Introduction: Achieving a high level of social welfare requires investment in human capital, and its sufficiency and rational use is a necessary condition for the development of the state. The health of the nation as a factor of state formation and security of the state is a basic component of human capital and competitiveness of the country and is closely integrated with the economy, science, and defense. Purpose: The purpose of our study is the system of protection and preservation of the mental health of Ukrainians, in the framework and context of economic development. Methodology: The study was conducted based on statistical data of the Center for Medical Statistics of the Ministry of Health of Ukraine for the period 2016–2020. The following methods were used: analytical, medical statistics, comparative analysis, system approach. Results: The incidence and prevalence of mental and behavioral disorders among the entire population of Ukraine, as well as among the adult population, working-age and old age, depending on the place of residence and sex, were studied and analyzed. Conclusions: The problems of the current state of mental health of Ukrainians are studied and the ways of solving these problems are suggested. The retrospective dynamics of the dependence of the level of psychological health of the population and economic development of the country are analyzed. The tendencies of prevention and improvement of the level of public awareness about the role of mental health on the example of the leading countries of the world are analyzed

The article considers the approaches to the interpretation of the category "shadow economy", which causes a variety of approaches to assessing the impact of the shadow economy on the socio-economic development of Ukraine. The spread of the pandemic and the complication of economic conditions, formed as a result of the introduction of forced restrictive measures, have led to the growth of the shadow economy in Ukraine. The index of shadowing of the economic sphere in relation to the inflation index and the level of the state budget deficit has been studied. The factors that led to the shadowing of the economy and caused the growth of the share of the shadow sector in the economy of Ukraine are highlighted. The main components of shadow employment are identified. Business entities operating in the shadow sector have significantly more competitive advantages and much higher efficiency than legally operating businesses. As a result, such enterprises are an obstacle to the flow of funds to the budgets of all levels of the country, and as a consequence, have a negative impact on socio-economic development in general. In recent years, state budget expenditures have been growing too slowly, which indicates a high level of shadowing of the economy in conditions of high inflation and, consequently, negatively affects the socio-economic security of society. Budget expenditures are closely linked to public policy, which allows the state to curb the level of economic shadowing through measures to reform relevant areas. It is investigated that the State budget expenditures grow too slowly, which indicates a high level of shadowing of the economy in conditions of high inflation. The paper substantiates the reasons for the growth of the shadow economy and identifies the main measures to reduce shadow employment, the manifestations of which are the deformation of social and economic institutions of the state. The de-shadowing of the economy provides citizens with the right to social protection, in the form of social guarantees in case of unemployment, temporary incapacity for work, accidents or occupational diseases during official work, pensions, etc.

