The article reveals the need for a systematic study of the origin of the author's school in the context of socio-cultural, economic, and integration changes taking place in Ukraine. The study showed that in recent decades there has been a need to clarify the general principles of approach to the definition of such a concept as “author's school”. There was also the question of developing methods of systematic and holistic analysis of those processes that are characteristic of the development of pedagogical teaching, namely the problems that arise in the interpretation of certain definitions. The study of sources confirmed that the current stage of education development in Ukraine is characterized by an intensive search for new in the theory and practice of learning based on creativity. This is due to the fact that the general education system no longer meets the requirements of today in the post-industrial civilization, it cannot eliminate the contradiction between the focus on learning a significant amount of knowledge and the rapidly growing flow of new information, total unification, and standardization of the educational system. Education that requires new approaches, the organization of new author's schools. Thus, having built research as a system of clearly subordinated categories, concepts and provisions, we can, taking into account all the methodological problems of modern pedagogy, succeed and get the scientific novelty of the work of its scientific component (theory and practice). Analysis of the current situation regarding the formation of the terminological system of the concept of “author's school” showed that a clear categorical-conceptual apparatus makes it possible to clearly present the results of scientific research, use them appropriately, and justify their theoretical and practical significance.

В статье с позиций общего методологического анализа понятия «устойчивость» обоснована теоретическая и практическая значимость использования понятия «устойчивость финансовой системы региона», проанализированы подходы к раскрытию особенностей понятий финансовой устойчивости нефинансовых организаций, банков и страховых компаний, проанализированы подходы к определению понятия финансовой системы страны/ региона и ее структуры. В качестве основополагающего для целей анализа устойчивости финансовой системы региона выбран подход, в рамках которого финансовая система региона рассматривается как совокупность взаимодействующих и взаимосвязанных между собой таких секторов как сектор государственных и муниципальных финансов, финансовый сектор региона, региональный сектор корпоративных и личных финансов. Показана неравномерность развития отдельных институтов финансового сектора Российской Федерации и проанализированы основные показатели развития секторов финансовой системы страны за период 2016-2020 гг. Изложены методические подходы Банка России к исследованию финансовой стабильности. Предложено авторское определение «устойчивость финансовой системы региона» и совокупность параметров и показателей для оценки устойчивости секторов финансовой системы региона. The article substantiates the theoretical and practical significance of using the concept of "stability of the financial system of the region" from the standpoint of a general methodological analysis of the concept of "stability", analyzes approaches to revealing the features of the concepts of financial stability of non-financial organizations, banks and insurance companies, analyzes approaches to defining the concept of the financial system of a country / region and its structure; as a fundamental approach for the purposes of analyzing the stability of the financial system of the region, the approach is chosen in which the financial system of the region is considered as a set of interacting and interconnected sectors: the sector of state and municipal finance, the financial sector of the region, the regional sector of corporate and personal finance. The uneven development of individual institutions of the financial sector of the Russian Federation is shown and the main indicators of the development of the country's financial system sectors for the period 2016-2020 are analyzed. The methodological approaches of the Bank of Russia to the study of financial stability are described. The author's definition of "stability of the financial system of the region" and a set of parameters and indicators for assessing the stability of the financial system sectors of the region are proposed.

Introduction. Vocational education has always been and still is one of the main factors of successful sustainable development of society as a whole and of the individual in particular. Therefore, in the state policy of different countries of the world, including Russia, special attention is being given to the institutions, which train specialists for the leading sectors of the economy and production. For developing effective policy measures and predicting its effectiveness, it is essential to identify the potential of national vocational education system, to study its phase changes and evolution vectors, to analyse and summarise existing experience in the organisation of the system and to support its functioning at the national and regional levels.The aim of the present research is to identify and characterise the main periods of development of primary and secondary technical and vocational education in one of the major regions of Russia – the Republic of Bashkortostan.Methodology and research methods. The research methodology is based on the system and civilisational approaches. The retrospective analysis was conducted through historical, typological and comparative methods, as well as two conceptual models. In the first model, the pedagogical process is presented as a complete system determined by specific historical conditions. The second model, designed by one of the authors of this article, is based on the logic and structure of this process in its contemporary understanding. These concepts provide adequate analysis and extrapolation of historical and pedagogical experience into modern educational theory and practice.Results and scientific novelty. The authors identified socio-economic, pedagogical, organisational and managerial factors of periodisation of the system of primary and secondary technical and vocational education development of Bashkortostan. For the first time, at the local republican level, the main phases of the process have been identified and described, starting with the pre-institutional stage to the present day. It is demonstrated that the trajectory of gradual formation and improvement of the investigated directions and stages of vocational training in the territory of the Republic of Bashkortostan is regulated by the general laws on the development of social structures. Despite some specificity, the trends in regional education found are quite related to all-Russian processes.Practical significance. The research results can be useful and are already being used when developing and designing vocational development programmes, in particular, they enrich the content of such disciplines as “History of Pedagogy and Education”, “History”, various special courses and curriculum units, concerning the issues on the state and prospects of technical and vocational education. In addition, the research materials can be used for developing regional educational policy.

