The paper is focused to the study of the professional I-concept of patrol police officers and the features of this concept, depending on the availability of previous experience in the system of the Ministry of Internal Affairs of Ukraine. The definition of I-concept, self-appraisal, awareness and self-consciousness of a personality has been revealed. The modern approaches to the problem of the professional I-concept in psychology have been analyzed. The author has presented the results of the empirical study, which was attended by police officers divided into 2 groups – those who used to serve in the internal affairs agencies (IAA), and those who did not have experience in the militia. During the research the author has studied the representations of police officers about themselves and about the ideal police officer, the levels of self-appraisal of police officers, peculiarities of their career orientations and self-efficacy. It has been experimentally established that the self-appraisal of police officers without experience in the IAA is overestimated. The specifics of the system of representations of patrol police officers of different groups about their own professionally relevant personality qualities and the specifics of the system of representations about their own communicative qualities have been also researched. The author has demonstrated the vision by police officers who do not have the experience in the IAA, the image of an ideal patrol police officer, their understanding of the ideal police officer, as well as their vision of themselves as the bearer of leadership qualities, the attitude towards authoritarianism and dictatorial manifestations. Based on the research the author has also noted the specifics of career orientations and the peculiarities of the effectiveness of patrol police officers, depending on their previous experience in the police. To solve the problems, the author has used the following psycho-diagnostic techniques: “Personal differential”; Lyri method of diagnosis of interpersonal relations; “Career Anchors” by Edgar H. Schein; Scale of general self-efficacy; S. Budassi methodology.

Principles of good manners are associated with courtesy, politeness, tact, good behaviour standards, or savoir-vivre. They include a set of specific rules of conduct that are approved of by a given community. Because courtesy plays an important role in shaping interpersonal relations, the knowledge of etiquette by officers of the services subordinate to and supervised by the Minister of the Internal Affairs and Administration in Poland is the basis for functioning in day-to-day service. Unfortunately, the notions and principles of etiquette are often confused with the principles of an official ceremonial protocol in business pragmatics. This article features the basic principles which should be followed, and not only by every police officer. After all, ignorance of the rules of protocol may lead to our being ridiculed, along with the force which we represent, both in professional and private life.

As a result of the rapid development of intercultural communication and global transformations taking place in the world in the 90s of the XX century, it became necessary to create a new personality with a new set of qualities and competencies that are urgently needed for the rational functioning in a multicultural world. For the successful performance of professional duties is not enough to be a specialist who knows job, today. Modern Ukrainian society needs educated professionals who can think critically and make decisions independently in a situation that requires a choice, that is, to be dynamic, mobile, creative. That is, the main feature of professional activity is its development, which requires constant updating and improvement of skills. Each specialist should acquire new knowledge and improve their skills, and, consequently, improve their professional qualities. According to research, professionals who are not engaged in improving professional competence, there comes a time in life when they have internal dissatisfaction with their activities and they need to improve professional skills, or even change their professional orientation. Given the large variety of information technologies at all educational levels, it is not difficult to improve your professional level, and mobile learning is a way to solve a number of educational problems today. In this regard, the relevance of communicative education of future police officers is increasing. After all, the need to train a competent police officer capable of effective professional activity in a multi-ethnic environment is a priority in the training of future police officers in the parameters of European standards. The socio-cultural aspect in the professional training of future police officers is not only the formation of communicative competence, but also the space of interpersonal relations, in which a holistic culture of the individual is formed. The article presents an analysis of the diagnostic results of the formation of communicative competence of the future police officer. The results demonstrate the levels of formation of communicative competence of future police officers in cognitive, emotional and behavioural components.

The reform carried out in recent years in the system of the Ministry of Internal Affairs of Russia is aimed, among other things, at focused work on the establishment and development of a professional worldview of a police officer in departmental universities of the Ministry of Internal Affairs of Russia. The conflict in the activities of the police officers is active and professional in nature, i.e. associated with the features of professional tasks. The characteristic features for decisions made by employees in conflict situations are lack of time, often the finality of a decision, since a decision cannot be clarified later, verification of decisions by interested opponents and management, the need to make decisions based on incomplete, sometimes deliberately distorted information. With regard to the activities of the internal affairs bodies, the main reason causing conflict situations in communication is the commission of a crime, entering into conflict with society, with the law.