Education is the driving force for economic development and raising living standards. As an active factor of production - a sophisticated person determines the socio-economic development of a country. Truly, there are many factors hindering the rapid development, of which solution in a relatively short time is impossible (f.ex. returning of occupied territory); However there exist other kind of problems (development of infrastructure in a short time, cost saving on maintaining the state bureaucracy and leaving more money for the economy; having reliable money in circulation; an effective social assistance system, etc.), which can be eliminated in a short time. Among such important problems, the most important is to raise the level of human education, so, the qualitative level of human capital development. In order to make the country attractive in the conditions of rapid competition, it is necessary to create an innovative, creative atmosphere for the introduction of the updated education system, for the improvement of human capital. That should ensure the continuous update of the knowledge obtained at the higher Education institutions in parallel with the scientific and technical progress improved level. All this requires a lot of private initiatives, less regulation by the state and in the right direction of finances, reasonable and targeted spending. In Summary, the goal of the ongoing education reform is to make education not just as as a business but to make it more as a public good. Since education is the most significant sphere for accumulation of human capital and dissemination of knowledge in modern digital economy, it is necessary to increase the role of the state in improving this field. Abstract. At the current stage of social and economic development the issues of the national security and its public and legal regulation, both externally and internally, are becoming more urgent. The national security supports the very existence and development of man, society and state. And the balanced state policy as well as the efficient legal regulation plays an important role in this process. The fundamental principles of the legal and regulatory environment in Ukraine are defined by the Constitution of Ukraine, the Law of Ukraine on National Security, and other legal-regulatory and international acts. And the most significant component of the national security is the economic security influencing all life spheres of a person and the whole society. The economic security is the basis of economically effective state and a necessary condition for its sustainable development. The economic security is provided at the national and international levels. At present the economic security is primarily defined by internal threats, such as uneven economic development of some territories, decline in certain industries, low living standards, etc. The analysis of the social and economic state of Ukraine clearly demonstrates that reasons for threats to the economic security of the country are of a regional nature. The appropriate level of security can be maintained by a complex system of measures aimed at improving macroeconomic performance of the country, which positively influences the local social and economic systems. An appropriate level of the economic security can be reached by implementing a system of organizational and legal measures, including economic, legal, organizational and managerial, which are enforced by competent authorities and local governments by means of various forms and methods of the state legal regulation in order to ensure rights of man and citizen, improve the living standards, and achieve sustainable development of the state. Development of the national economy is determined by the dynamics of socio-economic processes in its regions. At the same time, a high level of territorial differentiation by a significant number of parameters can lead to increased social unrest, exacerbation of contradictions between the center and regions, the city and the rural periphery, and population conurbation in large cities. One of the key factors in the country development is human capital, in particular, its territorial distribution. The current trends of population resettlement in unregulated migration conditions determine the feasibility of implementing measures to manage migration processes in the framework of migration and economic state policy. In our opinion, migration is presented not only as a social process, but also more as an economic process because of the movement of labor resources, their professional knowledge and skills, consumers, financial resources of the population and other economic components. In this context, management involves creating the conditions for attracting the population in the territory that experiences a deficit of labor and other resources. In this regard, there is a need for systematization and generalization of knowledge about the mutual influence of migration and economic development and the formulation of a generalizing concept. Within the framework of this concept, migration management will allow taking into account the interests of all the interested parties — an individual, businesses, localities, (city, village, and region), and the macro-system (country, global territory). Effective tools for managing the territorial system and, in particular, migration processes today should include modern information analysis systems and methods based on simulation modeling among others. In this aspect, the patterns of migration, their impact on the economy, as well as the population, its types and structure, demographic behavior are considered in the studies of both Russian and Western economists. In particular, the authors study it in the framework of developing an impact model of the human capital transformation on the spatial and economic development of the territorial systems, involving the creation of appropriate model tools. An important structural element of this toolkit is the control unit for migration processes because of realization of stakeholder’s interests of the territory. The proposed conceptual approach to the development of migration management information system will provide information support in the development of practical measures in the implementation of migration and demographic policy at the regional level.

On the basis of the modified HDI index proposed by the author, the influence of crime rate on the development of human capital in the regions of Russia is estimated. It is shown that the high level of socio-economic development in Russia's regions does not always positively affect the reduction of crime rates, since the high or low crime rate in Russia's regions may be associated with other factors: historical, cultural, etc. We believe that for each region it is necessary to develop its own socio-economic policy aimed at creating conditions for the development of basic socio-cultural attitudes for the harmonious development of society.

The aim of the article is to present a problem concerning the effects of the public debt and the budget deficit. The public debt is a result of the lack of adequate income earned by the financial sector, what means that it must incur liabilities to be able to carry out its tasks or improper management of the state budget funds - what results in the budget deficit. The size of the state's debt and the public debt has a very large impact on the socio-economic situa-tion of the country as well as on its financial policy. Due to the high indebtedness of the state, the whole economy is disturbed, the state authorities are not able to allocate an adequate amount of the funds to stimulate invest-ments. Such actions slow down the dynamics of economic development, what means that the state authorities most often look for savings. Unfortunately, this usually happens at the expense of the ordinary(?) citizens. Countries that have a high level of the debts tend to lose their credibility internationally. This may result in the fall in the foreign investments and the outflow of the foreign capital.

