Subject. Investment activity of subjects of regional agribusiness. Topic. Investment support for small businesses in the agro-industrial complex. Purpose. Development of a mechanism for managing investment activities of small businesses in the agro-industrial complex and substantiation of practical proposals for attracting investments in the development of the farming sector based on an assessment of their competitiveness. Methodology. During the research, traditional research methods were used: economic and mathematical, statistical analysis, monographic, computational and constructive, graphic, systemic and comparative analytical. Results. The theoretical understanding of the essence of «investment management» has been clarified in relation to small forms of management in the agro-industrial complex, the economic toolkit for attracting investment resources to the agricultural sector has been determined. The authors have developed a step-by-step mechanism for managing investment activities, taking into account the factor characteristics of agricultural production. Measures are proposed for the selection of peasant (farmer) households for the provision of state support, taking into account the assessment of their competitiveness in the agricultural market using the method of cluster analysis and taking into account the strategic priorities of the region. Application area. The results of the work can be used by regional authorities in the development of investment policy in relation to small forms of agribusiness. Conclusions. Management of investment activities of small businesses is interpreted as a set of management decisions to determine the source of investments, optimize their composition and purpose of use, with the subsequent accumulation of financial resources while reducing the cost of production. On the basis of the method of classification of multidimensional observations in order to determine the similarity or proximity between objects, indicators have been established that characterize the financial and economic activities of peasant (farmer) enterprises in the municipal districts of the Oryol region. Four clusters of peasant (farmer) households have been identified. It is advisable to use the results of cluster analysis as part of the selection procedure for peasant (farmer) households to participate in a competition for a grant from regional or federal government bodies. Investing in agro-industrial enterprises ensures the competitiveness of agro-industrial formations through the use of innovations to improve their positions in both domestic and foreign markets; achieving economic and food security; improving the social infrastructure of the village translator. Investment activity is a determining factor in the effectiveness of the formation and use of investment potential of agricultural enterprises. The analysis of statistical data on the volume of investments in agricultural enterprises of Lviv region at the expense of district budgets in 2019–2020 indicates an increase in investment resources invested in Horodok, Zolochiv and Stryj districts. However, the total approved amount of investments in the region in 2020 (1913.0 thousand UAH) decreased by 2.3 times compared to the funded volume in 2019 (4394.9 thousand UAH), which indicates the unstable rate of investment activity of investments in agro-industrial enterprises in terms of districts of Lviv region. During 2016–2020, there is a positive trend to increase the share of investments in the agro-industrial complex of Lviv region from the budgets of all levels, which, given the leading role of the national agricultural sector, is quite natural. This figure will reach its maximum value in 2020, which is 15.3 more than in 2016, at the expense of the state budget and 1.6 times more – at the expense of the regional budget. During 2019 (52 enterprises) 2.5 times compared to 2016 (22 enterprises) increased the number of agricultural enterprises in Lviv region, which used the program of interest compensation on loans in the amount of 68.4 million UAH. at the expense of the regional budget, which is 3.1 times more than in 2016 (UAH 22.0 million). The program of compensation of interest on loans from the state budget in 2019 was used by 41 enterprises of the agro-industrial complex of Lviv region, which is 3.2 shirts more than in 2016. However, funding decreased from UAH 334.1 million. in 2016 to UAH 173.8 million. in 2019. In 2019, UAH 11.5 million was financed for the implementation of business plans at the expense of soft loans of Lviv region. at the expense of the state budget and UAH 6.8 million. at the expense of the local budget. This allowed 34 businesses to purchase 14 units of agricultural machinery, plant 18.7 hectares of orchards and berries, purchase 24 heads of breeding animals, 21 formations to modernize technological processes and create an additional 30 jobs. Investments are an important guarantee of effective economic development of any enterprise, region, country. At the present stage, the main task is to take all possible measures to create an attractive investment climate and intensify investment processes at both the regional and national levels.

