The article analyzes the experience of development of electronic scientific journals in Russia and Bulgaria in the context of general trends of digitalization and transformation of the sphere of science management in recent decades and also the implementation of a strategy to increase the competitiveness of science in the global scientific community, which is reflected in the activities of scientific journals. The main problem that draws attention of the authors is how universal digitalization changes the usual view of science, affecting the development of periodicals, and how, on the contrary, the network form of social institutions of science affects its development, what place such journals occupy in the general view of science. The article examines the potential of journals in Russia and Bulgaria to promote the achievements of scientists, increase the credibility of representatives of individual scientific and educational institutions, meet the requirements of scientometrics, reflect the trends of transformation of the global scientific landscape, and fight against “fake” science. The object of the research is a number of journals in the fields of political science, philosophy, history, cultural studies, sociology, psychology, communications and information technologies published in Russia and Bulgaria, which originated as a network or use the network form as one of the main ones in their activities. The main method used in the study is an expert survey. The guide of the expert interview includes 18 questions in Russian and Bulgarian. A total of 12 interviews are conducted with editors-in-chief and members of editorial boards of 9 Russian journals, and 8 interviews with editors-in-chief of Bulgarian journals. The comparative analysis reveals similarities and differences in the goal setting of creating electronic journals, their advantages and disadvantages, the role of scientometrics, the choice of access forms and technological solutions for communication, and development prospects. The role of electronic journals in the digital socialization of scientists – authors, editors, and reviewers, and in the transformation of the usual forms of research activities of modern researchers is shown. The question of the key role of electronic journals in the fundamental change in the global scientific landscape at the same time identifies the problem of the crisis of confidence in e-magazines related to as with tradition, accepted by the scientific community, and with inadequate understanding of goal setting of electronic periodicals and their differences from print publications.

Abstract. Inundations and landslides are common phenomena that cause serious damage and pose a severe threat to the population of Italy. The societal and economic impact of landslides and floods in Italy is particularly severe, and strategies that target the mitigation of the effects of these events are essential. Although, in the last few years, the scientific community has wanted to communicate information on research activities regarding geo-hydrological hazards and the associated risks to society through thematic websites, very often, communication achieves specific technical purposes for experts. To address the problem posed by the lack of communication on geo-hydrological hazards with potential human consequences in Italy to the broader society, we designed the POLARIS website. The POLARIS website publishes accurate and detailed information on geo-hydrological risks, including periodical reports on landslide and flood risk to the population of Italy, data and analysis on specific damaging events and blog posts on landslide and flood events that able to encourage mass media and citizens' engagement. By monitoring the access of users to POLARIS since January 2014, when the website was published, we registered maximum access during the occurrence of the worst geo-hydrological events and for the promotion of relevant new content through press releases. In particular, in the latter case, we noted the highest access value when journalists promoted the website through television channels. The POLARIS initiative demonstrates how the scientific community can implement suitable communication strategies that address different societal audiences by exploiting the role of mass media and social media. These strategies can help these audiences to understand how risks can be reduced through appropriate measures and behaviors; thus, they can contribute to increasing the resilience of the population to geo-hydrological events.

The purpose: to characterize and generalize the definitions of the concept “communication” described in various scientific researches, to clarify the structure, specific aspects and functions of this phenomenon, to identify the factors that mostly affect the effectiveness of communication relying on the methods of descriptive and comparative analyses. Methods: a descriptive method based on generalizing facts and identifying consistency in regular phenomena and comparative analysis based on the integration of various disciplines approaches, such as linguistics, psycholinguistics, psychology, sociolinguistics at the level of goal-setting, clarifying the structure and characteristics, which is facilitated by the interdisciplinarity of the concept “communication”. Results: modern communication models are based on the first Aristotle model which consisted of three components: the speaker, the subject of communication, the listener and are adapted to the situation depending on the purpose. Conclusion: The article analyses the structure of some existing communication models, clarifies and generalizes the concept of “communication”, emphasizes the role of extralinguistic factors that affect the communication effectiveness, which is especially important for creating a professional communication model.

On October 22, 2021, MGIMO University hosted the international scientific conference Risks to the Human Capital of the Scientific Community in the Context of the COVID-19 Pandemic, organized by the Department of Sociology. The agenda of the conference included a wide variety of topics and issues related to self-identification of the scientific community in times of the COVID-19 pandemic. Its relevance and importance of the topic attracted participants from Russia, the Czech Republic, Italy, Belarus, Vietnam, Lebanon, Armenia, Brazil, Austria, China, Finland and Israel making it diverse and international. During the plenary session possibilities and boundaries of the use of the terms capital and risks in the sociological discourse were considered. The participants discussed global dilemmas of the civilization of the future, philosophical education in conditions of social turbulence, psychological factors in inflating risks and social instability as well as the demand for longterm humanistic trends to minimize risks for human academic capital in times of the pandemic. There were three sessions. The first one concentrated on the issue of human academic capital transformation in times of the pandemic. Its focus was on the effects of COVID on the sociological research agenda, new risks for social sciences (such as pseudoscientific arguments) and many others. The second session as devoted to digitalization with its influence, paradoxes, challenges, and risks. The speakers made it clear that digitalization today is not only a new research area, but a factor of producing social knowledge. This idea was illustrated by the analyses of advantages and disadvantages of scientometrics. The third session discussed the risks associated with digitalization of education and overall implications of the pandemic for the learning process. Both explicit and implicit, these implications of distant learning need to be considered. The participants spoke about digital competences and digital capital of university lecturers and professors, students’ academic mobility, etc. The sociological academic community welcome new perspectives and ideas, thus graduate students and masters were invited to participate in the conference together with experts. The conference bridged two main sociological trends: structural knowledge and comprehension. The former studies social institutions and structures and their functioning, while the latter investigates social actions and interactions, coupled with the meanings and intentions behind them. The current situation made it necessary to combine both approaches so that qualitative and quantitative methods would help study social structures, nuanced contexts, and values alike.

