Abstract- The existence of food street vendors in Jakarta Indonesia has been regulated by a Governor regulation for its improved management and arrangement in 2015. The food street vendors were unregulated and uncontrollable that disturb other street users, become organized with infrastructure support and empowerment plan from the government. The support structure from the local government is to construct food street courts to give basic facilities required for such business. The evolution from unregulated street vendors to a more organized locus for street vendors was supposed to be supported by empowerment. The study aims to investigate how food street vendors feels in facing the changes of business situation in general. For this purpose, a qualitative method with descriptive approach using observations and in-depth interview with the food street vendors. The findings of the research show that the food street vendors feel more confident in selling their food product whereas they have not implemented hygiene and sanitation as it is supposed to be. Thus, it is recommended to enhance the empowerment plan by looking at closely on the communication media to develop the capacity of the food street vendors. This research aims to find out the benefits of using the Card Payment Inatrument in Tegal. This research was conducted in the Tegal by taking 100 respondents to visitors shopping center in Tegal. The respondent despite into two groups, 50 male respondents and 50 female respondents this research use qualitative method. Respondents were randomly selected and the data were collected based on in depth interview results. The results of this research show that the Card Payment Method has a huge benefit for its users. Some societies state. able to bring cost-effective behavior because it can control spending. Of money. However, there are also people who give the perception that APMK is a secure payment instrument because mostly card has a Personal Indentification Number in it. This study aims to determine the impact of business planning for the development of MSMEs. The research method uses is a qualitative method with a descriptive and explorative descriptive approach. From the results of the research conducted, the results show that proper business planning and the application of a good marketing strategy have a positive impact on the sustainability of MSME activities. In addition, the quality of production that has a competitive advantage is also one of the driving factors. For the development of MSMEs, there are several obstacles faced, especially related to capital and guidance from the local government. With the development of MSMEs, it is expected to improve people's welfare, including helping the government in reducing unemployment.

Street vendors is a phenomenon in almost all regions in Indonesia, which is always a positive and negative impact on the region where the street vendor activity. The positive is the economy in a sustainable life in areas where street vendor activities, while the negative effects are disturbed some public access as a result of the existence of such street vendor, such as public roads are always jammed, the sidewalk is not functioning, trash increases or the environment increasingly neglected, area aesthetics will show discomfort. For the more crowded street vendor activities will have an impact upon the producer. However street vendor unaware that what was done to give effect to society because of disruption of public facilities. It is very necessary of information for the  street vendor’s understanding and perception to the impact caused by their presence in an area. The research was conducted by qualitative method with type research field investigations and descriptive analysis of the street vendor, managers, buyers and decision makers who do trading activities in S. Parman Street, UlakKarang Padang.  Samples as research subjects were the street vendors as much as 5 people, managers, local government, the buyer and road users. The data used are primary data and secondary data. Data Collection Techniques conducted by observation, interview, and documentation while data analysis is conducted qualitatively by a descriptive approach. The findings and the results are show that the information obtained is correct in running its activities to seek fortune already utilizing public access such as sidewalk and road. Contributions to the street vendors are expected to have awareness in running its activities mainly on the utilization of public access and if you want to keep running its activities must be willing to abide by all the regulations set forth by the government, because it became a street vendor answers to some of the problems faced by street vendors as well as for the government attempted to manage and regulate the existence of street vendors to be in line with policies that have been set by the government for street vendors somehow able to overcome the problem of the existence of the public economy.

