Educational migration largely determines the dynamics and nature of the country’s economic development and is viewed as a factor in increasing the country’s competitiveness and building up human capital. In this context, an increasing problem for Kazakhstan is the regulation of educational migration in the context of fierce competition in the international market of educational services.A review of publications showed that the issues of regulating educational migration from Kazakhstan are not widely covered in scientific discourse. There are practically no scientific works on the political and legal aspects of youth migration. But even if there are such publications, then, as a rule, they are devoted to the analysis of youth migration in Central Asia in general. The relevance of the study is determined by the gradual expansion of educational contacts of Kazakhstan with other countries and the need to identify the competitive advantages of foreign educational systems over the national higher education system of Kazakhstan.The purpose of the article is to consider the main motives, causes and consequences of educational migration from Kazakhstan, to analyze the activities of the authorities and ways of regulating youth migration, develop new effective methods for regulating external migration processes and provide recommendations on minimizing the risks associated with the outflow of young people from the country.In order to identify the main trends and development of educational migration from Kazakhstan, the study was carried out on the basis of collecting information through a questionnaire, as well as its detailed processing and content analysis. Kazakhstani students studying in Russia took part in the survey. The sample consisted of 183 people.As a result of the study, the main reasons for the dynamic growth of educational migration from Kazakhstan were identified, such as the high quality of education abroad, the availability of education in Russian universities, comfortable learning and living conditions for Kazakhstanis, etc. Recommendations for authorities on regulating educational migration that can be used by other countries facing the problem of the outflow of youth abroad in order to receive education. The results of this work can be useful to scientists and teachers engaged in research on various aspects of educational migration in Kazakhstan.

Analysis and consideration of current migration trends in our country, in particular mass interstate migration movements in the context of Ukraine's participation in the European and world migration space, are considered among the important factors in shaping its national policy. Educational migration is a special threat to the socio-economic development of the country and sustainable development of society, as the formation of highly qualified personnel, accumulation of intellectual capital, and increasing scientific and technological potential of the country are among the important factors of economic and social progress. Due to the intensification of interstate migration flows and the development of the quality of the higher education system in foreign educational institutions, migration for education takes a larger share, which is mostly accompanied by constant migration and departure of Ukrainian citizens for permanent residence abroad. The analysis of publications on this issue proves the urgency of educational migration research, and today it remains important to analyze trends in educational migration, find mechanisms to counter the transformation of Ukraine into a country of origin of educational migrants, as well as their repatriation. The article analyzes the educational migration processes in Ukraine in the regional context. The main regional centers of higher education are identified. The focus is on the migration intentions of the population to study abroad and a comparative description of the educational systems of different countries. The order and stages of the admission campaign in foreign educational institutions are described. The essence and features of educational migration are studied and the main reasons that help Ukrainian students to choose foreign higher education institutions are highlighted. The main causes and consequences of educational migration, as well as potential opportunities for educational migration, are identified. Certain benefits and costs associated with educational migration processes are justified. The directions of development of educational migration and effective migration system in Ukraine and its regions, which should take a worthy place in the migration policy of the state, are offered.

The article is intended to analyze the legal aspects of the impact of educational migration on the national security of Ukraine. The legal basis of educational migration is considered, in particular, the consolidation of Ukraine's participation as a full participant in the European educational space in the regulatory framework and its impact on Ukraine's national security. The positive and negative consequences of educational migration and their impact on the national security of the country are analyzed. Comprehensive measures, including legal ones, in the field of education and migration policy of Ukraine have been identified. Academic mobility and cross-border education are identified as the main institutional forms of educational migration. Today, the national security of Ukraine requires the protection of the public interests of all segments of the population, including young students, which ensures the sustainable development of the country and society. The vast majority of migrants are young people - the most active part of the population, prone to self-development and adaptation in a multicultural environment. Ensuring constitutional human rights and freedoms, including their right to education, are objects of national security. It is proved that international integration and integration of the national higher education system into the European educational space is one of the main principles of state policy in education. Accordingly, there are academic mobility programs in the field of international cooperation. Migration policy is one of the priority areas of the country's development. Migration is a complex process that includes, in addition to legal, economic, socio-psychological, political and cultural interrelationships. The issue of modern migration processes and national security is always promising in terms of further research, especially given that the analysis of the migration situation in Ukraine shows that they are developing much more dynamically than the process of legal regulation in this area. In fact, it is about the complexity of effective legal regulation of migration processes in the country.

