The current state of the industrial complex and the construction industry is characterized by the lack of innovative opportunities to produce products conforming to market conditions, and a low proportion of financial resources makes it impossible to carry out scientific research and new developments that significantly reduces the investment activity of investors. In the article the theoretical and methodical principles are developed and substantiated and practical recommendations for creation of investment opportunities and development of domestic enterprises with ensuring their competitiveness are given.

The methodological and practical recommendations for the formation and implementations of an effective anti-crisis development program at the enterprise in the market conditions are substantiated. For this purpose the author's version of the structure of the anti-crisis development program at the enterprise in separate sections is recommended. The stages of the formation mechanism of crisis management at the enterprise in the conditions of economic crisis that allowed systematizing actions of separate subjects of anti-crisis process are considered. The content of the principal version of the anti-crisis development program at the enterprise for the perspective period is disclosed. As a result of the research, the separate tasks facing the employees are proposed, the actions and measures necessary for their implementation are singled out, the responsible persons, the terms of the program implementation and the necessary amount of financial resources are determined.

Indeed, investment is a long-term investment in various sectors of the economy for making profit. Investment – consists of financial means put into objects of entrepreneurship and other types of activity, as well as material and intellectual resources for the purpose of earning (profit) or social benefits. Despite its popularity and presence in the news, the stock market is just one of many potential places to invest your money. Investing in stocks is often risky, which draws attention to the huge gains and losses of some investors. If you manage the risks, you can take advantage of the stock market to secure your financial position and earn money.

Subject. Investment activity of subjects of regional agribusiness. Topic. Investment support for small businesses in the agro-industrial complex. Purpose. Development of a mechanism for managing investment activities of small businesses in the agro-industrial complex and substantiation of practical proposals for attracting investments in the development of the farming sector based on an assessment of their competitiveness. Methodology. During the research, traditional research methods were used: economic and mathematical, statistical analysis, monographic, computational and constructive, graphic, systemic and comparative analytical. Results. The theoretical understanding of the essence of «investment management» has been clarified in relation to small forms of management in the agro-industrial complex, the economic toolkit for attracting investment resources to the agricultural sector has been determined. The authors have developed a step-by-step mechanism for managing investment activities, taking into account the factor characteristics of agricultural production. Measures are proposed for the selection of peasant (farmer) households for the provision of state support, taking into account the assessment of their competitiveness in the agricultural market using the method of cluster analysis and taking into account the strategic priorities of the region. Application area. The results of the work can be used by regional authorities in the development of investment policy in relation to small forms of agribusiness. Conclusions. Management of investment activities of small businesses is interpreted as a set of management decisions to determine the source of investments, optimize their composition and purpose of use, with the subsequent accumulation of financial resources while reducing the cost of production. On the basis of the method of classification of multidimensional observations in order to determine the similarity or proximity between objects, indicators have been established that characterize the financial and economic activities of peasant (farmer) enterprises in the municipal districts of the Oryol region. Four clusters of peasant (farmer) households have been identified. It is advisable to use the results of cluster analysis as part of the selection procedure for peasant (farmer) households to participate in a competition for a grant from regional or federal government bodies. This article discusses the conditions and factor components of ensuring the competitiveness of the agro-industrial complex of the Komi Republic. The problem under study occupies a key position in the field of enhancing the processes of socio-economic and market transformation of the agricultural sector in the region. The purpose of the research is to disclose the prevailing functional position of the production sectors of the agricultural sector of the region, to identify their level of investment, technical, technological, organizational and managerial and other development, to increase the demand for the results of intellectual activity. For this purpose, it is determined that any update, new installation and adjustment of the economic activities of the agro-industrial complex must comply with market requirements and quality indicators. The subject of the research is the disclosure of the essential phenomena and practical foundations of the prevailing economic and economic situation in the agricultural sector of the region, the identification of the main factor components to increase the competitiveness of its spheres and enterprises. Identification of existing properties and functional features makes it possible to more decently study and ensure the relationship between production and the commodity market. Methods used in the study. The application of various methods of economic research (the proposal on modeling, scientific abstractions, analysis and synthesis, a systematic approach, the historical and logical method, an observational approach, etc.) were fundamental to the formation of an effective economic situation and the high competitiveness of the agricultural sector in the region. The hypothesis of the research is the assumption that the elimination of possible errors in the field of market transformation contributes to the achievement of the best economic options that can ensure the efficient use of the main factor components of the production sectors of the agricultural sector of the region. Statement of the main material. The main emphasis in the study is on the disclosure of market characteristics and factor components of the competitiveness of the agricultural sector in the region. It has been revealed that the mutually reinforcing nature of various agricultural conditions requires consideration in a single context, but with varying degrees of detail. Since the market conditions to a greater extent determine the commercial value of the production sectors of the agro-industrial complex, it reveals their economic feasibility. At the same time, market conditions are largely determined by the state of the economic and economic conditions of the agro-industrial complex, the functional characteristics of production factors - the dynamics, nature and degree of development of production, income levels of workers (as consumers), technological changes in production, methods and mechanisms of economic management activities that more stimulate the development of the market. Originality and practical significance of the study. The originality of the research swears that this problem should not be considered as a task of a narrow nature, subject to a specific meaning, but of a large-scale strategic nature. This suggests that with low investment activity and a difficult natural and economic condition for functioning, achieving sustainable competitiveness of the agricultural sector in the region requires a special approach. Conclusions and prospects for further research. The main conclusions are that, by their objective nature, the competitiveness of agribusiness is subject to a complex functional system. Therefore, the indicator of the business climate and the determinant of the competitiveness of the agribusiness in the region are the actual and expected changes in its economic and economic conditions. From this point of view, the competitiveness of the agro-industrial complex requires stable dynamics in investing in scientific research and introducing high-quality operational assets into the circuit.

