Current discussions about entrepreneurship are framed primarily in terms of business administration. But entrepreneurship is more: a complex, dynamic and multifaceted phenomenon with a creative dimension that is in parts beyond economic-rationale discourse. Business models can be built upon something else than patents or research findings by transforming genuine concepts into entrepreneurial activity. Unconventionality and original thinking are essential factors for entrepreneurial success. In a world of ever-easier division of labor, entrepreneurs have the possibilities to use existing components to create new business models. This will open up perspectives for many more people to participate in entrepreneurship than previously imagined.

Over the past two decades, returnee entrepreneurs have emerged as major promoters of business startups and entrepreneurship in China. Recognizing their positive impact in promoting new and innovative companies, Chinese national and local governments have instituted a raft of preferential policies aimed at assisting returnee entrepreneurs. Based on a survey of Chinese returnees and returnee entrepreneurship from 2011 to 2012, this paper examines how human capital and perceptions of domestic institutional quality affect entrepreneurial activity among highly skilled returnees. We find their educational levels, overseas work experience, the degree to which they bring back new business models and their perception of domestic economic opportunities affects the likelihood of such individuals becoming entrepreneurs. Our work suggests regulatory transparency discourages returnees from entering entrepreneurship, suggesting the relationship between regulatory transparency and entrepreneurial behavior is more complex than is portrayed in previous research done on this matter. The results of our analysis are robust against a number of rigorous statistical specification checks.

The development of entrepreneurship in any country is inextricably linked with the participation of the state, without the intervention and support of which it is impossible to create a friendly institutional environment conducive to the development of entrepreneurial initiatives and entrepreneurial activity of the population. Small and medium entrepreneurship is the main driving force of the country's economic development throughout the world. The development strategy of the Russian Federation for 2018-2024 includes seven strategic priorities, some of which relate to the development of entrepreneurship and support for civic entrepreneurial initiative, the creation of a competitive economy in which government policy will be aimed at partnership with private business and reducing the direct participation of the state in the economy, and support of such socially important areas as health, education, social sphere, etc. In this connection, there is a need for s forms of the partnership of state and business structures in socially important sectors in order to attract small and medium-sized businesses. At the same time, a mechanism is needed to implement such a partnership, which should be based on a business model that will allow you to clearly understand the logical links and relationships. This paper describes the author's version of the configuration (template) of the business model of state franchising as a form of partnership between business and government. The basis is the canvas of the classic business models of Osterwalder-Pigneur and Ash Maurya. Special attention is paid to unfair (non-market) competitive advantage, which business receives. The described business model makes it possible to cover the partnership in general, concentrate on the main things, discover bottlenecks and interdependencies, contradictions and alternatives. Work within the framework of this business model gives a chance to significantly increase the efficiency of partners and to support socially significant areas of business.

Today feature of economic processes in Ukraine is the transition from “traditional” to the digital economy with the latest technology. The study of the current state of the digital economy indicates that most Ukrainian companies don’t have a clear vision of the process and quality examples of the transition to the use of digital technologies yet. This is significantly impedes the fulfillment of key priorities and directions for the implementation of state policy in the digital economy in Ukraine. Therefore, businesses need to develop strategies based digital transformation minimization of risks is not possible without ensuring digital security, based on functional components that determine the effectiveness and efficiency of management mechanism. The purpose of the article is to formulate the author’s approach to determining the digital security of the enterprise and priority areas of its implementation. The article defines the strategic approach of the features of digital transformation and the problematic issues that hinder the revision of the business strategy of most Ukrainian enterprises. A methodological approach to the definition of “digital enterprise security” is proposed – it is the security of the functional components of the enterprise in the course of economic activity in the conditions of digitalization and competition; measures and methods aimed at minimizing the external and internal risks of e-business, as well as ensuring the security of functional components. The main purpose of the enterprise digital security is to ensure the stable functioning of the business with further development in the future, which is based on the structure of its functional components. The mechanism for implementation of digital security of the enterprise is defined, which includes: regulatory legislation, basic principles, subjects of guarantee and mechanism of security, as well as objects. A mechanism for digital security has been created, which will allow to gradually develop effective management decisions in the enterprise development strategy. The main reasons hampering the process of digital transformation of Ukraine’s economy are: the undeveloped state regulatory framework for regulating the process of building the digital economy, uncertainty about the nature of interaction of participants in this process, as well as issues of development of digital technologies in order to increase the level of competitiveness, entrepreneurship and innovation. In view of the above, we consider it expedient to take the following measures in the conditions of digital transformation: to legally define the concept of “digital security of an enterprise”, its functional components, objects and entities involved in the mechanism of strategy implementation; to help encourage businesses to transition to new business models through collaborations in digital security. Keywords digital transformation, digital security of enterprise, components of enterprise digital security, mechanism for implementation of digital security of the enterprise.
