The main resource of OTG is land and the most effective management of this resource provides an opportunity to fill the local budget, develop the community, carry out error-free and as clear as possible land management, complying with current legislation while taking into account the interests of the community. It also provides transparency in land management, which increases public confidence in local authorities. If as of today OTG is not provided with complete and up-to-date information on the condition, qualitative and quantitative indicators of community land resources. This does not meet the challenges of today. The lack of an updated cartographic basis and land inventory causes: inability to carry out the process of strategic planning of settlements and communities in general, inability to attract investment, low investment attractiveness of the territory, inability to manage land resources in full, inability to meet the needs of the population. OTG land inventory will allow for a full audit of land resources, and will develop community infrastructure, increase investment attractiveness, will identify all problems that have arisen regarding the management of the community.

Proposed scientific and methodological approaches to the development of working projects of land management regarding the implementation of measures for land reclamation, removal and transfer of the fertile soil layer, conservation of degraded and unproductive lands, improvement of agricultural and forestry lands, protection of lands from erosion, flooding, waterlogging, secondary salinization, desiccation, landslides, compaction, acidification, pollution by industrial and other wastes, radioactive and chemical substances, the structure and content of such projects has been developed. A complex of qualitative and quantitative indicators, parameters, regulating the development of working projects of land management, taking into account environmental, economic, social, natural-climatic and other conditions is proposed.

The system aspects of economic examination of enterprises are considered in the article. It is established that the economic examination in its essence and specific features is an extremely voluminous and time-consuming examination and generates a large number of areas. It is proved that the established system of economic expertise is an effective basis for the development and increase of production capacity of enterprises. It is determined that economic expertise is an endless process of accumulation and analysis of information, which allows stakeholders to make appropriate management decisions that will improve the efficiency of economic activity. It is established that economic expertise should be used not only in the framework of procedural actions. It is proved that the economic examination of enterprises is designed to establish the nature and mechanism of distortion of accounting data and the degree of their impact on the qualitative and quantitative indicators of economic activity, contributes to the reproduction of distorted or missing accounting data. When considering such cases, the judicial authorities in the vast majority of cases appoint an economic examination, the purpose of which is to establish whether they are documented and whether the conclusions of the tax authorities are reliable. A well-established system of economic expertise is an effective basis for the development and increase of production capacity of enterprises. In order to implement effective management, as well as increase competitiveness in the enterprise, it is necessary to continuously identify adverse development trends and predict the probability of bankruptcy, to search for effective ways out of crisis situations with the least losses. To control the activities of the enterprise and solve problematic aspects immediately at the stage of their occurrence, it is also advisable to use economic expertise at the initiative of the company's management. In essence, its economic examination of enterprises is an applied theoretical and experimental study, and theoretical research, which is based on the use of logical, mathematical and dialectical methods of cognition, is combined with experimental verification of established dependencies, features, relationships. It is proposed to carry out non-forensic economic expertise of enterprises in five defined stages. In the course of further scientific research, a thorough study of non-forensic economic expertise should be carried out in order to prevent crises that will lead to the bankruptcy of business entities.

The article analyzes the opportunities of effective land management using geographical information systems. The perspectives of the using of geo information systems in the efficient use of agricultural lands especially in the development of recommendations for improving the reclamation of saline soils are given. The development of algorithms for the provision of relevant regulatory recommendations on the state of the lands in the studied area and the creating of salt washing norm maps based on GIS technologies have been studied.

Strategic planning in land is now at the stage of development and adoption of new documents defining goals, objectives, directions, priorities and instruments of state land policy and land management. The uniqueness of this object of public management and strategy requires a systematic approach to strategic planning based on both the ecological and social significance of the land and economic value of land resources. The authors examine the possibility of their use as a natural means of agricultural production, draw attention to forestry—the most important factor in the development of economic industries as a territorial (spatial) basis (foundation) of economic activity—location of capital construction objects, other real estate objects, development of modern systems of settling population in an urban and rural areas, urban agglomerations. Accordingly, strategic planning for land management in real estate and spatial development is an important part of land management, urban planning and other related areas.The paper considers terminological and conceptual problems of the object and subject matter of these relations (land, land resources, territory, space, real estate, spatial development, land use ) in the cross-sectoral context of strategic planning. The authors have determined the main issues of formation of the concept and strategy of state strategic management concerning land resources in general, as well as the land use strategy in differnt settlements in the context of present day factors influencing the state of development of this strategic area. The paper examines intersectoral aspects of preparation of documents of strategic planning, the connection of the land use with other areas of strategic management of public development (socio-economic, spatial, urban planning, state property management, energy, environmental safety).As the result of the study, the authors propose new approaches to land strategy and its improvement.

