The results of the theoretical analysis of the essential-functional nature of sociocultural values at the present stage of scientific research are considered in the article. It is determined that the concept of “value” is leading to the axiological approach. Different approaches to understanding the content of sociocultural values as a scientific category are characterized. The essence of the concept of “sociocultural values” is defined, the characteristic features are presented. The necessity of sociocultural values formation at modern student youth in the conditions of educational process of institution of higher education is revealed. It is emphasized that the educational environment of institution of higher education promotes formation of value and semantic sphere of students.

The article analyzes the factors influencing the design of modern educational spaces in higher education institutions in the context of training future designers. The definition of the learning environment is provided as a set of specific material, communication and social conditions that make up the processes of teaching and learning. The division of physical learning environments into formal and informal is considered according to the functional purpose and form of interaction of the subjects of the educational process. The definition of formal learning environments in universities is provided. The interrelation of the organization of formal learning environments with the form and way of interaction, relevant to the current educational discipline, of the teacher with students and between students is considered. The functional features of the organization of the formal educational environment are determined. The needs of students that can be satisfied using informal environments in universities are established. The necessity of introduction of modern innovative technologies is considered. The list of factors is established that directly affect the design of the educational environment and which are largely caused by transformational changes in the educational process in Ukraine and the world.

The proposed article unveils a philosophical understanding of the technology of designing an open information and educational environment of higher education institutions. The expediency of introducing a transdisciplinary approach into this process as the most generalized and universal, one that overcomes the limits of disciplinary fragmentation with its shortcomings, gives a more complete picture of the world and fundamental relationships is shown. In philosophical terms, the goal of the proposed research involves the actualization of the study of the problems of transdisciplinary paradigmatics, namely, aspects of transdisciplinary education; focusing the attention of the scientific and educational community on the necessity and importance of transdisciplinary research and the development of strategies related to this phenomenon; the obviousness of obtaining a synergistic effect as a result of the introduction of a transdisciplinary approach in the design and formation of the information and educational environment of higher education institutions, recognition of the importance of adaptive management of social and pedagogical systems in this aspect. The article proposes the author's definition of the educational environment as a set of systems, technologies, means, relations, conditions, phenomena that interact with the educational process, contributing to the effective learning of the student and his formation as a person, as a professional specialist, as well as if you look into the academic context then a scientist. The article also points out the prospects of using cloud technologies in combination with a transdisciplinary approach. The introduction of modern technological and methodological approaches to the construction of the information and educational environment of the university blurs its boundaries, making it part of the global open information and educational space.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

В статье освещен вопрос, связанный с эволюцией понятия терроризма по законодательству России. Актуальность темы определяется, прежде всего, тем, что проявление терроризма представляет собой серьезную угрозу международной и внутренней безопасности каждого отдельного государства, всего международного сообщества в целом. В результате проведенного теоретического анализа отечественного законодательства об ответственности за совершение преступлений террористического характера автором выделено пять исторических этапов (периодов) его становления, представлена их характеристика. В заключение делается вывод о существовании на современном этапе проблемы выработки определения сложного и многогранного понятия «терроризм». Законодательная дефиниция «терроризм» должна быть принципиально полной, содержать характеризующие специфические признаки, соответствующие современным способам его проявлений. Полагаем, что современная дефиниция, изложенная в п. 1 ст. 3 Федерального закона «О противодействии терроризму», пока не идеальна и продолжает требовать к себе внимания со стороны исследователей и законодателя с целью корректировки терминологии. The issue related to the evolution of the concept of terrorism under Russian legislation is examined in the article The relevance of the topic is determined, first of all, by the fact that the manifestation of terrorism is a serious threat to the international and internal security of each individual state, the entire international community as a whole. As a result of the theoretical analysis of domestic legislation on responsibility for crimes of a terrorist nature, the author has identified five historical stages (periods) of its formation, and presented their characteristics. In conclusion, a conclusion is made about the existence at the present stage of the problem of developing a definition of the complex and multifaceted concept of «terrorism». The definition of terrorism should be fundamentally complete, include characterizing specific features characteristic of modern ways of its manifestations. We believe that the modern definition set forth in paragraph 1 of Art. 3 of the Federal Law «On Countering Terrorism» is not ideal yet and continues to require attention from researchers and legislators in order to correct the terminology.

