Актуальность статьи обусловлена тем, что социальная ответственность сотрудника ОВД не всегда регламентируется какими-либо установками или инструкциями, между тем, ее ключевая функция находит выражение в побуждении к социально ориентированной, полезной деятельности с высоким уровнем самоотдачи, то есть той деятельности, которую на профессиональной основе осуществляют сотрудники ОВД. В статье приведено авторское видение социальной ответственности сотрудника ОВД, раскрывающей свое содержание через когнитивный, этический, поведенческий, коммуникативный и рефлексивный компоненты. В целях апробации диагностического инструментария приведены результаты констатирующего эксперимента по состоянию социальной ответственности у сотрудников ОВД, с различным опытом работы в системе и курсантов вуза МВД России (младших и старших курсов). Проверена валидность методик исследования и показаны принципиальные различия в представлениях дисциплинарной и социальной ответственности. Полученные выводы предполагают необходимость усиления воспитательной работы в системе высшего и дополнительного образования вузов МВД России. The relevance of the article is due to the fact that the social responsibility of a police officer is not always regulated by any guidelines or instructions, meanwhile, its key function is expressed in the incentive to socially oriented, useful activity with a high level of dedication, that is, the activity that on a professional basis carried out by police officers. The article presents the author's vision of the social responsibility of a police officer, revealing its content through cognitive, ethical, behavioral, communicative and reflective components. In order to test the diagnostic tools, the results of the ascertaining experiment on the state of social responsibility among police officers with different experience in the system and cadets of the Ministry of Internal Affairs of Russia (junior and senior courses) are presented. The validity of the research methods was checked and the fundamental differences in the views of disciplinary and social responsibility were shown. The findings suggest the need to strengthen educational work in the system of higher and additional education of higher education institutions of the Ministry of Internal Affairs of Russia.

Актуальность статьи обеспечивается необходимостью развития профессионально значимых характеристик сотрудников органов внутренних дел. Социальная ориентация профессии, направленная на защиту прав и свобод граждан, требует особых качеств для выполнения профессиональных обязанностей с соблюдением всех требований к профессиональному долгу и этике. Автором акцентируется внимание на социальной ответственности как ведущей личностно-профессиональной характеристике; дается авторское определение понятия «социальная ответственность сотрудника ОВД», раскрываются его сущность и структурные компоненты. Цель статьи - разработка структурно-функциональной модели формирования социальной ответственности сотрудника ОВД в дополнительном профессиональном образовании (обязательном и непрерывном для рассматриваемой профессии). На основании проведенного исследования автором представлена структурно-функциональная модель, включающая: целевой (цели, нормативы и планирование учебно-воспитательной работы), теоретический (компонентная структура и сущность социальной ответственности сотрудника ОВД), методологический (теоретические основания, методология и принципы организации рассматриваемого педагогического процесса), содержательно-технологический (проектирование содержания и обобщение педагогических технологий реализации рассматриваемого процесса) и диагностический (оценка и саморефлексия динамики процесса формирования социальной ответственности и методики ее анализа) блоки. Полученное обобщенное представление (модель) обусловливает возможности системной реализации поставленной задачи формирования социальной ответственности сотрудников ОВД в дополнительном профессиональном образовании. The relevance of the article is ensured by the need to develop professionally significant characteristics of internal affairs agencies’ officers. The social orientation of the profession, aimed to protect the rights and freedoms of citizens, requires special qualities to perform professional duties in compliance with all the requirements for professional duty and ethics. The author focuses on social responsibility as a leading personal and professional characteristic; provides the definition of the concept of social responsibility of a police officer, reveals its essence and structural components. The purpose of the article is to develop a structural and functional model for the formation of social responsibility of the police officer in additional vocational education (compulsory and continuous for the profession under review). Basing on the study, the author presents a structural and functional model, including: target-oriented (goals, standards and planning of teaching and educational work), theoretical (component structure and the essence of social responsibility of the police officer), methodological (theoretical foundations, methodology and principles of organization of the pedagogical process under consideration), content-technological (design of the content and generalization of pedagogical technologies for the implementation of the process under consideration) and diagnostic (assessment and self-reflection of the dynamics of the process of formation of social responsibility and methods of its analysis) blocks. The obtained generalized representation (model) determines the possibilities of systemic implementation of the task of formation of the social responsibility of police officers in additional vocational education.