The article investigates theoretical approaches to the essence of the concept of ‘methodology’ in modern jurisprudence based on the analysis of the views of domestic and foreign scientific researchers. It is proposed under the methodology to understand the set of methods, means, principles and procedures of scientific research, used in the process of scientific knowledge of a particular problem, with the help of which the researcher substantiates the phenomenon under investigation. It is determined that the development of modern legal science requires a well-formed research methodology, since the term ‘methodology’ is often changed with the term ‘methods/ technique’. It is established that there are different and not always unambiguous interpretations of the concept of methodology in the modern world and they are provoked by the rapid globalization development of society, the introduction of new information resources, digitalization, etc. The basic categories on which the methodology is based, which is endowed with a certain apparatus of research, which include: methods and ways of organizing scientific research; principles and forms of organization of scientific research; techniques and procedures of scientific research. It is substantiated that all the components of scientific research constitute the foundation of methodological apparatus and collectively make up a certain tool for the knowledge of the phenomena and processes under study. The significance and difference of the concepts of ‘scientific method’ and ‘method of science’ have been considered and the main requirements for these concepts have been characterized. It is determined that the right choice of research methods will lead the scientist to deep and verified results, provided that these methods will be used together with another elements of scientific research in order to solve certain problems. It was revealed that there are a considerable number of methods, the unity and interrelation of which form the specificity and integrity of the cognitive activity in science, the determining of which are general scientific, theoretical, experimental and specific. The key principles on which the methodology of scientific research should be formed are specified, i.e. the principle of consistency, the principle of development, the principle of unity of theory and practice, the principle of objectivity, the principle of abstraction, the principle of decomposition. The main functions the methodology is based on are characterized. It is defined that modern scientific research is impossible without a clearly formed methodology, which should have a systemic nature in scientific research and be carried out in certain logical sequences.

The article examines the issues of schools’ politicization in the domestic pedagogical thought of the pre-war period. The theoretical and methodological relevance of the study lies in the need to study the theory and practice of school education, modernization models and educational strategies of the Soviet period. No less important is the relevance of the historical dimension of the problem of the development of school education in the USSR in the context of the scientific reconstruction of the main stages of its evolution. The author has used historical-structural, historical-typological, historiographic and source study methods in his work. The purpose and practical significance of scientific work are associated with the tasks of interpreting and revising the activities of historically established educational systems, and with the possibility of their retrospective use for examining the state of the modern Russian school and building innovative concepts that generate new pedagogical knowledge. The study postulates the assertion that the upbringing system in the Soviet period was part of the ideological work of the ruling party, which had a huge impact on society. The views of prominent figures in pedagogical science and education system on the problem of raising the younger generation are characterized. The leading tendencies of etatization and politicization of school educational practice in the historical period under consideration are revealed. The main parameters of the modernization of the system of cultural, educational and educational activities of the united labour socialist school have been determined. It has been established that during the Soviet period, a worldwide recognized system of general education appeared. At the same time, the era under consideration was marked by the politicization of education, formation and subsequent development of the state-party management of the public education system.