This article is devoted to the issue of the current state of international educational migration from Kazakhstan. The article discussed the very essence of migration processes, the problems of this issue, identified the reasons for the increase in the number of those wishing to study abroad, considered the positive and negative consequences of the educational migration of Kazakhstanis and identified recommendations for stabilizing the issue of youth migration. With the development of globalization, the trend of getting education in foreign universities is increasing among young people. The multiple growth in the pace of development of educational migration around the world brings the formation of a carefully thought-out migration policy of states and the adaptation of foreign students to new living conditions to the very top of international agendas. In modern realities the issue of regulating educational migration in the Republic of Kazakhstan is becoming the most acute. Every year more and more young people from Kazakhstan prefer to get education abroad. For students there are a lot of advantages to get an education abroad. However, educational migration today has an impact on the state in several areas: the economy of states, foreign and social policy. And this influence is not always positive. The trend of educational migration of Kazakhstanis abroad carries the risks of a brain drain, since many young people after completing their studies in foreign institutions are in no hurry to return. With their foreign diploma they get a prestigious job and leave Kazakhstan forever. Today Kazakhstan needs effective mechanisms to prevent the outflow of students such as improving the quality of domestic education, facilitating the conditions for obtaining education, increasing the prestige of Kazakhstani universities, etc.

Problem. The emergence of a new number of business entities of all forms of ownership and their own methods of doing business lead to the development of the market economy infrastructure and its formation in Ukraine. The threat of bankruptcy, fierce competition leads entrepreneurs to the need to apply new market methods for recovering costs and doing business. Therefore, each insurance company plans its activities in choosing the optimal directions of its work in order to achieve maximum profits operating today on the insurance market and leading positions among its competitors, both in terms of providing services and strategic development. In a market environment, fierce competition gives each insurance company the opportunity to efficiently and efficiently use its resources, provide high-quality services, conduct its business transparently in accordance with current legislation and be competitive on the market. To have a leading position in the insurance market helps with the obligatory rating of each insurance company, which prompts it to improve the key indicators. Thus, solving the current actual problem of each insurance company, as improving its rating among others, will provide reliability, solvency and financial independence of this company. Aim and tasks. The purpose of the article is to consider the theoretical foundations of rating of insurance companies for their further competitive advantages in the insurance market of Ukraine. The results. The article describes the concept of ratings of insurance companies. Conducted competitive analysis of  TOP-20 indices of insurance companies. Ways of competitive advantages are offered on basis of these indicators. Conclusions. Competition in the insurance market provides a fair competition among insurance companies in order to receive new customers, which will ensure greater profits. Fair competition ensures on the insurance market an improvement in the quality of insurance for insurers, introduces new types of services and the latest technologies for their provision, improves existing ones, develops the market itself and finds compromises among all its participants. The analysis of insurance companies' ratings shows strengths and weaknesses in the work of each company, leads them to the leading positions and ensures transparency in the market. Thus, the introduction of obligatory rating of each insurance company positively influences the development of a further strategy of the company's development, its organizational structure, the quality of providing insurance services and, above all, its competitiveness in the insurance market of Ukraine.

The role and importance of the educational migration environment in activating migration movements of the population is described. The main components of the educational migration environment of the population are identified, and their features are outlined. Indicators have been proposed and the conditions for the formation of the educational migration environment of the population have been determined. It is proved that «freedom of knowledge movement» motivates students, teachers and researchers to combine educational and research activities with future employment abroad. The processes of educational migration in the form of cross-border education and academic mobility are presented. The concept of educational migration environment is defined and five main components of its formation are described: quantitative measurement of educational migration potential; quality of the academic environment; motivational conditions; opportunities for universities and industry collaboration in research; institutional conditions in the educational sphere. The list of indicators offered by the Ukrainian statistics is provided for quantitative representation of each component of the educational migration. Based on the method of multidimensional (cluster) analysis, the regional index of formation of educational migration environment is calculated. Using this method allows to move from the assessment of educational migration environment on 28 indicators to the construction of one synthetic indicator. Application of methodical approach allows to see the place of the region by the important parameters of development of the environment of educational migration of the population, to evaluate the attractiveness, opportunities and threats of formation of this environment in the regional dimension. It is proved that the «most favorable» environment in the Carpathian region has the Lviv region (4th place in Ukraine). Other regions of the Ukrainian Carpathians occupy in the ranking the lower places: respectively Ivano-Frankivsk (15th place), Chernivtsi (21st place), Transcarpathian region (24th place).

