Objective — to draw the attention of the Ukrainian health care management, the National Health Care Service (NHCS) and dermatovenereologists to urgent issues of reforming the industry, identifying shortcomings in the reform and presenting the views of experienced professionals on correcting organizational measures.Official statistics was used based on the materials of leading specialists of Kharkiv Research Institute of Dermatology and Venereology, scientific and practical institutions of Ukraine, the forecast of «GlobalData» analytical and statistical company on the trend of syphilis in the world, the results of discussion of current reform issues with leading specialists in dermatovenereology.The interpretation of the modern epidemiological panorama of skin and venereological pathology, the current state of organizational and material support of dermato-venereology institutions are presented. Some specific shortcomings and miscalculations in the process of reforming are revealed from the point of view of experienced specialists in the field, the authors’ vision of ways to improve the organization and activity of the dermatovenereological service of the country is presented.The need for correction in the process of reforming the specialized dermatovenereological service by resolving the urgent issue of organization in the areas of round-the-clock bed stock within reasonably adjusted limits and their financial and material support is substantiated. Calculations of the needs of round-the-clock inpatient beds in the regions should be carried out in the NHCS with the participation of the leadership of the Ukrainian Association of Dermatovenereologists and Cosmetologists (UADVC). The reforming of the dermatovenereology service should become a truly effective compo­nent of the generally progressive system of health care reform, taking into account the international medical and statistical forecasts.

An analysis of the various aspects of one of the most significant disasters of the 20th century — the collapse of the USSR for many decades will be of interest to researchers of different scientific fields and schools. Representatives of almost all branches of humanitarian knowledge — historians, sociologists, political scientists, and merely indifferent people whose fate was directly affected by this epoch-making event, seek to comprehend the history of the death of the USSR, to understand the essence of destructive processes, to find answers to the question about the premises, causes, mechanisms and consequences of the collapse of the first socialist state in the world. By now, there are a large number of journalistic materials not burdened by the source research or analytical assessment. Scientific research, as a rule, belongs to the pen of historians, however, even here the analysis of the causes of the death of the largest state on the world stage is primarily affected by the subjective factor, ideological bias, and the involvement of the authors of the works in political events. In an attempt to answer the question, many contradictory theories have been put forward, including conspiracy theories explaining the “secret springs” of the death of the Soviet Union. However, such a multifaceted political event, caused by a wide range of reasons, which marked the beginning of a new round of Russian history and the foundation of our days, is practically not explored from the standpoint of economic analysis, competition, and the struggle for the sales market action. The author does not set as his task a comprehensive study of such a multifaceted problem — the problem of the death of the USSR. The article presents an attempt to identify the economic component and recall the tragic consequences of the death of the Soviet Union. The work substantiates the point of view according to which the problem of the dialectics of the collapse of a state of conscience needs a comprehensive, impartial and versatile study that can help find answers to today’s problematic questions.

Оne of the signifi cant problems for the veterinary service and for human medicine workers around the world are infectious diseases (parasitic and infectious), common to humans and animals. In most countries, this group of diseases is called “zoonoses,” although in many countries and many researchers this term raises many questions and disagreements. In a number of countries, it is customary to strictly divide them into “zooanthroponoses” and “anthropozoonoses”. However, despite the diff erence in terminology, the importance of zoonotic diseases remains relevant for everyone. Of course, in countries with diff erent climatic, geographical, cultural and gastronomic characteristics, certain diseases will prevail, but their social and economic signifi cance, however, will be similar for everyone. In our work, we wanted in a comparative aspect to show the most signifi cant zoonoses and the dependence of their distribution on climatic, geographical, gastronomic, cultural and a number of other features of the countries. We have carried out work in such countries as the Republic of Belarus, Turkmenistan, Tajikistan and Azerbaijan. In our work, we identifi ed the most signifi cant zoonoses for the above countries and determined the main causes and factors contributing to the emergence and dissemination of these pathologies The studies were carried out using modern research methods, such as epizootological, virological, bacteriological, molecular genetic, statistical. As a result of the studies, it was found that a number of zoonotic diseases, such as rabies, pasteurellosis, tuberculosis, are quite widespread in almost all of these countries, while anthrax, brucellosis, echinococcosis, have a signifi cant diff erence in the intensity of spread, and the immediate causes of this diff erence are both climatic and geographical factors, and features of agriculture, and a number of others. Today, almost all spheres of human existence are interpreted – directly or indi­rectly – as permanently becoming, interpreted from a processing point of view realities that do not imply either final fixation or predetermined ultimate goals or states. The world appears not so much in the form of difficult composite dy­namic formation in mechanistic sense, but in the form of mobile, continuously becoming environment, which presupposes special technical researches and ways of staying in it. Such techniques and methods lead to the formation of a non-trivial vision of the universe. And such a vision, aimed at comprehending of emerging realities, presupposing conceptual shifts in modern natural science, technology, humanitarian activity, and more broadly in the very perception of na­ture and society, V.I. Arshinov endows with the epithet “complexity”. In the pro­posed text, a small fragment from the creative heritage of one of the most influ­ential philosophers J. Simondon will be considered, allowing to partially reveal the features of such complexitly oriented thinking. The central theme of Simon­don's philosophical strategy is the conceptualization of how the becomings of beings are realized, or how beings (inanimate, living, technical, mental, social) are individuated. Simondon begins the discussion of this plot with criticism of the hylemorphic scheme, which posits the genetic principle of existence in the form-matter dichotomy and, above all, in the interpretation and theoretical use of such a dichotomy by Aristotle, since, according to Simondon, it was this pair that contributed to the formation of a static view on the world, man and society. In different performances, the form-matter dichotomy can be interpreted in the form of mind-body dichotomies, artificial-natural, living-nonliving, etc. Note that Simondon begins his criticism with the technological substantiation of the hylemorphic scheme, referring to the operation of making a parallelepiped brick from clay