The current state and problems of agricultural advisory organization in Ukraine on the basis of historical analysis of the evolution of the formation and development of agricultural knowledge and information in the world and in modern Ukraine, the involvement of peasants in the active use of innovative solutions in agricultural production, storage and processing of agricultural products was highlighted. The basic principles of the organization of agricultural advisory activity, features of interaction of advisory services with agrarian business, the government, a science and education were formulated. Forms of scientific-consulting and information support of the processes of transfer of innovative technologies in agro-industrial production were given. Ways to improve the organization of agricultural advisory activities in Ukraine using the potential of the National Academy of Agrarian Sciences of Ukraine were proposed. The edition is recommended for specialists of agricultural advisory services, scientists, teachers and students of agricultural education institutions, participants of the system of training and retraining of personnel of the agro-industrial complex of Ukraine.

The presented study aims to examine the current state and development prospects of self-regulation in the Russian construction industry.Aim. The study aims to conduct a comprehensive analysis of the current state and development prospects of self-regulation as an institution of public administration, identify the problems of self-regulation in the construction industry, and formulate proposals on solving the identified problems.Tasks. The authors complete the following tasks to achieve the set aim: examine the regulatory framework of the activities of self-regulatory organizations in the construction industry — construction, design, and engineering surveying; analyze the current state and positive trends of self-regulation in the field of construction; identify problems in the activities of self-regulatory organizations in the construction industry — construction, design, and engineering surveying — and development prospects of the examined alternative to government regulation.Methods. The methodological basis of the study comprises the fundamental provisions of the modern economic theory, theories of public and municipal administration and legal sciences. The information base includes regulatory and legal acts of the Russian Federation on self-regulation in the construction industry, data from the State Register of Self-Regulatory Organizations, and statistics in the field of construction.Results. At the current stage of development of self-regulation in the construction industry, the most efficient mechanism for this institution involves guaranteed compensation for damage caused due to shortcomings in the works and services during construction, renovation, capital repairs of construction objects, engineering surveying, design. The victims should be compensated not out of insurance payments under civil insurance contracts, but rather out of the compensation funds of self-regulatory organizations.Conclusion. This study makes it possible to assess the institution of self-regulation in the construction industry — construction, design, and engineering surveying — as an efficient institution for proper protection of the interests of consumers of construction works and services and those of the government.

Abstract This paper presents a broad overview of the current state of the oil and gas engineering, procurement, and construction (EPC) contractor base following a period of challenging market conditions, subsequent owner/operator investment deferments, and the resulting financial impacts to the contractor base. These factors have caused a reduced tolerance for oil and gas volatility and a reduced appetite for lump sum contract risk. This paper identifies alternative contracting approaches to traditional competitively bid lump sum contracting. These alternative approaches result in a better understanding and assignment of risk between owner/operator and contractor, encourage continued participation by contractors in the oil and gas sector, and increase the probability of successful project outcomes.
