This paper introduces the definition of polar medicine and its development history and status at home and abroad. In view of the current predicament of polar medicine, it is believed that it is of high important and urgent practical significance to strengthen the discipline construction and scientific research of polar medicine, formulate medical service standards and provide systematic medical support for polar scientific research, including systematic training of polar doctors.

The article reveals the need for a systematic study of the origin of the author's school in the context of socio-cultural, economic, and integration changes taking place in Ukraine. The study showed that in recent decades there has been a need to clarify the general principles of approach to the definition of such a concept as “author's school”. There was also the question of developing methods of systematic and holistic analysis of those processes that are characteristic of the development of pedagogical teaching, namely the problems that arise in the interpretation of certain definitions. The study of sources confirmed that the current stage of education development in Ukraine is characterized by an intensive search for new in the theory and practice of learning based on creativity. This is due to the fact that the general education system no longer meets the requirements of today in the post-industrial civilization, it cannot eliminate the contradiction between the focus on learning a significant amount of knowledge and the rapidly growing flow of new information, total unification, and standardization of the educational system. Education that requires new approaches, the organization of new author's schools. Thus, having built research as a system of clearly subordinated categories, concepts and provisions, we can, taking into account all the methodological problems of modern pedagogy, succeed and get the scientific novelty of the work of its scientific component (theory and practice). Analysis of the current situation regarding the formation of the terminological system of the concept of “author's school” showed that a clear categorical-conceptual apparatus makes it possible to clearly present the results of scientific research, use them appropriately, and justify their theoretical and practical significance.

The purpose of the article is to report on our own research results and to generalize the socio-economic aspects of assessing trends in modern climatic processes. Research methods. The research is based on the teachings of Aristotle, Vernadsky, Rudenko, Podolinsky, and other foreign and domestic scientists. The main methods of scientific research were as follows: practical experience and scientific developments; observational facts; philosophical search and worldviews; scientific theory; scientific research; empirical scientific work; intuition and generalization; spiritual and religious reflections and beliefs; real scientific and practical facts; data of selection stations and research fields of Ukraine in the period between the second half of the XIX and the first half of the XX century. Research results. The scientific and methodological generalization of socio-economic aspects was carried out, and the estimation of tendencies for development of modern climatic tendencies was conducted with definition of prospects for their influence on development of the agrarian sector of economy. Scientific novelty. The variability of climate change in the process of evolutionary development of mankind and the socio-economic system of its vital activity was proved. Practical significance. The purpose of this research is to analyze a meaningful understanding of the definition of the polyethnosphere and to identify mediation trends in the relationship of the polyethnosphere with the processes of interexistence of various archetypes of the modern globalization world. The methodologyу of this study is methods and principles of culturological analysis of mediation phenomena of the polyethnosphere as a phenomenon of globalization­civilization cultural continuum. The results of this scientific research are connected with a detailed culturological analysis of the mediation of the polyethnosphere as a factor of the further civilizational evolution of the cultural continuum in the context of globalization. The scientific topicality of the research is that by means of culturological methodological tools the issues of agency, mediation of the polyethnosphere as a phenomenon of evolution of the cultural continuum in the context of globalization are analyzed. The practical significance of this article is that its results can be of interest in the preparation of methodological materials for history and theory of culture in higher education institutions, especially in the ones of the humanitarian specialization.

The relevance of the interpretation of constitutional and legal guarantees of the right to vote is mediated by isolated scientific research in this area, as well as the lack of a universal approach to legal guarantees. In this regard, the purpose of the article is to argue and disclose the author’s definitive aspect of the claimed guarantees. In the work, the author named and characterized the normative (based exclusively on legal means) with the perspective of a branch of legal and technical; regulatory and institutional (combines the formal aspect with the activities of authorized entities) and associated legal (including a set of legal and other aspects) approaches to the definition of legal guarantees. Based on the second approach, as well as combining the guarantees of the right to vote directly guarantees of the subjective right itself and guarantees of its implementation, the author offers a definition of constitutional and legal guarantees of the right to vote.

