The results of the study show that 1) The role of the Village Head in the developmentof the Village in Mekarsari Subdistrict as a policeman, innovator and stabilizer bycarrying out various plans, proposals and actions in achieving a better villagedevelopment goal. 2) Obstacles of the Village Head in carrying out village developmentin Mekarsar District, Barito Regency, among others: a) The still low quality of HumanResources or education of officials and the community who carry out the Villagedevelopment process in Mekarsari District. b) Limited budget for village developmentin Mekarsari District. c) Low allowances for the Village Head so that the level ofwelfare of the village head is very low. d) Lack of supervision and guidance to theVillage Head from the Regional Government. 3) Solution of the Village Head inimplementing Village development in Mekarsar District, Barito Kuala Regency, amongothers: a) Improving the quality of Human Resources and education of officials and thecommunity who carry out the Village development process in Mekarsari District. b)Propose additional budgets for village development in Mekarsari District. c) Increasingbenefits for the Village Head so that the level of welfare of the village head becomesbetter. d) Improve supervision and guidance to the Village Head from the RegionalGovernment, so that the implementation of development runs smoothly.

This research aims to know how the role of village government in community empowerment in agriculture in the village of Bulo Wattang PancaRijang District Sidenreng Rappang and what factors influence the role of village government in community empowerment in the field of agriculture in the village Bulo Wattang Panca Rijang District Sidenreng Rappang. The data collection techniques that are done in this study are observations, interviews, Koesioner, and library studies. The Data is then analyzed using the frequency and percentage table. The population in this study was the farmers in the village of Bulo Wattang as much as 260, while a sample of a population of 72 farmers. Results of this research shows that the role of village government in the community empowerment in agriculture in the village Bulo Wattang Panca Rijang District Sidenreng Rappang with a cumulative result of 64% categorized as "good". The factors that influence the role of village government in community empowerment in the field of agriculture in the village Bulo Wattang Panca Rijang District Sidenreng Rappang (68%), education system (65%), open System (65), orientation to progress (66%), good synergy (66%), interest groups (66%) and quality of human resources (68%) With accumulated results of 65.5% or categorized as "good".

The Village Archives Program (Arsip Masuk Desa/AMD) is a program launched by ANRI since 2009. The objective of AMD Program is to increase the role of archives in administering village government administration in order to improve services to the village community. AMD Program targets are the increasing quality of archival management in village government in accordance with archival rules and legislation.Archival courses presented in the AMD Program includes the Making of Official Scripts, Letters Management, Arrangement and Use of Archives, and Disposal of Archives. The scope that became the object of AMD is the archive created in the Village Government, Village Consultative Board (Badan Permusyawaratan Desa/BPD), and Kelurahan. The obstacles faced in the implementation of the AMD Program stem from the inequalities of potential, conditions, and resources, including village-to-village gaps in the areas of budget and human resources, and socio-cultural differences. Alternative solutions that can be implemented in the implementation of the AMD Program include the formulation of a clear concept, mapping the condition and resources of the village, as well as the preparation of human resources and budget.

The purpose of this study was to describe the role of knowledge transfer in the education that can improve business in Bengkayang Regency. Information management is one of the things that must be faced by disadvantaged areas, especially in industrial revolution 4.0. Bengkayang Regency is one of the areas directly adjacent to Malaysia so that there are many cross-border businesses. In the era of this industrial revolution, the government has a 4.0 making Indonesia program, namely making Indonesia becomes the 10th largest economist in the world. One of the factors to improve is the quality of human resources. However, the quality of human resources in Bengkayang Regency was is very low due to the poor education quality. This research was conducted using a phenomenological qualitative method with observation and in-depth interviews. The informants were elementary school students studying in Year 4, 5, 6. They studied in the village of Tampe and 4 students in Shanti Bhuana (ISB) institute located in Bengkayang. The results showed that the quality of human resources was strongly influenced by the quality of education and the quality of education was strongly influenced by the knowledge transfer process implemented in schools

