The purpose of the article is to reveal the procedure of agrarian reform in Ukraine, its scientific and legal support, to work out the organizational scheme of land reform, which reformed land relations in Ukraine, which was the basis for creating market-oriented economic formations capable of working effectively in new economic conditions. Research methods. The basis for the study were the fundamental provisions for the development of the agricultural sector of the economy in market conditions, economics of nature and land protection, the theory of agricultural production management, sustainable development in new economic conditions, improving the legislative and regulatory framework of economic entities. To achieve this goal, modern general scientific methods and research techniques are used. Research results. The introduction into production of scientific developments of the NSC "Institute of Agrarian Economics" on the agrarian reform in Ukraine made it possible to double the production of gross agricultural output at constant prices 2016 Scientific novelty. The theoretical, methodological and organizational and legal foundations of reforming land relations and the agricultural sector of the economy in Ukraine have been developed, the essence of transformation processes in agricultural production in the new economic conditions has been revealed. Practical significance. Agrarian reform makes it possible to achieve an increase in production and its efficiency. The purpose of the article is to reveal the main stages of the implementation of the agricultural reform in Ukraine, its scientific and legal support, to highlight the organizational scheme of land reform, according to which the reform of land relations in Ukraine was carried out, which formed the basis for the creation of economic formations of the market direction, capable of effectively working in new economic conditions. Research methods. The study is based on the fundamental provisions on the development of the agricultural sector in market conditions, the economy of nature management and land protection, the theory of agricultural production management, its sustainable development in the new conditions of its management, improvement of the legislative and regulatory framework for the activities of agricultural enterprises. The legal and scientific-methodological support for the implementation of land and agricultural reform in Ukraine has been processed, directions for improving the organizational and legal forms of management in market conditions are proposed, positive changes that have occurred as a result of the implementation of the agricultural reform in Ukraine are highlighted. The purpose of the article is to highlight the conceptual understanding of the cluster as an innovative organizational and economic form of production in the system of sustainable development on the example of the agricultural sector and substantiate the scientific basis for ensuring its implementation at the regional level. Research methods. When carrying out the research, a set of general scientific methods and techniques was used; monographic - in the study of domestic and foreign publications and the above-mentioned problems; a systematic approach based on the principles of systems analysis and synthesis - to substantiate the relationship between sustainable development, the efficiency of agricultural production and the cluster model; abstract-logical - for the theoretical generalization of research results and determination of measures to ensure the implementation of the cluster model of agricultural development; economic analysis - to study the efficiency of agricultural production. Research results. The essence of the cluster in modern economic theory in the context of the concept of sustainable development has been studied and analyzed. Globalization, climate change and the aggravation of socio-economic and environmental problems in many countries of the world necessitate the search for new models of economic development. It has been established that one of the most optimal organizational and economic forms of effective agricultural production in the system of sustainable development is clusters. On the example of the Kirovograd region, a scientifically grounded regional model of the development of agro-clusters in the agro-industrial complex. Scientific novelty. Based on the synthesis of scientific theories of cluster and sustainable development, further study of theoretical and methodological approaches to the definition of the essence of clusters as a promising organizational and economic form of effective agricultural production in the system of sustainable development was obtained. Practical significance. The research results will find practical use in substantiating regional strategies for the development of agro-industrial production. They can be used in educational and educational programs, when providing consulting services for the creation of projects of agricultural clusters and in further scientific research.

In the modern economic conditions, called by domestic and foreign economists a new economic reality, there is a change in the development paradigm of the country’s economy key sector - the agricultural production. The article presents fundamentally new directions for the development of global economy and individual national economies, as well as the agricultural sector. The main features of the new economic reality manifestation in the agricultural sector of the Russian economy are established and substantiated. The digital transformation of the industry is considered as the basis for increasing the competitiveness of agricultural production, the vector of which is aimed at its large-scale transformation. Particular attention is paid to the structural changes in the development of the Russian agricultural sector in the framework of the national priorities implementation. In particular, the implementation of an export-oriented strategy in the agricultural sector, together with the processes of its digital transformation, is presented as tools that determine a qualitatively new model of economic growth in agriculture. It has been substantiated that the strategic vector of development of the agrarian structure in rural areas of Russia will be determined by the regularities of the functioning of small forms of farming in the countryside, their integration through the system of agricultural cooperation. The practical significance of the article is due to the fact that it presents the institutional environment for the functioning of the agrarian sector of the Russian economy in the new Russian reality, which includes directions of state regulation of the industry, contributing to the adaptation of agricultural producers to the prevailing economic conditions. Special attention is paid to the export potential of the agrarian sector, which determines the basic characteristics of agricultural development in the context of a new economic (post-pandemic) reality.

