The article examines the process of forming land plots for the maintenance of farm buildings and structures of road transport. It is substantiated that the specifics of the category of land for industry, transport, communications, energy, defense and other purposes is that their formation as an independent category of land is largely due to the withdrawal or redemption of land from agricultural or forestry production. The peculiarities of allotment of land plots for commercial use, in particular, land plots for servicing of economic buildings and constructions of motor transport are substantiated. The stages of construction of road transport facilities and the list of documents that the project customer, in addition to the design assignment, provides to the project organization. Rationale for the formation of land for maintenance of commercial buildings and structures of road transport was considered in the Pryluky district of Chernihiv region.

Развитие технологий автономного автотранспорта является одним из приоритетов в технологическом развитии Российской Федерации. Несмотря на прогресс в данной сфере, вряд ли можно говорить о значимых успехах России во внедрении использования автономного транспорта на дорогах общего пользования. В основе данного исследования лежит утверждение, что правовой режим является либо катализатором, либо замедляющим фактором развития сферы автономного автотранспорта. Цель исследования – провести анализ правовых норм в сфере тестирования и эксплуатации автономного автотранспорта в Европе. Авторы полагают, что исследуемые европейские страны имеют достаточно проработанную нормативную базу в данной сфере, поэтому их опыт может быть полезен в разработке и модификации российской правовой базы для регулирования отношений в сфере использования автономного автотранспорта. Задачи исследования: а) определить нормативную базу, связанную с регулированием отношений по тестированию и эксплуатации автономных транспортных средств; б) выявить позицию лидирующих европейских стран, связанную с вопросами необходимости регулирования таких отношений; в) оценить перспективы возможности заимствования положительной практики регулирования рассматриваемой сферы общественных отношений в правовую действительность Российской Федерации. Методологической основой исследования послужили диалектический метод познания, общенаучные методы абстрагирования, анализа и синтеза, а также специальные юридические методы (сравнительно-правовой, логико-юридический и др.). В статье делается вывод, что в процессе создания нормативно правовой базы власти стремятся детально урегулировать исследуемую область общественных отношений. Рассмотренные страны имеют практически схожую модель регулирования, с жёсткими нормативными рамками. Авторы полагают, что некоторые ограничения являются неблагоприятными для развития сектора цифровой экономики. Тем не менее, опыт европейских стран может быть использован в России в первую очередь для определения проблемных точек регулирования и организации контроля за тестированием и использованием автономного автотранспорта. The development of unmanned (autonomous) vehicle technologies is one of the strategic priorities of the Russian Federation. Despite a great deal of attention to this area, one can hardly speak of any significant success of Russia in introducing the use of autonomous vehicles on public roads. This study is based on the assumption that the legal regime is a catalyst or a deterrent to the development of autonomous motor transport or a deterrent to the development of the autonomous motor transport sector. The aim of the study is to analyze the legal norms in the field of testing and operation of autonomous road transport in Europe. The authors believe that the studied European countries have a sufficiently developed regulatory system in this area; therefore, their experience can be useful in developing and modifying the Russian legal framework to regulate the use of autonomous road transport. The objectives of the study are as follows: a) to define the regulatory framework related to the regulation of relations in the testing and operation of autonomous vehicles; b) to identify the position of the leading European countries related to the issues of the need for regulation and its limits; c) to assess the prospects for the possibility of taking the positive practice of regulation of the considered sphere of social relations into the legal reality of the Russian Federation. The dialectical method of cognition, general scientific methods of abstraction, analysis and synthesis, as well as special legal methods (comparative legal, logical-legal, etc.) served as the methodological basis for the research. The article concludes that in the process of creating a legal system the authorities seek to regulate in detail the area of public relations under study. The countries under study have almost similar model of regulation with rigid normative frameworks. The authors believe that some restrictions are unfavorable for the development of digital economy sectors. Nevertheless, the experience of European countries can be used in Russia first of all to identify problem points of regulation and organization of control over testing and use of autonomous motor vehicles.

The purpose of this article is to define the interpretation of the concept of "mechanism" and its elements, which are interconnected and in interaction contribute to the development of the object. At the same time in modern science it is possible to allocate various directions to consideration of the mechanism. Three directions of the mechanism are analyzed: the first direction considers the mechanism as a control tool that affects the development of the object; the second direction considers the interaction of the subjects and is based on the principles and sequence of certain actions between them; the third approach defines the economic mechanism as a sequence of interconnected economic phenomena. It is determined that enterprises in the process of their activities use a combination of different mechanisms and directions, taking into account their complexity. The author's structuring and definition of its components are offered on the basis of the carried-out researches with allocation of two key contours: 1) a contour of innovative activity taking into account imperatives of strategy of development of the enterprise; 2) the core of the mechanism of development of innovation processes, which forms their close relationship with the contour of innovation, taking into account the imperatives of the development strategy of the enterprise and the variability of consumer values. It is determined that the main purpose of forming the mechanism of strategic development innovative processes of motor transport enterprises is to ensure the efficient use of all resources, tools and systems of interaction between departments, where the main elements of the mechanism of strategic development of innovative processes of motor transport enterprises can be considered methods and tools for implementing their innovative development program. The principles of effective functioning of the mechanism are formulated strategic development of innovative processes of motor transport enterprises. The structural and logical construction of strategic development of innovative processes of motor transport enterprises is offered taking into account the formulated principles and functions of management.