The objectives of this research: 1) what factors become a problem so that school cooperative still not become sharia based school cooperative? 2) How is the strategy to realize sharia cooperative in school? This research used a qualitative approach, i.e., Analytic Network Process (ANP). In applying the ANP method, the researcher does the following: 1) structuring the hierarchical complexity into the homogeneous clusters of the factors, 2) performing the measurements into the ratio scale at all the lowest levels of the hierarchy/ network, 3) synthesizing. Data used in this research is primary data collected from questionnaires and in depth interview with experts, the policy holder, students, and teacher coach. The results of the research show that 1) The factors that become the problem of difficulties in realizing sharia-based school cooperatives are less student participation, limited capital and infrastructure, knowledge of sharia co-operatives that are less good than students and teachers, and lack of coaching from the local cooperative office. 2) There are two strategies as a solution, i.e., an internal strategy which is the policy of school leadership to support the establishment of sharia-based school cooperatives; And external strategies that should be carried out by the government to support and develop sharia cooperatives including sharia-based school cooperatives.

The Government of Sidoarjo Regency in establishing policies regarding the arrangement of Street Vendors (PKL) aims to create a clean, orderly and beautiful Sidoarjo Regency and continue to empower existing street vendors. The spatial planning policy implemented by the Sidoarjo Regency Government is aimed at maintaining and structuring a more orderly and orderly spatial location without ignoring the existence of street vendors who aim to improve the economy of their families. This study aims to find out how the Sidoarjo Regency Government's policy in structuring street vendors (PKL) based on traders, order and beauty, this study uses descriptive research methods using a qualitative approach. The results of the study indicate that the PKL structuring policy is closely related to the plan to create a clean, orderly, safe, and comfortable city spatial plan. So that in its formulation, an alternative policy that is aware of the environment is needed. The government of Sidoarjo Regency so far has made significant efforts in structuring street vendors in the Sidoarjo Regency area and to overcome and anticipate the impacts. The implementation of the street vendor management policy (PKL) based on the Sidoarjo Regional Regulation No. 3 of 2016 concerning the arrangement and empowerment of street vendors has been running but has not been effective, such as the resistance that occurs when the implementation of the PKL arrangement takes place, it should be able to be overcome if the Sidoarjo Regency Government is responsive enough to various demands from street vendors.

This study aims to describe how the development of tourism, including supporting and barrier factors of the government for development of Bukit Khayangan tourism object. And analyze the effect that come from the development of Bukit Khayangan tourism object to the economic of local community. This research uses a qualitative method with a descriptive approach. Data collection techniques in this research were conducted by interviews, observations, and documentation. The result showed that there was an increase in facilities after the development, although the cleanliness and safety still were not optimal. The development of Bukit Khayangan tourism object gives contribution to the increase of local community bussiness, one of them is to opening jobs for local community. But, the participation of local community need to be improved to moving forward improve overall the community welfare.

Stabilization as one of the street vendors arrangement type conducted by the government of Surakarta, that have great implications on the aesthetic style and form at some city parts. Some parts of Surakarta has changed a lot since the inauguration of the location, that is a public space, as a street vendors stabilization location in part of the area. Manahan area is one of the locations of street vendor stabilization that is considered successful. The presence of street vendors who have been arranged in the area Manahan able to attract visitors both weekand and weekdays, especially on holidays. This area is also more easily remembered by the visitors than other areas that there is no stabilization of street vendors. It means that this area has good and unique image quality that can be a memory for visitors. The purpose of this paper is to explore the image of street vendor Manahan stabilization area. Understanding the image of city area, principle that is used to assess the five basic elements of image formers include landmarks, path, edge, district and node. All five elements will be the componens in assessing the identity, identity and meaning that will shape the cognition of visitors so that it can be used as environmental orientation when someone is in a place. The introduction of Manahan stabilization area begins with stimulation done by graphic and visual technique before the interviews made a cognitive map in Stabilisasi PKL Manahan area and also made familiarity-favorability-semantic differensial assesment. This area has the potential of sustainability and good image compared to other stabilization locations, so that the managed street vendors can continue to grow and the location of the arrangement becomes an attractive area and supports the identity of the city of Surakarta as a merchant friendly city by staying a beautiful and friendly city for all the citizens and tourists who visit it.

