The purpose of the article is to report on our own research results and to generalize the socio-economic aspects of assessing trends in modern climatic processes. Research methods. The research is based on the teachings of Aristotle, Vernadsky, Rudenko, Podolinsky, and other foreign and domestic scientists. The main methods of scientific research were as follows: practical experience and scientific developments; observational facts; philosophical search and worldviews; scientific theory; scientific research; empirical scientific work; intuition and generalization; spiritual and religious reflections and beliefs; real scientific and practical facts; data of selection stations and research fields of Ukraine in the period between the second half of the XIX and the first half of the XX century. Research results. The scientific and methodological generalization of socio-economic aspects was carried out, and the estimation of tendencies for development of modern climatic tendencies was conducted with definition of prospects for their influence on development of the agrarian sector of economy. Scientific novelty. The variability of climate change in the process of evolutionary development of mankind and the socio-economic system of its vital activity was proved. Practical significance. Introduction: the article deals with the methodological problem of the meaning of the goal of civil law research. The author analyzes the dissertation abstracts from the point of view of goal setting, which were completed in different periods of the development of Russian civil law science, identifies the qualitative characteristics of the stages, and proves the connection of the achieved results with the researcher’s knowledge of the methodological methods of goal setting. Purpose: to show the value of goal setting in scientific research in general and in civil research in particular; to consider the relationship of goal setting with the achievement of specific scientific results on the examples of dissertations defended in the specialty 12.00.03; to justify the need to set as goals the fundamental problems associated with the identification of patterns of development of relations that are part of the subject of civil law regulation and the creation of effective mechanisms that mediate them. Methods: system-structural, system-functional, generalization, abstraction, analogy, logical, statistical, classification, legal modeling, comparative legal, forecasting, formal legal, historical. Results: civil methodology should take into account the importance of the goal in the organization of scientific work. Only a competent possession of goal setting skills can ultimately ensure the creation of scientifically-based mechanisms for effective impact of civil law norms on regulated social relations. Conclusions: 1) any science, including the science of civil law, is not only designed to study and describe existing problems, including legislative, doctrinal, and law enforcement. Research, in order to meet the criterion of scientific character, must attempt to identify the laws of development, both regulated relations and mechanisms that mediate them; 2) the significance of the goal in the development of science has been proven by outstanding philosophers. In addition, the very definition of science indicates that goal setting is one of its essential characteristics; 3) the analysis of the author’s abstracts of leading Russian tsivilists showed how the skilful setting of research goals helped to achieve them consistently, as well as to create a high-quality categorical apparatus of civil law science; 4) the analysis of modern dissertations showed that not all young researchers see the value of goal-setting and this methodological disadvantage is important for the author to eliminate.

The purpose of the article is to attempt to discover the conceptual basis of modern tourism, in particular, to justify scientific approaches. The basis of the method of work was the use of conventional methods: theoretical analysis of scientific sources on the specified topic, synthesis, description and comparison. The results are the separation of the following scientific approaches: axiological, cultural, multicultural, holistic, structural, functional, informational, synergistic, predictive, unity of quality and quantity, co-evolutionary (development), causality. The scientific novelty of the study was the interpretation of general methodological approaches in the field of tourism studies, a clear definition of their characteristics, which will help to improve its methodological basis. The practical significance of the article is to justify the expediency of using scientific approaches, which will make it possible to combine the efforts of tourism professionals under the current conditions of fundamental incompleteness and uncertainty of information on the methodology of tourism; in developing approaches that are, to some extent, capable of ensuring the effective interaction and synthesis of different science methods on a single conceptual basis.