Therefore, increasing the Human Resources (HR) of the Dusun government is an urgent matter that must be done, so that the implementation of Autoda can run as expected, but this is also influenced by two important factors. Level of education In carrying out its duties and responsibilities as a Dusun apparatus, especially in providing services and development of general village economic growth to Balai Rajo Hamlet, it is largely determined by the level of education possessed by the apparatus itself, because the heavier or wider the responsibility of the Dusun apparatus must be carried out. It takes an apparatus that has quality human resources as well. Work experience In carrying out their duties and responsibilities as community servants, the ability of the apparatus is also greatly influenced by the length of work or in terms of work experience, therefore the village government, which has been working for a long time, is demanded to be more effective and recognize what can give satisfaction to visitors and visitors. community Service facilities and infrastructure are all types of equipment, work equipment, and other facilities that function as the main or auxiliary tools in the implementation of work. The role of service facilities is very important in addition to the role of the human element itself. The objective of this research is to learn about the implementation system of “Smart Kampung” Program at Ketapang Village and its methods of publication to all over Indonesia.This IT-based public service and human resource enhancement program, called “Smart Kampung”, is an innovation made by the District Government of Banyuwangi. This program represents the commitment of the district government to bring public service to the most accessible level for the people of Banyuwangi. Since most of them live far from the urban area, which is the governance base or center, the District Government of Banyuwangi set village offices as the centers of public service directly integrated with the District Government. By doing so, the District Government facilitates the society and make them aware of the importance of IT. In addition to being a facility to enhance public service, Smart Kampung Program can also serve as a facility to improve the quality of human resources and the people’s economy, as the village governments are required to empower their respective village’s potentials.There are a number of ways utilized by the District Government of Banyuwangi and Smart Kampung villagesto socialize this program, such as information sharing in seminars, local leaders meeting, and social media. By doing so, they hope they can inspire regions with similar issues to implement Smart Kampung Program so that the goal to have equal welfare level in all villages in Indonesia can be achieved.

Construction of the mosque not only pay attention to the physical building, but also must be optimized pemakmurannya. Efforts to raise the quality of life can be achieved by improving the Human Resources (HR) to carry out economic and social activities based mosques. This paper discusses How do standards of living and the mosque's role in public life, and how the role of the mosque in the village of Wonosasi improve people's lives, District Tapango, Polman. This study uses qualitative descriptive method, since it attempts to find the mosque's role in improving the welfare of the ummah. Research is needed to understand the organization's activities (mosque) in accordance with the wishes and needs of society.

<p>This study aims to determine and analyze the role of development communication in the empowerment of peasant communities in Rembang. The focus of this study is on the role of agricultural development communication in the village of Dadap Mulya, Sarang, Rembang. Data collection techniques include documentation, observation, and interviews. This study concludes that communication carried out is still conventional logic so that it requires empowerment with a biotechnology digitization system. Technology with good accessibility will result in the availability of mass production. Based on real conditions, farmers must make better agricultural innovations. Therefore, the researchers offered a VAD Model for empowering peasant communities. VAD is considered suitable when applied to the quality of its human resources. Improving the quality of human resources can be done through socialization, training, teaching, and direct practice. The VAD model is considered suitable because in operation it involves physical to virtual, human to autonomus, and intermediacy to disentermediacy.</p>

East Java Provincial Government in 2013 to implement the program Other Way toward Welfare Society (JALINKESRA) in the Village Bunulrejo, Blimbing district, Malang form of support productive enterprises, and to facilitate Very Poor Households (RTSM) with the hope of increasing the motivation to strive (need for achievement ) of the RTSM. So it is necessary to identify the role of program implementation and JALINKESRA in improving the quality of Human Resources in Household Very Poor (RTSM) in the research area. This research is qualitative descriptive with case study technique. Data collection was done by using in-depth interviews, field observation and documentation. JALINKESRA program implementation can be grouped into 4 sectors, where the program is implemented and the Department of Fisheries Department of farms actually a failure, whereas the Department of Cooperatives and SMEs implemented and the Department of Industry and Trade is good enough achieve the objectives of this program. Program JALINKESRA role in improving the quality of human resources in the village RTSM Bunulrejo, Blimbing district, Malang pretty good.

Dan juga bertujuan Karang Taruna Kampung serua poncol dapat menjalankan fungsi dan perannya secara optimal sehingga mendatangkan manfaat bagi Kampung serua poncol.
