The study is aimed at determining the characteristics of the activities of representatives of the pharmaceutical industry in the context of compliance with the requirements of international standards in order to provide the population with high-quality, affordable and effective drugs in the context of the COVID-19 coronavirus pandemic. It is substantiated that the marketing activities of pharmaceutical companies and pharmacy chains should comply with the principles of socially responsible marketing and be subject to state regulation in terms of protecting and ensuring public health. The use of individual tools of the marketing complex is not able to solve the problem of reforming relations in the system of providing pharmaceutical care as a whole, since it is necessary to take into account the social orientation of the activities of pharmaceutical companies and the restrictions that exist in the system of informing consumers about the consumer properties of medicines. The theoretical foundations of state regulation of the pharmaceutical market in the direction of creating a legal basis for the functioning of the subjects of the pharmaceutical system by establishing legal and effective relationships between manufacturers, suppliers and consumers of medicines on the principles of implementing socially responsible marketing, compliance with legislative and ethical norms in terms of ensuring the health of citizens of Ukraine have been developed. The social orientation of the activities of representatives of the pharmaceutical sector is focused on providing the population with affordable and effective medicines by improving the pricing system for medicines, producing safe medicines, providing complete and reliable information about the consumer properties of medicines. With the help of generalization and system analysis methods, theoretical and methodological recommendations have been formed for improving the directions of state regulation of the pharmaceutical market in terms of adhering to the principles of socially responsible marketing, the implementation of which will allow government bodies to develop an effective mechanism for state regulation of the pharmaceutical market.

The article is devoted to the assessment of potential investment risks of the pharmaceutical company “R-Pharm” JSC with the aim of identifying the highest priority risks and developing methods for minimizing them. The relevance of the study is determined by the fact that the pharmaceutical business is characterized by a high degree of social orientation and annually invests $ 140 billion in the development of production and research, which determines the need for a risk-based approach to ensure the return on investment. The subject of this article is the investment risks of pharmaceutical companies, and the subject of research is the domestic pharmaceutical company “R-Pharm”. In order to assess the potential investment risks of “R-Pharm” JSC, the authors used elements of simulation modeling and system analysis. The proposed methods to minimize key investment risks are aimed at improving the efficiency of investment activities and is recommended as an element of the strategic planning of the company.

The article discusses important features of trends in the transformation of the wholesale and retail level of the Russian medicinal market in the context of innovative factors in the development of the pharmaceutical industry in Russia. The paper gives a general assessment of the impact of state regulation of the maximum selling prices for medicines from the list of vital and essential medicines on the profitability of the market. The author presents a simplified institutional scheme of interaction between distributors and other market participants. The study discusses important aspects and tactical steps of the distribution and pharmacy level of the Russian pharmaceutical market. The article gives the ratings of the leading distribution pharmaceutical companies in Russia and analyses the peculiarities of their structural changes under the influence of innovative development factors. The paper gives ratings of leading pharmacy chains and analyses the features of new structural formations – associations. The author proposes the term of “polarization” for wholesale and retail companies.

Introduction. It is ascertained that the construction sector has a social orientation. It is an investment- capacious sector of the national economy. It is noted that the general trend of recent years is to reduce the volume of construction work performed, reduce construction activity, worsen the financial condition of construction companies and reduce their number. It is substantiated that the main factor that determines such a state of affairs in housing construction and defines the negative growth rates of housing volumes is the slowdown in investment activity. Therefore, the investment process is one of the most important directions of development of state regulation and management. Purpose. Organizational and legal methods of state regulation have a direct impact on the subjects of investment activity. Therefore, the purpose of the article is to consider organizational and legal methods of state regulation of investment processes in the context of the transformational development of the residential sector. Method (methodology). To achieve the goal of the article the following research methods have been used: method of generalization, method of comparison, historical method. Results. It is noted that the development of the regulatory framework in Ukraine is carried out taking into account the experience and requirements of the European Union. However, achievements in this area are insignificant and require further improvement to improve the investment climate in the country. An important step in increasing the investment attractiveness of the construction industry is the harmonization of the system of technical regulation of Ukraine with international standards. It is concluded that separately applied administrative regulators cannot always effectively influence the maintenance of the orderliness of the components of the innovation and investment process in the field of housing construction. Objectively, such state regulation is needed, in which a complex of motivation regulators will be applied. Joint actions of state regulators and market self-regulators will contribute to achieving the optimal structure and infrastructure of investment and construction activities of business entities.

