Overall overview of current economic situation in Russia and in the world and possible scenarios of future economic development are presented in the paper. The analysis of GDP slowdown factors shows that the fall in excess inventories, accumulated in 2007—2008, accounts for more than 2/3 of GDP reduction in Russia. It is noted that instruments used by the government are weakening each other and do not allow to achieve internal and external equilibrium simultaneously in the future. Two possible anti-crisis economic policies (which are also behind the differences in two scenarios) are considered — countercyclical and anti inflation ones, their advantages and drawbacks are examined. The conclusion is made that countercyclical policy is now more favorable, which seems also to be a government choice. Nevertheless, anti-inflation policy directed to shrink monopolies power is necessary in both scenarios.

The processes of a green economy development, changes in approaches to the production and use of energy, the emergence of new sources of investment in the technological transition - all this is a consequence and, at the same time, the cause of structural shifts in the economies of advanced countries. In this light, the technological backwardness of the Russian economy, caused by a negative structural shift during the period of market reforms, impedes the transition to a green economy, rationalization of the use of natural resources and reduction of environmental pollution. Therefore, the development of theoretical provisions for the convergence of environmental and economic policies, the development of appropriate incentives for business are considered as an important step in the transition to sustainable development. For this purpose, the authors examine the original approaches to various paths of transition to sustainable development caused by structural shifts of a convergent nature in the economy.

The liberalization of interest rate is an important part of the financial reform in China under the current economic situation, and it is the inevitable result of the economic development of China to a certain extent. With the deepening of interest rate liberalization reform in China, commercial banks have been affected to a certain extent; the deposit and loan spread, which accounts for the main income of commercial banks, has been narrowed, and the profit space of commercial banks has been further reduced. Therefore, this paper discusses the impact of interest rate liberalization on commercial banks and the choices that commercial banks should make under this situation.

The depletion of traditional organic energy sources and aggravated environmental problems are the reasons why the level of energy efficiency is an important factor in the competitiveness of the national economy. Russia ranks third in the world in terms of total energy consumption and its economy is distinguished by a high level of energy intensity (amount of energy per unit of GDP). In 2019, this figure was 9.62 tons of oil equivalent (toe) per 1 million rubles, which is 40% higher than the world average. The low energy efficiency of the Russian economy is a widely recognized problem. A special decree of the Government of Russia in 2018 sets the task of increasing the level of energy efficiency of the Russian economy by 23% by 2030. One of the ways to solve this problem is the development of nuclear energy, and increasing the competitiveness of nuclear energy is one of the key issues for the national economy. In this connection, solving the problem of assessing the competitiveness of the nuclear industry and its leading companies occupies a key place among the practical scientific problems, the solution of which is facilitated by the results presented by the authors in this article. Rosenergoatom Concern JSC is the leading energy generating company in the Russian nuclear industry. The results of the study of the competitiveness of Rosenergoatom Concern JSC were obtained on the basis of the authors’ methodology for assessing the competitiveness of an energy generating company. The novelty of the presented methodology lies in the developed normative and evaluative model and the coefficients of competitiveness of an energy generating company. The advantages of the authors’ model are that it allows (1) obtaining integral assessments of the competitiveness of a power generating company at short time intervals for a large number of indicators and (2) quantitatively measuring the effects of different factors on the competitiveness of a power generating company, provided that the grouping of indicators of competitiveness of a power generating company is justified by influencing factors. The two factors considered by the authors were: the general market factor and the industry factor. According to the results of the study, it was found that Rosenergoatom Concern JSC demonstrates positive increase of the competitiveness indicator mainly due to the industry factor. With this regard, it was concluded that, within the framework of state policy, it is advisable to strengthen support for the Russian nuclear industry by creating additional conditions and opportunities for its energy generating companies on the domestic energy market.

The article assesses a significance of the most important component of the agreement on accession to the WTO, namely the agreement on trade-related investment measures (TRIMs), in increasing the attractiveness of developing countries to investors from abroad. In addition, traditional determinants of FDI placement, such as the macroeconomic stability, trade openness, and economic development, are considered. The authors carry out an analysis in the field of regulation of TRIMs by the example of economic policies in developing countries. The study shows that the extent to which TRIMs contributed to achieving the goals varied significantly, reflecting the specific economic and political conditions of the country using them. In some cases, they played a role in encouraging foreign companies to make more use of local sources or increase their exports from the host country. In other cases, the impact seemingly was negligible.

In this article, the authors attempted to analyze the main current problems of the Russian economy in order to show which “baggage” should be eliminated in the near future, which priority tasks should be solved in order to make a planned breakthrough in socio-economic development and get into the TOP-5 largest economies in the world.

Among the arguments for rapid economic reform in transitions to the market in Central and Eastern Europe, scholars have argued that rapid reformers could better take advantage of the period of ‘extraordinary politics’ at the beginning of the transition. Regime transitions provide a unique opportunity for politicians to implement economic reform since the public is more likely to grant the government room to reform. If the public is more likely to give politicians this window of opportunity, politicians should implement far-reaching reforms during that period. I test two propositions in this paper: (1) politicians in office during a period of liberalization will get high positive ratings at the polls which will gradually deplete over time; and (2) at the beginning of the transition, views of the current economic situation will not predict views of politics. I find that approval of the Polish government was unusually high in the first one and one-half to two years of the Polish transition. In the same period, assessments of the current economic situation only weakly affected assessments of politics. After the period of extraordinary politics comes to an end, the relationship between political and economic assessments is much stronger. Thus, in a country with a harsh economic reform program and six contentious national elections within eight years, there is strong evidence that politicians benefited from a period of extraordinary politics at the beginning of the regime.