In the study, the authors have identified the dominant trends in the development of the international road transport services market. These include monopolization and protectionism, structural imbalances, namely, predominance of European transport companies in the international motor transport market, prevailing of private transport companies. Hence, the researchers determined the general vector of improvement of the motor transport services market in the modern stage of internationalization of global economic relations. The current trends in the development of the international road transport services market in Ukraine are substantiated. The authors propose a competitiveness assessment methodology for transport enterprises. It is proposed to quantify the following elements as part of the competitiveness coefficient of a transport enterprise: 1) the range of offered transportation services; 2) pricing policy; 3) advertising; 4) public relations; 5) sales system; 6) employee incentive system; 7) innovative activity of the enterprise. Using the proposed methodological approach will help making reasonable management decisions to improve the efficiency of transport enterprises, to expand the information base of economic research, and to improve the quality of analysis in the context of accelerated development of the international logistics infrastructure.

The article presents the state of existing and future forecasts for a vehicle park equipped with fuel cells in the world. Reference has also been made to the current and future situation in the area of hydrogen refueling infrastructure in the world. The situation in the above-mentioned area in Germany is discussed, which is one of the leading countries in the hydrogenization of motor transport. A proposal for the development of hydrogen propulsion technology in Poland has been presented. In a similar scope, reference is made to the issue of electromobility in road transport, both in the world, in the EU, and in Poland.

In recent years, the state of the road transport infrastructure in Ukraine has deteriorated significantly. With the process of urbanization and the expansion of the transport infrastructure, the ecological danger of the functioning of these strategically important objects increases, which requires effective methods of detailed study of the state of environmental components in areas of urban pollution in order to prevent negative consequences. Working with the problematic, using robots, we analyzed the methods to monitor the environmental situation around the road transport infrastructure for the development of recommendations for advancing efficiency. An algorithm for assessing the environmental situation around the objects of motor transport infrastructure is considered, based on monitoring the impact of these objects on the components of the environment and determining the main factors of this influence. The regularities and dependences of the influence of the motor transport infrastructure from the standpoint of environmental safety have been established. The indicators of pollution of the components of the environment in the study areas and methods of their production are analyzed. It has been concluded that a complex combination of chemical research methods with biodication is observable, makes it possible to analyze the effect of vehicles on various components of the environment (atmospheric air, soil and soil solutions, plants, animals, surface waters, etc.) and to establish the level of anthropogenic load. Recently, the sphere of providing motor transport services has become more and more widespread and developed. The number of enterprises and sole proprietors in the market of motor transport services is constantly increasing. At the same time, the level of competition between motor transport service providers is growing, which makes it necessary to improve the quality of motor transport services. After all, a high level of quality allows us to occupy a leading position in this sector of the economy. There is an urgent need to assess the quality of motor services, and it is important to assess their quality from the standpoint of consumers of these services. Distinctive features of methodical bases of carrying out quality assessment at the enterprises of motor transport are defined. In the course of research both group, and individual indicators of quality assessment are established. Quality assessment is the result of the course of perception of quality, which is formed in the process of providing services to the user and is accompanied by a specific assessment of the quantitative degree of compliance of the received service with his expectations. Analysis of existing indicators revealed assessment of service quality. The stages of quality assessment, consistent provision of their implementation and the main basic provisions are determined, based on which a set of methodological approaches to assessing the quality of road transport services can be improved. The levels of evaluation of motor transport services and their content are established. An approach to assessing the quality of road transport service and the implementation of the course of providing services to users, which is based on its identified values in three stages: standardized, consolidated and expanded. The signs of the quality of the course of providing services to users on the basis of "points of conflict" with them are substantiated by two classes of signs: "effective" and "instrumental".

В статье проведен анализ положений законодательства о полномочиях органов внутренних дел, связанных с обеспечением безопасности на автотранспорте. В этой связи анализируются новеллы законодательства о транспортной безопасности и основные нормативные правовые акты, которые их конкретизируют, применительно к автотранспорту. Указаны положительные стороны и недостатки этих новелл и практики их применения. Предлагаются некоторые меры, направленные на усиление роли органов внутренних дел на рассматриваемом участке работы. The article analyzesthe provisions of the legislation on the powers of the internal affairs bodies related to ensuring transport safety on motor vehicles. In this regard, the authors analyze the novelties of the legislation on transport security and the main regulatory legal acts that specify them in relation to motor transport. The author points out the positive aspects and disadvantages of these novels and the practice of their application. Some measures aimed at strengthening the role of the internal affairs bodies in this area of work are proposed.

It is known that motor transport process is influenced by random factors. To understand how we can take this into account when planning the impact of freight in urban areas need to perform studies to establish the existence of the impact of random factors in the results of the motor systems of transportation of goods. The article presents the results of investigation of technical secondary speed change under the influence of random factors on the functioning of conveying road transport system and the necessity of taking into account the lunch break in such studies.

The article outlines the problem of interrelation between the volume of road transport and the economic development. As a result of the interaction of economic, market, regulatory, legal, technological and other factors in the freight road transport market, a competitive environment has developed over three decades, which in its parameters is close to the conditions of pure competition. The current situation leads to a tendency towards market consolidation and an increase in the urgency of the issue of maintaining the stability of road transport companies. Stability as a condition for survival of an enterprise is considered through a combination of three properties: adaptability, stationarity and equilibrium. On the road freight market several types of transport companies can be distinguished, which form the clusters. The method of education, the stage of the life cycle, the scale of activity and the degree of diversification of the enterprise's activities are chosen as the classification features. It has been suggested that the preconditions for maintaining sustainability in enterprises from different clusters differ significantly. A list of important strategic environmental factors has been formed and the characteristics of their influence on the stability of a freight motor transport enterprise are given. The greatest threat is posed by market, economic and regulatory factors. Large, diversified companies have great potential for resilience, as evidenced by the industry statistics. An advantage in ensuring sustainability is also the foreign direct investment in the capital structure of the transport company. Small businesses, which form one of the main clusters on the market, have to form new models of maintaining stability, taking into account the changing conditions of functioning
