The article analyzes the influence of privatization, which is the main tool for the formation of market relations in the energy sector. The authors found that as a result of the privatization of energy assets in Ukraine, it was not possible to maintain a balance of interests of the state, business and society. The state monopoly was replaced by oligopoly, consumer sovereignty was not secured, and responsibility for energy security is distributed unevenly between business and government. Because of the lack of coordination of policy objectives, privatization did not use the investment resource for energy development, mechanisms for the return of invested funds, which were tested by world experience, were not involved. Completion of privatization should take place after the adoption of a number of decisions related to the institutional framework for the development of electricity market, the development of privatization conditions and contracts with potential investors, measures to ensure the energy security of the state. Reliability of energy supply in the context of further development of private property in the energy sector will be determined by the effectiveness of state regulation in this area, the ability to prevent uncompetitive behavior of market participants. The delay in moving to the European energy model encourages business entities (including sectored monopolists) to lobby their own projects in the government bodies that contradict the established principles of market functioning. The risk of transforming the transitional measures into permanent ones is no less a threat. At the same time, the incompleteness of the transition from the administrative to the market model of regulation not only hampers the development of the world's best business practices by business entities, but also undermines the credibility of government actions. To remedy the situation, it is necessary to accelerate the formation of the institutional and institutional base that ensures the functioning of the energy market in accordance with its new model; to stop administrative interference of the state in the activity of subjects of energy markets, regardless of forms of ownership; to complete privatization of energy assets; to refuse cross- subsidization; to complete the process of monetization of subsidies. Civil society institutions should become a lever to control management decisions and not to distort the norms of the Law of Ukraine "On the Electricity Market" at the stage of its implementation.

Introduction. In the conditions of dependence on the imported energy resources there is a problem of ensuring stability of the energy industry with counteraction to changes of the ambient and a possibility of reacting to actions for providing competitive positions and advantages of the state. A number of problems in energy industry need a support of necessary level of the energy security on the basis of providing own extraction with volume reduction of imported energy resources, increasing of the national products’ competitiveness in the world markets, development of innovations and investments into energy efficient technologies. In such conditions, it’s important to apply actions for ensuring economic security of the energy sector through the creating of an efficient program for the protection of the national interests in the energy sector, which will contribute to the national economy development. Aim and tasks. The purpose of article is a researching of energy security and developing actions for state regulation of energy security. Research results. The article outlines the priority directions of the state policy on ensuring the energy sector development which are identified as a main risks and adverse factors of influence on functioning of energy industry of Ukraine. And the necessity of energy security systems formation at the state level is grounded. The perspective increasing directions of energy security are the establishment of more adapted to transformations system of state regulation with market self-regulation elements. The state regulation of energy security in conditions of high level internationalization of national economy should be aimed at the harmonization of its technological and institutional aspects which influence the development and implementation of energy technologies and projects related to renewable energy sources. The state regulation requires further active development of institutional conditions for use of alternative energy resources and energy saving based on renewable energy. Conclusion. To provide energy security it is necessary to improve the complex program of its development which will involve wide use of state regulation methods as well as public-private partnership development so the support of the implementation of investment projects will be provided. The important aspect in development of energy engineering is ensuring its economic security which will allow to level possible threats of the industry and to provide requirements of fuel and energy complex and industry for a long term. Energy security should be directed towards increasing energy efficiency which will promote reducing imports and depending on the supply of energy resources by other countries. State regulation of energy security should ensure the rational use of the energy sector potential and stable functioning of the energetic supply system which includes: implementation of energy efficiency and energy saving policies; increase of investment in energy engineering; reduction of environmental impact and emissions.

The axiom of present is that Ukraine has a very difficult situation in the sphere of hotel and restaurant business caused by the COVID-19 pandemic. This situation has developed not only due to the underdevelopment of this sphere, also because of the significant shortcomings in the system of the State regulation of entrepreneurial activity in the pandemic, which makes this issue a topical scientific problem. The publication is aimed at analyzing the extant status of operation of the hotel and restaurant business under quarantine restrictions, as well as developing proposals for providing the State support to business entities in order to minimize losses during the COVID-19 pandemic. Theoretical and methodological grounds of research are the basic principles of development of hotel and restaurant business in a crisis, scientific works of Ukrainian scholars. The following methods were used in the course of the research: logical-juristic (to analyze the legislation of Ukraine on measures of the State support for business entities in connection with the COVID-19 pandemic); systematization (defining forms of the State aid); hypotheses and assumptions (in the preparation of proposals for further regulation of the provision of the State support to the hotel and restaurant business). As a result of the research, it is determined that the introduced support measures on the part of the State allowed to reduce the negative impact of the COVID-19 pandemic on the hotel and restaurant sector for the short-term period only. Renewal and further development of this sphere is impossible without the introduction of new approaches to the relations between the State and business, which have established determined in Ukrainian society, without increasing the social consciousness of business and increasing the level of its contact with public authorities. To achieve this goal, it is necessary to improve the system of adjustment of efforts of the State authorities, local self-government bodies and business entities in this sphere.

