The technology of management decisions was studied in the article. The agricultural enterprises of Kherson region were analyzed. The modernization necessity of morally and physically obsolete fixed assets as an important component of compliance with rules and regulations protecting the environment was proved. The consequences of changes in legislatively established wage were analysis. In the article there is given the analysis of the consequences of implementation of governmental bodies� initiatives on the forming of tax burden when paying salary. It was discovered that increasing of nominal level of labour remuneration in general self cost of production may lead to increasing of selling price and worsening of competitive ratio in comparison with production (work, services) of foreign business entities. It was found that just internal changes in the structure of labour remuneration concerning the increase of a share of basic wage together with the simultaneous decrease of a share of additional wage and premium pays may almost equalize the wage levels of qualified specialists that have considerable intellectual potential and occur the positions of responsibility with the wage levels of unskilled service personnel.

The purpose of the article is to justify features of credit support for reproduction of basic agricultural products. It is shown that the modern financial system of Ukraine is in a state of prolonged decline, the output of which depends on the innovation activity of all subjects of the financial system, on the effective reproduction of fixed assets and the adequate financial and credit mechanism of its provision for agricultural enterprises. Methodology. There are several stages of reproduction of fixed assets of agricultural enterprises. At the first stage, there is a productive use of fixed assets. At this stage, they wear out and, accordingly, the amount of wear is calculated. It is the basis for the cancellation of the amount of depreciation deductions for costs after the completion of the production process. At the first stage of the turnover of fixed assets, the lost value of means of labour is lost. It is carried over to the cost of finished products. At the second stage, the transformation of the worn out of fixed assets, which were in a productive form, into cash, is taking place. On the third stage, in the process of production, there is an update of the consumption value of the fixed assets. This update is carried out by replacing the worn core production assets with new ones due to the accumulated depreciation of fixed assets. Results. Thus, it is established that the process of reproduction of fixed assets of agricultural enterprises is characterized by a number of features. The main ones are: a gradual write-off of cost to production costs; partial reproduction of the value in the finished product and its accumulation in cash; a long-time interval required for the renewal of fixed assets in a naturally real form; the need to attract significant one-time cash expenditures. Practical implications. Thus, the peculiarities of credit support for the reproduction of fixed assets of agricultural enterprises are: the objective necessity of its implementation due to the unprofitableness of the industry and the impossibility for a large part of agricultural enterprises, from their own sources, to provide a simple and extended reproduction of fixed assets; seasonal production; necessity of state support of the crediting process of reproduction of fixed assets. Value/originality. Thus, credit support for the reproduction of fixed assets of agricultural enterprises is the obligation of an agrarian enterprise to a credit institution, which must be paid out over a period of more than one year from the date of drawing up the balance sheet, as well as the prolongation of short-term loans used by the enterprise solely for the purpose of reproduction of fixed assets.

Modern science and practice does not have a sufficient set of cost management tools, taking into account the duration of the production cycle, characteristic of agricultural activity. The implementation of a cycle-oriented approach to building a model of production costs was based on studying the existing options for classifying production costs, which were supplemented with features from the perspective of managing long production cycles. As a result of the study, a model of production costs was built from the point of view of a cycle-oriented approach, as well as a model of production costs from the standpoint of features of a long production cycle. The model can serve as the basis for the formation of the information space of cost management, control and cost analysis in the economy of agricultural enterprises.

Hyaluronic acid (HA) is a polysaccharide of alternating d-glucuronic acid and N-acetyl-d-glucosamine residues present in the extracellular matrix of connective, epithelial, and nervous tissues. Due to its singular hydrating, rheological and adhesive properties, HA has found numerous cosmetic and medical applications. However, techno-economic analyses of high value-added bioproducts such as HA are scarce in the literature. Here, we present a techno-economic analysis of a process for producing HA using Streptococcus zooepidemicus, simulated in SuperPro Designer. In the baseline scenario, HA is produced by batch fermentation, reaching 2.5 g/L after 24 h. It is then centrifuged, diafiltered, treated with activated carbon and precipitated with isopropanol. The product is suitable for topical formulations and its production cost was estimated as 1115 $/kg. A similar scenario, based on fed-batch culture and assuming a titer of 5.0 g/L, led to a lower cost of 946 $/kg. Moreover, in two additional scenarios, 10% of the precipitated HA is diverted to the production of a highly pure and high-molecular weight HA, suitable for injectable applications. These scenarios resulted in higher capital and operating costs, but also in higher profits, because HA for injectable use has a higher selling price that more than compensates for its higher production costs.

It is established that the stable development of the Ukrainian economy is connected not only with the need to deepen market reforms, but also with the urgent needs for a substantial renovation of fixed assets on an innovative basis. The subject of the study is the theoretical and methodological aspects of the assessing the effectiveness of the use of fixed assets of the enterprise. The subject of the study is the theoretical and methodological aspects of assessing the effectiveness of the use of fixed assets of the enterprise. In the course of the research, the main general scientific and special methods of the research were used, such as: the method of analysis, the scientific abstraction method and the generalization method – when determining the directions the conceptual framework improvement; the systems approach method in order to determine the essence of the process of the fixed assets reproduction; the grouping method – to improve the classification of factors that influence the process of fixed assets reproduction of the enterprise; the methods of analysis and synthesis – to assess the effectiveness of methods of financing the fixed assets reproduction of the enterprise; the graphic method – for the visual image of research results etc. The efficiency of using fixed assets of the enterprise is investigated, and the directions of its increase are substantiated. The factors influencing the process of fixed assets reproduction of the agricultural enterprises are systematized in particular: reducing the number of inactive equipment, decommissioning inefficient and quickly involving unidentified equipment, improving the quality of repair equipment of fixed assets and modernizing existing equipment, as well as economic incentives for the rational use of fixed assets funds. It has been established that the assessment of the movement of fixed assets is based on the coefficients of retirement, receipt and updating of fixed assets, which to some extent depend on the species, technological and other types of structures of fixed assets of the enterprise. As a result of the study, it was found that one of the main factors in the development and functioning of agricultural enterprises in a market economy is the study of the level of influence of the security of fixed assets on the efficiency of managing agricultural enterprises. The necessity of substantiation of the efficiency of the leasing and credit sources use for the fixed assets reproduction of the enterprise is determined.

