Relevance of the topic: being a part of any economy with market relations, the state's investment policy is aimed at creating and maintaining a favorable environment conducive to increasing investment activity, attracting domestic and foreign investments, which occupy a special place in providing access to financial resources, modern technologies, innovative goods, and also improve the living standards of the population. Therefore, the problem of developing and implementing investment policy in all regions of the country is urgent. Statement of the problem: at the present stage of development of the Belarusian economy, the state pays special attention to the issues of attracting domestic and foreign investment as an additional source of capital and technologies for the development of national industries and services. However, there are a number of problems that hinder the inflow of investments, the solution of which can significantly improve the investment climate in the country. Purpose of the research: to study the level, dynamics and structure of investments in the economy of the Republic of Belarus; to determine the features of implementation, problems and ways to improve the investment policy of the Republic of Belarus. Research methodology: general scientific and formalized - analysis and synthesis, induction and deduction, statistical, graphic, correlation and regression. Research results: the analysis of the inflow of domestic and foreign investments into the economy of the Republic of Belarus was carried out, as a result of which the main problems of investment policy were identified. The calculation of the interval forecast of the GDP growth rate depending on the investment growth rate was carried out using the constructed regression equation. Field of application of the results: the results of the study can be used in the development of investment policy by government bodies, as well as in the educational process of economic faculties of universities.

The relevance of this topic is due to the creative nature of investment attraction activities in order to ensure the development of the country and regions. The importance of the problem is in the presence of obstacles in the way of building an attractive economic system in terms of investment inflows, creating conditions that encourage investors to invest in Russia. The purpose of research based on the generalization of theoretical material of various sources and analysis of Rosstat database, to characterize the development of investment processes in Russia, to determine the patterns of changes in the dynamics of investment indicators and the factors causing the activity of participants in investment activities in Russian regions. The research was conducted using scientific methods: abstraction, analysis and synthesis, induction and deduction. The result showed that the activity of the Russian regions in the investment area is characterized by dependence on the level of overall economic development, although this relationship is a two-way. In conclusion, it was concluded that the creation of favorable conditions for the development of investment activities and its active support by the federal and regional authorities is necessary. It is advisable to offer to continuously improve legislation in the field of investment activity, to pursue a more flexible policy of financing investment and innovative projects, especially at the early stages of their development. This is the key to successful planning and implementation of projects aimed at strengthening the sovereignty of the state and improving the quality of life of citizens in new Russia.

The aim of the research is to address the challenges that may be a constraint on economic growth and development. In the research, we used the relevant literature and acts that were in front of the delegates at the National Assembly of Republic of Srpska. The research question is: "What are the main characteristics of the Republic of Srpska's debt?" In line with this, the methods employed in this paper are the analysis and synthesis of previous researchs, theoretical findings and publicly accessible documents pertaining to the debt of Republic of Srpska, and an overview of the case studies.  The contribution of the paper is reflected in the explained wideness and the possibilities of using different sources of money, and the limits on which the debts can be used in order to achieve sustainability tasks. We have concluded that this year, the Republic of Srpska bill has reached the largest amount of debt – KM 858 million (755 million principal and 103 million interest). In line with the presented evidence, priority should be given to projects that would be financed by advantageous credit arrangements and to rationalize public spending. Despite the usual opinion, we have proven that the debt of the Republic of Srpska is sustainable - the average interest rate is lower than the GDP growth rate and that, although unpopular, the currency board system corresponds to the position of Republic of Srpska. However, we have pointed out the danger of stereotype that the public debt of less than 60% necessarily indicates that the country is in a good position.

The main objective of this paper is to analyze the causal relationship between foreign direct investment (FDI), exports, and economic growth in the Republic of Croatia for the period 2000-2020 and determine the implications of research results on corporate management. The management of the investment enterprise is usually interested in high returns, whereas the management of the recipient enterprise is interested in higher productivity, spillovers, and larger market share on domestic and international markets. Several methodological approaches, including unit root tests, cointegration tests, and Granger causality test, were used to assess the relationship between gross domestic product (GDP) growth rate, on the one side, and the share of FDI and total exports of goods and services in real GDP, on the other side. The results of cointegration tests indicated there is no long-term relationship between the real GDP growth rate, the share of FDI, and the share of exports of goods and services in real GDP. Based on the Granger causality test, it cannot be concluded that there is no causal relationship between the analysed variables. Finally, the paper discusses the implications of the conducted research for corporate management. The results indicate that managers are not discouraged by the fact that FDI is not correlated to economic growth, as investment decisions are determined by numerous factors and not primarily by the growth rate of a recipient country.

The article reveals the evolution of Poland’s investment policy and the peculiarities of the formation of the country’s legal system for the protection of foreign investments. The article describes the current stage of development of the Polish economy, reveals the role of foreign investment in the modernization of the national economy. The article discusses the controversial issue of the role of the European Union subsidies in the transformation of the Polish economy. The issues of trade, economic and investment cooperation between Russia and Poland are analyzed separately and it is concluded that the anti-Russian foreign policy of Poland hinders the development of the trade, economic and investment cooperation between the two countries.