The paper analyzes the organization of effective resource saving of the enterprise. Enterprises need to implement innovative technologies and tools, as well as to motivate all participants in the process to achieve high overall productivity. One of the ways to increase the efficiency and rationality of the activity is the introduction of the management system of development of resource saving enterprise (RSE). The EPR management system is influenced by external and internal factors. One of the main factors of the external environment is the state regulation in the direction of resource saving, because a small number of business entities can turn to the development of resource-saving enterprises without state support. Defined the concept of "resource saving" as a complex positive effect on the state of the company, which combines the economic, social and environmental factors, the result of the implementation of resource conservation is economically viable for the company. The process of resource saving at the enterprise positively affects a wide range of subjects who perceive its results. According to international standards, Ukraine's economy is one of the most resource-intensive in the world through a large proportion of resource-intensive industries, outdated and inefficient technology, extreme depreciation of assets, inefficient systems of transformation and energy supply. World experience in the development and implementation of resource saving programs has a great variety of mechanisms and economic methods to ensure the efficiency of resource consumption in all areas of economic activity. The article highlights the most effective methods and applied to the realities of Ukraine. The study revealed the main problems of Ukrainian enterprises in the management of resource protection and development of resource protection. Today, finding ways of solving these problems and determining the main ways of stimulating enterprise teams and personnel management is especially important for the formation and implementation of an effective system of resource-saving development.

The article examines the historical and legal preconditions for the formation of self-regulation in Ukraine and other countries. On the basis of the conducted research, the peculiarities of the development of self-regulation in the territory of Ukraine in different historical periods are determined. The preconditions for the formation of the institution of self-regulation in the field of management and professional activity are described. It is determined that self-regulation has been inherent in society since the beginning of the primary forms of the common cause. The primary forms of SROs developed rules of professional activity, performed the functions of control and supervision due to the vacuum of state regulation in such areas. The peculiarity of such organizations was certain legalization by the state. Such SROs regulated their own activities at the level of development and adoption of local acts. A feature of national self-regulation was the transition from voluntary to compulsory regulation. to distinguish three periods of development of legislative support in the field of self-regulation. Declarative (from 1991 to 1996): this period is characterized by the formal consolidation at the legislative level of the right of participants in public relations to create an SRO. However, the status of SROs was practically not regulated at the legislative level. At the state level, there was no strategy for the development of self-regulation in the field of management and professional activities. Institutional (from 1996 to 2016): during this period the system of delegation of powers from public authorities of the SRO, the system of legalization of the SRO is introduced. However, the rules on SROs are still chaotic, there is no clear mechanism for control and supervision of SRO activities by public authorities, the concept of participation in SROs as business entities and persons of certain professions is not defined. In a number of areas, despite the consolidation of the right to create SROs at the level of laws, SROs have not worked. Reformation (from 2016 to the present): characterized by the development at the legislative level of the Concept of reforming the institution of self-regulation, which outlines the problematic issues of the institution of self-regulation in Ukraine, identifies areas for improvement. The article is devoted to the study of public administration in the field of tourism in terms of adaptation to the standards of the European Union. Emphasis placed on the fact that the state of domestic policy in the field of tourism does not meet modern world standards of industry management at the state level. In connection with the transition from a planned to a market model of state development in the last two decades, there have been clear problems that prevent the full use of the tourist and recreational potential of Ukraine. On the one hand, the underdevelopment of domestic tourism correlates with the general problems of political, social and economic nature inherent in developing countries at a certain stage of their development. On the other hand — the lack of the necessary methodological framework and lack of methodological developments for state regulation of tourism correlates with the impossibility of practical application of tourism laws, tourism development programs and the formation of tourism regulation structures at the national level, which directly and indirectly affect the adaptation of Ukrainian legislation and state-management activities in accordance with the standards of the European Union. Based on the results of doctrinal and comprehensive research, it concluded that in the context of promoting the gradual convergence of domestic and European public administration environment, strengthening economic and trade relations that will lead to Ukraine’s gradual integration into the EU internal market, expanding cooperation based on the rule of law and respect for the rule of law. Human rights and fundamental freedoms, the sphere of tourism occupies one of the key aspects not only at the national level but also at the international level. At the same time, in the context of adaptation of domestic legislation and public administration to EU standards, it is advisable to develop a methodology and action plan aimed at implementing the holistic guidelines and principles enshrined at the European level.