The article is devoted to the practical implementation of auditing tasks in relation to non-financial information in Russia. The increased need to develop this area of auditing services is related to both the increased interest of users in the nonfinancial information in itself, and the need to improve its reliability. The methodological base of the research includes a set of scientific techniques and research methods such as theoretical analysis of the literature on the research problem, analysis of regulatory sources, a method of comparison, as well as the use of practical experience in providing auditing services in relation to non-financial information. The study of current trends in the publication and certification of nonfinancial statements in Russia and abroad, considers the main approaches to the definition of “non-financial audit” and the most widespread methodological approaches to its implementation, as well as reviews the practice of performing tasks to confirm non-financial information and identifies the main problems of their implementation. The theoretical and practical significance of the research is to justify the need to develop tools for providing auditing services in relation to non-financial information, as well as the proposed solutions to the identified problems of practical implementation of tasks.

The main principle of industrial cooperation - is, first of all, the construction of effective interaction between the costs of production of products and the potential profit from its sale. If the sale of products is unstable or cannot always be allowed to enter the market, there is often a decrease in the activity of the enterprise. At the same time, the production that organizes their activities on the principles of reducing costs and increasing output per unit of costs gets the competitive advantages of the enterprise. This generates a search that is determined by the relevance of scientific research. The novelty of the work is determined by the fact that the article presents aspects of the formation of effective and efficient industrial cooperation based on the integration of production into the global economic environment, focused on increasing competitiveness across the entire world space. With equal energy prices, improving energy efficiency creates an economically competitive product. In scientific work, the author forms a model of energy efficiency and exposes aspects of its use in industry. The practical significance of scientific research is determined by the fact that it allows to form a model of the transition to innovative forms of production based on energy conservation.

The purpose of the article is to study the economic aspects of franchising in the USA. The subject of the study is some economic features of franchising activity in the USA. Research methodology. The research is based on the use of general scientific and special-scientific methods and techniques of scientific knowledge. The dialectical method allowed us to investigate the definition of franchising in the USA. Comparative legal method was used to compare legislative approaches to this issue. The statistical method was used to establish data that reflects the effectiveness of franchising activities. The method of system analysis helped to find out in which areas of economic activity franchising is most demanded. Interpretation of the content of the US legal acts governing issues related to franchising was realized with the help of the normative-dogmatic method. The system-structural method was used to study franchising in the USA as a single entity (system) with the coordinated functioning of all its elements. Methods of analysis and synthesis helped to study some economic aspects of the studied category to formulate further conclusions. Practical application. The positive experience of the USA in regulating issues related to franchising can be used for making appropriate changes to the Ukrainian legislation. Since franchising had originated and developed in this country, it is advisable to identify the key economic and some legal features of this area of business activity. Correlation/originality. This scientific work is the first research in Ukraine devoted not only to the general issues of franchising activity regulation, but specifically to the economic features of franchise activity in a separate country (in the USA).

In conditions of modern state-building and law-making caused by significant changes in positive law, arises the necessity of developing a new understanding of the doctrine of administrative law. This understanding should be based on the methodological pluralism, present the doctrine as a complex, multidimensional system phenomenon that denotes a set of legal scientific judgments about administrative legal framework. The above outlines the purpose of this study. The main method of scientific work is the method of legal analysis, the use of which allowed, in the context of a holistic presentation of knowledge about the doctrine of administrative law, to determine its concept, structure, system by analysing the consequences of: a) the philosophy of law, b) the theory of law, c) the history of law; d) the administrative law. The focus is on the methodological significance of philosophical, theoretical positions, connections with the general legal doctrine in the mutual perception of research achievements; delimitation of administrative law with other branches; ensuring the consideration of administrative legislation in the statutory material of other branches of law (and vice versa); identification of the identity or differences in the genesis of legal phenomena, etc. It is proved that the phenomenon "doctrine of administrative law" constitutes a system described by: 1. Unity in relation to the environment (integrity) and diversity of relations with it; 2. Its structure, the presence of relatively independent components in its system; 3. The presence of determinant features of "doctrine" as an entity, which constitute the result of the interaction of its components; 4. The presence of contradictions within the system that are the driving force of self-development of the system; 5. Historicity, the presence of over-time development, the "historical basis" and the experience of the past. The definition of the doctrine of administrative law is offered. The practical significance of the research results is that the theoretical provisions and conclusions can form the basis for further research on the doctrine of administrative law and its issues