The article is devoted to the discussion of selected results of the nationwide community police officers research conducted by the authors in January 2017. This research is a part of the ongoing project of the Ministry of Internal Affairs and Administration „Community police officer closer to us”. The analysis was based on the answers provided by 5,400 respondents from all over the country to the following questions: Should the role of community police officers be to carry out social prevention tasks? Are community police officers satisfied with their job as community police officers? How do they assess their interpersonal communication skills? Do they think they have prestige in the local community? Do they participate in meetings with the local community and how do they characterize the police mission? The results will be processed in 17 reports from the national community police officers research. The application of conclusions from the results of qualitative and quantitative research conducted all over Poland in 17 garrisons will have a significant impact on the dialogue between the authorities and community police officers, determining the expectations of first contact officers, their problems, strengths and weaknesses. The research carried out will increase the effectiveness of the “Community police officer closer to us” programme, one of the basic programmes of the Ministry of Internal Affairs and Administration implemented in order to build trust between the authorities and a citizen. The research also resulted in two monographs on the functioning of the district division in Poland. The authors’research focuses on the partnership of community police officers services with the local community for internal security, taking into account the role of community police officers social and educational activities, and on drawing a professional portrait of the community police officer who is closer to people, solves problems of local communities and carries out activities in the social and educational area.

The article discusses the problem of the methodology and content of the training for developing the skills of confident behavior of employees of internal affairs bodies. The urgency of the problem is associated with the need for intensive socio-psychological training of police officers in terms of organizing and maintaining trusting relationships between the population and police structures. Confidentbehavior of a police officer is considered as a factor of professional effectiveness in solving problems related to the impact on the legal consciousness and behavior of citizens. The necessity of developing skills of confident behavior at the stage of his professional training in specially organized conditions of intensive group interaction - training in developing skills of confident behavior is emphasized. An analysis of approaches to understanding the phenomena of self-confidence and confident behavior in connection with the effectiveness of the police officer in social interaction allows us to determine the strategic directions of socio-psychological training. Special organizational regulations and substantive content of the training for developing confident behavior skills are proposed. The purpose, objectives, principles, methods of the training in accordance with the profiles of the training of graduates of higher educational institutions of the Ministry of Internal Affairs of Russia are determined. The importance of the harmonious combination of active learning methods with theoretical training and diagnostic procedures as a factor that positively affects the process of self-knowledge and self-development is emphasized.

Актуальность статьи обусловлена тем, что социальная ответственность сотрудника ОВД не всегда регламентируется какими-либо установками или инструкциями, между тем, ее ключевая функция находит выражение в побуждении к социально ориентированной, полезной деятельности с высоким уровнем самоотдачи, то есть той деятельности, которую на профессиональной основе осуществляют сотрудники ОВД. В статье приведено авторское видение социальной ответственности сотрудника ОВД, раскрывающей свое содержание через когнитивный, этический, поведенческий, коммуникативный и рефлексивный компоненты. В целях апробации диагностического инструментария приведены результаты констатирующего эксперимента по состоянию социальной ответственности у сотрудников ОВД, с различным опытом работы в системе и курсантов вуза МВД России (младших и старших курсов). Проверена валидность методик исследования и показаны принципиальные различия в представлениях дисциплинарной и социальной ответственности. Полученные выводы предполагают необходимость усиления воспитательной работы в системе высшего и дополнительного образования вузов МВД России. The relevance of the article is due to the fact that the social responsibility of a police officer is not always regulated by any guidelines or instructions, meanwhile, its key function is expressed in the incentive to socially oriented, useful activity with a high level of dedication, that is, the activity that on a professional basis carried out by police officers. The article presents the author's vision of the social responsibility of a police officer, revealing its content through cognitive, ethical, behavioral, communicative and reflective components. In order to test the diagnostic tools, the results of the ascertaining experiment on the state of social responsibility among police officers with different experience in the system and cadets of the Ministry of Internal Affairs of Russia (junior and senior courses) are presented. The validity of the research methods was checked and the fundamental differences in the views of disciplinary and social responsibility were shown. The findings suggest the need to strengthen educational work in the system of higher and additional education of higher education institutions of the Ministry of Internal Affairs of Russia.

Methods of training in advanced training groups formed from the staff of personnel divisions of the MIA of Russia, which involve the use of anti-corruption education at different stages of professional activity are discussed in the article. A comprehensive approach to the formation of anti-corruption behavior, which allows using various forms of training of police officers in their relation is described. The effectiveness of this approach in the system of professional development was shown. A comprehensive approach allows the training process to pay attention to the needs and difficulties in the field of corruption prevention without spending time on basic training information. Several stages in the organization and content of training are considered. Each of them corresponds to different stages of professional development of specialists of personnel divisions of internal affairs bodies. Described in detail every stage is aimed at a separate audience and has its own value. The possibilities of anti-corruption education are presented, starting with the selection of personnel for service in the internal affairs bodies and ending with the preparation for dismissal. The anti-corruption educational activities carried out at the present time are analyzed. Methods of intensifying each of them and the possibilities of optimal inclusion in the developed complex of content and forms are determined. The proposed approach can be used for majority posts. It is not limited to human resources units. In addition, the developed methodological material can be used by students in the course of their professional activities in the field after studying at advanced training courses.