The article is devoted to the analysis of some problems of organizational and legal forms of management in the agricultural sector. The main tendencies of development of organizational and legal forms of Ukraine in the aspect of deregulation of entrepreneurial activity and opening of the market of agricultural lands are determined. The role and significance, types, legislative and doctrinal approaches to determining the organizational and legal form of agricultural production are highlighted. On the basis of the analysis of legal literature, national legislation and practice of its application the problems of separate organizational and legal forms of conducting agricultural production (farms, collective agricultural enterprises, etc.) are analyzed. It is concluded that the principle of equality of ownership and management in agriculture is violated in Ukraine.  The current paper is focused on material resources as a controlling factor in crop production. It has been found that according to the analysis of crop production expenditures in agricultural enterprises of Ukraine an expense structure consists of approximately 70% of material costs. In this regard, the ABC-analysis is utilized with the aim to determine the items of material expenses that significantly affect the cost and consequently the process of operational management for making decisions. The findings of the ABC-analysis of material expenditures for crop production in terms of elements at Ukrainian agricultural enterprises made it possible to determine the types of control (systematic, periodic, selective) that should be applied for different cost groups focusing on the most significant items of the material expenses. Expenditures are classified according to the stages of the technological process and types of the technology for crop cultivation, allowing to control the scope of production costs at each stage of crops growing. These stages can be the basis for the application in the system of cost management of Activity Based Costing model. It is proposed to apply the operational control of material costs through the budgeting system in the agrarian management. It plays a leading role in the management system providing the process of managerial decisions making with the operative information about the actual indicators of material costs and their deviations. A form fragment of a flexible budget on material expenditures for winter wheat production has been elaborated. The enterprise managers can make operational, current and strategic management decisions and, consequently, influence the change of material resources, adjusting them to the technological processes stages in production and sales of goods, works and services based on the proposed form of a budget.

Introduction. In the process of agricultural production the natural resources, human resources and capital are used. Responsible management of resources will contribute to the sustainable development of agriculture with the possibility of agricultural products, to satisfy the needs of the population quantitatively and qualitatively. The transition of agricultural production on industrial basis, the emergence of new techniques, technologies, organizational innovations are defined by quantitative and qualitative composition of the economic resources that would meet the modern conditions of activity of the agricultural sector. Purpose. The research aims to identify trends in the structure of the economic resources and their availability in the agricultural sector of Ukraine. Method (methodology). In the process of research the following methods have been used: monographic method; method of critical analysis; method of structural and trend analysis. Results. The structure of assets of agriculture of Ukraine is estimated. We have established the trends in the proportion of assets of agriculture in the structure of the assets of all sectors of the economy and their cost. The dynamics of changes in the ratio of fixed and current assets of agricultural enterprises of Ukraine is analysed. The analysis of non-current assets of agricultural enterprises is considered. It has been determined the dynamics of change in value of fixed assets. The features of reproductive processes in the agricultural sector are formed. The obtained results should be applied at the rationalization of administrative decisions in the field of financial management by managers and specialists of agricultural industry.

The need to diversify the use of natural recreational resources and territories is a national issue of environmental management at the national and regional entities. This is especially true for unique natural areas and objects. The paper analyzes the current state and identifies trends in the development of recreational and tourist sphere of Ukraine. The analysis of normative-legal and organizational support of processes of of natural resources and territories use is carried out. It is established that a separate part of the main factors of production (facilities and fixed assets involved in the provision of health services) are privately owned by business entities, as natural recreational resources are owned by the state and local executive authorities. This situation is due to the need to reconcile socio-economic and environmental interests. The need to improve the permitting system for assessing natural resource potential, in particular natural recreational resources, as a tool for state regulation of economic relations on forms and property rights to natural recreational and involvement of socio-economic interests of territorial development and recreational tourism.

<em>Tobacco industry is one of important manufacturing industry in Indonesia. There are several changes in structure, performance, and behavior of this industry during 1991-2008. This study aim is to analyze the differences between clove cigarette and white cigarette industries with SCP method. Analysis of industrial structure with CR4 index and barriers to entry. Industry performance is measured by Price Cost Margin (PCM) approach. Factors that affect the performance itself are analyzed by the Ordinary Least Square (OLS) method. The results of structural analysis show that the level of industry concentration of clove cigarettes went from tight oligopoly (84.29 percent) to medium oligopoly (52.65 percent) during research period. In contrast, white cigarette industry remained in tight oligopoly level with an average value of CR4 about 94.33 percent. The average value of MES which reflects the barrier to entry in white cigarette industries is higher (95.17 percent) than in cigarette industries (72.85 percent). Regression analysis on a clove cigarette industry indicates that the variable X-eff and growth are significantly positive, whereas a variable number of firms significantly negative effect on PCM. In white cigarette industry, a significant variable to the PCM is the X-eff  (0.366799). The analysis of behavior between the two industries cannot be separated from government regulation, especially in setting of the selling price. Promotion, although it increasing production costs, remains to be important strategy to maintain the industry market share.</em>
