The article is devoted to an overview of the main aspects of management and development of large cities. Currently, the issue of methodological support for improving the organizational and economic mechanism for managing the development of a territory – a subsystem of a large city in dynamic conditions of the external environment – has not been sufficiently considered. The relevance of the study is dictated by the need to solve this problem in the interest of sustainable development of a large city.

The article reveals the latest trends in the modern development of the architecture of public centers in large cities, innovative methods of formation in the urban environment, defines their specificity and requirements, analyzes the features, patterns and modern design solutions in conditions of sustainable development. The relevance of this study is associated with the need for new systemic approaches in the formation of multifunctional facilities, taking into account modern urban planning concepts, which allow the formation of new types of public entities and become an important structural element of the urban environment. Turning to foreign experience in organizing multifunctional public centers, one can find that the main components of the architectural formation are their urban planning and the spatial organization of a favorable architectural environment. It is important to note this aspect: for the formation of large public centers in conditions of sustainable development, the following main trends are characteristic: the formation of a developed spatial organization - an architectural and compositional formation. Also a bright architectural and artistic image - a dominant in the urban environment, integration into the natural landscape - ecological direction of sustainable development, effective functional zoning, well-developed engineering infrastructure and communications. Thus, it has been determined that a multifunctional public center in the structure of a large city is a specific type of architectural object, which is formed into a single complex of spatial and planning elements that organize the core of the social and business life of this city.

The article examines the organizational and economic mechanism of state support for small and medium-sized businesses in the constituent entity of the Russian Federation, the elements of which of an organizational and managerial nature and financial and economic significance are implemented by development institutions at the federal and regional levels. Analyzed the main financial and economic instruments and their effectiveness in the city of Moscow. The necessity of developing in the constituent entities of the Russian Federation an independent state program of support for small and medium-sized businesses in accordance with the national project "Small and medium-sized businesses and support for individual entrepreneurial initiative", its federal projects, as well as regional projects, which should take into account the specifics the economic structure of large cities of federal significance.

The formation of the ecological framework of the city determines its viability in general as a modern settlement structure that meets the requirements of sustainable development. In this case, the ecological framework of the city becomes the basis that will be able to form a single ecosystem of the city and establish a format of connections between its various elements. The purpose of the article was to determine the role of the settlement area in the formation of the ecological framework of a large city. This article identifies the role of residential areas in the formation of the ecological framework of the city. The author analyzes the concept of "ecological framework" and its compliance with the peculiarities of the urban structure. It was found that the ecological framework is mainly interpreted as a natural framework. In an urban environment, this leads to certain inconsistencies. The city also has its own spatial framework, which includes a number of properties and characteristics. Therefore, the author proposes to consider the ecological framework of large cities as a system of interaction of natural and urban frameworks. Establishing the right relationship between them will ensure compliance with the level of environmental safety in the city and its sustainable development. It was established that there is no understanding of the concept of ecological framework in the context of urbanization. Most authors consider the ecological framework exclusively as a natural framework of the territory, which is relevant for large areas outside large cities. It is proposed to take into account the peculiarities of the existence and development of the urban organism, which has its own structure, its own spatial framework. It is determined that the urban framework consists of elements of different functions, which are interconnected by a network of communications. All elements create a certain load on the natural structure of the territory (natural framework). It is proposed to consider the ecological framework of a large city as a combination of natural and urban framework. It is their rational combination that will help to improve the environmental situation as a whole and will meet the conditions of sustainable development of the city. Theoretical, methodological, scientific, methodical and applied principles of managing environmentally and socially oriented investments in sustainable development of rural areas have been developed and substantiated in the article. The model of investment process of ecologically and socially oriented economy has been developed. The analysis of corresponding existing models of investment process enabled to specify the management model, which corresponds to the environmentally and socially oriented economics. The block scheme of the system of analyzing and evaluating the efficiency of investment processes of sustainable rural development has been made. The determined methodological provisions and specified concepts enabled to ground the system of complex analyzing and assessing the effectiveness of investment processes in sustainable development of rural areas, including the evaluation of economic, social and environmental efficiency of investment projects. The mechanism of sustainable rural development, comprising consolidated elements and connections, has been grounded. The ecological aspects of investment policy as a component of the economic mechanism of sustainable rural development have been systematized. It has been determined that attracting investments in environmentally and socially oriented investment projects and programs has to be based on strengthening the ecological aspects of investment policy as part of stimulating sub-system of the economic mechanism of sustainable rural development.