The concept of complete mental health efforts is the handling of health problems and its foundation includes community mental health efforts, supported by basic mental health services and strengthened integrated referral mental health services. Most of ODGJ have not gotten health care. Not yet optimal mental health services indirectly affect the success rate of health development. This research aims to analyse the implementation of community-based mental health services in Palembang. Methods of research with qualitative design, informant in the research is chosen purposive. Data retrieval techniques with in-depth interviews to 12 informant, observation and study of documents. Triangulation is done in the form of triangulation of source, method and data. Results showed that the low public awareness of mental health is still low because of the high level of negative stigma of society and low public knowledge that can impact on the support that will be provided by Family. So the empowerment of community needs to reach people to access mental health services. This research suggests that there is a proactive stance from the public health center to reach people throughout their workforce by reproducing activities outside the public health center, strengthening cross-sector cooperation and empowering community.

The national branch of the hunting economy is an integral part of the national economy of the state and plays one of the important roles in the use and conservation of natural resources, which is the necessary condition for further development of the state. It should be noted that during the investigation period the development of the hunting industry is unsatisfactory and is characterized by high level of losses of many hunting farms and low number of hunted animal species. This encourages many national scientists to find the ways to improve the functioning of this area of national economy. Many national researchers, particularly: V. Bondarenko, G. Govda, P. Khoyetsky, R. Novikov, Y. Muravyov, A. Volokh, A. Bashta, V. Burmas, I. Delegan, V. Myronenko, O. Protsiv, I. Sheremeta and others devoted their investigations to the problems and prospects of the development of this field, as well as to the organizational-economic and normative-legal aspects of its functioning, problems of hunting reformation and its state regulation. Most of these researches point out that national hunting industry requires reformation taking into account the successful experience of neighboring European countries. The current state of hunting economy of Ukraine is analyzed in this paper. The main economic indicators of this industry such as: change in the national hunting areas during the investigation period and their distribution among the users of different forms of ownership, the number of full-time employees of the industry and hunters, as well as the number of hunting animal species – the main resource of the hunting economy are considered. The sources of monetary income of hunting farms are given and analyzed. During the process of investigation of the current state of hunting industry, it is determined that its functioning is influenced by many negative factors, causing the loss of many domestic hunting farms. While assessing the current state of the hunting industry of Ukraine, it is found that in order to find the ways for the improvement of this industry efficiency, the comprehensive monitoring of its current state, as well as system investigation of the problems hindering its development are required.

The article examines the evolution of the main features of the Russian economy in terms of the types of key actors of economic development. The concept of the general actor as the predominant type of relatively independent socio-economic subsystems that determine the impact on the functioning of the national economy is introduced. The movement of the economy from “the state economy” to “the economy of individuals” and further to “the economy of socioeconomic and administrative-political systems” is traced. The preconditions for the transition of the national economy to the phase of the systemic economy as the harmonic economy with high-level coordination of various-scale and various-quality subsystems of the economy and society are noted.

The conceptual paradigm of the work is that the modernization of the regulatory policy of the state strengthens the relationship and interdependence between the structure of the economy and the institutional basis, the quality of institutions. In these conditions, public investment management becomes a necessary condition and general goal of socio-economic development. That is, structural changes supported by public investment management institutions ensure economic growth, and their implementation is regulated by the criteria for ensuring the economic security of the state. It is proved that the management of public investments is a multifaceted category that reflects socio-economic phenomena and is considered as the motive and goal of the macrosystem functioning; the level of autonomy (independence) of the state of the economy, at which the achievement of the aggregate vector of interests of the structural elements of the macrosystem is ensured; a qualitative characteristic of the economic system, which makes it possible to assess its viability in the face of transformational changes. The study of the structure of the economy, the direction of its progressive changes are still based on sectoral technological and economic aspects without taking into account the strategic prospects and security of the development of the socio-economic macrosystem of the state. The imperfection of the institutional support of structural adjustment makes it impossible to strategically program structural changes as an integral component of structural policy. In general, in the context of radical structural and institutional transformations, the role of the public investment management system is significantly increasing. The applied set of threshold values of public investment management indicators as imperatives for the functioning of the economy at the meso level of the hierarchy should be complemented by a methodology for their determination and substantiation of effective measures and methods for their provision. The study of the problems of public investment management is associated with the development of theoretical foundations and the definition of economic and institutional aspects of public investment management in the context of updating the levers of state regulatory policy, in particular, in the context of participation in the processes of global economic integration.
