Organizational and Economic Prerequisites of the Social Development of Labour Potential in Ukraine

The paper is devoted to the problem of research of the organizational and economic factors, which are affecting on the process of the social development of labour potential in Ukraine. The authors, based on the research of the foreign and Ukrainian scientists, determined the necessity to change the approach to the human resource management, caused by the transformations on the labour market and crisis phenomena in the economy. Social development of labour potential should play a key role in this process as a significant factor of ensuring the economic prosperity and social welfare. The main goal of the paper is to reveal the essence and pecularities of the process of social development of labour potential, to analyze the organizational and economic prerequisites for its forming by researching the founder of the indicators of the functioning of the labour market of Ukraine. The author determined that the social development of labour potential is due to the influence of social factors, leading to the forming of new opportunities for population, the growth and expansion of their capabilities, skills, competencies, changes in the qualitative state of their labour potential and the result of their social and labour activities. Using analysis and synthesis, induction and deduction, the methods of comparison and analytics, the main organizational and economic indicators of the development of labour potential of Ukraine are analyzed by the author. In particular, the indicators of fertility and mortality have been analyzed, and the age structure of the population has been determined. Also the characteristic of the domestic labour market, which is characterized by a decreasing in employment in the real sector of the economy, an increasing in unemployment and informal employment, a decreasing in the coverage of employees by the collective agreements, which are negatively impacts on the economic and social development of the state have been given. The indicators of growth of nominal and real wages have been determined, as well as a comparative analysis of wages in Ukraine and the world have been conducted. As a result of the conducted research, the author summarized the problematic issues that hold back the social development of labour potential and require the urgent solutions.

Unresolved problems of social and economic development of Ukraine, exacerbated by critical negative consequences of military aggression and political instability, are accompanied by deep socio-economic contradictions and aggravation of large-scale social problems. At the same time, the qualitative system of social security, characteristic of the EU, is not formed. As a result, negative phenomena and trends are accumulated in social sphere there that manifest themselves in the critical deformations of social development, with the formation of threats of degradation and depopulation, the increase of environmental problems, deterioration of social structure, weakening of social guarantees of human rights that are evidenced and confirmed by mass and active labour migration of the Ukrainians abroad. Ensuring Ukraine’s social security objectively requires an in-depth study based on a systematic approach, applying EU principles, provisions, practices, and standards. The purpose is to substantiate approaches and means of convergence of social security of Ukraine and the EU and develop recommendations for the improvement of migration policy. Methodology. As the methodological basis of the study, theories of socio-economic growth, modern concepts of institutional and structural economic reforms have been worked out, methods of statistical, structural-functional, and system analysis, grouping have been applied. Results. The imbalances of social security of Ukraine and the EU have been determined according to the following components: labour market and employment of population; reproduction of population and labour potential of the state; migration and food security. Areas of accelerated asymmetry increase in the social development of Ukraine and the EU, which serve as a key factor in “pushing out” the population and high rates of labour migration from Ukraine to the EU Member States, have been identified. Strategic approaches and means of equalizing critical deformations and convergence of the system of social security of Ukraine in the process of integration into the EU have been determined; tools for improving the state migration policy have been developed, which implementation would result in improvement of the systemic and structural characteristics of labour potential migration. Conclusion. The study results obtained represent the existence of significant disparities in key indicators and components of the social security system of Ukraine and the EU. Low level of living standards and social protection of population serves as a factor in increasing the scope of external labour migration and, correspondingly, a critical weakening of human and labour potential of the state. Tools and means of the state policy of convergence of the social security system of Ukraine and the EU should focus on achieving the goal of systemic development of human capital and be implemented in the following directions: ensuring demographic security, upgrading health care system, renovating the quality of education, preserving cultural values, establishing a competitive labour market, improving housing affordability, social infrastructure development, systemic social insurance of population.