The current state of the regulatory framework in the field of land protection is analyzed; such regulatory framework is designed to ensure the regulation of land protection measures in the agricultural sector of the economy. The declarative, fragmentary and unsystematic nature of most of the norms of national environmental legislation on land protection, along with the lack of adequate financial support, results in the low volume of actually implemented land protection measures. The latter, in turn, is the cause of a significant spread of degradation processes, deterioration of soil quality, reduced productivity of agricultural landscapes.It is proved that the only mechanism to ensure reliable protection of agricultural lands from harmful anthropogenic impact is land management, which provides improvement of land relations, planning and organization of rational use and protection of land at all levels from national to economic. The necessity of developing the National Program of Land Use and Protection as the main legislative act of strategic direction in this area is substantiated, making changes and additions to legislative acts on the content and structure of land protection measures, elaboration and approval at the legislative level of norms in land protection and soil fertility reproduction.

Agriculture and commercial economy of the Northern zone developed together with the development of the territory, is a way of life of the peoples rooted here. It was based on centuries-old agricultural traditions taking into account the extreme harsh natural conditions and agricultural features. The agro-industrial farm is designed to provide the population with biologically complete local food products, perform a social function. The purpose of the article is the sustainable development of agricultural production, providing an increase in the level of food self-sufficiency of the population of the northern territories on the example of the Komi Republic. The subject of the study is the process of managing the sustainable development of the agricultural sector. The research methods used were systematic, comparative analysis, analogies, statistical, generalization of accumulated experience. The hypothesis of the study. The development of local agricultural production will increase food self-sufficiency, which will lead to savings in investments in transport, reduce product losses and improve its quality. Presentation of the main material. The possibilities and limitations of the development of northern agriculture are revealed. The trends in the development of the agricultural sector in the 1960s-1980s and in the conditions of market transformations are considered. The reasons for the decline in agricultural production, the reduction of the coefficient of food self-sufficiency are established. Priorities for the development of agriculture have been determined. Practical significance. Conclusions and recommendations can be taken into account by the Ministry of Agriculture and Consumer Market of the Komi Republic and other government bodies when determining the directions for improving state policy on the development of the agricultural sector. Conclusions of the study. Sustainable development of agriculture and increasing food self-sufficiency will require strengthening innovative modernization, the formation of a multi-layered agrarian economy, improving the economic mechanism, priority development of rural infrastructure, improving the level and quality of life of peasants.

In developing nations, particularly in Africa, agrarian and land reform is part of economic development. The main reason is that no country sustained a transition out of poverty without raising productivity in its agriculture sector (Timmer, 2005). This article examines the process of balancing land and agrarian reform in the agricultural sector in South Africa, where the need for social justice has to be weighed against the potential loss of agricultural production. The process has been likened to balancing deck chairs on the Titanic (Davis, 1993). In addition, the article seeks to measure the level of success achieved since 1994 and to suggest ways forward, by drawing on Brazils experience, where the process has evolved to developing ecological citizenship and agro-ecological production.