The article examines the results of the impact of the COVID-19 pandemic on the global economy and the economy of the Russian Federation at the end of 2020. The quarantine measures introduced by the countries continue to negatively affect the economic situation in the world and the economies of individual countries. There is an acute shortage of seasonal workers in the agricultural sector of the countries of the world. The introduction of restrictions on the export of goods reduced the volume of imports. In Russia, the growth rate of imports from non-CIS countries has decreased. In January 2021, compared to January 2020, imports for food products and raw materials for their production decreased by 4.2%, and for vegetables – by 11.5%. According to the Federal Customs Service, the export of vegetables increased 3 times in terms of physical volumes and only 11% in terms of value. The growth in the physical volumes of export of products of the agro-industrial complex of the Russian Federation did not lead to a corresponding increase in revenue. The prices for vegetables imported into the country were 2.5-3.4 times higher than the prices for exported ones. Despite some difficulties, losses in this area due to the pandemic were minimal. The gross harvest of vegetables in the country as a whole amounted to 13.8 million tons, which is 1.7% below the level of 2019. At the same time, the gross harvest of vegetables in open ground decreased by 3.1%, vegetables in protected ground increased by 6.6%. Difficulties encountered in implementation. During the crisis period due to the COVID-19 pandemic, the demand for vegetables fell by 30%. Consumers, in an effort to improve their immunity, began to buy more environmentally friendly and healthy products, including vegetables. The demand for organic products has grown by 15-20%. To accelerate the economic recovery, it was necessary to take additional measures on the part of states to support producers and consumers, restore purchasing power and help businesses, expand access to credit resources, stimulate investment activity, and reduce the tax burden on businesses and the population. In Russia, financial support for the main measures of state policy in the field of the agro-industrial complex is carried out within the framework of the implementation of the State Program for the Development of Agriculture and the regulation of markets for agricultural products, raw materials and food.

Abstract. Purpose of the study is improving the mechanism of state regulation of agricultural producers, due to the need to overcome the pandemic and prevent the recurrence of similar scenarios in the future. The object of research is an agricultural producer, belonging to the category of small business. The subject of the study is the relationship between the object of study and the state represented by government bodies and institutions involved in the provision of state support that may arise in the process of overcoming the consequences of the COVID-19 pandemic. Research Methods. A theoretical analysis was used to identify threats from the coronavirus pandemic to agriculture and the agro-industrial complex as a whole. Comparison as a method of cognition was used when comparing the requirements of small businesses for state support and measures actually taken by the government. A systematic approach and modeling were used to summarize the experience of the functioning of the economy in a pandemic and to create patterns of behavior of small agribusiness entities. The method of scientific abstraction made it possible to present the most probable state of small business in the agro-industrial complex, depending on the provision or refusal of state regulatory influence on the economy in order to eliminate the damage caused by the pandemic. The rule of combining historical and logical in their unity allowed us to look at the coronavirus pandemic not as a unique phenomenon in the history of modern economics, but as a negative phenomenon that will potentially be reproduced in the future and the logic of counteraction which requires active intervention at the state level, and in the future - generalization, analysis and improvement of the experience gained. The theoretical and methodological basis of the study is composed of statistical data on the state of the world economy, consumption, unemployment, publications of news agencies and government officials on measures taken to deal with the consequences of the pandemic, existing programs for the development of the digital economy, as well as publications of leading scientists in the agricultural sector on digital problems economics. Results. Within the scope of this study, there were characterized the most negative consequences of the pandemic for the agro-industrial complex, there was carried out the analysis of announced and already taken measures to support entrepreneurship and were described behavior models of small agribusiness entities in the current situation. Scientific novelty. The authors have developed a new method for the rapid diagnosis of a small agribusiness subject, claiming to receive state support for regional and industry programs.

The article is devoted to the study of the problems of infrastructure developing that ensures the economic security of small and medium-sized entrepreneurship in the agro-industrial complex, the analysis of factors restricting the development of SMEs and their support institutions is carried out, measures to overcome the problems of developing the infrastructure ensuring the economic security of SMEs are proposed. Infrastructure development depends on the capabilities of SMEs, and the opportunities are due to the influence of the external environment. To assess the situation, a survey of agricultural entrepreneurs was conducted, and according its results entrepreneurs noted the most significant factors limiting the development of SMEs: difficult access to loans, external financing; lack of own funds for business development; taxation; strong competitors, etc. Among the problems that hinder the development of infrastructure were noted: the financial illiteracy of start-up entrepreneurs, the low level of entrepreneurial activity and the income received by SMEs, the disproportion in the distribution of support institutions across the Orenburg region and, as a result, their absence in remote areas and rural areas. To overcome these problems, the creation of institutions for training and retraining entrepreneurs and the “Business Center for Small and MediumEnterprises”.

The materials are related to the research of issues of public support for the development of small forms of business (SFB) in Kazakhstan. The most important link in agro-industrial complex is agriculture, which provides the country with food products and industry with raw materials. The article examines the domestic and international experience of public support of commodity producers, which makes it possible to draw a conclusion about the need to improve government regulation measures, taking into account regional characteristics, and implementation of State and sectoral programs. The authors note that the availability of budget funds has a significant impact on the effective activity of small businesses. The analysis showed the limited possibilities of attracting loans and other financial sources by small businesses. The solution to these problems should be carried out on the basis of the purchase of a guaranteed volume of manufactured products, provision of loans at the expense of budgetary allocations, concessional lending and taxation, subsidies. The necessary measures of government assistance for the development of the industry as a whole have been determined, in particular, animal husbandry, intensive gardening, and sugar beet processing. Based on the results of the developments, it was concluded that with financial and property support of agricultural producers, including small categories of agribusiness, the tasks set for agricultural sector - increase in market share of domestic products, decrease in import dependence will be implemented. Small farms play an important role in the production of agricultural products, food supply, social stability in the countryside.

