The priorities of updating vocational education at a university are disclosed. The characteristic of the university as a historically proven system of higher education is given. In the historical and pedagogical analysis revealed a variety of types of higher schools in different eras. The saturation line of the higher education level of the professional component in domestic and foreign experience is traced. The experience of continuing the traditions of vocational education at Gzhel State University is given.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

Rutgers University was chartered as Queen's College on November 10, 1766. It was the eighth institution of higher education founded in Colonial America prior to the Revolutionary War. From its modest beginning in the New Brunswick area the University has grown to eight separately organized undergraduate colleges in three areas of the State, with a wide range of offerings in liberal and applied arts and sciences.

The relevance of the problems of cooperative construction in the formation of Belarusian scientific schools is determined. The role of the Belarusian State University in the development of problems of cooperation in the 1920s is characterised. The activity of S. L. Pevsner as a representative of the economic thought of the 1920s is studied. In the perspective of «history through personality», the problems of the formation of the personnel potential of Belarusian State University are revealed. The relations between the management and the teaching staff of the university, the status and issues of material well-being of teachers invited to Belarusian State University are characterised. The conclusion is made about a significant personnel shortage and the presence of serious competition in the personnel sphere of university science in the 1920s with the development of higher education in the USSR.

This chapter examines two U.S. four-year public universities, the Pennsylvania State University World Campus and the University of Oklahoma Outreach, that have successfully developed online adult education system/programs for adults. Using the principles of effectiveness for serving adult learners, the integrated review reveals not only how they advance online higher education environment for adults, but the types of challenges they have. Key findings highlight that, under a strong tradition of distance education, “self-assessment system,” “financial independence,” and “diverse active supports for life and career planning” play a critical role in increasing the academic engagement and retention of adult students. However, they also have several challenges: “high tuition rates and limited scholarship options,” “monitoring students' experience,” “learning outcome assessment,” and “commitment of faculty members.” The authors close with practical/academic implications and future research agendas.

RESUMENEl permanente anhelo de las familias y principalmente de los jóvenes ecuatorianos por acceder a una Institución de Educación Superior y desde esta condición contribuir al mejoramiento de sus estándares de vida, al desarrollo y sostenibilidad de los pueblos, con frecuencia se ve afectado; son varios los estudiantes que deciden dejar la Nivelación o se retiran de la Universidad por diferentes factores. Este artículo luego de una ardua investigación exploratoria, sintetiza las razones que han motivado la deserción de los jóvenes estudiantes del proceso de Nivelación de carrera de la Universidad Estatal del Sur de Manabí en los últimos dos (2) períodos del año 2017, así como, la afectación en el crecimiento de la población estudiantil de la institución referida; entre los factores consultados está el de tipo económico, nivel de ingresos del grupo familiar del estudiante, necesidad de trabajar para sustentar los estudios, carencia de mecanismos adecuados que permitan al estudiante financiar los estudios, para ello, se ejecutaron más de 250 entrevistas a estudiantes desertores, mediante un cuestionario construido y validado. Adicionalmente, se realizaron 20 entrevistas a expertos académicos de las distintas áreas y administrativos del más alto rango en la universidad. También se evidenció que no lograr ingresar a la carrera preferida alienta la decisión del abandono, que el factor económico no es determinante para la deserción, y que los estudiantes abandonan la institución, pero no el sistema universitario, ya que se incorporan a otras opciones. PALABRAS CLAVE: (desarrollo, deserción, estudiantil,  nivelación y procesos).THE STUDENT DROPOUT IN THE PROCESSES OF HIGHER EDUCATION LEVEL ABSTRACTThe permanent longing families and the young ecuadorians by access to an institution of higher education and from this condition contribute to the improvement of their standard of living, to the development and sustainability of the villages, mainly with frequency is affected; there are several students who decide to leave the leveling or withdraw from the University by different factors. This article after an arduous exploratory research, summarizes the reasons that have motivated the defection of young students in the process of leveling of the State University of the South of Manabi race in the last two (2) periods of the year 2017, as well as the involvement in the growth of the student population of the institution concerned; among the consulted factors is economic type, income level of the family of the student, need to work to support studies, lack of appropriate mechanisms that allow student finance.KEYWORDS: (development, desertion, student,  leveling, and processes)

