This research was administered in West Bulontio village, Sumalata District. This research was aimed to determine the role of society located in West Bulontio Village, Sumalata District in Community Empowerment National Program (PNPM). This research showed tha there is lack optimal in overcoming poverty within the society, less function of supervision and interest from the village government and public figures in controlling SPP. Furthermore, the role of society in National Program of Community Empowerment (PNPM) still shows less helpful in terms of developing productivity of the village. In other words, the role of society in community Empowerment National Program (PNPM) is very important. By engaging society it is helpful to enrich knowledge and competence, and to develop self-potential possessed by the society. Penelitian ini dilaksanakan di Desa Bulontio Barat Kecamatan Sumalata. Penelitian ini diajukan unutk mengetahui bagaimana peran masyarakat yang ada di Desa Bulontio Barat Kecamatan Sumalata dalam Program Nasional Pemberdayaan Masyarakat (PNPM). Suatu penelitian yang menemukan masih kurangnya fungsi pengawasan dan perhatian dari pemerintah desa dan tokoh masyarakat dalam mengendalikan kegiatan SPP, selain itu peran masyarakat pada Program Nasional Pemberdayaan Masyarakat (PNPM) masih kurang membantu demi membangun produktifitas desa. Hasil penelitian menunjukan bahwa peran Masyarakat dalam Program Nasional Pemberdayaan Masyarakat (PNPM) sangatlah berpengaruh. Dengan melibatkan masyarakat dapat menambah pengetahuan dan keterampilan yang dimiliki dan mengembangkan potensi yang ada dalam diri masyarakat.

Realizing prosperity in the community needs to be supported by a good development management. In the governance system, it is necessary to have governance behaviour that is honest, open, responsible and democratic. In the community structure, a mechanism providing opportunities for the community in the decision-making process for public interests needs to be developed. This study discusses the role of the village head in empowering village communities. This study used a community-based approach so that the community knows in detail concerning the role of the village head in the Framework for the Implementation of Village Autonomy based on Law No. 6 of 2014 concerning Village. The results showed that village head must have a fair and wise attitude in carrying out his duties and obligations. Besides, the village head must give an easy access to the community in providing assistances. Yet, the most important thing is that, as a leader, the village head must be able to provide a good example for their subordinates so as to create maximum results and good community environment.�Mewujudkan kesejahteraan di masyarakat, perlu didukung oleh manajemen pembangunan yang baik. Dalam tatanan tata pemerintahan, perlu untuk memiliki perilaku tata kelola yang jujur, terbuka, bertanggung jawab dan demokratis, sementara dalam tatanan masyarakat suatu mekanisme perlu dikembangkan yang memberikan peluang bagi masyarakat dalam proses pengambilan keputusan untuk kepentingan bersama. studi ini membahas bagaimana peran kepala desa dalam memberdayakan masyarakat pedesaan. Penelitian ini menggunakan metode pendekatan kepada masyarakat sehingga masyarakat tahu lebih detail tentang Peran Kepala Desa dalam Kerangka Pelaksanaan Otonomi Desa Menurut Undang-Undang Nomor 6 tahun 2014 tentang Desa. Hasil penelitian ini yaitu dalam melaksanakan tugas dan kewajiban Kepala Desa mereka harus mempunyai tingkah laku yang adil, bijaksana dan tidak mempersulit dalam memberikan layanan kepada semua masyarakat. Namun yang lebih penting lagi bahwa sebagai seorang pemimpin harus bisa memberikan contoh untuk bawahan sehingga mendapatkan hasil yang maksimal dan terciptanya persatuan komunitas yang baik.

