ResumenMedellín es una ciudad de contrastes. Durante décadas ha sido afectada por diversas manifestaciones de violencia, que han mantenido activo el legado y poder del narcotráfico, la corrupción y el conflicto armado. Al mismo tiempo, sus habitantes han sobrevivido desde la resiliencia, mediante movimientos, organizaciones y personas que han defendido la vida y la paz. El Museo Casa de la Memoria nace en Medellín en el año 2011, en medio de un conflicto vivo, pensado como un museo participativo e incluyente, con el objetivo de propiciar una plataforma educativa, de diálogo, reflexión y construcción de memorias plurales. A partir de entonces, ha trabajado en la creación e implementación de una museología viva, mediante la construcción de memorias participativas con víctimas, personas en proceso de reintegración, excombatientes, sociedad civil, líderes sociales, fuerzas militares del Estado y organizaciones no gubernamentales. Sus manifestaciones constituyen un acervo que motivael vínculo con los públicos desde una relación de reciprocidad que permite la resignificación de lo vivido a partir de la deconstrucción o afirmación de lo pasado, incluso lo presente, interpelando lo acontecido, afianzando la identidad y la posibilidad de reconstruir el complejo tejido social haciamejores horizontes. For decades it has been affected by various demonstrations of violence, which have kept active the legacy and power of drug trafficking, corruption and armed conflict. At the same time, its inhabitants have survived from resilience, through movements, organizations and people who have defended life and peace. The Casa de la Memoria Museum was born in Medellín in 2011, in the midst of a living conflict. Conceived as a participatory and inclusive museum, with the aim of promoting an educational platform, dialogue, reflection and construction of plural memories. Since then, it has worked on the creation and implementation of a living museology, through theconstruction of participatory memories with victims, people in the process of reintegration, former combatants, civil society, social leaders, state military forces and non-governmental organizations. Their demonstrations constitute a collection that motivates the link with the public from a relationship of reciprocity that allows the resignification of the lived thing from the deconstruction or affirmation of the past, including the present, questioning what has happened, strengthening the identity and the possibility of rebuilding the complex social fabric towards better horizons. The relevance of this topic is that the voluntary participation of citizens in the public life of the country is an integral part of the formation of democracy and the rule of law. Developing and maintaining systems for volunteer services is a widely recognised way of solving common social, economic, environmental and other problems by combining efforts, social and national resources. Volunteering is the foundation of civil society. Solving pressing problems, people will always be united, will help each other and respect each other, regardless of any social diseases. In addition to personal qualities, volunteering can help solve social and economic problems. Western countries believe that supporting volunteers is a huge economic potential and a way to integrate and develop civil society. The activities of non-governmental organizations and institutions have been recognised as an effective means of solving social problems abroad, but have not been fully evaluated in our country. Social volunteering as a form of public relations will be effective if there is sufficient support from the state, the need for recipients of social services to help volunteers and with careful training of volunteers in the basics and technologies of volunteer work.

Establishing criminal liability for environmental offences remains daunting, particularly with regard to the ‘no plaintiff—no judge’ element as a result of which the public seems to be ultimately deprived of the possibility to participate in criminal environmental proceedings. While there is arguably a lack of specific instruments at the European Union (EU) level which would prescribe such legal obligation on the part of the State, there has been a shift in understanding the role of the public and its participation in criminal liability cases, namely under the auspices of the so-called effective investigation and the concept of rights of victims in general. Using the example of the Czech Republic as a point of reference, this article aims to assess the relevant legal developments at both EU and Czech levels to illustrate why the non-governmental organizations (NGOs), essentially acting as public agents, should be granted an active role in environmental criminal proceedings. After examining the applicable legal framework and case law development, the article concludes that effective investigation indeed stands as a valid legal basis for human rights protection which incorporates an entitlement to public participation. Despite that, this pro-active shift is far from being applied in practice, implying that the legislation remains silent where it should be the loudest, and causing unsustainable behaviour of companies.

