Immersive technologies and virtual reality technologies have become a powerful and promising tool in education due to their unique technological characteristics that distinguish them from other it applications. In the higher education system the coronavirus pandemic (COVID-19) has played a role as an accelerator for the use of all forms and methods of e-learning. Mobile learning (m-learning) is characterized in the context of "smart" education, which has become one of the most viable and popular in terms of flexibility in the organization of the educational process and access to educational resources, virtualization in training. Also, mixed (hybrid) educational technologies that allow e-learning at the transition stage from their use to implementation. Providing the latest statistical data on the degree of penetration of Kazakhstan users into the mobile Internet and its development the advantages of an innovative form of education are revealed in the context.

The article deals with the issues related to innovative technologies in the educational sphere, which acquire special significance and meaning in the situation of pandemic. It is mainly within this problem that the changes in the educational paradigm currently taking place are being understood. To a large extent, these transformations are linked with the introduction of information technologies into the educational process and the transfer of learning to online educational platforms. The author shows how, in one year of the pandemic, distance learning, which had been discussed for at least two decades, has become a tool indispensable for many educational tasks. Doing so without e-learning has become either problematic or impossible. Distance learning can be considered innovative due to its reliance on educational technologies that have not yet been fully tested, but are widely used by necessity. However, the real subject of innovation and educational process is the teacher. The purpose of the article is to analyze modern educational technologies and identify their innovative component.

Abstract. E-learning and the online environment are an integral part of the present and future of modern education. The article formulates the basic requirements for the development of an electronic educational and methodological complex for the effective organization of the educational process using distance educational technologies. The practical experience of developing a comprehensive electronic educational resource for the discipline «Taxes and Taxation» of the bachelor’s program in the LMS Moodle distance learning system is generalized. The article contains guidelines for planning, developing and creating optimal content for standard LMS Moodle elements, providing high-quality training for bachelors in economics.

The aim of the study is to analyze the legal framework for the use and development of various educational technologies, including distance learning, e-learning, in the implementation of educational programs as measures for the formation of the information space of knowledge. The research methodology, based on objective facts and a logical-analytical tool of scientific knowledge, made it possible to understand the ways of obtaining new scientific knowledge, predetermined the main directions of research, ensured the comprehensiveness of obtaining information, and made it possible to systematize the knowledge gained. The article analyzes the legal framework governing the field of education. It was found that despite the development of information technologies, including in the field of education, there is no single developed terminological apparatus that would allow participants in the educational process to understand the content of such concepts as “learning and education in distance and electronic forms”, as well as to distinguish between They noted that the amendments made in 2020 to the Law on Education, caused by the emergency situation related to the spread of the new coronavirus infection and the transition of educational institutions to distance learning, did not solve the indicated problem.

Researched is the problem of digitalization of education in the Republic of Kirgizstan. In Kirgizstan, despite the fact that the world has already been tied to digital technologies for a long time, the year of 2019 was declared the Year of Regional Development and digitalization of the country. However, at the same time, transition to a digital environment is noted as not fast enough. The article provides an assessment for current state and development trends of the modern higher education system, identifies problems of transition of universities in Kyrgyzstan towards digital educational environment. The purpose of this article is to analyze prospects of development and prospects in implementation of digital educational technologies, as well as to define differences between distance learning and online learning. Research in the problem is based on experience of organizing educational process and assessing its quality in various national systems of higher education, that was accumulated in International university of Kirgiz Republic.

Introduction. The relevance of the research is underpinned by the lack of conceptual and methodological framework for the upgrade of educational practices against the background of common transition to new educational technologies associated with e-learning and distance learning technologies. The purpose of this article is to identify the key features of constructivist pedagogy to build the educational design understood as a set of teaching practices to create a series of educational events that allow a teacher to acquire the necessary knowledge and skills in the most effective way. Materials and methods. We used methods of critical analysis of modern constructivist epistemology approaches; we applied methods of ideal type differentiation and content analysis; we used principles of definition of concepts reflecting the substance of constructivist pedagogical paradigm. Results. The analysis of modern forms of the constructivist pedagogical paradigm revealed its capabilities for overcoming crisis points in modern processes of common transition to e-learning formats and distance learning technologies. Increasing information competence of teachers will make it possible to leverage constructivist methods and stimulate the students' abilities to create their own sense of learning. Among the innovative educational technologies of constructivist pedagogy, there is a great potential for education related to the performance of creative artistic tasks in non-artistic professional education. Conclusion. The constructivist pedagogical paradigm is a new philosophy of education that is likely to systematically restructure the educational process at the undergraduate level and form an active position of student as the main subject of educational process.