This article explores the typology of social entrepreneurship as an element of civil society. The article formulates the author's definition of social entrepreneurship, reflecting the essential characteristics of the institution under study. Based on the analysis of international standards of the rights of socially vulnerable categories of population and based on the social orientation of the Belarusian state, the author specifies a list of persons who should be covered by the norms of social entrepreneurship. As a result of the comparative legal research of models of the institute of social entrepreneurship in such areas as structural forms (share of commercial component in the activity), level of integration of social program and business processes, scale of solution of social tasks, directions of solution of social tasks, availability of state support, the author systematizes types of the institute of social entrepreneurship. The conclusion is argued that the analysis of the essential characteristics (signs) of social entrepreneurship, its types (typology) acts as an indispensable condition for the development of the concept of the Belarusian model of social entrepreneurship and will be the key to its effectiveness.

In modern conditions, the methods of bringing drugs to the pharmaceutical market has significant differences from other segments of the economy due to the following factors: the social significance of drugs that directly affect the quality of life and health of the population, the inability to refuse the use of drugs, the presence on the market of three groups of consumers - patients, doctors and the state represented by hospitals and the Ministry of health, legislative restrictions in the methods of marketing activity, a greater share of the presence of foreign multinational pharmaceutical companies, the specifics of the methods of bringing innovative drugs to the market. In order to quickly adapt to the ever-changing environment and achieve the objectives, pharmaceutical companies use different methods for launching new products, which demonstrate different degrees of efficiency, levels of implementation, and speed of obtaining the desired result. Increasing competition on the pharmaceutical market between medication manufacturers and the battle for the consumer should be based on the active introduction of digital technologies and a rational combination of methods of bringing innovative drugs.

AbstractThe last decades present a significant development of the economic, social and cultural rights and specifically, the right to health. Until 2000, the right to health has not been interpreted officially. By providing international standards, General Comment No.14 on the right to the Highest Attainable Standard of Health has led to wider agreement that the right to health includes the social determinants of health such as access to various conditions, services, goods or facilities that are crucial for its implementation. The Reports of the Special Rapporteur on the right to health within the UN human rights system have contributed to the process of gaining the greater clarity about the right to health. It is obvious that achieving the highest attainable level of health depends on the principle of progressive implementation and the availability of the necessary health resources. The possibility individual complaints to be considered by the Committee on Economic Social and Cultural Rights was introduced with the Optional Protocol to the International Covenant on Economic, Social and Cultural Rights, entered into force in 2013.

Subject. Under rapid changes in the external economic environment, new forms and methods of State regulation of oil and gas industries, especially, improving the taxation and tax regulation instruments become relevant. Objectives. The study aims to provide an original interpretation of methods of improving the tax administration of major taxpayers in the oil and gas sector applied at the present stage. Methods. I employ normative and holistic approaches to examine taxation efficiency in the oil and gas sector, general scientific and special methods of scientific cognition, i.e. retrospective, system analysis, observation, classification, instrumental methods of grouping, sampling, comparison and synthesis, as well as evolutionary and dynamic analysis. Results. I consider basic problems and solutions in the sphere of tax administration of major taxpayers of Russian oil and gas industries. The paper offers a package of measures and recommendations aimed at improving the efficiency of tax regulation, underpins the applied approach to tax administration of organizations operating in the oil and gas sector. Conclusions and Relevance. Our country needs a comprehensive program for tax administration of the entire technological cycle: from upstream operations to full-scale import substitution of consumer goods.