Abstract Purpose: This study aimed to determine the role of indigenous institutions in implementing the Oetulu village Empowerment Policy of Musi district of North Central Timor regency. Research methodology: The research method in this study was a descriptive research method with a qualitative approach. This study used policy implementation theory models from Donald Van Meter and Carl E. Van Horn (1975)). Results: Six variables affect the implementation, namely: First, policy standards in the form of rules related to indigenous institutions in Oetulu village have been flawed at the formulation stage. Second, the human resources of Oetulu village indigenous institutions are not utilized by the Village Government. Third, communication between organizations and strengthening activities is still not effective. Fourth, the implementing agent has an open level of communication both vertically and horizontally, but this communication is constrained at the vertical level. Fifth, economic conditions in the jurisdiction or implementing organization are not enough to support the implementation of the policy and. Sixth, the disposition of the implementer. Limitations: This research only discusses the role of indigenous institutions in implementing the community empowerment policy of Oetulu village, Musi district of North Central Timor regency. Contribution: This research becomes scientific information for public administration science.

BUMDesa activities are inseparable from community empowerment which aims to accommodate all community activities in the economic sector and as an alternative to poverty alleviation. The purpose of this study was to analyze the processes and factors supporting the empowerment of village communities carried out by BUMDesa Tirta Mandiri so that they get many achievements. This research method uses a qualitative descriptive research design. The research results show that the success of Ponggok Village is not obtained instantly but through a series of community empowerment processes. The role of the village government is very influential in the success of BUMDesa because it is not tired of conducting literacy studies by cooperating with academics and consultants. Various innovations were also developed to be able to compete and keep up with the times, therefore other village-level economic institutions such as Pokdarwis Wanua Tirta and UKM Nila Murni are collaborating with them to be more active in empowering the people of Ponggok Village.Keywords: BUMDesa, Community Empowerment, Ponggok Village

The limitations of the village in management in various sectors, both in the economic, health, education and infrastructure sectors make the village the main focus of the government in implementing development. Based on Law Number 6 of 2014 concerning villages, making villages have an important role in the implementation of development and empowerment. One of the implementations of the village law is by issuing village fund programs that are prioritized in achieving sustainable development goals (SDGs). To assist the government in accelerating the achievement of the SDGs, the Minister of Villages, Development of Disadvantaged Regions and Transmigration Regulations Number 19 of 2020 concerning Amendments to the Regulation of the Minister of Villages, Development of Disadvantaged Regions and Transmigration Number 18 of 2019 concerning General Guidelines for Assisting Village Communities has been presented. Medan Estate Village is located in Percut Sei Tuan District, Deli Serdang Regency. Community empowerment can be carried out by local village assistants who assist in facilitating the achievement of SDGs data collection starting from socialization to inputting data on applications. The purpose of this study was to determine the role of local village facilitators in assisting empowerment activities in Medan Estate Village. This research method is descriptive qualitative research. The results of this study indicate that the role of