The relevance of the research topic is to study the methodological foundations of human capital assessment. Purpose: comparative analysis of fundamental methodological approaches to the valuation of human capital. Methods – analysis, synthesis, comparisons and etc. Results of work: the study of the methodology for assessing the development and functioning of human capital is particularly important in modern conditions. The priorities of the global economy indicate the restrictive impact of resource advantages, determining the dominant role of innovative and technological factors, which also include the level of accumulated human capital. Given the low resource intensity of developing economies, the analysis of methodological approaches to assessing the functioning and development of human capital is particularly relevant. Conclusions: the main methodological approaches of human capital valuation are studied. The evolution of their development in the context of various economic doctrines is considered. Formalized algorithms for determining the value of human capital in the context of cost and income evaluation principles are presented. The advantages and disadvantages of the studied methods are revealed and the possibilities of their synergistic use are determined.

The article considers the role of trust in the economy, the mechanisms of its accumulation and the possibility of using it as one of the growth factors in the future. The advantages and disadvantages of measuring the level of generalized trust using two alternative questions — about trusting people in general and trusting strangers — are analyzed. The results of the analysis of dynamics of the level of generalized trust among Russian youth, obtained within the study of the Institute for National Projects in 10 regions of Russia, are presented. It is shown that there are no significant changes in trust in people in general during the study at university. At the same time, the level of trust in strangers falls, which can negatively affect the level of trust in the country as a whole, and as a result have negative effects on the development of the economy in the future. Possible causes of the observed trends and the role of universities are discussed. Also the question about the connection between the level of education and generalized trust in countries with different quality of the institutional environment is raised.

Relevance. Grain is the key to strategic products to ensure food security. From this point of view, the creation of large grain farms is a matter for the country's selfsufficiency and it leading to a decrease in financial expense for import. Creation of such farms creates an abundance of productivity from the area and leads to obtaining increased reproductive seeds. The main policy of the government is to minimize dependency from import, create abundance of food and create favorable conditions for export potential.The purpose of the study: the development of grain production in order to ensure food security of the country and strengthen government support for this industry.Methods: comparative analysis, systems approach.Results. As shown in the research, if we pay attention to the activities of private entrepreneurship in the country, we can see result of the implementation of agrarian reforms after which various types of farms have been created in republic.The role of privateentrepreneurshipinthedevelopmentofproduction is great. Тhe article outlines the sowing area, production, productivity, import, export of grain and the level of selfsufficiency in this country from 2015 till 2017.

Nowadays, the Industry 4.0 concept affects every area of the industrial, economic, social and personal sectors. The most significant changings are the automation and the digitalization. This is also true for the material handling processes, where the handling systems use more and more automated machines; planning, operation and optimization of different logistic processes are based on many digital data collected from the material flow process. However, new methods and devices require new solutions which define new research directions. In this paper we describe the state of the art of the material handling researches and draw the role of the UMi-TWINN partner institutes in these fields. As a result of this H2020 EU project, scientific excellence of the University of Miskolc can be increased and new research activities will be started.

The subject of the research – is a set of organizational-economic relations arising in the process of structural transformation of financial and credit relations in the agricultural business. The purpose of the article is a retrospective analysis of structural transformations of financial and credit relations in the agricultural business, evaluation of the effectiveness and feasibility of the introduction of agricultural receipts as a new instrument of lending to the agricultural business of the regions. Methodology of work – system-structural and comparative analyzes (to determine the effectiveness of the crediting mechanism according to the agricultural receipts of the farmers of the region); monographic (when studying the problems of the functioning of the mechanism of lending to agrarians by agrarian receipts) economic analysis (when carrying out a comparative analysis of the mechanism of classical bank lending to the agrarian business and the mechanism of lending to agrarians according to agrarian receipts); modeling and forecasting (when determining ways to overcome the existing deficiencies in the mechanism of lending to agrarian business entities of the region according to agrarian receipts). The results of the work – a retrospective analysis of the structural transformation of financial and credit relations in the agricultural business was carried out. The mechanism of crediting agrarians according to agrarian receipts and the scale of its distribution in the agrarian business of the region are considered. A comparative analysis of the mechanism of classical bank lending to the agrarian business and the mechanism of lending to agrarians according to agrarian receipts was carried out. In the framework of the pilot project “Agrarian receipts in Ukraine” of the international financial corporation (IFC) in partnership with the Swiss Confederation in Ukraine, the example of the Poltava region defined the effectiveness of the crediting mechanism according to the agrarian receipts of the agrarians of the region. The advantages and disadvantages of the mechanism of crediting the subjects of the agrarian business on agrarian receipts are noted. The ways to overcome the existing shortcomings of the mechanism of crediting the subjects of the agrarian business of the region according to agricultural receipts are determined. Conclusions – according to the results of the conducted research, the effectiveness of the mechanism of lending to the agricultural business of the regions according to agricultural receipts was proved, its advantages and disadvantages were noted, and attention was also focused. Proposed in Art. 7 of Law No. 5479-VI clearly delineate cases and restrictions on the debtor’s reimbursement of expenses incurred by the lender with the acquisition of the right to grow and harvest the pledged crop of agricultural products, which will ensure the principle of equality of parties on economic benefits and distribution of credit risks according to agricultural receipts.

The role of networks is swiftly increasing in the production and communication of scientific knowledge.
