This article by Grzegorz Baziur concerns the geostrategic importance of Belarus in the context of the „Russian road to the West” in the light of the neo-imperial policy of the Russian Federation, implemented by the authorities under the leadership of President Vladimir Putin. In the introduction, the author presented the aims of the article, research methods and his theses, and in the first part he described Belarusian-Russian relations in terms of military cooperation and the Russian vision of security policy in the West. In the last part of the text, the author asks the question - is there anything to fear from Belarus in the context of the Belarusian-Russian alliance under Russia's hegemony? In this part, he discusses the meanders of Polish-Belarusian relations with Russia in the background, and the whole article concludes with conclusions on the security perspectives of Belarus and its neighboring countries, including Poland.

The theme setting and particular relevance of artificial or man-made famines seems to come up in intervals, when tensions re-arise between ‘Western’ powers and Russia and seems to be useful for the purposes of ‘demonizing’ ‘Putin’—the current President of the Russian Federation, Vladimir Putin (2000–2008; 2012–)—, ‘the Kremlin’, the Russian government; or simply ‘Russia’ in the eyes of ‘the West’. Subject. Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy. Objectives. The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions. Methods. The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation. Results. We propose our own approach to evaluating the efficiency of environmental policy. It may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016. Conclusions. Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.

Цель данной статьи - описать условия, в которых Армянская Апостольская Церковь вступила в эпоху правления Н. С. Хрущёва, начавшуюся в 1953 г. По содержанию статью можно поделить на две части: в первой даются сведения о количестве приходов на территории Советского Союза и за его пределами, а также о составе армянского духовенства в СССР; во второй излагаются проблемы, существовавшие внутри Армянской Церкви, и рассматриваются их причины. Методы исследования - описание и анализ. Ценность исследования заключается в использовании ранее неопубликованных документов Государственного архива Российской Федерации и Национального архива Армении. По итогам изучения фактического материала выделяются основные проблемы Армянской Апостольской Церкви на 1953 г.: финансовый дефицит, конфликт армянских католикосатов и стремление враждующих СССР и США использовать церковь в своих политических целях. The purpose of this article is to describe the conditions in which the Armenian Apostolic Church entered the epoch of the reign of N. S. Khrushchev, which began in 1953. The article can be divided into two parts: first one gives information about the number of parishes in the territory of the Soviet Union and beyond, and about the structure of the Armenian clergy in the USSR; the second one sets out the problems that existed in the Armenian Church and discusses their causes. Research methods - description and analysis. The value of the study lies in the use of previously unpublished documents of the State Archive of the Russian Federation and the National Archive of Armenia. Based on the results of studying the materials, the main problems of the Armenian Apostolic Church in 1953 are: financial deficit, the conflict of Armenian Catholicosates and the eagerness of USSR and the USA, that feuded with each other, to use the Сhurch for their political purposes.

Russian President Vladimir Putin defined increase in life expectancy from 72.7 to 78 years by 2024 as a national aim in the Decree № 204 of May 7, 2018. Achievement of this aim depends on drug provision system among other factors. Strategy of drug provision for the population of the Russian Federation for the period until 2025 sets the goal of increasing availability of high quality, effective and safe medicines to meet needs of the population and the health system based on the formation of a rational and balanced system of drug provision for the population of the country with available resources. The health care system should expand the possibilities of using modern and effective mechanisms to ensure the financing of drug provision for the population.

We analyze the law enforcement practice of judicial authorities on taxes and fees, since the Tax Code of the Russian Federation is a rather controversial regulatory legal act. Tax disputes arise both at the initiative of tax authorities and at the initiative of taxpayers. Purpose: to determine the main directions of law enforcement practice of courts in tax disputes. We use general scientific and specially legal methods as research methods. The focus is on the method of analysis. In the course of the research, we analyze the con-sideration of cases by judicial authorities on tax disputes, their quantitative and qualitative characteristics. We conclude that the emergence of disagree-ments between taxpayers and the state body when resolving the issue of the legality of their actions (inaction), as well as the legality of a non-normative legal act is the main reason for the formation of law enforcement practice in tax disputes. During the passage of all stages of the application of the law, it is also necessary to establish the existence of a cause-and-effect relationship between the actions of the taxpayer and the resulting consequences. The main points of this process go through several stages. We define the main directions of the law enforcement practice of courts in tax disputes.

The article is devoted to the problems of the formation of social responsibility among law students in the process of studying the discipline "Life Safety". Its purpose is to consider the principles offormation of social responsibility, guided by which it is possible to more effectively solve the problems of educating future specialists of the judicial system of the Russian Federation, to determine certain forms and methods of influencing students. Therelevance of the topic of the article is obvious. It allows you to focus on a problem of important theoretical and practical importance. The author used both traditional and modern research methods used in the analysis of teaching practice in a university. He gives some recommendations on the formation of social responsibility among students during the classes, which will undoubtedly affect the improvement of the quality of future lawyers. The article is addressed to the faculty of universities, theorists and practitioners involved in pedagogical activities and will be useful to teachers, as well as to all who are involved in the training of future specialists

The Russian Federations drive to reestablish itself as a global power has severe security implications for the United States, its Arctic neighbors, and the North Atlantic Treaty Organization as a whole. The former Commander of United States Naval Forces Europe Admiral Mark Ferguson noted that the re-militarization of Russian security policy in the Arctic is one of the most significant developments in the twenty-first century adding that Russia is creating an “Arc of steel from the Arctic to the Mediterranean” (Herbst 2016, 166). Although the Russian Federation postulates its expansion into the Arctic is for purely economic means, the reality of the military hardware being placed in the region by the Russians tells otherwise. Implementation of military hardware such as anti-air defenses is contrary to the stipulated purposes of the Russian Government in the region. Therefore is the Russian Federation building strategic military bases in the Arctic to challenge the United States hegemony due to the mistreatment against the Russians by the United States and NATO after the collapse of the Soviet Union.

The article analyses significance of the Agreement on Friendship, Cooperation and Partnership between Ukraine and the Russian Federation. The author outlines the statement of the President of Ukraine Petro Poroshenko about the termination of the Agreement on Friendship, Cooperation and Partnership between Ukraine and the Russian Federation, analyses the reasons for delaying the breakdown of diplomatic relations with the aggressor country, and studies the trade-economic and financial reasons for such a delay. Fear of large-scale armed invasion in Ukraine, the existence of certain arrangements with negative consequences for the ownership of Ukrainian oligarchs in Russia and so on are distinguished among the reasons for the delay of denouncing this treaty. Therefore, Ukraine legally preserved strategic partnership relations with Russia and continued to develop trade and economic relations. The domestic policy of both states was characterized within the context of Russian-Ukrainian war; the main content of the analysis of the Great Agreement and its 20-year implementation period was revealed. Fundamental changes in relations between the West and Russia were formulated. The analysis of the interpretation of the main points and theses of the Agreement were carried out. After analyzing the Great Agreement the author considers it obvious that Ukraine and Russia have different conceptual views on the role of the Treaty in their development as well as in development of their interstate bilateral relations. The article analyses Russia’s ignoring of the main points and norms of the Agreement on Friendship, Cooperation and Partnership and describes the reasons for radicalization of relations both in political and social dimensions that have been provoked by the Russian-Ukrainian war. The author concludes that Russia under cover of the Great Agreement, created all conditions necessary for committing its military aggression against Ukraine and gives examples of war crimes.