local village assistants in facilitating the village government runs according to its duties but in empowering the community it has not run optimally. The supporting factor in mentoring is the openness of the village government in establishing cooperation and the obstacle in mentoring is the lack of village community participation in village meetings. AbstractThe objective of this research was to find out why the Village Representative Board (BPD) was not yet able to draft participative village regulations in East Lampung district. This was a qualitative research with normative and empirical jurisdiction approaches with literary study, statute approach, case approach and historical approach. Data were collected with the literary study. The results showed that the role of Village Representative Board (BPD) and drafting village regulation has been exercised in a participative way but not optimal because of some factors. The village regulation should be drafted by BPD, but the village regulation was initiated and drafted by Head of Village. BPD lack of knowledge related to their tasks and functions in village legislation, mechanism and process of making participative village regulation, and BPD was less optimal in making synergy with public related to participative village regulation making. The rights of the public in Bojong village has been participative in making village regulation but not optimal as it was regulated Article 96 of Law Number 12 of 2011 on legislation related to public participation rights. The making of village regulation in Bojong so far was conducted with village public deliberation by public figures as public representatives of each sub-villages to deliver public aspiration in making village regulation in Bojong village. Interview results with the chairman of BPD in Bojong village suggested that village deliberation in making village regulation was only a formality because the majority of participants such as public figures, religion figures, youth figures, and members of BPD almost always agreed with any draft of village regulation proposed by village government. Keywords: Village Representative Board (BPD), village regulation, participativeAbstrakTujuan dari penelitian ini adalah untuk mengetahui mengapa Badan Permusyawaratan Desa (BPD) belum mampu menyusun peraturan desa yang partisipatif di Kabupaten Lampung Timur. Ini merupakan penelitian kualitatif dengan yuridis normatif dan empiris pendekatan dengan studi sastra, pendekatan undang-undang, pendekatan kasus dan pendekatan historis. Data dikumpulkan dengan studi sastra. Hasil penelitian menunjukkan bahwa peran Badan Permusyawaratan Desa (BPD) dan penyusunan peraturan desa telah dilakukan dengan cara partisipatif tetapi tidak optimal karena beberapa faktor. Peraturan desa harus disusun oleh BPD, tapi peraturan desa yang digagas dan dirancang oleh Kepala Desa. BPD kurangnya pengetahuan yang berkaitan dengan tugas dan fungsi mereka dalam undang-undang desa, mekanisme dan proses pembuatan peraturan desa partisipatif, dan BPD kurang optimal dalam membuat sinergi dengan masyarakat terkait partisipatif pembuatan peraturan desa. Hak-hak masyarakat di Desa Bojong telah partisipatif dalam membuat peraturan desa tetapi tidak optimal seperti yang diatur Pasal 96 UU Nomor 12 Tahun 2011 tentang undang-undang yang berkaitan dengan hak-hak partisipasi publik. Pembuatan peraturan desa di Bojong sejauh dilakukan dengan desa musyawarah publik oleh tokoh-tokoh masyarakat sebagai perwakilan masyarakat dari masing-masing sub desa untuk menyampaikan aspirasi masyarakat dalam membuat peraturan desa di Desa Bojong. Hasil wawancara dengan ketua BPD di Desa Bojong menyarankan bahwa musyawarah desa dalam membuat peraturan desa hanya formalitas, karena mayoritas peserta seperti tokoh masyarakat, tokoh agama, tokoh pemuda, dan anggota BPD hampir selalu setuju dengan rancangan peraturan desa diusulkan oleh pemerintah desa. Kata Kunci: Badan Permusyawaratan Desa (BPD), Peraturan Desa, Partisipatif

