The purpose of this research is to examine the effect of the knowledge of budget, public participation and public policy transparency towards the local council function within budget control. The results shows that budgets knowledge, public participation and public policy transparency affect the council functions within local budget control. Only transparency of public policies that affect partially the council functions within regional budget control, while the budget knowledge and public participation did not affect the function of the local council within the budget control. The budget knowledge did not affect the council functions within budget control because it poorly supported by the competency level of councilors, while the public participation had no effect because the overall respondents answer can be concluded that public critique and suggestions is less accommodated especially public involvement in the budget advocacy.Key words : The knowledge of budget, public participation, public policy transparency, the local council functions,  regional budget control.

Public policy is a decision to deal with a particular problem situation, that identifies the objectives, principles, ways, and means to achieve them. The ability and understanding of policy makers in the policy-making process is very important for the realization of public policy of rapid, accurate and adequate. The product to suit the needs of the public policy, public participation in the policy process is needed in the policy cycle, from policy formulation to policy evaluation. This paper attempts to review the importance of community participation and other forms of public participation in the policy process, in particular, policy areas.

The article notes that the requirement of openness (transparency) of budget relations is one of the priority directions of state policy and the criterion of the international rating. Russia has the lowest rating on the index of public participation in the budget process. In this regard, the budget relations at the municipal level are in a better position, since public hearings are required for drafts of the local budget and the report on its implementation. The authors evaluate this form of direct democracy in order to ensure public participation in the budget process, conclude that it is minimally sufficient, and suggest that public hearings should work to bring the «budget for citizens» to the public. The article also discusses other forms of direct democracy. It is concluded that there is a legislative ban on the use of forms of mandatory democracy in the budget process, as well as on the legality and expediency of such regulation. It is recommended to use a survey of citizens as a form of consultative democracy. It is proposed to consider the possibility of using public discussions and holding public hearings in the format of a video conference in budget relations.

Since 2000, the Transboundary Environmental Impact Assessment (TEIA) process in the Iberian context has undergone significant development due to new circumstances that came into play at the bilateral and European levels: (i) the adoption of a collaborative TEIA Protocol between Spain and Portugal in 2008; and (ii) the increasing number of cross-border projects supported by European Union funds. Despite these developments, the impact of this bilateral regulation on public participation, the cornerstone of any Environmental Impact Assessment (EIA), has not yet been fully examined. Drawing from specific literature focusing on the involvement of the public as the basis of effective improvement of the TEIA, this paper critically analyses if the lates transboundary provision has encouraged public participation in this context. Although the analysis of the TEIA enforcement revealed a considerable increase in the number of consultations between the neighbouring states compared to the previous situation, public involvement has not increased. Based on these findings, this paper presents a set of recommendations to more effectively involve the public in transboundary consultations.

South Africa’s new constitutional democracy places a duty on various legislators to facilitate public participation in the law-making process as mandated by the principles of participatory democracy provided for in the Constitution of South Africa, 1996. This has resulted in a series of court cases wherein the electorate, inter alia, challenged the legislation on the basis that the results did not reflect the views of the people. The courts’ earlier jurisprudence seemed to be placing more emphasis on participatory democracy as opposed to representative democracy. However, recent court decisions indicate a shift towards representative democracy. The central question presented in this paper is whether the consideration of the views of the public by the provincial and national legislatures is merely a matter of procedure, or that those views are indeed considered in the law-making process. In an attempt to answer this question, the paper will evaluate and critique some of the Constitutional Court and the Supreme Court of Appeal decisions on public involvement in either the legislative or law-making process. The argument presented in this discourse is that, if the public’s wishes are considered by the legislature, then the outcome would be influenced by the people’s demands. An otherwise negative outcome shows that public participation in the law-making process is a procedural matter and has no substantive value.

