Purpose:the purpose of this article is to justify the choice of the strategic direction of effective development of the national economy of Russia. The authors see the solution of this problem on the way of improving the organizational and economic mechanism of the functioning of Russian enterprises. This problem is considered to be one of the main authors in the consolidation of society and its mobilization for the implementation of the tasks set in the may Decree of the President of the Russian Federation (№ 204 from 2018).Methods:the study was conducted using the methods of systematic, logical, comparative analysis, involving Russian and foreign experience in solving social and economic problems. Particular attention was paid to the validity of the conclusions.Results:national economic problems are touched upon through the prism of the economy of enterprises. An attempt has been made to prove the dependence of the acceleration of the rates of economic development on the improvement of the enterprise's internal economic mechanism. In the postindustrial society, the role of enterprises as the main link in the production of material goods and the provision of services is not diminished, despite the accelerated introduction of scientific and technological progress and the increase in the value of personal property. The improvement of the internal structure of enterprises proposed in the article can significantly reduce the negative consequences of the privatization of state property. According to the authors, this will improve the efficiency of the use of human capital in terms of all its components: ordinary workers, managers, specialists, owners.Conclusions and Relevance:currently, there is a situation in which the owners of enterprises (mainly large ones) have practically unlimited rights and very limited liability for the results of the work of their enterprises. This situation hinders the development of the productive forces of society. The proposed concept of an "effective enterprise" means solidary management of enterprises (ultimately solidary management of the economy). It provides for a system of measures to remedy the situation. The first steps in this direction are the following: 1) the creation of a balanced system of enterprise management; 2) democratization of management and development of the institution of collective (people's) enterprises; 3) the movement in the direction of restraint unrestrained competition and finding ways of cooperation not only within enterprises but also in the relations between all participants of the process of production and realization of products, as well as authorities at all levels; 4) streamlining the processes for the establishment and liquidation of enterprises; 5) the active implementation of multilevel and multidimensional strategic planning. It is not possible to implement these measures in a short time. But the movement along this path creates systemic conditions for accelerating economic growth.

The functioning of most medium-sized, small and large enterprises in today's realities remains at a low level of professionalism. Many business executives do not pay enough attention to analytical work, do not develop new strategies and do not improve the proposal related to crisis management. Only the enterprise management of the adequate level of qualification can avoid all the negative consequences of the crisis. The main task of enterprises is to comply with the requirements of the enterprise anti-crisis policy, namely the calculation of financial ratios that reflect its financial stability. The coefficients allow to consider the company from different sides, among which the most important in the implementation of anti-crisis management are: the efficiency of current assets using, own and borrowed funds, using of production potential, effective management in the enterprise, the dynamics of production and sales of products, depreciation of fixed assets, using of investment capital. In addition to monitoring indicators, crisis management involves identifying problem areas in the enterprise and developing measures to eliminate them. The final part of the enterprise's anti-crisis policy is the implementation of these measures, which prevents the bankruptcy of the enterprise at the stage of possible threats and problems. Unfortunately, modern entrepreneurs neglect this measure and therefore find themselves in a difficult financial and managerial situation. Another issue of crisis management is the issue of securities, which allows to raise additional funds used by the enterprise as a means of eliminating possible bankruptcy. This process is a means of lending in today's realities that is more effective than loans made through the banking system. In today's market economy, business development is the driving force, so we believe that the topic of crisis management is relevant, because such measures are developing enterprises, which in turn develops the economic sectors and the country's economy. The article examines the mechanisms of attracting investment for the effective development of the tourism industry in the Republic of Kazakhstan and the issues of consolidation of investments in the industry, determines the prospects for development by analyzing the current situation. The efficiency indicators of the investment process in the tourism industry of the Republic of Kazakhstan were studied, and the consequences of the COVID–19 pandemic were considered. Taking into account the latest trends in the economy and society, the conditions necessary for the recovery of the industry were evaluated. The coronavirus pandemic in early 2020 has had a major impact on the state and further development of all sectors of the world economy, including the tourism industry. Such a serious crisis in the tourism industry has not been observed since the second world war. However, not every crisis can only lead to negative consequences. The analysis showed the underdevelopment of the tourist infrastructure, the unwillingness of the tourism business to invest in its development, which requires more global investment volumes. The article examines modern realities and innovative challenges of this test, which is important for the entire tourism industry, such as accelerating the digitalization of tourist services, more active implementation of modern technologies, as well as updating the ecological aspect of tourism, expanding the geography of tourist routes throughout the country, etc. The conclusions and suggestions made based on the results of the study can be used in making investment decisions, used as educational and methodological materials in the study of investment processes in tourism.