This research aims to know how the role of village government in community empowerment in agriculture in the village of Bulo Wattang PancaRijang District Sidenreng Rappang and what factors influence the role of village government in community empowerment in the field of agriculture in the village Bulo Wattang Panca Rijang District Sidenreng Rappang. The data collection techniques that are done in this study are observations, interviews, Koesioner, and library studies. The Data is then analyzed using the frequency and percentage table. The population in this study was the farmers in the village of Bulo Wattang as much as 260, while a sample of a population of 72 farmers. Results of this research shows that the role of village government in the community empowerment in agriculture in the village Bulo Wattang Panca Rijang District Sidenreng Rappang with a cumulative result of 64% categorized as "good". The factors that influence the role of village government in community empowerment in the field of agriculture in the village Bulo Wattang Panca Rijang District Sidenreng Rappang (68%), education system (65%), open System (65), orientation to progress (66%), good synergy (66%), interest groups (66%) and quality of human resources (68%) With accumulated results of 65.5% or categorized as "good".

The enactment of Law Number 6 of 2014 concerning Villages is a very big opportunity for every village to develop village potential and assets in order to improve the village economy through Village-Owned Enterprises (BUMDes). Karang Indah Village, Mandastana District, Barito Kuala Regency has established BUMDes since 2012 whose capital comes from a grant from the South Kalimantan Provincial Government with savings and loan businesses and cattle. The role of the Village Government in terms of fostering and equity participation is still considered lacking by BUMDes managers so that it has an impact on the community empowerment process, especially community business empowerment through BUMDes. The purpose of the study was to determine 1) the role of the village government in empowering the community through BUMDes. 2) Implementation of community empowerment through BUMDes carried out by the Village Government. 3) The inhibiting and supporting factors of the Village Government in empowering the community through BUMDes. Methods This research uses a qualitative approach with a descriptive type of research. The sources of data used in this study were obtained from the first source which is directly related to the object of research with the research instrument, namely the interview guide. Data collection techniques used are observation, interviews and documentation. The results of this study indicate that the role of the Village Government in empowering the community through BUMDes in Karang Indah Village is to provide business access to the community through the establishment of BUMDes, increase community participation and provide benefits to the community through the BUMDes business unit. The implementation of community empowerment through BUMDes carried out by the Karang Indah Village Government is to support businesses that are mostly engaged in by the village community such as cattle business, providing savings and loans to the community, handing over clean water management to BUMDes and providing capital participation to BUMDes to open new business units. The inhibiting factors for the Karang Indah Village Government in empowering the community through BUMDes are bad credit from customers, lack of capital, death of cattle, difficulty in finding good feed, operational costs and the absence of human resources to manage equipment. While the supporting factors are community participation and the potential possessed by Karang Indah Village itself. The suggestions from the results of this study are for the Karang Indah Village Government to be able to carry out guidance to BUMDes in developing their business. Because through BUMDes, Villages can increase Village Original Income (PADes) and improve the economy of rural communities. For BUMDes management, it is hoped that they will be able to develop the business run by BUMDes while still paying attention to the potential of the village itself and utilizing existing assets in the village.

The purpose of this study is to describe the management of the Village Fund in empowering villagers and to find out the results of managing village fund allocations in community empowerment. The Village Fund Allocation Management Research in Community Empowerment was conducted at the Deket Kulon Village, the Deket District, Lamongan Regency. Village fund allocations are central and regional financial balance funds received by regencies / cities which are distributed in proportion to each village proportionally, at least 10% (ten percent). The allocation of village funds is intended for the administration of village government and community empowerment. This research uses a qualitative method with a descriptive approach. The results show that the results of village fund management can be used for environmental, economic and community empowerment. By emphasizing community participation as the key through the role of stakeholders so that the planned program can work effectively.

The assistance in the management of Village-Owned Enterprises aims to provide input on constraints faced by the village government to achieve the management of Village-Owned Enterprises (BUMDes) that have not been optimal. In accordance with law No. 6 of 2014, that villages are given the authority to carry out the administration of government in accordance with the interests of the village community. Village authority has been granted based on village propositions which cover government affairs provided by the district / city that have been submitted to the village. Villages have an obligation to provide governance that aims to prosper their society. In order to achieve this, the Village Original Income (PADes) was also supported to strengthen the village economy, through strengthening BUMDes that sided with the institution in optimizing Village Original Income. Inaccessibility of Village Original Income (PADes) occurs due to the lack of role of BUMDes. It also has an impact on society in strengthening the economy of the community. This is what happened in Penyengat Olak Village, jambi sub-district outside the city of Muaro Jambi district, which caused it to be unable to be independent in various aspects. Therefore, the existence of socialization in community service is expected to provide a better impact and solutions in solving the problems that occur and aim to explore the potential of the village in the context of sustainable community empowerment.

This study aims to explore village authority in village financial management to realize village governance in accordance with the principles of Good Governance. One of the financing for the Village Government program is the Village Fund Budget (ADD). The research method used is descriptive analysis to get a clear picture by examining secondary data. Secondary data is obtained through literature studies from primary legal materials and secondary legal materials related to regional autonomy in villages in the management of Village Government, particularly with regard to the performance of Village-Owned Enterprises based on Law Number 6 of 2014 concerning Villages. The data obtained from this study were analyzed juridically normative with a statutory approach. The results showed the accountability of the village head in managing village finances. In exercising the power of village financial management, the village head authorizes part of his power to the Village apparatus. (2) The village head as the holder of the village financial management power as referred to in paragraph (1), has the authority to: a. establish policies regarding the implementation of APBDesa; b. determine PTPKD; c. determine the officer who collects village revenue; d. approve expenditures for activities stipulated in APBDesa; and e. take actions that result in spending at the expense of the Village Budget. The factors that become obstacles in Talagasari, namely the lack of information and lack of direction in the distribution of ADD, so that it contributes low to community empowerment.