The article describes the prerequisites for the creation and implementation of an inclusive educational environment in higher education settings in Ukraine. Contradictions have been identified between the legal framework governing higher education for students with special educational needs and the lack of appropriate physical and psychological conditions for the realization of the right to education, and the contradiction between the existence of a tendency to integrate the educational process and the need to individualize the educational process. It is determined that the state of development of inclusive education in Ukraine is characterized by insufficient development of both social and acmeological mechanisms of interaction of key figures of the educational process. The types of inclusive education implemented by higher education institutions are described. The experience of implementation of inclusive educational policy at Lviv Polytechnic National University and the University "Ukraine" is considered. The author's development of the model of acmeological interaction of participants of the inclusive process in the inclusive educational environment is presented, and the criteria and indicators of evaluation of the interaction of the participants of the inclusive process in the inclusive educational environment are explained. It was found that a serious obstacle to the introduction of inclusive higher education in Ukraine is the lack of financial capacity of universities: there is no equipped environment, there are no special programs aimed at such education. Conclusions are made regarding the importance of acmeological interaction of participants in the inclusive process in an inclusive educational environment, which is not only to improve the situation of students with special educational needs but also to create positive aspects of social development in general.

The article presents a constructive model of training bachelors in cybersecurity in an educational-digital environment. The concepts of "model" and "modeling" are analyzed. The meaning of the definition of "construct" as a whole, distinguished from other entities of a certain area, which is inaccessible to direct observation, but hypothetically deduced and / or constructed logically on the basis of observed features, with a sufficient degree of experimentally and logically validated, is verified. the concept used to represent it. The scientific position in relation to the conceptual field of the model of preparation of bachelors in cybersecurity in the conditions of educa-?ional-digital environment is determined. Based on theoretical analysis, the constructive model is able to reflect the spatial pedagogical relationships between the elements of the object under study. It is determined that the conceptual model of training bachelors in cybersecurity in an educational-digital environment consists of five constructs. Each of the five model constructs is characterized, namely target, conceptual, content, activity-technological and result-corrective. The purpose of the model is defined to form the readiness of bachelors in cybersecurity in the educational-digital environment for professional activity. It has been found out that the result of constructive model of preparation of bachelors in cybersecurity in the conditions of digital educational environment is the formed readiness of bachelors in cybersecurity for professional activity. This chapter per the authors examines the feasibility of a learning analytics tool in the Chinese Higher Institutions educational environment. At first, the general definition of learning analytics is examined. Additionally, the authors shed light on case studies of universities that have already implemented learning analytics. Moreover, the Chinese educational environment is examined through a thorough analysis of the learning analytics necessity. Based on the literature review, a learning analytics tool is proposed. In a technical basis, the tool is a combination of ELLI or Effective Lifelong Learning Inventory, a dispositional learning analytics tool and a recommender system. The ultimate function of the tool is that it links students with a specific educational profile with successful students with similar profiles. Finally, the author identified the key limitations of the prototype and performed a general analysis on the tools goals and expectations in the Chinese Higher Education Institutions.

The organization of the subject-spatial environment is one of the necessary elements for the successful formation of the educational process, including in institutions of additional education. Currently, researchers pay attention to the importance of the subject-spatial component of the educational environment. To develop a comfortable, creative interior, it is necessary to develop a system for assessing the compliance of this component with modern design requirements. Within the framework of the article, a possible variant of universal criteria for evaluating recreation areas in leisure and educational institutions is proposed, the results of which reveal the existing contradictions and shortcomings, as well as provide a choice of a conceptual solution for subsequent project development.

A characteristic feature of the vast majority of activity spheres in the modern education system is their systematization. The latest higher education standards center the teacher’s activity around the system and activity approach. That causes the need for its application in the use of information and communications technologies as a means of teaching a foreign language. We give the author’s definition of the term “methodical learning system”, which is interpreted as a component-related system of learning conditions, realizing its methodological potential through the interaction of participants in the educational process aimed at achieving the goal. This system includes five consecutive blocks, including: 1) prerequisites (modern requirements of the Federal Educational Standard of Higher Education), social order for training in the field of written academic discourse, contradictions between the linguodidactic potential of the study group blog, the lack of practical methods of teaching written academic discourse; 2) block target definition (goals and objectives of training); 3) theoretical justification block (list of principles of teaching written academic discourse, approaches to teaching written academic discourse); 4) functional block (organizational and pedagogical conditions, contents and methods of training, means and organizational forms of training); 5) evaluation block system operation results (components of evaluation of educational and cognitive activity, the learning process result). We note methodical system training integrity on the basis of property of integrativity promoting optimization of all components which general interaction is directed on achievement of the training purpose. The goal, for its part, is a system-forming element.