Purpose:the purpose of this article is to justify the choice of the strategic direction of effective development of the national economy of Russia. The authors see the solution of this problem on the way of improving the organizational and economic mechanism of the functioning of Russian enterprises. This problem is considered to be one of the main authors in the consolidation of society and its mobilization for the implementation of the tasks set in the may Decree of the President of the Russian Federation (№ 204 from 2018).Methods:the study was conducted using the methods of systematic, logical, comparative analysis, involving Russian and foreign experience in solving social and economic problems. Particular attention was paid to the validity of the conclusions.Results:national economic problems are touched upon through the prism of the economy of enterprises. An attempt has been made to prove the dependence of the acceleration of the rates of economic development on the improvement of the enterprise's internal economic mechanism. In the postindustrial society, the role of enterprises as the main link in the production of material goods and the provision of services is not diminished, despite the accelerated introduction of scientific and technological progress and the increase in the value of personal property. The improvement of the internal structure of enterprises proposed in the article can significantly reduce the negative consequences of the privatization of state property. According to the authors, this will improve the efficiency of the use of human capital in terms of all its components: ordinary workers, managers, specialists, owners.Conclusions and Relevance:currently, there is a situation in which the owners of enterprises (mainly large ones) have practically unlimited rights and very limited liability for the results of the work of their enterprises. This situation hinders the development of the productive forces of society. The proposed concept of an "effective enterprise" means solidary management of enterprises (ultimately solidary management of the economy). It provides for a system of measures to remedy the situation. The first steps in this direction are the following: 1) the creation of a balanced system of enterprise management; 2) democratization of management and development of the institution of collective (people's) enterprises; 3) the movement in the direction of restraint unrestrained competition and finding ways of cooperation not only within enterprises but also in the relations between all participants of the process of production and realization of products, as well as authorities at all levels; 4) streamlining the processes for the establishment and liquidation of enterprises; 5) the active implementation of multilevel and multidimensional strategic planning. It is not possible to implement these measures in a short time. But the movement along this path creates systemic conditions for accelerating economic growth.

