The purpose of this study is to determine the process of ballot distribution and propose a model of the optimal ballot distribution process. This research is useful in providing input on the distribution of ballot papers for the first time this election is held simultaneously. The input is expected to increase effectiveness in the distribution or distribution of ballots so that they can produce good ballots when needed by the parties concerned. This study uses a qualitative approach with in-depth interviews with key informants, observation and documentation studies. The distribution model on the 2019 Simultaneous Election ballots is to be implemented in stages. For overseas distribution, in order to reduce distribution costs, enable digital signatures, and eVote, because the internet infrastructure is more adequate.

This research focuses on studying conflicts involving traditional villages in fighting over the ownership status of the Temple of Death (Pura Dalem) as an asset that must be owned by a traditional village. Conflict involving two traditional villages in Bali, namely Kemoning and Budaga Village in Klungkung, resulted from a claim of ownership by one of the parties ahead of a massive celebration tribute to this temple’s birth centuries ago. The ownership claim led to rejection from another party, who said their traditional village was also entitled to the Temple of Death. This mutual ownership claim then escalated into an open conflict that resulted in casualties and injuries between the two parties. This research seeks to outline the root problems of this conflict and describe the actors, dynamics, and impacts of the conflict. This study used a qualitative approach through in-depth interviews with five informants consisting of two key informants (former heads of the Kemoning and Budaga Villages), one Klungkung resort police officer, and two people Kemoning and Budaga Village residents. Moore, Mitchell, Furlong, and Kriesberg use several perspectives to analyze the social conflict. The results showed that the problem of the two traditional villages lies in the inaccuracy of historical data, besides that there are different perspectives between the two parties about the existence of this temple, excessive control, and dominance in the management and poor communication caused the emergence of a hostile relationship pattern, raising mutual claims over the ownership of this Temple of Death. The dispute that led to this clash created an increasingly tenuous relationship between the two traditional villages.

This chapter examines possible obstacles to the adoption of digital television in South Africa. A qualitative approach was followed by conducting in-depth interviews with key informants. The data was analyzed using open coding, where dominant themes from the discussions were identified and discussed in detail. This chapter intends to outline the importance of digital readiness from digital television perspective as a platform for universal disposal of digital information to both the citizenry and business entities. In order to do that, the chapter discusses digital migration with a focus to improving e-Government development of promoting global access to government information.The findings show that there are a few challenges in migrating from analogue to digital television in South Africa. From this study, it is evidently shown that the emerging digital television platforms have a lot of potential to be used as a vehicle for e-Government applications.

Un buen líder organizacional debe buscar modificar la habilidad y destreza de sus empleados para, de manera efectiva, solucionar los problemas concretos que surgen de situaciones de trabajo que poseen ciertos márgenes de incertidumbre y complejidad técnica, de allí lo fundamental de la motivación. Esta investigación tuvo como propósito interpretar la motivación laboral como estrategia para mejorar el desempeño del personaladministrativo de la Zona Educativa del estado Guárico (Venezuela). Metodológicamente se suscribe al paradigma postpositivista, con un enfoque cualitativo, con una perspectiva interpretativa, bajo el método hermenéutico. Los informantes clave fueron tres trabajadores de esa división. Como técnicas de recolección se emplearon la observación participativa y la entrevista en profundidad; las de interpretación fueron la categorización, la contrastación y la triangulación. Entre los hallazgos más relevantes están la poca motivación de los trabajadores para desarrollar acciones que impulsen el logro de los objetivos emanados desde el ente rector y el ambiente laboral es, generalmente, tenso y conflictivo, lo que genera inseguridad e incomodidad. Palabras clave: dialéctica; motivación; gerencia; competencias laborales administrativas; organización. Abstract A good organizational leader must seek to modify his employees’ skills and abilities, in order to solve, effectively, specific problems in work situations that have certain margins of uncertainty and technical complexity, hence the fundamental motivation. The research’s purpose was to interpret work motivation as a strategy to improve the staff’s performance of the Zona Educativa Guárico administrative personnel division.The methodology was subscribed to the post positivist paradigm, with a qualitative approach, framed in an interpretive perspective, under the hermeneutical method. The study scenario was the Zona Educativa de Guárico State personnel division, for the study execution three workers from that division were taken as key informants. Among the information collection techniques that were used are participatory observationand in-depth interviews. The study interpretation techniques were categorization, contrast and triangulation. Among the most relevant findings is that: in terms of work motivation, there are few incentives on the part of the institution, since they do not carry out any type of motivating actions in order to impulse them to achieve the objectives emanating from the governing principal. Regarding the reflections, we have that the work environment is generally tense and a little conflictive. Some try to do their homework in a cordial way, but they are very few. This situation makes them feel insecure and uncomfortable. Keywords: dialectic; motivation; management; administrative labor competencies; organization.