The effective management core principles include the obligatory approval of the orga¬nization’s mission and its strategic plan availability. This also applies to specific organizations such as universities. The purpose of the article is to test the hypothesis that to date, most Ukrainian universities do not care about the presence of such attributes of effective performance (at least, they do not publish them on their sites). The site analysis was carried out in the top 50 out of 289 universities in Ukraine. It turned out that 29 out of these 50 have no mission (do not publish it on the site), and eight universities do not have a strategy. It is established that the most common mistakes in the strategy development are the lack of quantitative indicators, giving a special attention to the coverage of the results achieved; inclusion in the text of the document the thematic sections, which do not concern the prospects of university development, etc.

Subject. This article considers the system of strategic planning documents as a scientific and practical basis for achieving the goal of improving the well-being of the population by increasing investment activity and the competitiveness of the regional economy. Objectives. The article aims to explore the possibilities and features of the application of marketing technologies in the effective management of the development of the Russian Federation constituent entities. Methods. For the study, we used the methods of general scientific and statistical research, content analysis, and data visualization techniques. Results. The article presents a brief analytical overview of strategic planning documents and analysis of the possibilities of using modern marketing tools. The article also highlights the use of marketing to improve the competitiveness of a particular area, taking into account the experience of leader regions. Conclusions. Modern strategic documents regulating the development of regions have some contradictions in terms of the characteristics of the state of the Russian Federation subjects concerning various indicators of development. The problems and practicalities of addressing them need to be more clearly identified. The results of the study can be used by regional and municipal authorities to develop plans to improve the strategic management of the areas' development.

Abstract Sweet cherry is a thermophilic and whimsical crop that reacts painfully to unfavorable meteorological conditions, such as frost, drought or high humidity in the air and soil. At the same time, this crop requires a uniform supply of heat and moisture during the growing season. In the climatic conditions of the Volgograd region, stressful situations often arise that can partially or completely reduce the yield of fruit crops, especially those introduced to our region from other regions. To reduce the risk of losing the yield of fruit plantations, including sweet cherry, it is necessary to pay special attention to the choice of the variety, as well as the rootstock on which this variety is grafted. The publication presents the results of studying the influence of rootstocks on the qualitative and quantitative indicators of sweet cherry fruits, such as taste, weight, uniformity, color, and productivity. According to the results of the study in the field (in the garden), varietal-rootstock combinations were identified that have one-dimensional, crack-resistant, large fruits, while maintaining high and stable productivity. According to the results of research, it was found that the rootstock affects not only the strength of growth and the shape of the crown, but also the quality of the fruit. The most dependent of the studied varieties on the type of rootstock is Euphoria, the lowest weight of berries was observed on the rootstock VSL-1. At the same time, this rootstock has a higher percentage of resistance to cracking of the fruit. Based on the conducted research, it can be concluded that with the help of rootstock, it becomes possible to influence the quality indicators of fruits.

One of the topical trends in the development of agriculture in the Russian Federation is digitalization and automation of methods for processing spatial information about various land resources. The main element of the implementation of this direction in practice can be considered a three-dimensional digital terrain model. This model allows solving many problems in the field of land management, in particular, such as analyzing the surface of the terrain in order to determine its suitability for agricultural production. Despite a number of existing problems in this area, an automated digital land management system will enable public authorities to implement an integrated and systematic approach to management, that is, to more efficiently use the land resources, influence the land market, as well as attract the investments and create the necessary conditions. for sustainable development of the territory.