Records and archives containing information relating to grave violations of human rights and international humanitarian law represent a fundamental source for, and can become trustworthy documentary evidence within, Dealing with the Past (DWP) processes including truth commissions, criminal tribunals, reparation programs, vetting processes and outreach projects. Those intergovernmental organizations (IGOs) and international non-governmental organizations (INGOs) working in the fields of human rights and peace and security are themselves important observers and actors in DWP processes and hence their records and archives are highly relevant to DWP initiatives. Such organizations should therefore be transparent and be able to facilitate DWP processes by granting access to their records. Given the International Council on Archives’ definition of “access” as relating to “… the availability of records for consultation as a result both of legal authorization and the existence of finding aids”, and the experience of swisspeace in advising DWP initiatives on collecting evidence and improving records management capacity, swisspeace together with the Swiss Federal Department of Foreign Affairs developed a roadmap which centres on the development of an “archives accessibility maturity model”. This tool will not only improve hands-on access in practice, but will ultimately improve knowledge about the multi-layered complexity of archives’ accessibility, strengthening the capacity of IGOs, INGOs and DWP initiatives to design and implement their access regulations, and thereby improving DWP initiatives’ ability to make successful access requests.

Abstract This study investigates the relationship between media frames and public perceptions of global poverty. Building on a frame analysis, the paper reconstructs prevailing poverty narratives in British news articles and non-governmental organizations’ (NGO’s) advertisements between 2011 and 2013. Following this, these narratives are compared with the narratives that emerge from public opinion studies. The findings suggest that there is a strong connection between media frames and public knowledge and perceptions of global poverty. Both the media and the public define poverty in developing countries’ terms of destitute victims, lack of development and bad governance. Both suggest that the causes of poverty are internal to developing countries and imply that there has been little progress in reducing global poverty.

El cambio de modelo urbano asumido durante el siglo XX, trajo un sinnúmero de problemas como la priorización del vehículo, por lo que en la última década han surgido esfuerzos para dotar de importancia al ciudadano de a pie, en el espacio público. Esta investigación estudió las condiciones físico-espaciales de un corredor urbano donde el modelo centrado en el vehículo se acentúa, con la fnalidad de generar posibles estrategias que reviertan esta situación. Se tomó como caso de estudio a la Av. 24 de Mayo, en Azogues, y se lo analizó mediante una metodología mixta, que evaluó, detalladamente, tres zonas de estudio, determinando que la falta de accesibilidad y conectividad y el modelo de movilidad defendido por la ciudadanía, en general, infuyen directamente en las condiciones del espacio público peatonal y por ende en la habitabilidad urbana, perjudicando los desplazamientos a pie. AbstractThe change of urban model assumed during the 20th century, brought countless problems such as the prioritization of vehicles, so in the last decade eforts have emerged to give importance to the citizen on foot in the public space. This original research studied the relationship of urban habitability with the physical-spatial conditions of an urban corridor, where the vehicle-centered model is accentuated, to generate possible strategies to reverse this situation. En este artículo se analizará el tema de la violencia como causa y consecuencia del secuestro virtual buscando integrar sus dimensiones tanto individuales o personales, como familiares y colectivas. Desde una perspectiva social se dará cuenta de las diversas interacciones entre los factores que se entrelazan en este nuevo fenómeno. La violencia será entendida aquí como un ciclo continuo que se reproduce a sí mismo en forma de espiral. Para el análisis se utilizarán datos cuantitativos recabados tanto en instancias gubernamentales como a través de organismos de la sociedad civil, así como información cualitativa proporcionada por un estudio de caso de un secuestro virtual.Abstract: This article analyzes violence both as a cause and as a consequence of virtual kidnapping seeking to integrate individual and collective dimensions. From a social perspective, visibility will be given to the several interactions present in this new phenomenon. Violence will be understood as a continuous cycle reproducing itself constantly but in a spiral form. The analysis will draw from quantitative data collected among official sources as well as non governmental organizations, but it will also include a qualitative perspective build a case study of a specific virtual kidnapping.Résumé : Cet article analyse la violence comme cause et effet du kidnapping virtuel, en prenant en compte ses dimensions individuelles et collectives. Dans une perspective sociale, nous examinons les diverses interactions et facteurs en jeu dans ce nouveau phénomène. La violence est ici comprise comme un cycle continu qui se reproduit luimême sous la forme d’une spirale ascendante. L’analyse part de données quantitatives provenant aussi bien d’institutions gouvernementales que d’organismes de la société civile, ainsi que de données qualitatives fournies par une étude de cas d’un kidnapping virtuel.