The participation of the public in the decision-making and policy discussion is expected to allow the officials to re-valuate the proposed decisions, save money on their implementation and restore public trust in government. However, from the point of view of bureaucrats, direct participation is often unproductive: you are required to spend work time and energy on discussions with non-experts and have no means to predict the effectiveness and efficiency of these debates. The article considers theories and empirical studies that can explain a new fashion trend of openness and transparency in world’s public policy and problems with its implementation. The article also evaluates the applicability of republican tradition to modern policy-making and analyzes alternative mode of public involvement. Community participation in national and state life today is an important study. This is because in a democratic country, public policy cannot be separated from public participation. This study seeks to discuss the relationship between community participation, the making of Act and the implementation of judicial review. The results showed that: (1) Public participation in the making of Act and the implementation of judicial review can: (a) Provide a better basis for public policy making in creating good governance. (b) Increase citizens' trust in the executive and legislative branches. (c) Save human resources, because with the involvement of the community in public policy making, the resources used in public policy socialization can be minimized. (2). Community participation in evaluating Act becomes an important activity, in order to establish control whether an Act is in accordance with its objectives or not. The public can submit a judicial review to the Supreme Court (MA) or the Constitutional Court (MK) if they judge that their rights have been impaired by certain Act. (3). The relationship between community participation and the making of Act and the implementation of judicial review is very close. Without community participation, the Act produced does not reflect the interests of the community and only prioritizes the interests of certain groups. The Constitutional Court (MK) and the Supreme Court (MA) will not conduct a judicial review if there is no request from the public.

Abstract. This research has purpose to know how The Public Participation, Political Budgeting, and The Priority and Plafond of Budget (PPA) influence on Preparation of Region Budget Expenditure.The population of this research were all working units (SKPD) which form departments, agencies, offices, parts and districts, its about 51 samples was obtained by saturation sampling method. Collected data with disseminated of questionare which is using likert scale. For test the hyphothesis used multiple regression. The final results of this research are : first, the public participation is influence positive to preparation of region budget expenditure at Batam City. Second, Political Budgeting is influence negative to preparation of region budget expenditure at Batam City. Third, priority and plafond of budget is influence positive to preparation of region budget expenditure at Batam City. And fourth, simultaneously public participation, budget politics and priority plafond of budget are influence about 87,40% to the preparation of region budget expenditure, while the rest 12,60% influenced by another factor outside of the three variables.Keywords: society participation; politics of budgeting; budget ceiling priority (ppa); regional budget;Abstrak. Penelitian ini bertujuan untuk mengetahui pengaruh dari Partisipasi Masyarakat, Politik Penganggaran dan Prioritas Plafon Anggaran (PPA) terhadap Penyusunan Anggaran Belanja Daerah di Kota Batam. Populasi dalam penelitian ini adalah seluruh Satuan Perangkat Kerja Daerah (SKPD) di Kota Batam yang berbentuk dinas, badan, bagian, kantor dan kecamatan yaitu sebanyak 51 sampel yang diperoleh dengan menggunakan teknik sampel jenuh. Pengumpulan data dilakukan melalui penyebaran kuesioner dengan menggunakan skala likert. Untuk pengujian hipotesis digunakan analisis regresi berganda.  Hasil akhir dari penelitian ini adalah : pertama, partisipasi masyarakat berpengaruh positif terhadap penyusunan anggaran belanja daerah di Kota Batam. Kedua, politik penganggaran berpengaruh negatif terhadap penyusunan anggaran belanja daerah Kota Batam. Ketiga, prioritas plafon anggaran berpengaruh positif terhadap penyusunan anggaran belanja daerah Kota Batam. Dan keempat secara simultan partisipasi masyarakat, politik penganggaran dan prioritas plafon anggaran memberikan pengaruh sebesar 87,40% terhadap penyusunan anggaran belanja daerah Kota Batam, sedangkan sisanya sebesar 12,60% dipengaruhi oleh faktor lain di luar ketiga variabel tersebut.Kata Kunci: public participations; budget politics; priority plafond of budget; preparation of region budget expenditure.