Social Responsibility is a concept that has been approached from different perspectives by theoreticians and institutions. Initially, this was limited exclusively to companies, however, the creation of the Social Capital, Ethics and Development Initiative by the Inter-American Development Bank (IDB) sought to make educational institutions aware that, like any other organization, they are responsible for the externalities they generate in their environment and their stakeholders. This research approaches the concept of University Social Responsibility (USR) from the scheme proposed by the IDB, which proposes four axes of action for Universities’ CR: Responsible Campus, Professional and Citizen Training, Social Management of Knowledge and Social Participation. The Universidad del Valle has a strategic plan entitled “Universidad del Valle’s Strategic Development Plan” and Regionalization attached thereto. It has also developed its action plan and in the five strategic issues raised herein, its socially responsible approach is clearly identifiable. The North Cauca Facility wherein this study is being developed, even though it does not have a University Social Responsibility Management Model, has attempted to align its practices with its strategic affairs that broadly conform to the four axes proposed by the IDB. This research addresses a relevant and current issue inasmuch as it proposes to develop a diagnosis on the relationship between the four axes of Social Responsibility proposed by the IDB and the practice of Social Responsibility applied at the Universidad del Valle, North Cauca Facility, for the period 2014-2015. In order to answer the research problem, a qualitative, exploratory and descriptive type of study is used, given that the work was based on the documentary information available at the University, while the interviews with the directors of the Institution are used as a tool for oral history. The research method used is the case study, which allows to address a unit of analysis in depth, in this case the USR within the Universidad del Valle, North Cauca Facility.

In order to identify promising strategic development possibilities for the pharmaceutical industry in the Russian Federation, a pilot study was conducted, which has analyzed the main trends in the development of innovative medicines. As a result of the content analysis of available sources of scientific literature, the characteristics of options used in the world practice for increasing the innovative activity of individual subjects and the pharmaceutical market as a whole are presented. Possible reserves for the further development of the innovative component of the pharmaceutical market within the framework of the concept of personalized medicine according to the P4 principle (predictive - personalized - preventive - participatory) are identified and structured. The results of use by individual pharmaceutical companies of scientifically and practically justified approaches to optimizing the costs of development and promoting drugs are presented. The advantages and real prospects of a generally accepted method to reduce the cost of development by «expanding the pharmacological effect» (label expansion) of already existing drugs with a known safety profile in the world practice are shown. A scientific generalization and structuring of the goals and results of the post-registration phase of clinical trials to expand the pharmacological action of a number of drugs already existed at the market have been carried out.

The purpose of the study is to analyze current trends in the evolution of forms of employment under the influence of the economy digitalization, as well as to substantiate the directions and means of public policy to regulate the conditions of effective employment in the new realities. Methods of synthesis and system analysis, groupings, logical analysis, strategic management, and system analysis were used in the research. The most significant characteristics of the sphere of employment in the conditions of the economy digitalization, in particular quantitative flexibility, functional flexibility, and space-time flexibility, are defined. The spheres of economy in which new professions are most in demand in Ukraine in the conditions of development of digitalization processes of the national economy are identified, in particular information and communication technologies, biotechnologies, medicine, energy, and its accumulation, power networks and energy consumption management, transport, especially water and air transport, education, and ecology. The directions, spheres, branches, and concrete sub-branches where new professions are in demand in the conditions of the economy digitalization are defined. The paper emphasizes the leading role of the information and communication technology sector, the development of which largely determines the emergence of new professions. The paper provides the conclusion that in this situation the new forms of employment cover great innovative potential, as well as shadow aspects (informal agreements), which exacerbate the problem of insufficient filling of social funds and reduction of tax revenues to the state budget. The priorities of effective employment policy in Ukraine in the global digitalization of economic relations are outlined based on the principles of flexicurity, best practices, and implementation of innovative solutions in building mutually beneficial and socially responsible relations between employer and employee.