The subject of the study is the mechanism for determining the fiscal fee forthe main transportation of hydrocarbon goods as a resource concept. The purposeof this article is to justify the nature and prospects of using, instead of currentrent, hydrocarbon fiscal-main income as a fiscal payment, which is brought intothe state budget by operators of the main hydrocarbon-transport system as business entities for their transportation of hydrocarbons and products of their processing through main pipelines appropriate to the economic requirements. Theresearch methodology is determined by a combination of methods: a) cognition:legal analysis (study of the regulatory framework for the use of rent); b) justification: abstract logical analysis (definition of the concepts of hydrocarbon fiscalmain income); c) generalization (substantiation of conclusions and proposals).Results of work. In the process of analyzing the regulatory legal acts that regulate the use of current annuity as payment to the budget for the main transportation of hydrocarbons, it was established that it is not a tax in the interpretationof PKU, since the essence does not meet the official definition of tax, does notmeet the accepted definition of the concept of rent. The accepted nature andmechanism of paying rent for the transportation of hydrogen resources and associated revenues of the state and users of the main hydrogen transport systemand the unpromising nature of its use as a fiscal payment are analyzed. Conclusions.It is proposed that the state pay for the territorial pumping of hydrocarbon resources according to our triple principle as hydrocarbon fiscal-main income, whichcorresponds to its essence, and accordingly change the mechanism for calculatingand depositing funds to treasury accounts. Since the funds come to the revenueside of the state budget, that is, inherently belong to state revenue. The creationof such a mechanism needs certain studies, justifications and government decisions. The same applies to land use, since the quality indicators of soils, wherethe laid pipelines are territorially different. In addition, there is a process ofchanging land for its intended purpose, for the property. The fee for movinghydrocarbon resources should be calculated depending on the type of transport,including pipelines, for a set of indicators: quantity and quality of goods, time,main tariffs and distance of its movement. The amount may be adjusted usingfactors officially established by the CMU. Since the pipelines are located in territorial lands, part of this fee should be transferred to the territorial local budgets.Theoretically, the economic use of trunk pipelines should be considered as a typeof economic environmental management. Therefore, this type of government revenue should be determined by a set of indicators, as well as taking into account the economic interests of business entities authorized by the CMU. Thus, theimplementation of our proposed fiscal payment is relevant, has scientific noveltyand promising practical significance, therefore, for state recognition it is proposedto include it in the Tax Code of Ukraine.

Managing science, which includes managing scientific research and, implicitly, managing scientists, has much in common with managing any enterprise, and most of these issues (e.g. annual budget planning and reporting) form the background. Equally, much scientific research is carried in universities ancient and modern, which have their own mores, ranging from professorial autocracy to democratic plurality, as well as national and international with their missions and styles. But science has issues that require a somewhat different approach if it is to prosper and succeed. Society now expects science, whether publicly or privately funded, to deliver benefits, yet the definition of science presumes no such benefit. Managing the expectations of the scientist with those of society is the challenge of the manager of science. The book addresses some issues around science and the organizations that do science. It then deals with leadership, management and communication, team building, recruitment, motivation, managing scientists, assessing performance, cooperation and competition. This is followed by a discussion of proposal writing and reviewing, committees and meetings, project management, risk and health and safety. Finally, there is a discussion on how to deal with disaster, how to cope with the stresses of management and how to deal with difficult problems.

Abstract From June 28 to November 22, 2018, the Chinese People’s Liberation Army Navy – PLA(N) – Peace Ark hospital ship had conducted Mission Harmony 2018, providing humanitarian medical assistance and carrying out international cooperation, in 4 Pacific island countries and 6 Central and South American countries. Compared with its application only in onshore outreach medical teams in the previous Mission Harmony, portable ultrasonography was used both onboard and onshore in Mission Harmony 2018. The purpose of this study was to assess the performance of onboard portable ultrasonography in PLA(N) Peace Ark hospital ship during Mission Harmony-2018, share our onboard working experience, and provide a reference for humanitarian assistance missions in the future. A retrospective review was performed on a cohort of patients checked by onboard portable ultrasonography. Patients’ gender, age, the distribution of examined organs, and multiple applications of the portable ultrasonography were analyzed. Some limitations of portable ultrasonography on the mission and possible improvements in the future were also discussed. A total of 5277 cases (mean age: 43.74 years; range: 2 months–105 years) of ultrasound examinations were performed during the mission; among them, 3126 (59.2%) cases were performed by portable ultrasonography, including 3024 onboard cases and 102 onshore cases. The portable ultrasonography had been applied in many scenarios, for example, onboard emergency triage process, onboard bedside medical support, and onshore outreach medical service, which had become one of the indispensable auxiliary examination methods for its compatibility, portability, and flexibility. The onboard deployment of portable ultrasonography played a versatile and irreplaceable role in the humanitarian medical assistance and medical cooperation carried out by the PLA(N) Peace Ark hospital ship, and will contribute to such kind of missions in the future.

The quantification for the invulnerability of complex network is a fundamental problem in which identifying influential nodes is of theoretical and practical significance. In this paper, we propose a novel definition of centrality named total information (TC) which derives from a local sub-graph being constructed by a node and its neighbors. The centrality is then defined as the sum of the self-information of the node and the mutual information of its neighbor nodes. We use the proposed centrality to identify the importance of nodes through the evaluation of the invulnerability of scale-free networks. It shows both the efficiency and the effectiveness of the proposed centrality are improved, compared with traditional centralities.

Conclusions. An event is a set of steps/actions aimed at creating family, corporate or official mass meetings. It has always been aimed at the development and implementation of a service.