Project studies can become the most important innovative component of education programs in modern society. They allow one to not only improve the professional skills of students, but also develop competencies in the fields of project management and team building. The greatest didactic value is possessed by interdisciplinary and international projects. In the framework of their implementation, a synergistic effect occurs from a combination of methods of different sciences, as well as communications between representatives of different national scientific and educational schools. The success of a project study depends on student motivation. Their participation in setting common goals and developing methods for their achievement is the basis of high motivation. Along with this, the work of teacher-curators, oriented to help in solving emerging problems of a substantial and methodological order, acquires a fundamental role. The lack of project studies is largely due to the high requirements for the teachers involved in it. The tasks of teachers during project training are fundamentally different from those that they perform using other educational methods. This is one of the most temporarily costly and time-consuming forms of training. The study deals with the structural, managerial and didactic features of project study in higher education using as an example scientific and educational projects on labour market studies, which, since 2017, have been jointly carried out by the Moscow State University (MSU) and the University of Applied Labour Studies (UALS), Mannheim.

Further vocational education is one of the priorities of Ministry of Education and Science of the Russian Federation. Nowadays professional retraining is of special interest for those who wish to get further vocational education. The article examines the relevance of the Translator in the Field of Professional Communication programme in the context of further vocational education at the present stage in a classical university setting. The authors describe the experience of implementing the above-mentioned programme at Nizhnevartovsk State University. The programme provides an opportunity for getting additional qualifications that allow for a combination of professional knowledge and translation competences in the area of professional interest. The authors emphasize the importance of the programme aimed at the university self-presentation at the regional level. The programme is designed for students with higher professional education and university students of non-linguistic specialties. The article sets out the legal basis on which the programme was developed, presents the main provisions of the program, the content and form of, the technology and teaching methods used, as well as the planned results of the programme. The article stresses that in accordance with the objectives of the programme and FSES 3++, students should develop universal, general professional and vocational competencies, which allow graduates to implement a new type of professional activity in the field of translation. The factors conditioned viability and demand for this professional retraining programme are pointed out. In conclusion the authors underline the students realization of a foreign language command pragmatic value while pursuing the programme.

Отражены итоги и проблемы, с которыми Владивостокский филиал Российской таможенной академии столкнулся в 2020 г. при реализации программ высшего образования, дополнительного профессионального образования (ДПО), в других видах деятельности. Показано, что в непростых условиях вузу удалось успешно справиться со поставленными задачами. Th e article refl ects the results and problems that the Vladivostok branch of the Russian Customs Academy faced in 2020 when implementing programs of higher education, further vocational education (FVE), and in other types of activities. It is shown that in diffi cult conditions the university managed to successfully cope with set tasks.

This case study and analysis explores the brief, 17-month tenure of Sam Olens as President of Kennesaw State University, including his controversial appointment, leadership mis-steps, and eventual resignation. The political and social contexts of his tenure, which coincided with political turmoil in the wake of the 2016 election and a subsequent resurgence in progressive activism throughout the country, are considered as contributing factors to his downfall. Likewise, his status as an outsider to higher education at the time of his appointment, his visibility as an outspoken conservative, and his employment being the perceived benefit of political corruption are all noted as a contributing elements to his inability to earn the confidence of the faculty and student body of Kennesaw State University, along with his divisive, misguided, and ill-conceived actions while in his executive position. The role of institutional context in regards to the recent histories of Kennesaw State University, the University System of Georgia, and the state of shared governance in American higher education as a whole are respectively explored in how they set the stage for Olens’ tumultuous and temporary reign at Kennesaw State. A set of recommended courses of action are presented as counterfactual alternatives to the events as they actually occurred, based on higher education leadership literature.