The purpose of the article is to investigate the genesis of the mechanism of compensation for losses of agricultural and forestry production and to propose certain directions for its improvement. Research methods. The following methods were used in the research process: monographic, historical and logical (for retrospective review of compensation for losses of agricultural production), comparison (for comparison of indexed standards by different approaches), graphical (for visual reflection of the obtained results), generalization (for the formulation of conclusions). Research results. In order to further improve state regulation of land protection and rational use, an analysis of the mechanism of one of its key economic levers - compensation for losses of agricultural and forestry production in case of withdrawal of land and their use for purposes other than agriculture and forestry, restricting the rights of owners and land users and deterioration of land quality. Possible approaches to modernization of standards for compensation of losses of agricultural production on the basis of their indexation with the use of price indices of agricultural products and inflation are considered. The comparative characteristic between them and indicators of normative monetary estimation of lands is carried out. Scientific novelty. The study of new methodological approaches to setting standards and determining the amount of losses of agricultural production, which are subject to compensation for the withdrawal of land for other purposes was further developed, based on the use of regulatory monetary valuation of land. Practical significance. The application of modernized standards for compensation of losses of agricultural production in the new economic conditions will increase revenues to local budgets, promote the rational use and prevention of unjustified withdrawal of land. The problems of agricultural production management, the prospects for its development in a crisis (the resource one and pandemic), creation of necessary conditions for the effective activity of commodity producers are considered. The results of the main trade relations for the Republic of Kazakhstan in 2015-2019 and the priorities of the state internal agricultural policy are analyzed within the framework of the geostrategic goals of developing the market for agricultural products, raw materials and food, as well as creating favorable conditions for the activity of an agricultural producer. Basing on the analysis, the main reasons for the existing production problems in the agro-industrial complex of the republic were revealed: production technical and technological ones, underdeveloped production infrastructure, segmental approach to financing agricultural producers and their associations in the absence of comprehensive measures for the development of the agro-industrial sector, low prestige of labor in agriculture, insufficient investment attractiveness and the significant influence of external factors on the production efficiency. The article provides statistical data showing trends in foreign trade in the context of the main types of agricultural products and partner countries. The role of the Chinese agri-food market on the development of Kazakh agricultural production and the consumer market is shown. The role of the One Belt and One Road initiative in the formation of commodity flows, including transit of goods and the economic effect of developing other fields. The features of agricultural production in the crisis are highlighted, which allow the use of digital tools and other economic measures to activate processes in the agricultural sector. The need for active application of republican sustainable development goals that contribute to solving the problems of hunger, poverty and caring for future generations is indicated.

The purpose of the article is to consider of organizational components of management production and bioethanol use and peculiarities of advisory support of indicated processes. Research methods - the theoretical basis of the article was the dialectical method of cognition and systematic method for advisory support of production management and bioethanol use processes. The results of research have been obtained via use such main methods as analysis and generalization. Using the analyses method a comparison of individual organizational components of process of production management and bioethanol use was made. Based on the method of generalization, four more significant groups of organizational components of management are identified and the features of information and consulting support for their implementation are identified. Research results. The expediency of deepening the coordination at different levels of government in Ukraine of the processes development of bioethanol production and use is proved, which is due to such main factors: the preservation of crop production as a traditional type of economic activity, the intensification of efforts to ensure state energy independence by increasing the production of alternative renewable fuels and increase the level of value-added in the agricultural sector. The set of organizational components of management along the chains of bioethanol production and use with the allocation of four basic ones is summarized. The importance of information and consulting support for the organizational components of the bioethanol production and use was emphasized, which will become a prerequisite for increasing the production of this type of alternative renewable fuel. Scientific novelty. As a results of the generalization, four groups of basic organizational components for managing of the processes of bioethanol production and use have been distinguished: institutional, organizational and economic, organizational and technical, organizational and structural. The grounding and implementation of management decisions on the bioethanol production and use is proposed to be carried out on the basis of an alternative approach with the choice of individual organizational components of management, which are more appropriate in specific business conditions. Practical significance. The results of the study can be used to formulate strategic and program documents for managing the processes of bioethanol production and use. The effect of their implementation can be assessed by multilevel indicators. At the business level, the effect can be determined by: assessing the volume of bioethanol production and saving costs from the use of bioethanol in performing of economic operations. At the macroeconomic level, the effect can be determined by the level of decrease in dependence on imported energy supplies, by the increase in the level of added value in the agrarian sector and so on. Abstract. Structurally technological shifts in various spheres of life enhance the importance of digital technology. At the present stage, their application in the agricultural sector allows you to get a competitive advantage associated with cost reduction in the face of lower prices in the global agri-food market. The purpose of the study is to determine the role and place of digital technology in the economic interaction of agricultural organizations at the present stage and in the foreseeable future. Research objectives: based on the analysis of grain productivity in Russia from 1795 to 2019. to determine the place of digital technologies in the overall technological structure of agricultural production; highlight digital technologies providing at the present stage of development the economic interaction of agricultural organizations; outline the current and promising role of digital technology in ensuring the economic interaction of agricultural organizations. Scientific novelty and practical significance of the research results: based on a cliometric analysis of cereal yields in Russia for the period from 1795 to 2019. three stages of stable ten-year average values have been identified; through the correlation of the forms of economic interaction with digital technologies, the most characteristic of these forms of economic interaction, it was justified to distinguish the form of economic interaction of agribusiness organizations – digitalizationю The role and importance of digital technologies in the economic interaction of agricultural organizations are determined.