<p>This thesis examines public involvement in socio-technical controversies from a sociological perspective. Public engagement in science and technology is becoming increasingly important in societies where citizens are asked, and expected, to be involved with issues that have been dominated by experts. In New Zealand, a contemporary example of public participation in science and technology is the large-scale road building programme called the Roads of National Significance. The central aim of this thesis is to understand how the public engage with and create meaningful evaluations of complex issues that are associated with expert-driven politics and top-down decision-making processes. I examine the public’s involvement in the Kāpiti expressway project by discussing how locally-based groups evaluated and publicised it as an object of concern. Specifically, I investigate the demonstration and visual imagery technologies that were utilised to publicise the expressway as a public matter. I then explore how opponents translated their concerns with the environmental, political, and social aspects of the project as legal and technical issues. The second aim of this thesis is to contribute to the material turn in the human sciences by engaging with object-oriented (Barry, 2013; Latour, 2005a; Marres & Lezaun, 2011) and socio-cultural (Boltanski & Thévenot, 2006) approaches to public involvement in socio-technical controversies. The role that technologies play in materialising public participation and re-presenting the Kāpiti expressway project as an object of concern are examined. However, to create a dialogue between object-oriented and socio-cultural approaches to public dispute, I investigate the technologies of justification and criticism, and the cultural modes of evaluation that qualify people and things within moral vocabularies. I argue that the public were obliged to re-present the Kāpiti expressway as an object of concern by demonstrating how their personal objections were relevant to the legal and technical aspects of the project. A range of technological devices enabled local groups to evaluate the project during the early planning stages of the project, but convincing decision-makers to reject the expressway involved the difficult task of critiquing the planning process, and enrolling allies. This thesis uses a qualitative, case study approach to socio-technical controversies. I use interviews, qualitative observations, and documentary methods to examine the actions of locally-based groups and the modes of evaluation used to challenge the Kāpiti expressway project.</p>

The making of legislation has recently become a subject of discussion among communities, such as the very low level of community participation, arbitrary actions in the making of laws and regulations, the establishment of legislation that seems to be a rushed law product, the Covid-19 pandemic that restrict people to have a gathering to capture the community aspirations, and the establishment of all forms of regulations under the act that may affect people’s mobility in social life.The present study aims to find out the roots of problem concerning the extent of public participation in the making of regional regulations in North Kolaka Regency, Kendari, Indonesia.  Therefore, it is expected that the legislation will be issued in accordance with the will of community and the Act of the Republic of Indonesia No. 12/2011 concerning the Making of Legislation, as amended by the Act of the Republic of Indonesia No. 15/2011 concerning Amendments to the Act of the Republic of Indonesia No. 12/2011 concerning the Making of Legislation.The author employed the combination of normative legal research and empirical legal research as the type of this study. The results indicated that the regional regulations that have been ratified will not be well applicable and effective at the implementation level, since they are not in accordance with the instructions for the making of regional regulations as regulated in the legislation. The presence of regional regulations that do not accommodate all the public interests as well as the low level of public participation will then create a new problem among community. For this reason, more comprehensive public involvement is needed, whether in the form of public sharing, FGD (Focus Group Discussion), or the help of experts in Bapemperda and Regional Government who specifically handle the issue on the making of regional regulations. Keywords: Participation, Public, Regional Regulations

The purpose of this research was to examine the influence of the quality of board of the council knowledge about budget and the control board of the council on Regional Budget (APBD) with leadership types, accountability, participation and public policy transparency as the moderating variables that strengthen or weaken the relationship. Independent variable of this research is quality of board of the council knowledge about budget and the control board of the council on Regional Budget (APBD) as a dependent variable. The analysis of this research was a member of the board council at Regional Representative Council (DPRD) of Papua Province, Regional Representative Council (DPRD) of Jayapura Regency and Regional Representative Council (DPRD) of Jayapura Municipality for the period of 2009 to 2014. The number of respondent of this research was 111 respondents. The data was obtained by direct surveys and the hypothesis was tested with multiple regressions analysis. The result showed that board of the council’s knowledge about budget influenced the control board on Regional Budget (APBD). Besides, this research also documented that interaction between leadership type with knowledge about budget and interaction between public participation with knowledge about budget influenced the control from board on the Regional Budget (APBD). On the other hand, both interaction between accountability and public policy transparency did not influence the control board of the council on Regional Budget (APBD).