The in the context of energy security, the state of development of the energy transition in different countries and their groupings is considered. It is concluded that subcritical anthropogenic emissions of greenhouse gases become threshold parameters for problems with the exhaustion date of fossil energy raw materials. In respect of overcoming the noted threats to energy safety for Ukraine, a number of mandatory trends in the development of its energy sector have been identified.

The paper is devoted to the determination of the impact of Ukraine's energy strategy on the efficiency of enterprise management on the example of DTEK, which is one of the key participants in the energy market of Ukraine. Despite the country's constant attention to energy security, the country remains vulnerable to external and internal threats and challenges. That is why the investigation of problems and perspectives of energy market development, as well as the efficiency of its enterprises are extremely important at present. The paper has the applied nature, the research is based on current data of recent years. In particular, the paper presents production volumes, dynamics of export-import and electricity consumption in Ukraine in 2020–2021. The energy market of Ukraine is investigated in detail and the key features of its development are determined. It is determined that the main consumers of electricity in Ukraine are large industrial enterprises and the population. The structure and key participants of management and regulation in the energy sector of Ukraine are revealed in this paper. The state regulation of the electricity market in Ukraine is analyzed, the forms of state aid, benefits and subsidy programs operating in the energy sector are characterized. The main goals of «Energy Strategy of Ukraine for the period up to 2035» project are highlighted and compared with previous programs and plans. It is established that the target parameters of the country's energy strategy should be formed on the basis of energy balance, that is a system of indicators that characterize the resources, production, supply and use of all fuels and energy. To analyze the impact of the country's energy strategy on the efficiency of enterprise management, key financial indicators for the period 2017–2019 of DTEK energy company, including: income, expenses, cost of sales, margin, net profit, assets, investments, paid taxes and others are analyzed. Achievments of the goals of Ukraine's energy strategy in the long-term perspective will contribute to the reduction of dependence on energy imports, overcoming the crisis in economy and increase of the country economic potential as a whole.


The research was conducted with the purpose of developing a model of the state policy for supporting small and medium enterprises in order to use it in the process of creating such programs. The current business support programs were analyzed; the structural model was formed; the existing methods were applied to this model, and the draft of the information system corresponding to the developed model was worked out. Following the results of the analysis of the current Support and Development Programs and the development of the model it was revealed that the scope of entrepreneurship support in Ukraine has significant potential for growth both through the exchange of experience between the regions and through the implementation of the achievements of economic science in the activities of the bodies that provide support to small and medium business entities. In this study, there were used such models and methods as business processes modeling based on BPMN 2.0 notation. (in Aris Express software environment), the development of smart cards (by means of Xmind software product), the design of interfaces in Evolus Pencil software environment), goal setting by SMART criterion, marketing assessment based on AIDA concepts and Sales Funell, financial ratios (including return-on-investment ROI), project management model built up by the methodology of network planning (CPM). Implementation of the model, tools, and information system will make the state policy more transparent, increase the level of trust of entrepreneurs to the state, and also attract additional resources for supporting the infrastructure for entrepreneurship. The developed model is a new mechanism for increasing the efficiency of the state policy as it provides the possibility of borrowing economic methods in the field of state regulation of entrepreneurship support. i.e., It will serve to reconcile the efficiency of state regulation and the private one.


The issues related to the assessment of the effectiveness of state regulation of employment in the Republic of Belarus in the context of the development of an innovation-type economy are considered in the article. The purpose of this article is to assess the measures of state regulation of the level of employment of economically active population in the Republic of Belarus, based on the use of various forms of continuous education. The state of the cou ntry’s labor market is assessed, which is characterized by the presence of structural unemployment and insignificant volumes of investments directed by business entities to the development of human capital in order to reduce its level. The main legislative acts regulating the order of continuous education of different categories of personnel in the organizations of the country are considered. The concepts of «competitiveness of the individual in the labor market» and «competitiveness of the employer in the labor market» are formulated taking into account the competence approach, which assumes the formation of competencies and qualifications in the process of continuous training that provide the necessary degree of worker’s mobility in the labor market. The peculiarities of state regulation of latent unemployment in business entities of the Republic of Belarus are considered by means of their stimulation to the organization of continuous training of workers. Organizational and legal bases of interaction betwee n regional offices of the State Employment Service, employers and dismissed workers (employee in danger of dismissal) in the organization of continuing education to improve competitiveness and mobility in the labor market are assessed. Recommendations are developed for the personnel management services of organizations related to the use of different forms of continuous training in the process of optimization of the number of staff in the short and medium term within the current legislation of the country.