Rural areas cover the largest part of the territory of Lithuania as well as that of the whole Europe. Rural settlements are also the most abundant category in the settlement system of the country. Therefore, their social, economic, and cultural viability- as well as ecologic sustainability playan important role striving towards the goals of sustainable development. During the last years projects promoting various aspects of sustainability are implemented not only in large cities and towns, but also in smaller municipalities, nevertheless many rural settlements still are not influenced by these trends. The tendency of decrease of the population of the country, emigration, migration of young and qualified persons to larger cities and towns, poverty and unemployment cause the threat to the most fragile elements of the rural settlement system, such as steadings, manor residencies and ethnographic village settlements. In order to stop these processes it is necessary to search for means to sustain the social and economic viability of rural settlements. During the last decade significant role of cultural heritage in implementing strategies of sustainable development was universally recognized. It is acknowledged that sustainable preservation, maintenance, and use of cultural heritage, especially immovable, positively influence the social, economic, cultural and even environmental dimensions of sustainable development. Sustainable development opportunities provided by immovable cultural heritage are essential for small rural settlements which are not distinguished by important natural resources or favorable location. In this instance social and cultural viability is as much essential for preservation of immovable cultural heritage of these settlements, as immovable cultural heritage is essential for sustention of their social and economic viability. Nekilnojamojo kultūros paveldo įtaka darniam kaimo gyvenamųjų vietovių vystymuisi Santrauka Didžiąją Lietuvos, kaip ir visos Europos, teritorijos dalį sudaro kaimo vietovės, o didžiąją dalį gyvenamųjų vietovių – kaimo gyvenamosios vietovės, taigi jų socialinis, eko nominis ir kultūrinis gyvybingumas bei eko loginis tvarumas atlieka lemiamą vaidmenį siekiant šalies darnaus vystymosi tikslų. Pastaraisiais metais darnų vystymąsi skatinantys projektai jau įgyvendinami ne tik didžiuosiuose Lietuvos miestuose, bet ir mažesnėse savivaldybėse, tačiau daugelio kaimo gyvenamųjų vietovių šis procesas kol kas nepaliečia. Bendro šalies gyventojų skaičiaus mažėjimo tendencija, emigracija, jaunų ir kvalifikuo tų žmonių migracija į didžiuosius šalies miestus, skurdas ir nedarbo grėsmė kelia sunykimo grėsmę patiems jautriausiems ir kultūriniu požiūriu vertingiausiems šalies kaimo gyvenamųjų vietovių sistemos elementams, tokiems kaip vienkieminės sodybos, buvusių dvarų ir palivarkų sodybos ar etnografinės kaimų gyvenvietės. Siekiant sustabdyti šiuos neigiamus socialinius, eko nominius bei kultūriniu procesus, būtina ieškoti būdų, kaip užtikrinti kaimo gyvenamųjų vietovių socialinį bei eko nominį gyvybingumą. Pastaraisiais metais pasaulyje vis aiškiau suvokiamas kultūros paveldo vaidmuo darnaus vystymosi kontekste. Visuotinai pripažįstama, jog kultūros paveldo, ypač nekilnojamojo, apsauga, priežiūra bei naudojimas turi teigiamos įtakos darniam vystymuisi socialinėje, eko nominėje, kultūrinėje ir kt. dimensijose. Nekilnojamojo kultūros paveldo teikiamos darnaus vystymosi galimybės itin reikšmingos nedidelėms, išskirtinių gamtinių išteklių neturinčioms bei patogia geografine padėtimi nepasižyminčioms kaimo gyvenamosioms vietovėms. Jų socialinis ir eko nominis gyvybingumas kultūros paveldui išsaugoti yra toks pats svarbus, kaip ir kultūros paveldas socialinio ir eko nominio šių gyvenamųjų vietovių gyvybingumo palaikymu.

The modern world is too densely populated, which prevents the lack of energy, the consequences of greenhouse gas emissions, the accumulation of hazardous waste, the use of toxic production methods. Without involving interested citizens, business representatives, and local authorities in solving these problems, it is not possible to solve the emerging problems. The article provides an overview of the existing ways of citizens' participation in solving environmental problems and ensuring sustainable development in large cities. In addition, some examples of real work being done in this direction are considered.

The research is devoted to the scientific analysis of the rational choice principles of commodity specialization taking into account the functioning specifics of agricultural enterprises. The main tasks are identified, the solution of which has the potential to improve the internal specialization. There are among them: the maximum production increase in each unit, effi-cient use of production funds and work-force, improving the production efficiency. The adaptation process of commodity specialization of agricultural enterprises to market conditions is structured. Eight stages of it are distinguished: from deter-mining the change volume related to the enterprise adaptation to the external environment, to adjusting the system of opera-tional, tactical and strategic planning. In the factor analysis framework of the internal and external environment of agrarian enterprise, the determinants of its product specialization are systematized. The author's vision of the organizational and economic mechanism of managing the specialization of agricultural enterprises is outlined. The tendency to update the re-search of the risk system in the managing process the specialization of agricultural enterprises has been noted. This system has included the following risks: market, personnel, financial, legal, natural-climatic, logistical, agro-technological, the only mechanism for regulation in many branches of agriculture. The conclusion is made that substantiation of construction con-ceptual bases of organizational and economic mechanism of commodity specialization management of agrarian enterprise allows to realize adaptation development strategies of production and commercial activity. The basis is a comprehensive consideration of the factors of external and internal environment in the components mobilization of production and economic potential, as well as determining the configuration of management systems of commodity specialization in enterprise man-agement.