An important condition for the effective protection and implementation by Russia of its national interests in Ukraine is an understanding of the circle of actors that influence the development of Ukrainian foreign policy. Among them, there are expert institutions that provide analytical and scientific support for foreign policy decisions made by the highest bodies of state power. For- eign policy expertise in Ukraine is a grey area for Russian political science. The article opens a series of publications whose purpose is to solve this problem. It systematizes information about Ukrainian institutes of foreign policy expertise, those whose activities are directly or indirectly financed by the state. It was revealed that during the presidency of Viktor Yanukovych (2010– 2014), the public sector suffered significant structural damage, and its consequences have not yet been overcome. Today, Ukrainian public institutions of foreign policy expertise include: the National Institute for Strategic Studies, the Institute of World History of the National Academy of Sciences of Ukraine and university think tanks. The author considers these organizations through the prism of constructivism and institutionalism — as political structures (institutions) whose activities affect the context of Ukrainian foreign policy and the behavior of its actors. It has been established that their main scientific and applied research interests are related to problems of national, regional and international security, Russian domestic politics, problems of information, as well as military and political confrontation with Russia. All these issues are considered by institutions exclusively through the prism of Euro-Atlanticism and anti-Russian political mythology. Since at least 2014, they have been transmitting ideas hostile to Russia to the Ukrainian political and academic elite. In the same vein, the political socialization of students is carried out, in which university think tanks actively work in close collaboration with state and non-governmental organizations of NATO member countries. Today, the public sector of foreign policy expertise in Ukraine is not in the best condition, but it invariably retains its analytical and scientific potential, as well as its tough anti-Russian position.

This research described the public policy implementation Mayor's Regulation of Tebing Tinggi City Number: 501/195 of 2018 through model of Van Meter and Van Horn concerning to the Relocation Merchants in Pasar Kain and Pasar Induk Market Tebing Tinggi. This research method applied the qualitative approach and descriptive analysis. To gain data and information some informant included the Head of the Trade Office, Merchants, Members of Legislative and the local non-governmental organizations were selected. According to the research and discussion, there were results of the implementation of the Pasar Kain merchant relocation policy. It show that the standards and policy objectives were adequate of clear and realistic to be implemented. The utilization of available resources was not used optimally, communication between organizations was adequate. In the beginning there are many miscommunications between merchants and the relocation team, the characteristics of the implementing organization were consistent despite the many conflicts of interest and internal conflicts among the social, economic and political environment.  In the initially, there were many social conflicts, the involvement of political elites and decrease income of merchants after being relocated. The attitude of the implementers was also quite consistent in supporting the policy. The implementation of the Pasar merchant relocation policy has not been optimal because the stalls have not been completely occupied.

Relevant governmental bodies and organizations, non-governmental organizations, international organizations and institutions, especially the media, show increased interest in corruption related to the public procurement. Public procurement is the most frequently cited area in the context of systemic corruption for the simple reason that it directly represents the spending of public money on a large scale, which according to OECD data represents about 7-15% of GDP. One of the possible approaches to prevent corruption in public procurement is the systematic building of the integrity of all entities and institutions involved in the public procurement process. Due to the fact that the internal audit way of organization and work is closest to practical issues of public procurement it has the opportunity to achieve the largest coverage of cases for which public funds are engaged.