As the research aim, the authors analyze theoretical and practical directions of increasing the competitiveness of products of agro-industrial complex of the republic and give recommendations on the formation and development of its competitive advantages. The article shows the problems of the industry that require accelerated decision-making. The key task is, first of all, refusal from the raw material orientation in agricultural sector, production of high-quality exportoriented agricultural products. In a pandemic, the public support of the regions largely determines the level and quality of life of their population. Food import and export volumes are considered. The conclusion on the need to improve measures aimed at increasing export potential of agricultural enterprises is made. Forecast of production of ready-made feed for farm animals is presented, taking into account the use of innovative technologies, which will contribute to the increase in the population number of cattle and its productivity. It is noted that in order to establish mutual interests of the State and small businesses, the growth of regional economic potential, efficient use of resources of local and republican budgets, consulting services are important, in particular, holding of consulting and training workshops, training programs. The necessity of a wide range of scientific research on the issues of development of country's agro-industrial production and ensuring the availability of knowledge of modern technologies through scientific and information support for agricultural producers, which allows to increase the competitive advantages of agri-industrial complex on domestic and foreign markets, has been justified. The forecasts of production and demand for agricultural products are calculated according to scientifically grounded norms per capita.

The study of the accounting environment was conducted and proposals for improving its theory for the needs of the macro-level of management from the standpoint of institutional theories were formed. A working hypothesis is proposed on the dependence of data collection methods for financial regulation, the formation of a development strategy for the industry, the selection of the Structure of programs of state support for goods and services, and it is tested on examples of budgetary financial regulation of the agricultural sector of Ukraine. For this, the existing scientific approach and practice of information support of financial support were analysed using examples of budget programs in the agricultural sector of the economy, determination of the state and ambushes of its further development in relation to the financial condition of agricultural enterprises, the level of their accounting and financial reporting, and, accordingly, the awareness of managers concerning participation in budget programs, submission of applications that takes budget support and its effective use. The analysis of indicators in the effectiveness of budget programs is carried out in order to disclose the relationship between accounting and macroeconomic indicators in the development of the agricultural sector of Ukraine. The methodological approach to determining the effectiveness of budgetary support for the development of the agro-industrial complex is generalized, a comparative assessment of the effectiveness of various programs of state financial support for agricultural commodities and production sites is carried out and statistical material on the state of agriculture is processed the Impact of budgetary support on the formation of financial indicators in the agricultural sector was determined. Proposals were provided for the concentration of state financial resources on the Key Program of Budgetary Support for the development of the agricultural sector and improvement of the organizational mechanism functioning of the system of budgetary subsidies for agricultural goods. The main indicators of monitoring the effectiveness of state programs to support the agricultural sector have been outlined and proposals are given for improving the information support of this process, accounting tools, financial and budgetary reporting. Recommendations are given for the concentration of state financial resources on the Key Program of Budgetary Support for the development of the agricultural sector and the improvement of the organizational mechanism of functioning of the system of budget subsidies in connection with the achieved financial indicators of activity of the commodity producers formed in the accounting and information system.

The purpose of the article is to develop, based on the generalization of domestic and foreign experience, guidelines for enhancing investment in the agricultural sector. Research methods. A set of special methods of economic research was used during the research process. Using abstract-logical method, the conclusions to the article are formulated. The method of theoretical generalization was used in the critical analysis of research results of domestic and foreign scientists on the substantiation of investment factors and methods of assessing the effectiveness of investment. In the process of analysis, the statistical and economic method was used, which made it possible to clearly identify the factors that affect investment activity in the agricultural sector of Ukraine. Research results. The current state of investment activity in the agricultural sector of Ukraine is studied. The main factors influencing the intensification of investment in agricultural development in Ukraine are identified. Methods of state stimulation of investment activity are analyzed. Scientific novelty. A scientific approach to the introduction of a program of state support for dairy producers by introducing subsidies for the growth of each head of cattle introduced into the main herd, which will provide an economic incentive to attract investment in the livestock industry. Practical significance. The main factors that negatively affect the intensification of investment activity in the agricultural sector of Ukraine have been identified. The need to restore the special VAT tax regime for agricultural enterprises that simultaneously produce livestock and crop products (except for chicken producers) as the most effective method of state support for their activities has been confirmed. The current state of the industrial complex and the construction industry is characterized by the lack of innovative opportunities to produce products conforming to market conditions, and a low proportion of financial resources makes it impossible to carry out scientific research and new developments that significantly reduces the investment activity of investors. In the article the theoretical and methodical principles are developed and substantiated and practical recommendations for creation of investment opportunities and development of domestic enterprises with ensuring their competitiveness are given.