This paper focuses on the specific problems in the labour and social security legislation as it relates to crowdworkers in the digitalised new economy, analysing their place in labour market, and especially in the collective agreements which are the standard means of regulating working conditions in the Nordic model. Sweden has a binary system where a performing party is as either an employee or self-employed. The law on working and employment conditions offers only limited protection to those on short, fixed-term contracts; instead, it is social partners that have improved crowdworkers’ conditions in some industries by using collective bargaining. However, there are no collective agreements in the digital economy, or indeed for platform entrepreneurs. The complications of the parties’ positions will be analysed, especially as platforms do not consider themselves to be employers, but rather coordinators of the self-employed. It is not only labour law regulations that are important to prevent precariat among crowdworkers. It is also very important that the social security regulations adapt to the new labour market as the social security legislation is an important part of the Nordic model.

Abstract This paper investigates the effects of the conditions of local labour markets on the social networks of immigrants, with an emphasis on co-ethnic contact and contact with people native to the locality. This study focuses on the case of immigrants in the Netherlands. For this case, I derived and empirically tested a job and residential search model. I found that a high job arrival rate and large wage differences between the ethnic labour market and the host labour market both correlate with immigrants developing stronger co-ethnic networks and weaker native networks as well as with immigrants choosing to live in more ethnically concentrated areas. These findings suggest that local economic prosperity does not necessarily beget social integration: in this case study, immigrants spontaneously assimilated less into the host society during a good economic period.

Economic, social and cultural changes generate new challenges on the labour market for teachers in every country. Poland has recently witnessed significant changes in factors that were identified in literature as crucial to the situation of teachers on the labour market, such as systemic reforms, demographic trends, the overall situation on the labour market and occupational prestige. The scale and impact of some of these factors can be precisely measured and statistically accounted for, yet there are others that remain somehow hidden. The objective of the article is to present and analyse the current situation of geography teachers in Poland, taking into account the impact of both overt and covert factors. The paper is based on an analysis of primary and secondary data. Primary data were collected during our own research on online job advertisements and revolved around information on the real demand for geography teachers. Secondary data were official reports and statistics related to the social and professional standing of teachers in Poland. The analysis proves that in the last ten years the population of teachers has aged and experienced a drop in real wages. There has also been an increase in staff turnover and patchwork careers. Moreover, we have observed that it is highly unlikely to secure a full-time position as a geography teacher and that there have been huge fluctuations in the prestige of geography as a school subject. The identified changes can result in a shortage of qualified geography teachers in the short term, particularly in cities

Domestic labour is a very important part of national economy today. Domestic labour is aimed on reproduction of the labour potential of workers by efforts of a household. Usually domestic labour is realized by members of a particular household. However, in up-to-date economy households usually outsource particular functions of domestic labour outside the household. The most widespread is outsourcing of the domestic labour in the spheres of food preparation, childcare and everyday household services. Domestic labour outsourcing produces the whole segment of labour market aimed at meeting this demand. Employment in this segment is usually precarious and leads to decreasing living standards and developing a considerable sector of shadow economy.The Object of the Study. Outsourcing of the domestic labour in Russia.The Subject of the Study. Practices and directions of domestic labour outsourcing in Russia.The Main Provisions of the Article. Domestic labour consists of work implemented in or for a household. Domestic labour presumes a whole spectrum of life-sustaining activities. Cardinal changes in global economy impel households to take decisions concerning outsource domestic labour. Domestic labour outsourcing in terms of labour market theory is a gig-economy. Gig-economy produces a sphere of employment where a customer and a work performer are connected throughout Internet platforms or apps. This type of employment is characterized either by full absence of contracts or by constrained terms of contracts; by disguised employment or fictitious self-employment; be precarious working conditions such as verbal agreement of remuneration and lack of access to social guarantees and to labour rights protection.

