Introduction. The article for the first time structures the types of additional responsibilities of teachers, not underpinned by local regulations. The proposals for debureaucratization of the educational process in secondary schools are generalized. The aim of the study is to reveal the impact of bureaucratic burden on the social feeling of teachers of general secondary education facilities, the quality of their professional activities and to develop proposals for debureaucratization of teachers’ work. Materials and Methods. A survey of managers and teachers of educational institutions covered more than 3,000 respondents. As additional sources for the interpretation of the data, we used the methods of group interviews (two focus groups conducted among rural teachers), as well as a secondary analysis of data from the international study of the educational environment and working conditions of secondary school teachers (TALIS), conducted in 48 countries, including Russia. Results. The study broadened the idea of the impact of bureaucratization of the education system on the quality of professional activity and the social well-being of teachers. Intensification of bureaucratization of teacher work is attributed, on the one hand, to the extensive growth of additional types of work, and on the other, to the low legal awareness of teachers of educational institutions. Working with reporting documentation takes up to 90 % of the working time free from paid teaching ho urs, which practically does not leave time for the implementation of part of the pedagogical load associated with methodological, organizational and consulting activities. The study identifies activities that, according to respondents, contribute to the debureaucratization of teachers’ work. Discussion and Conclusion. The article is of interest to teachers and heads of educational organizations, regional educational authorities, and scientists, researching i nto educational problems.

It is obvious that throughout the process of growing up and gaining experience in educational and professional activities, the main specific characteristics of the creative figurative act for the representatives of the natural profile of professional training are the speed of emergence and development of creative ideas, the degree of deviation from existing prototypes, the desire to avoid a possible return to them or their modification and efforts to complete and properly design their creative product. At the same time, at the background of the previously mentioned characteristics, the dynamics of the indicator of the abstractness of the name of figurative creativity gradually recedes into the background. It means that in the process of micro-age formation of figurative creativity of the humanitarian profile subject of educational and professional activity the subject’s deep essence, not its nominal side, the outer cover, which consists in the peculiarities of verbalization of this creative process, the peculiarities of self-presentation and the presentation of the final creative product are formed.
Abstract

The main problem in this study was how the social significance of the existence of Desa autonomy regulation through the Law No. 6 of 2014. The existence of new regulation must be influence to desa’s order, especially in local authority, Because of the local authority is the most important thing in local organization like Desa. The specific question tried to be answered in this study whether the Law could serve, integrate, and organize the local authority in Desa. The result of this research indicate three points. First, local authority existing that called “hak asal usul desa” coexist with local community and desa government. Second, the field of local authority as organization the governance of desa, implementation of the building of desa, and commmunity development will blossom out in the future depend on the needs of local community. Finally, design of local authority based on the Law No. 6 of 2014 can integrate and organize the local authority, if the national government still commit and consist to recognize the local authority whatever Desa has.

Kata kunci: local authority, local community, state law, recognition.
