of Ukraine, which is due to the low efficiency and inconsistency of the state policy in the sphere of industrial development. Priority areas for improving the industrial policy of Ukraine have been identified. Economic transformations in Ukraine push industrial enterprises to seek radically new approaches to solving current problems. This article is devoted to the study of the main scientific approaches to the identification of the strategy of industrial enterprise development as a prerequisite for the impact on labor migration in the region. Numerous studies and experts argue that among the many factors of labor migration, economic reasons are central. During the study, the authors conducted a comprehensive analysis of the competitive environment of an industrial enterprise that is a leading producer of bricks. The critical factors of success were identified in the study; the factor analysis of micro- and macroenvironment was carried out. Among all the methods of strategic analysis, the SPACE-method was chosen for the identification of enterprise development strategy. As a result of a combination of statistics, expert assessments, and the results of previous studies, a strategy of centered diversification was offered for further implementation. As an option to diversification, the offer to implement the strategy of coopetition was developed. If implemented, coopetition strategy has a lot of advantages: reduction of competitive pressure, increase of resource provision, scaling of production, reduction of production costs, creation of reserves for the development of personnel potential. The paper presents theoretical generalizations about the strategy of coopetition, its forms, the main prerequisites for implementation. The innovative development of industrial enterprises is the key to the development of the region, including an increase in average wages, and therefore the strategic decisions of one market operator affect others. It is proposed to create a consortium for a specific case of development of innovation potential of the region. This consortium is an educational and scientific one, which, in addition to solving staffing issues, can help slow down labor migration.

This study uses China’s Growth Enterprises Market (GEM) listed companies from 2011 to 2017 as samples to examine the impact of industrial policies on innovation in startups from three dimensions, namely, selective industrial policies, government subsidies, and financial support. The results show that selective industrial policies have no effect on the innovation output of startups. Financial support can significantly promote the innovation output of entrepreneurial enterprises; structural differences exist in the impact of government subsidies on the innovation of entrepreneurial enterprises. The influence of industrial policy on the innovation of entrepreneurial enterprises depends on the research and development intensity of enterprises, the level of regional economic development, the leadership structure of enterprises, and other factors. This study’s findings have significant practical significance for the implementation of a national innovation-driven development strategy and to guide industrial policies that better promote enterprise innovation.

AbstractIndustrial policy is an important means for governments to promote industrial development and accelerate economic growth. This paper mainly uses the Chinese Law and Regulation Database as the source of the relevant laws and regulations of China’s industrial policies from 2003 to 2015. On this basis, it empirically examines the impact of industrial policies on economic growth. The study finds that China’s industrial policy has significant positive effects on economic growth and that industrial structure rationalization is an important channel of industrial policy to improve economic growth. The findings are also valid under a series of robustness tests and endogenous corrections. The results of heterogeneity tests confirm that there are heterogeneous effects pertaining to industrial policy on economic growth among different sub-regional areas, administrative levels, industrial development stages, and industrial policy types. Overall, this paper supports the hypothesis that industrial policy has positive effects on economic growth and, accordingly, provides a basis for industrial policy implementation.

Subject. The article addresses the industrial policy in the face of the need to modernize and digitize industries; the role of regional industrial policy as a link between the Federal industrial policy and individual enterprise’s development strategy. Objectives. We focus on developing a methodology for assessing the effectiveness of the State industrial policy implementation in the regions of the Russian Federation, and the practical recommendations for its improvement. Methods. We employ general scientific methods of abstraction, the formal and dialectical logic, deduction and induction, analysis and synthesis, empirical analysis of data, comparative and structural methods of analysis, economic and statistical analysis of data, logical and systems approaches. Results. The paper provides the theoretical justification of industrial policy, considers its distinctive features. We devised a methodology to assess the effectiveness of regional industrial policy, which rests on the multicriteria approach and takes into account the current realities of competitive industrial development. The said methodology enables to compare the industrial development of territories both among themselves and in a dynamic perspective. The analysis of effectiveness of industrial policy implementation in the subjects of the Ural Federal District established that a growing number of federal entities are enhancing their positions in comparison with the average Russian level. Conclusions. The instruments of the Ural’s industrial policy implementation shall be targeted at structural changes in the economy, the increase in the innovative component of production, the introduction of advanced production technologies.