The editions prepared and published within the framework of the general academic project "Biobibliography of Scientists of Ukraine" are analyzed. The normative documents and statistical information on the publications made in the series since its inception in 1968 are collected, the gradual formation of modern serial design and definition of a clear structure that would allow to briefly summarize the scientific heritage and significance of the personality and work of the Academy members is examined. The use of methods of bibliographic and source analysis helped to identify certain stages in the existence of the series. The current state of this book project of the NAS of Ukraine is described. The features of the publications of biobibliographies in the Publishing House "Akademperiodyka" of the NAS of Ukraine, which acquaint a wide audience with the directions of scientific research of Ukrainian scientists, their personal achievements, are noted. Thanks to the optimized and updated existing database of publications, further digitization of bibliographic information is possible.

The article reveals the need for a systematic study of the origin of the author's school in the context of socio-cultural, economic, and integration changes taking place in Ukraine. The study showed that in recent decades there has been a need to clarify the general principles of approach to the definition of such a concept as “author's school”. There was also the question of developing methods of systematic and holistic analysis of those processes that are characteristic of the development of pedagogical teaching, namely the problems that arise in the interpretation of certain definitions. The study of sources confirmed that the current stage of education development in Ukraine is characterized by an intensive search for new in the theory and practice of learning based on creativity. This is due to the fact that the general education system no longer meets the requirements of today in the post-industrial civilization, it cannot eliminate the contradiction between the focus on learning a significant amount of knowledge and the rapidly growing flow of new information, total unification, and standardization of the educational system. Education that requires new approaches, the organization of new author's schools. Thus, having built research as a system of clearly subordinated categories, concepts and provisions, we can, taking into account all the methodological problems of modern pedagogy, succeed and get the scientific novelty of the work of its scientific component (theory and practice). Analysis of the current situation regarding the formation of the terminological system of the concept of “author's school” showed that a clear categorical-conceptual apparatus makes it possible to clearly present the results of scientific research, use them appropriately, and justify their theoretical and practical significance.

This paper introduces the definition of polar medicine and its development history and status at home and abroad. In view of the current predicament of polar medicine, it is believed that it is of high important and urgent practical significance to strengthen the discipline construction and scientific research of polar medicine, formulate medical service standards and provide systematic medical support for polar scientific research, including systematic training of polar doctors.


The article highlights the peculiarities of teaching the language of learning to foreigners at the third level of higher education, which involves obtaining certain knowledge, skills, sufficient for conducting scientific research while taking a post graduate course. The communication needs and specificity of cognitive activity of graduate foreign students have been described. Teaching the language of foreign graduate students is based on the study of scientific speech, which serves the field of modern scientific activities and serves to convey objective information about the world around. The specificity of the scientific style of speech is determined by the peculiarities of the way of thinking under lying this functional style and the peculiarities of communication in the scientific sphere, the characteristics of which are objectivity, uniqueness, clarity, accuracy, logic, which can be the hallmarks of style at all its linguistic levels. Features of the scientific style of speech at the lexical and syntactic levels (deaganality, polyproposability, complexity of syntactic structures) have been considered. The genres of scientific speech (articles, dissertation, abstracts, abstract, annotations in written and oral speech speeh) and types of texts on the basis of which the training of the professional language of the specified contingent of students have been conducted. The place of abstract reading in the system of language teaching of post graduates have been considered. Abstract reading combines research and information activities and is the main type of reading while conducting scientific research, since it is directly implemented during the scholar's current state of the subject under study, the definition of a range of outstanding issues, and helps producing an informative message about the course of his own scientific work. The content for all education (report, participation in discussions) and written (writing informative and indicative abstracts, annotations, summaries, compilation of bibliographic description and list of literature) of speech at the third level of higher education have been described.