The article is devoted to the problem of determining the factors of the effectiveness of digitalization of education, which is motivated by the unprecedented rapid transition of educational organizations to e-learning using distance educational technologies not only in Russia but also in most countries of the world. One of these factors is the level of digital socialization of all the participants of the educational process. Digital socialization is considered to be a feature of a new form of socialization of a modern person. The novelty of the research is in the determination of a set of key characteristics of educational media content that forms and develops digital competence, as well as increases the level of digital socialization of all the participants of the educational process. The study identifies the main ideas of an educational media project that has the following characteristics: it is “cognitive” and “congruent” (aimed at forming the information and media competence); it is “conative”, “constructive”, “conformal”, and “comic” (aimed at forming the communication competence); it is “creative” and “constructive” (aimed at forming the technical competence); finally, it is “conformal” (aimed at forming the consumer competence). Distance educational projects, which in practice acquire the identified characteristics, expand the functionality of educational media and their ability to influence children’s educational results.

Today, Ukraine is at the stage of entering the world educational space, which requires changes both in the criteria for assessing the quality of education and in the methodology of the educational process, which is impossible without structural reform of the entire national higher education system. Among the main tasks facing higher education institutions are the following: guaranteeing the employment of future professionals not only in domestic but also in foreign markets in conditions of high competition, as well as providing conditions for professional mobility of graduates. The aim of modernization of higher education should be to combine the best achievements of Ukrainian and foreign experience in the field of personal education, which is able to actively assimilate and generate knowledge obtained from different sources and prone to independent action. An analysis of recent research and publications that address this issue and on which the authors rely. Problems of analysis and implementation of the latest educational technologies and methods for the implementation of the competency approach in the training of future professionals are in the scientific interest of modern domestic teachers, scientists and practitioners, including O. Ovcharuk, T. Turkot, G. Yelnikova, J. Delor, O Kovershnikov, O. Lokshina, L. Petrenko, O. Pometun, V. Radkevich, O. Savchenko, N. Gordenko, V. Andrushchenko, L. Sushchentseva, V. Yagupov and others. The purpose of the study is to substantiate the latest educational technologies and methods for implementing a competency-based approach in the training of future professionals. Determining the main activities of higher education, should focus on the organization of the educational process so that each student becomes a subject of self-development and self-organization, able to independently obtain information from various sources, analyze and assimilate it through research and cognitive activities within a competent approach. Thus, the reorganization of education on the principles of competence approach in the educational process should be based on the development of necessary competencies, using analytical and project thinking of the student, as well as motivational aspects and the student's desire to self-organize and acquire knowledge independently.

Currently, the higher education system in Russia is in the midst of rapid changes associated with the fundamental problems of organizing the educational process during a pandemic. The pandemic of the new coronavirus infection COVID-19 in 2020 affected the educational system around the world, causing the massive closure of higher education institutions. Among the management practices of Russian universities related to the provision of security for students and staff, key decisions and recommendations based on a large-scale transition to the use of e-learning, distance learning technologies and the transition to a distance learning format, which has changed the usual way of life of university students and teachers. The objective of this research is to evaluate the transition of the educational process to distance education in the context of the pandemic, to identify the factors that hinder the development of learning. The research method is a questionnaire survey on distance learning using distance technologies in higher education. The results indicate that the development of a new model of education in universities can find resistance to external challenges and to a more productive way for economic and social development.

The article is devoted to the problems of using distance educational technologies, which are barriers in the educational process. The authors investigate the possibilities of taking into account the technical features of the functioning of distance learning technologies and e-learning in the legislation, as well the conditions and problems of using distance learning technologies and e-learning in the educational process. The relevance of the problem is in improving the training of teachers for professional activities in the context of modern tendency in the informatization of education. Professional training is based on the inclusion of innovative activities in the educational process of a pedagogical university aimed at organizing creative informational interaction of students and teachers in the process of mastering e-learning technologies. In accordance with the new amendments in the Federal Law “About Education” the problem of including distance educational technologies in schools actualizes. In the article the directions of teachers’ professional training for distance learning are defined, the main forms of teachers' professional training in the field of distance educational technologies at the stage of training at a pedagogical university and advanced training are listed as well. But there are barriers that impede the use of distance learning technologies and e-learning in the educational process. The difference between distance educational technologies and electronic education is whether there is a direct cooperation between the teacher and the student or not. If it is carried out and with using information technology, technical means, we are talking about e-learning. If the interaction is mediated - through the Internet, then this is distance learning. An educational organization has the right to use one or both forms of educational program implementation. It is important to prepare future teachers for the use of distance learning technologies in professional activities in the global process of informatization and digitalization of education.