Jember Regency has a Malikan White Sand Beach tourist attraction known as "PAPUMA" which is a destination for both local and foreign tourists. Tourists, one of which is a street vendor around tourist attractions has a very important role in the effort to develop tourist attractions so that they become the "icon" of a famous area. The existence of street vendors around the coast of the coast needs to be empowered and fostered so that tourism development business becomes the joint responsibility of coastal communities, tourism actors and tourists. This study aims to determine the contribution of Nonformal Education as an alternative education in empowering and fostering street vendors in coastal communities "PAPUMA" in Jember Regency. This study uses a qualitative approach. Data collection uses in-depth interview techniques, observation and documentation. The results of the study show that Nonformal Education contributes through its excellent programs such as Information (through community awareness movements, social motivation). The outreach agenda that has been given is the launch of awareness of local potential, hygiene and health counseling, counseling about the importance of preserving nature so that nature can protect humans. Institution through training provided to street vendors to provide new skills to them, such as business management skills, business presentations so that their business increases.

This research aims to understand the existence and benefit of Daycare for working wives, and factors for encouraging the housewives to board out their children. The research uses the qualitative method with the descriptive approach. Selecting informants is done by purposive sampling which is amount five persons. Data are collected by the techniques of observation, in depth interview and study of document. Analysing data is done sequentially by the steps of data reduction, displaying data, and conclusion.  The conclusion of the research is that Play Group since founded until today is needed, which is indicated by many of working wives board out their children in the Dharma Asih Daycare. In the beginning of founding in 1980, it only can accomodate 40 toddler, and since 2009 it increases capacity to 120 toddlers. The working wives get adventage such as feel relax in conducting their works because of not only caring of their toddlers but also be nursed and educated. The motivating factors are possibility for interacting of their children with peers, ability to socialize, independent and learning for doing routin activity.

This paper aims to discuss the impact of state intervention on social capital of fishermen community in small islands. The research was conducted in Barrang Lompo Island, Makassar. The data was collected through in-depth interview and limited observation from twelve informants determined by snowball sampling. Questionnaires were also spread to about 40 respondents. The data was then analyzed qualitatively to explain researchs data and facts. The results of the research show that state intervention for the last ten years on small islands communities has impact on various aspects such as the diminishing loyalty and trust among locals to the government. Therefore, the intervention reduce the communitys participation, individually and collectively, in development activities. The situation, in turn, could affect the diminishing political capacity of the locals and government in the implementation of development in the islands. The state intervention, however, strengthened social solidarity, local value practices and the enthusiasm to understand religious values which in turn could tighten the internal bond of a community. This bond can become a potential strength to build communities in small islands.Tulisan ini bertujuan untuk mendiskusikan dampak intervensi negara pada kapital sosial komunitas nelayan di pulau-pulau kecil. Penelitian ini dilakukan di Pulau Barrang Lompo, Makassar. Pengumpulan data dilakukan melalui wawancara mendalam dan observasi terbatas dari dua belas informan ditentukan oleh snowball sampling. Kuesioner juga menyebar ke 40 responden. Data tersebut kemudian dianalisis secara kualitatif untuk menjelaskan data penelitian dan fakta. Hasil penelitian menunjukkan bahwa intervensi negara selama sepuluh tahun terakhir pada masyarakat pulau-pulau kecil memiliki dampak pada berbagai aspek seperti, mengurangi loyalitas dan kepercayaan di antara penduduk setempat kepada pemerintah. Oleh karena itu, partisipasi mereka, secara individu dan kolektif, dalam kegiatan pembangunan kurang. Ini akan berakibat pada berkurangnya kapasitas politik penduduk setempat dan kapasitas pemerintah dalam pelaksanaan pembangunan pulau. Kendati demikian intervensi negara juga memperkuat solidaritas sosial, praktek nilai lokal dan semangat untuk memahami nilai-nilai agama yang pada gilirannya dapat memperkuat ikatan internal masyarakat. Ikatan ini selanjutnya dapat menjadi kekuatan potensial untuk membangun masyarakat di pulau-pulau kecil.