The article explores the congestion level in traffic of motor vehicles and its negative environmental and economic consequences in case of Kiev. The amount of pollution from traffic jams in Kiev and the number of vehicles which got into them in 2009-2018 is analyzed. The loss of earnings on the side of automobile owners from their standby are calculated with corresponding quantitative expressions found and described. For the course of the research, the methods of system-structural and comparative analysis were used for analyzing the environmental and economic problems of modern automobile systems; methods of formal logical analysis were used for substantiating the innovative infrastructure of transport routes. Separately economic and statistical methods were used in the study for trends development, structure analysis, and estimation of the influence of road congestion on the environmental and economic sphere. Pearson test has indicated a close relationship between the number of cars in Kiev and the number of values from traffic jams in environmental and economic sphere. Solutions to this problem are offered in forms of automated traffic control systems, improvisation of organizational and technical methods for the distribution of traffic flows over time, namely reverse traffic, road junctions, smart traffic lights, road extension, and the transition to alternative modes of transport. In all countries of the world there are new research methods that affect pollutants from motor vehicles. It is proved that they are forced by the recipients. In addition, landscaping can improve landscape design, reduce greenhouse gas emissions, surface water runoff and noise pollution. In this regard the policy implication of the research are aimed to eliminate the negative consequences from the use of vehicles during traffic jams, and the necessary number of trees for planting in Kiev is calculated. Jennifer M. Piscopo examines how the crisis of representation in Costa Rica has placed a ceiling on gender equality in representation. The restructuring of the Costa Rican party system and party fragmentation has made electing multiple candidates from any one ballot more difficult. Top spots have become even more prestigious and more likely to be allocated to men, which reduces women’s electoral chances. Corruption scandals, party breakdown, citizen frustration, and economic problems tainted the administration of the nation’s first female president, Laura Chinchilla. Female legislators have often worked to promote women’s issues and feminist policies, but Chinchilla eschewed feminism, even though several of her policies did benefit women. Overall, her failed presidency may create difficulties for other women seeking top political offices and could have negative consequences for views of women in politics. These challenges notwithstanding, Piscopo concludes that Costa Rica remains at the vanguard of women’s political representation in Latin America.

The XXVI Congress of the CPSU defined the current national economic problems of the 1980s and the XI Five-Year Plan. As the General Secretary of the Central Committee of the CPSU, Chairman of the Presidium of the Supreme Soviet of the USSR Comrade LI Brezhnev noted, "our country has entered a new decade, making it the main task to ensure the further growth of the welfare of Soviet people." The program for improving the well-being of the people in the XI Five-Year Plan provides for the solution of the housing problem, improvement of working, living and recreation conditions. Caring for the health of Soviet people in the coming years remains one of the most important social tasks.

Lessons from recurring economic crises have been of particular concern to the Islamic world. Mostly Islamic countries are of middle and low-income economies that they had been inevitably suffered from extensively negative consequences caused by economic crisis such as  drastic decline in welfare. The accumulation of under-performance institution and complexity of the prevailing socio-economic problems have made recovery efforts either harder steps to take or even further distances to approach merely the pre-crisis level. Using analysis based on Islamic perspective, this paper seeks to explore on economic crises, welfare and hope for good governance would be as a fundamental resilience in times of crisis. From the elaboration of literature review which encompasses thoughts of a number of Islamic economic thinkers as well as empirical studies, Islamic countries should take all determination in good governance reform as it is directed by Islamic teaching to safeguard intact welfare of the Islamic notion of which consists of ad-din (religion), al-maal (wealths), al-aql (intellect), an-nafs (life), and  an-nasl (posterity).