Формирование и развитие благоприятных социально-трудовых отношений между работниками и работодателями является важным направлением развития современного российского рынка труда. Однако полное доверие и понимание между субъектами трудовых отношений зачастую достигается посредством преодоления конфронтации сторон и борьбы интересов. Трудовые конфликты являются не только индикаторами социальной напряженности, но и средством обнаружения скрытых проблем на рынке труда. Статья посвящена характеристике социальной напряженности субъектов трудовых отношений в Российской Федерации, а также выявлению причин трудовых конфликтов и основных факторов их разрешения на основе данных авторского опроса. На основе исследования было установлено положительное влияние наличия профсоюзов, коллективных договоров, участия работников в коллективных переговорах для решения управленческих, организационных, административных и иных вопросов и участия работников в управлении организацией на социально-трудовые отношения на предприятиях. Оценка данного влияния позволяет выявить и оценить логику снижения конфликтности в трудовой сфере и повышения качества взаимоотношений между работниками и работодателями. Из ответов респондентов была получена оценка деятельности профсоюзов, результативности коллективных договоров на предприятиях, возможности участия работнико The formation and development of favourable social and labour relations between employees and employers is an important direction of the modern Russian labour market development. However full trust and understanding between the subjects of labour relations are often achieved by overcoming the confrontation of the parties and the struggle of interests. Labour conflicts are not only indicators of social tension, but also a means of detecting hidden problems in the labour market. The article is devoted to the characterization of the social tension of the subjects of labour relations in Russia, as well as the identification of the causes of labour conflicts and the main factors for their resolution based on the data of the author's survey. On the basis of the study, it was found that the presence of trade unions, collective agreements, the participation of workers in collective bargaining to solve managerial, organizational, administrative and other issues and the participation of workers in managing the organization are positively impacted on the social and labour relations in enterprises. Evaluation of this influence allows us to identify and evaluate the logic of reducing conflicts in the labour sphere and improving the quality of relations between workers and employers. We have received an assessment of the activities of trade unions, the effectiveness of collective bargaining agreements at enterprises, the possibility of workers participating in collective, and managing the organization from the responses of survey participants

The aim of this chapter is to examine the strategic enhancement of global mindset and open mind to supplement the learning atmosphere into being more worldwide in looking at the intercultural divergence. The essential support to interact internationally among the students attempts to enhance cultural awareness and global competence to achieve social development to meet the needs in the global citizen learning. The critical review of several literatures was conducted through arranging the keywords and followed with extracting the data analysis to interpret the results. Both critical analysis and synthesis towards interpreting, conceptualizing, and modelling of worldwide quality together with open mind in intercultural competence. With critical exploration, the finding reveals that an attempt to empower global mindset and an open mind refers to the initiative in encouraging the extent of worldview leading to the social development for active citizenship in order to enable the mutual convenience of interaction with others from diverse backgrounds.

Currently we live in a world with organizations that influence in the people´s life and in the society where they operate; the organizations are a strong instrument of economic and social development of the countries, one of them axes that promotes their existence is social the responsibility viewed from an ethical and moral approach, where it is promulgated the equity in the society. This social equality can be analyzed from one of these edges, the equity of gender, and it is precisely from this perspective that I will analyze this work, where we still observed inequality and discrimination specifically in the labor market. The tourist industry in the Ecuador is not out of this reality; the objective of this study is performs a quantitative analysis of the woman participation in the tourist industry labor market as determine her representation in decision and empowerment jobs. For its development, this job divided the tourist industry into tourist activities, destinations more visited by tourists. The results show a gender inequality in some tourist activities, as well as a low representation in positions of decision.

Competitiveness in the labour market is a range of various factors that assist an employee in getting or retaining a job, while an employer can attract and maintain a labour force adequate to meet the employer’s needs. The research aim is to examine the competitiveness of women in the labour market in Latvia and to develop proposals for its improvement. The present research deals with employment trends, especially focusing on statistical data on women. The research also examines statistical data on job vacancies, unemployment, wages, and other related data. To identify the factors influencing women’s competitiveness, 214 women were surveyed in Latgale region. According to the survey, there are several factors influencing women’s competitiveness in the labour market. Education, length of service, and experience are the most significant factors. The longer women’s unemployment period is, the more these women require support to restart their employment and to be competitive in the labour market. Research methods employed: the monographic method, the descriptive method, analysis and synthesis, the graphic method, document analysis, statistical analysis, and a sociological method – a survey. The survey results were processed using the tools of the Statistical Package for the Social Sciences (SPSS) and Microsoft Excel