Introduction. The implementation of inclusive education in the Russian comprehensive schools is a multidimensional process followed by a complex of organisational and methodological problems. The participants of this process have expressed diverging views on the following ideas: what sequence it has to be implemented; who has to become a leading actor implementing new educational principles into practice; what main structural changes of the developed system in general education have to be in connection with the introduction of inclusive education. It is necessary to analyse and understand the existing disagreements between all participants of a process. Undoubtedly, the experts of inclusive education, who are directly engaged in its theory and practice, can give the most exact answers to arising acute issues. Their experience and skill level allow a picture of situation to be presented in the most objective way.The aim of the research was to analyse main models of a current stage and prospects in development of inclusive education inMoscow and throughoutRussia.Methodology and research methods. The research was based on the methodology of scenario approach. In June 2015, the Laboratory of Monitoring Studies at the Moscow State University of Psychology & Education implemented the research “Prospects for the development of inclusive education in Moscow” in the form of expert scenario-prognostic monitoring (method of ESMM). In the course of the survey, 81 experts (practitioners, scientists, representatives of educational organisations and the public, managers) were interviewed. The quantitative way of representing the estimates by respondents allowed formal and mathematical methods to be used when processing the results – the factorial and correlation types of analysis using the IBM SPSS Statistics software package.Results and scientific novelty. The vast majority of representatives of expert community were quite pessimistic about the situation on the introduction of inclusive concept of education in Moscow. Concerning the most relevant issues, professional and psychological unreadiness of personnel structure of educational institutions to perform labour duties in the new conditions of training and education for younger generation was ranked as a prevailing idea. Moreover, among other issues, the author noted insufficient number of inclusive schools in Moscow, absence of pedagogical support for children with disabilities, as well as special educational conditions, including programmes for social adaptation.Based on the distribution of peer reviews, three main models of developing inclusive education systems were revealed and described: state, social and educational. When organising and supporting a joint form of education for children with different needs inRussia, the priority is given to state structures in the first (state) model; in the second (social) – to public organisations. The third (educational) model is focused on gradual transition, in which the former rehabilitative educational establishments should be maintained by forging productive collaboration with comprehensive schools.Practical significance. Clearly defined experts’ standpoints in relation to the current stage of developing inclusive education allow us to better understand ongoing processes. In addition, the knowledge of characteristics of each of them contributes to forecasting its possible development and adopting more effective management decisions.

The purpose of the article is to report on our own research results and to generalize the socio-economic aspects of assessing trends in modern climatic processes. Research methods. The research is based on the teachings of Aristotle, Vernadsky, Rudenko, Podolinsky, and other foreign and domestic scientists. The main methods of scientific research were as follows: practical experience and scientific developments; observational facts; philosophical search and worldviews; scientific theory; scientific research; empirical scientific work; intuition and generalization; spiritual and religious reflections and beliefs; real scientific and practical facts; data of selection stations and research fields of Ukraine in the period between the second half of the XIX and the first half of the XX century. Research results. The scientific and methodological generalization of socio-economic aspects was carried out, and the estimation of tendencies for development of modern climatic tendencies was conducted with definition of prospects for their influence on development of the agrarian sector of economy. Scientific novelty. The variability of climate change in the process of evolutionary development of mankind and the socio-economic system of its vital activity was proved. Practical significance. The purpose of this research is to analyze a meaningful understanding of the definition of the polyethnosphere and to identify mediation trends in the relationship of the polyethnosphere with the processes of interexistence of various archetypes of the modern globalization world. The methodologyу of this study is methods and principles of culturological analysis of mediation phenomena of the polyethnosphere as a phenomenon of globalization­civilization cultural continuum. The results of this scientific research are connected with a detailed culturological analysis of the mediation of the polyethnosphere as a factor of the further civilizational evolution of the cultural continuum in the context of globalization. The scientific topicality of the research is that by means of culturological methodological tools the issues of agency, mediation of the polyethnosphere as a phenomenon of evolution of the cultural continuum in the context of globalization are analyzed. The practical significance of this article is that its results can be of interest in the preparation of methodological materials for history and theory of culture in higher education institutions, especially in the ones of the humanitarian specialization.

Purpose. To compare and analyze the trend of appearance of the pseudo-term ‘digital criminology’ in the science of criminology and prove that this is incorrect. Methodology: induction, deduction, synthesis, analysis, formal legal method, comparative legal method, logical method. Conclusions. The evolution of methods of committing crimes and instruments of crime does not always require the evolution of the science of criminology and the emergence of its varieties. You just have to assess the prospects of extrapolative ways and methods of proving the circumstances of the crimes in the era of digitalization of social relations, in terms of the provisions of modern criminal law and only criminal-legal research unit. The definition of ‘digital criminalistics’, which has recently appeared in science, actually misleads the scientific community with its novelty and originality, since such criminalistics in nature does not exist a priori. It is necessary to speak only about forensic or expert research of carriers of digital (electronic or computer) information. In criminalistics, it is logical to develop a new direction-the forensic study of electronic media of digital information and the use of computer expertise in establishing all the circumstances of the crime committed. And this is just a new section of forensic technology, studying a new subject of research for this naki. Here, the traditional forensic methodology should be applied, which will be aimed ‘atlinking’ the electronic carrier of digital information and the digital information itself to a specific crime and to a specific person. Scientific and practical significance. The research is aimed at orienting forensic theory and practice towards the study of specific objects and contributes to the fact that all these studies are further applicable to the practice of crime investigation, and not only for theoretical purposes.