The forced work of Russian universities remotely in the context of the pandemic (COVID-19) has generated a lot of discussion about the benefits of the new form of education. The first results were summed up and reports were presented, the materials of which showed that the main goal of online education — the prevention of the spread of infection, - has been achieved. Against this background, proposals and publications have appeared substantiating the effectiveness of the massive introduction of distance learning in Russia, including in higher education. However, the assessment of such training by the population and students in publications and in social networks was predominantly negative and showed that the number of emerging problems exceeds the possible benefits of the new educational technology. Based on the analysis of the materials of publications and personal experience of teaching online, the potential benefits and problems of distance learning in higher education in Russia are considered. It is proposed to consider the effects separately for the suppliers of new technology (government, universities) and consumers (students, teachers, society). It is substantiated that the massive introduction of online education allows not only to reduce the negative consequences of epidemics, but also to reduce budgetary funding for universities, optimize the age composition of teachers, and reduce the cost of maintaining educational buildings. However, there will be a leveling / averaging of the quality of education, and responsibility for the quality of training will shift from the state/universities to students. The critical shortcomings of online education are the low degree of readiness of the digital infrastructure, the lack of a mechanism for identifying and monitoring the work of students, information security problems, and the lack of trust in such training of the population. The massive use of online education creates a number of risks for the country, the most critical of which is the destruction of the higher education system and a drop in the effectiveness of personnel training. The consequences of this risk realization are not compensated by any possible budget savings.

ABSTRACT We study the interaction between interbank competition and accounting information quality and their effects on banks' risk-taking behavior. We identify an endogenous false-alarm cost that banks incur when forced to sell assets to meet capital requirements. We find that when the interbank competition is less intense, an improvement in the quality of accounting information encourages banks to take more risk. Keeping the banks' investments in loans constant, the provision of high-quality accounting information reduces the false-alarm cost of assets sales and improves the discriminating efficiency of the capital requirement policy. When considering the banks' endogenous investment decisions, however, this improvement in discriminating efficiency causes excessive risk-taking, because banks respond by competing more aggressively in the deposit market, and the increase in deposit costs motivates banks to take more risk. Our paper shows that improving information quality increases risk-taking with mild competition, but has no effect under fierce competition.

This paper aims at finding the most dominant ideas about the marketing of healthcare systems highlighted in the mainstream literature, with a focus on Russia and Romania. To reach this goal, a systematic analysis of literature was conducted and various competitive advantages and disadvantages of the medical models that require special attention from the governments are considered. In this respect we examined 106 papers published during 2006 to 2020 found on four scientific databases. They were selected using inclusion and exclusion criteria according to PRISMA methodology. The main findings of the research consist of the opportunity to use marketing tools in order to improve the quality of healthcare systems in the named countries. Thus, using market orientation, the managers of healthcare systems could stimulate the innovation, the efficiency of funds allocation and the quality of medical services. The results will lead to a better quality of population life and to an increasing of life expectancy. As this paper reviews some articles from Russian literature, it can add a new perspective to the topic. These outcomes have implications for government, business environment, and academia, which should cooperate in order to develop the healthcare system using marketing strategies.

An examination of the steps in systems design reveals it to be an iterative process. The complexity and dynamic quality of the educational environment require designers of educational technology systems to emphasize this process and at the same time take into account conditions within the education system and the community that provide essential data. Examples of attempts to cope with these features of the design processes are presented along with implications for changes in the approach to the design of educational technology systems.