The author of the article investigated the process of improving school education in a new stage of development of the Republic of Uzbekistan. The article emphasizes the role of school education in the implementation of democratic reforms during the implementation of the strategy of actions for the further development of the country. The author of the article made an attempt to reveal the mission of school education in a developing civil society. Topical issues of the educational process of secondary schools, in the upbringing of the younger generation and the practical significance of the activity of teachers in the context of modernization of the content and methods of teaching in secondary schools are investigated. An important innovative element in the work of secondary schools is that under the new conditions in the country there is a process of formation of private schools and an increase in the number of specialized schools, where certain fundamental subjects are studied according to a special, in-depth program. The country has made an attempt at an innovative approach in the process of improving school education and teaching children. In the context of the deepening development of the market economy in the country, the teaching staff performs an important mission in the implementation of social policy, ensuring the educational process in secondary schools, including a dynamic increase in the number of students participating in international Olympiads, in attracting students to the study of foreign languages. It should be noted that high school graduates are actively involved in deepening democratic reforms and ensuring human rights. A modern high school graduate is a powerful intellectual potential for the country, they make a worthy contribution to the future, the process of digitalization of society, the development of small business and private entrepreneurship. High school graduates pass a test selection and become university students in foreign, developed countries of the world. An integrated scientific approach to the study of the learning process in secondary schools shows that education in schools is closely linked with the goal of the ongoing democratic reforms in the country and the deepening of the market mechanism in all spheres of socio-economic life. It should be noted that the desire to improve the quality of the educational process in secondary schools has a potential impact on attracting talented young people to study at universities, technical schools, academic lyceums and professional colleges. In the process of school education, students are introduced to the knowledge necessary for the whole life of each person, which is considered a guideline for determining the future, finding a worthy place for a student in a competitive and globalized environment. The country has created equal legal conditions for high school graduates for admission to higher educational institutions.

Purpose of the study. The digital turn in higher education and pedagogical technologies requires the use of a variety of teaching approaches and methods. The quarantine period in connection with the COVID-19 pandemic caused the need for a radical transformation of the higher education system, its new paradigm in a modern digital society. In such conditions, it becomes necessary to form a digital educational environment and many countries, including the Republic of Uzbekistan, have faced this task. Students need to develop skills in working with information, in particular, the use of information and communication technologies in the process of solving cognitive tasks and performing creative tasks in cognitive and educational activities. All these processes update the topic of the article and require an analysis of the experience of using electronic educational resources in the Republic of Uzbekistan.Materials and methods. The methodological basis of the research was the activity-oriented, personality-oriented, systemic, project-based and individually creative approaches. The analysis of the historiography of the problem showed: despite a significant number of studies in the field of application of various information technologies in historical research, there are still no works that would summarize data on working with electronic educational resources in the Republic of Uzbekistan. This article is an attempt to offer an analysis of the possibilities, as well as the main advantages of using electronic educational resources in teaching disciplines in higher education, using the example of Uzbekistan.Results. The article examines electronic resources for distance education that are present in the CIS countries, since online educational resources as a complex of various educational materials, for which gadgets are used, can improve the quality of education and diversify the forms of teaching. The author analyzes the conditions and prospects for the development of distance education in the Republic of Uzbekistan, notes a conceptual approach to educational digital platforms that contribute to improving the quality of education. The system of higher education of the Republic as well as the conditions and prospects for the development of distance education in the Republic of Uzbekistan are investigated. The author identifies the main trends in the modern online educational environment. In addition, the advantages and disadvantages of electronic educational resources have been identified. The article defines the strategic goals for the development of higher education in the Republic of Uzbekistan at a new stage of development, and also presents an analysis of Internet resources for distance education that are available in Uzbekistan. Conclusion. Thus, we come to the conclusion that in the current conditions, many countries are switching to digital and electronic means of education; the article shows the main Internet resources that contribute to the effectiveness of the system of professional training for bachelors, using the example of the Republic of Uzbekistan. The effectiveness, intensity, activation, individualization, and communicativeness of the educational process depend to a greater extent on how electronic resources are used, what tasks are solved during their use.

The need to create conditions for attracting capital, which is the basis of economic growth in modern conditions, is particularly important. The improvement of mechanisms for reinvesting capital in economic growth and development is directly related to the macroeconomic mechanism itself. At the same time, the state is both the main initiator of investment policy and an investor. In this regard, the direct availability of an effective investment strategy and its high-quality implementation can significantly increase investment attractiveness at the level of the state, as well as at the level of the region or any subject. The systematic and systematic nature of investment activity implies the existence of mechanisms for attracting and implementing investments that significantly increase their effectiveness. The most complete and effective implementation of the capabilities of any subject is possible only with a systematic strategic approach. The state of the investment climate of the Republic of Crimea is the basis for decision-making by investors, so one of the main tasks of the region is to create a favorable investment environment by implementing a long-term investment development strategy. By implementing an investment policy, the state and the regions, including Crimea, strive to achieve economic security, rationally deploy productive forces, strengthen their own industrial base as a whole, and structurally restructure the regional economy, thereby ensuring sufficient capital inflows for economic sectors and increasing their own competitiveness.