With the development of Internet technologies, cybercrime has also evolved and diversified. Much of the world's economic and business information comes from electronic information, and the need for remote work caused by the coronavirus (COVID-19) pandemic has further increased demand for e-services, which in turn has contributed to increased technology risks, threats, and incidents. The main task of the states is to actively fight against the negative socio-economic, financial, and political consequences caused by the growth of cybercrime. The main purpose of the study is to assess the negative consequences of cybercrime in Georgia, the main threats to information security, to develop recommendations for the prevention of cybercrime, to improve its legal regulation mechanisms. The fight against cybercrime in Georgia is carried out using criminal norms. The law "On Information Security" is in force in the country, Georgia's cyber security strategy has been developed, but this process needs constant development. The main task of the state is to gradually improve the legislation and bring it in line with modern technologies, to ensure close cooperation between the state and society, to raise the awareness of civil society. It is essential to constantly inform the public and companies about cyber threats, as effective prevention is the best form of crime prevention policy.

Radical changes in the domestic economy, structural changes associated with the development of market relations, have contributed to the introduction of information technology, which has significantly changed the conditions of enterprises in various industries. This poses new challenges for companies - to seek effective development strategies aimed not only at implementing social functions, but also to find effective mechanisms for management decisions. Regarding the theoretical and methodological principles and areas of management R. Fatkhudtinov proposed an alternative classification of approaches [289]: complex, integration, marketing, functional, dynamic, reproducible, normative. But their separate practical use is impractical. It is necessary to integrate them into established approaches to enterprise management and management decisions. F. Taylor is considered to be the founder of the concept of scientific management [274]. He was the first to conclude that management work is a specialty and that an organization will benefit if each group of employees does the job it can best do. At the same time, the world of industrial production became an arena of rapid change. These and other factors have led management representatives to become more aware of the existence of external factors in relation to the organization. For this purpose, new approaches to the study of management science and practice were developed: system, process, resource, situational approach, and the result of scientific research of domestic and foreign scientists in the field of management theory and practice was the emergence of synergetic and reflective approach. At the heart of the systems (cybernetic) approach, there is an assumption that any system (object) is a set of interconnected elements that has an input, output, communication with the external environment and feedback. The development of a systems approach, which gives the specialist new opportunities for the study of management, today is a synergetic approach. The given analytical review of the basic approaches to management and acceptance of administrative decisions in economic systems has shown, that there is no uniform generally accepted theory of management. Moreover, there is an increasing differentiation of research on management problems. At the same time, the tendency of mutual integration of different schools and directions on the basis of separate common concepts is clearly manifested.

None of the states can fulfill its functions without the relevant and adequate financing which should complete the main task of the state – improvement of well-being of citizens and efficiency of the national economy. During the crisis, structural and deep economic problems emerge, on which system decisions (instead of reactive and declaratory decisions) should be taken. The paper deals with the influence of the economic policy of the state on its budgetary policy; analyzes the key macroeconomic problems of the national economy and defines the consequences; outlines strategic directions for the formation of the efficient budgetary policy of Ukraine. It is established that the only way to overcome the crisis situation in Ukraine is the growth of GDP through the structural reforming of the economy and implementation of coordinated budgetary and monetary policy, shifting the focus from the fiscal orientation towards motivating one. The ultimate question lies in the growth of inclusive development index which would increase the level of competitiveness of the national economy and the standards of living in the globalization space.

The current study aims to analyze modern problematicity of "mobbing" in Ukrainian society. The concept of "mobbing", the causes of its occurrence, manifestation specifics, distinguishing characteristics, main types and methods of eradicating its negative consequences both at the level of the enterprise management and relatively any individual have been studied. It has highlighted that now in Ukraine every second Ukrainian has been mobbed and, unfortunately, Ukraine has no legislatively fixed definition of the concept of "mobbing" and, accordingly, the mechanisms for regulating this phenomenon. The study states that mobbing is a hostile and unethical communication which is directed in a systematic way by one or a number of persons mainly toward one individual and results in the humiliation, devaluation, discrediting, and degradation; loss of professional reputation; removal of the victim from the organization through termination, extended medical leave, or quitting. It also has been proved that problem of mobbing is not fully understood or studied and to eliminate this destructive phenomenon, it is advisable to use the entire arsenal of management methods, to borrow the best foreign experience, simultaneously using their managerial experience and proceeding from the development specifics of any team.