The Internet has become a popular medium now because it provides many benefits to users, though at the same time it also carries negative effects, especially to developing countries, such as sedition, pornography, defamation and cyber crime. Therefore, this study focuses on the control and freedom of the Internet system and the challenges faced by the government. The main focus of this paper is to see whether the government face challenges in controlling the content of the Internet. This study uses two theories, namely the theory of media development and media dependency theory as a guideline for the study. Qualitative approach such as in-depth interviews were chosen as research methodology to obtain the qualitative data. The study found that there are several challenges faced by the government in controlling the misuse of Internet, such as Internet domain registration, difficulties in identifying suspects, false registration, development of technology and content monitoring aspects.

The research explores the little-understood phenomena of new media based film distribution system in Bangladesh, finds the consequences of new media in film distribution, and makes a recommendation for developing an effective film distribution system. This research employs a qualitative approach where in-depth interviews of people involved in traditional and online film distribution systems are taken to collect data. The study finds that new media based film distribution is an emerging sector in Bangladesh, and it will strengthen the overall distribution system by reducing the distribution costs and increasing revenue. This study aims to determine the organizational control team of the TikaUdjo production program. The proposed research statement is what the organization controls on the TikaUdjo program production team. The theory that researchers use to obtain data uses organizational control theory. The research method used is a descriptive qualitative approach with a post-positivism paradigm. The research subjects are producers, assistant producers and broadcasters in obtaining accurate data, and the object of research is the control of the production team of the TikaUdjo program organization on Bahana Radio 101.8 FM Jakarta. Collecting data obtained through in-depth interviews and participant observation conducted on key informants and informants. Other data were obtained from Key Informants, informants, and various other data sources. The results of this study indicate that the TikaUdjo program production team at Radio Bahana 101.8 FM Jakarta consistently implements four concepts of organizational control theory by Phillip Tompkins, George Cheney, and their colleagues. The conclusion of this research is that the production team performs the four control theory concepts quite well, and it can be accounted for in which these four theoretical concepts are the processes that the production team does in producing the event program.

Over the past few decades, game mods have slowly walked their way into mainstream popularity and although not being confined anymore to the dark corners of the internet, the reality is that we still do not know much about how mods are created and how modders manage to achieve their objectives. Seeking to better understand the activity of mod development, this article explores key influencing factors on mod projects coordination and development by taking a qualitative approach based on in-depth interviews with nine lead developers of total conversion mod projects. We identified three key factors – tendency towards agility, co-creative nature and open source attitude – that we believe are etched at the core of the activity of modding and that lead to, and are manifested, in the unique ways of how modders approach software development.

The policy on the construction of Yogyakarta International Airport was responded with a rejection by the public that ended in quite a prolonged conflict. The conflict occurred because of the competing interests between the interests of the government to build an airport and the interests of the residents to stay in that location. In seven years since 2011, the conflict had de-escalated quite significantly from 2018 to 2019. This research analyzes strategies for conflict de-escalation, in which negotiation and mediation become its operating method. Researchers used a qualitative approach to extract data from actors involved in the conflict, namely the community living in the three villages most affected by the airport construction, representatives from Angkasa Pura I as the airport management authority, and representatives from the Local Government. In-depth interviews were conducted with ten key informants determined by purposive technique. The result of this research shows that the de-escalation of the conflict was managed to achieve through a persuasive approach that involved all of those concerned.

Abstract:The internet developed for the first time in Indonesia in the early 1990s. Starting from the pagayuban network, it is now expanding without boundaries anywhere. A survey conducted by the Indonesian Internet Service Providers Association (APJII) said that the number of internet users in Indonesia in 2012 reached 63 million people or 24.23 percent of the country's total population. Next year, that figure is predicted to increase by close to 30 percent to 82 million users and continue to grow to 107 million in 2014 and 139 million or 50 percent of the total population in 2015. million people. This matter also results in political communication with the internet media, or is often said to be cyber politics. Cyber politics in Indonesia has faced growth in recent years. There are many facilities that support the growth of cyber politics, such as Facebook, Twitter, mailing list, YouTube, and others.Keywords: Cyberpolitik, Internet  Abstrak:Internet berkembang pertama kali di Indonesia pada awal tahun 1990-an. Diawali dari pagayuban network kini berkembang luas tanpa batas dimanapun juga. Suatu survei yang diselenggarakan Asosiasi Penyelenggara Jasa Internet Indonesia (APJII) mengatakan kalau jumlah pengguna internet di Indonesia tahun 2012 menggapai 63 juta orang ataupun 24,23 persen dari total populasi negeri ini. Tahun depan, angka itu diprediksi naik dekat 30 persen jadi 82 juta pengguna serta terus berkembang jadi 107 juta pada 2014 serta 139 juta ataupun 50 persen total populasi pada 2015. juta orang. Perihal ini pula berakibat pada komunikasi politik dengan media internet, ataupun kerap diucap dengan cyber politic. Cyber politic di Indonesia hadapi pertumbuhan sebagian tahun terakhir. Banyaknya fasilitas yang menunjang pertumbuhan cyber politic semacam terdapatnya facebook, Twitter, mailing list, youtobe, serta lain-lain.Kata Kunci: Cyberpolitik, Internet