At the present stage of development of the world economy, an important and urgent issue is the development of investment activity, attraction and use of foreign investments. Almost all countries of the world focus their efforts on increasing the investment attractiveness of foreign investments and increasing their volume in the national economy. Ukraine's investment attractiveness is one of the most important elements on which the country's welfare, economic development, production, enterprises and business are based. The need to attract foreign investment is met by a decrease in investment activity of domestic companies, the need for technical and technological modernization of production and the entire market infrastructure, the need to introduce new management methods in management. Therefore, since the issue of foreign investment is important for the economic development of our country, the need to study and research the main types and forms of foreign investment is very relevant. The purpose of the qualification work is to study foreign investment in Ukraine, as well as trends and promising areas for improvement. In the process of research, depending on the goals and objectives, appropriate methods of research of economic processes were used, including systematization and generalization (with theoretical substantiation - the concept of investment process), comparative method (with dynamics of foreign investment), method of quantitative analysis, methods of induction and deduction. According to the results of the study, the following conclusions were drawn: At the state level, it is necessary to continue to take a set of measures to stimulate investment processes in the economy of Ukraine, and thus it will help to attract investment by Ukrainian enterprises in conditions of economic instability. Improving the legislative and organizational framework to increase the capacity of mechanisms to ensure a favorable investment climate and forming a basis for maintaining and increasing the competitiveness of the domestic economy is an urgent issue for further improvement of the investment climate in Ukraine A study of the main obstacles to foreign investment in Ukraine has shown that the country's judiciary ranks first, corruption second, and market monopolization and seizure of power by oligarchs third. In addition, investment returns in the years before and during the pandemic were compared. The obtained results can be used in the development process strategies of foreign economic development of Ukraine and evaluation of efficiency conducting policy in the field of currency regulation.

Abstract. Elaboration and implementation of investment programs for the development of modern universities, cooperation with the business sector, public investment aimed at modernization of the educational environment, implementation of grants, etc. can now be considered as structural components of investment activities of higher education institutions in the context of strategic planning. Therefore, the process of active reform of the educational sector of Ukraine and its integration into the European educational space require a review of approaches, methods and forms of management of education and educational institutions, in particular on investment policy. The purpose of the study is to analyse and summarize the legislative aspects of introduction of the investment programs for the development of higher education institutions as an element of state educational policy. The subject of the study is the regulatory framework for investment activities of higher education institutions in Ukraine in the implementation of investment programs for their development as an element of state educational policy. The following research methods were used: terminological analysis (definition of the conceptual apparatus of the research), systematization of normative legal acts (study of normative provision and state of the researched problem), classification method (ranging of normative legal acts by branches of human activity). The practical importance of the study is in description of the current state of regulatory and legal support of Ukraine's investment policy in higher education. As a result of the study, we concluded that the investment activity of higher education institutions is determined by laws and subsidiary laws that regulate general aspects of Ukraine's investment policy at the state level and insufficiently regulate the development of investment opportunities at the institutional level. There is no concept of investment and investment activity in the regulations in the field of higher education at all. However, at the present stage of development of the studied branch it is important to specify the provisions of regulations and scientific concepts of Ukrainian investment policy for higher education. Thus, the analysis of regulations on investment activities of higher education institutions and the search for weaknesses in them will help improve the current legislation of Ukraine, identify priority areas for investment in education at the institutional level and consolidate investment opportunities of higher education institutions.

Goal – the aim is a comprehensive analysis of certain features of the objective side of Article 242 of the Criminal Code of the Republic of Belarus “Evasion from repayment of accounts payable”. The article discusses ways to avoid paying off accounts payable; a court order that has entered into legal force, obliging to repay accounts payable, has been investigated; as well as the stage of enforcement of a court order that has entered into legal force; large amount of damage to accounts payable; reasonable risk of agricultural enterprises. Research methodology – comparison, abstraction, analysis and synthesis, induction and deduction, ascent from the abstract to the concrete. Score/results – the results of the article are used in the educational process within the framework of the discipline “Fundamentals of countering economic crime”. They can also be used in law enforcement practice when investigating the elements of crimes “Evasion from repayment of accounts payable”. Originality/value – the article substantiates the need to create a unified database of court decisions of economic courts of the Republic of Belarus in order to increase the efficiency of preliminary investigation in cases of this category; criticism highlighted in the doctrine as an obligatory sign of the objective side of evasion from repayment of accounts payable the stage of enforcement of an enforceable judgment, offers a reasonable change in the structure of the objective side of article 242 of the Criminal code of Belarus “Evasion from repayment of accounts payable».