The article analyses the current state and trends of the processes of digitalization of the economy in the Russian Federation, and also collates the levels of penetration of digital technologies in the structure of the economy of Russia and foreign countries-competitors. As a basis, the set task of achieving technological superiority in key sectors of the digital economy has been adopted. The paper shows that although the Russian Federation occupies a prominent position in the world in terms of the introduction of digital technologies, it is not included in the group of leading countries in the digitalization process. As of the end of 2019, it can be stated that Russia, if the current course continues, will remain among the countries of “catching up development”. The authors show that the lag in the Russian Federation is observed in almost all components of digitalization processes. The efforts made by the government of the country in recent years to accelerate the digitalization processes have not been sufficient. Although they produced results, the main opponents of Russia on the world stage pursued a more intensive policy in the same direction, which ensured their current separation.To achieve technological superiority, a cardinal change of policy is necessary, which should reorient to new, more productive than the current mechanisms for the development and implementation of new digital technologies with the simultaneous intensification of both state and private efforts. Deepening the industry specification of digitalization policies will also have a positive effect. In addition, it is necessary to actively engage in digitalization processes and strengthen the role of scientific organizations (both academic and other).

The article analyzes the state of the world fish market, problems and prospects for its development in the context of current trends in the world economy. The authors emphasize the importance of the space allocated to the world fish market in solving global problems of our time, such as fighting hunger, ensuring food security, sustainable development, etc. The article presents the current state of world fishing and fish farming, the main producers and exporters, Russia’s place in this market. Reflected issues related to the role of developing countries in this sector of the economy. Conclusions are drawn about the problems and prospects of the world fish market from the point of view of the sustainable development of the world community and the growth of consumption of this food product by the population of the planet.

The article examines the ideas of Russian spiritual and political thinkers of the 16th century about the “true Christian kingdom” under the conditions of expecting the imminent arrival of the Antichrist and the Second Coming of Christ. According to Russian spiritual and political figures of that time, the Russian state should fully comply with Christian notions about the ideal Christian state structure, and Russian rulers and ordinary residents should be filled with Christian piety. Only in that case, Russia could be ready to meet the “end of the world” with dignity, and its Orthodox inhabitants would be able to hope for “eternal salvation”. Therefore, throughout the 16th century in Russia, the search was constantly conducted for the most correct, from the Christian point of view, political and state structure, and domestic spiritual and political thinkers presented in their works various images of the ideal (“true”) Christian kingdom. It was important that the representatives of the interests of almost all social strata of contemporary Russian society (the peasantry, service people, boyars, the clergy) and even the tsar himself took part in those discussions.

A new estate of post-industrial societies is being continuously formed in many parts of the world, where creating, conveying, storing and processing information are the basis of almost all social and business interactions. However, a so-called information society could prove to be very different in distinguished countries due to a special social structure, customs, traditions, market conditions and identities of people. Beside Silicon Valley and Singapore, Finland may be handled as a model state of information society as its achieve-ment of combining the new, information-based economy with the previously formed welfare state. In this paper I examine the system of the Finnish information society focusing on its structure and main components (i. e. the state, the adapting society and the information sector), which is followed by a summary of general spatial processes, challenges and regional policy answers as an impact of information society.

— The legal regulation of relations about software (computer programs) is conducted mainly in two directions: copyright and patent law. But despite lengthy discussions in scientific circles in almost all countries, there is no final and single solution to this issue. Historically, the model of copyright protection of the object under study offers a cheaper and faster procedure than the model of protection of software by patent law. Patent protection requires a rather expensive and lengthy examination of software for world (absolute) novelty, during which the object itself may become obsolete and become unpopular with potential users. Therefore, the copyright regime for the protection of software has received preferential recognition. Accordingly, the article attempts to investigate the problems of the existing in the world copyright model of software protection and the possibility of patenting them.