The paper is focused to the study of the professional I-concept of patrol police officers and the features of this concept, depending on the availability of previous experience in the system of the Ministry of Internal Affairs of Ukraine. The definition of I-concept, self-appraisal, awareness and self-consciousness of a personality has been revealed. The modern approaches to the problem of the professional I-concept in psychology have been analyzed. The author has presented the results of the empirical study, which was attended by police officers divided into 2 groups – those who used to serve in the internal affairs agencies (IAA), and those who did not have experience in the militia. During the research the author has studied the representations of police officers about themselves and about the ideal police officer, the levels of self-appraisal of police officers, peculiarities of their career orientations and self-efficacy. It has been experimentally established that the self-appraisal of police officers without experience in the IAA is overestimated. The specifics of the system of representations of patrol police officers of different groups about their own professionally relevant personality qualities and the specifics of the system of representations about their own communicative qualities have been also researched. The author has demonstrated the vision by police officers who do not have the experience in the IAA, the image of an ideal patrol police officer, their understanding of the ideal police officer, as well as their vision of themselves as the bearer of leadership qualities, the attitude towards authoritarianism and dictatorial manifestations. Based on the research the author has also noted the specifics of career orientations and the peculiarities of the effectiveness of patrol police officers, depending on their previous experience in the police. To solve the problems, the author has used the following psycho-diagnostic techniques: “Personal differential”; Lyri method of diagnosis of interpersonal relations; “Career Anchors” by Edgar H. Schein; Scale of general self-efficacy; S. Budassi methodology.

The emphasis on the social responsibility of higher education institutions emerged more systematically in the Post-Bologna European context. This paper presents an overview of a case study on a certificate in university social responsibility auditing, based on three European universities: Edimburgh, Kaunas and Porto. The goal is to develop an auditor training for students based on experiential learning, that is coherent and replicable in diverse contexts and that involves the various stakeholders. The project is based on a set of benchmarks of university social responsibility developed in the context of a European project, namely:  Research, Teaching, Support for Learning and Public Engagement; Governance; Environmental and Societal Sustainability; and Fair Practices. We will report on the initial data generated by the ESSA Project, in respect of student recruitment, baseline attitudes and the impact of participation in the training and the first audit.

The relevance of the paper is determined by the need to modernize social dialogue in Ukraine as a means of increasing the social responsibility of business organizations and a prerequisite for the country’s sustainable socio-economic development. The paper is aimed at reviewing and systematizing effective practices of modernization of social dialogue, which are revealed in the publications of foreign and Ukrainian scientists, high-ranking officials and public figures. These practices are considered from the standpoint of their expediency and the possibility of their implementation in the processes of social interaction of organizations of employees, employers and public authorities in Ukraine.A review of the foreign experience in organizing social dialogue convincingly demonstrates a fairly high level of efficiency in the European Union, which contributes to achieving a balance of interests of major economic actors, increasing their social responsibility. For Ukraine, it is expedient to introduce the European practice of the so-called broad approach to the organization of social dialogue, which provides for the expansion of its subjects at the expense of representatives of territorial entities, environmental, women’s, youth, cultural and other public organizations. The involvement of local governments, public and NGOs in solving the most important socio-economic problems will contribute to the spread of the practice of differentiating between social and public dialogue. In Ukraine, employee participation in corporate governance should be strengthened, access to shareholder income should be expanded, and institutional tools for regulating the collective bargaining process should be improved.

The social responsibilities of higher education serve as the foundation for its existence. Within an increasingly global context, society expects colleges and universities to undertake new and increasingly complex social responsibilities that expand traditional higher education missions while emphasizing new obligations such as economic development and sustainability. Higher education institutions have responded by adding new programs and services—such as new degree programs, equity and inclusion offices, and training for older workers—and aggressively pursuing new sources of revenue in support of their missions. Despite these considerable efforts, there is a growing sense that higher education is not adequately fulfilling its social responsibilities. We contend that these trends do not stem from intransigence, but are instead symptomatic of the need for strategic management frameworks tailored to the unique social responsibilities and impacts of higher education. To this end, we introduce a strategic social responsibility framework based on the emergent concept of dynamic capabilities. Strategic social responsibility emphasizes the establishment and continuing renewal of an orchestration infrastructure that enables colleges and universities to maximize their social impact through the alignment of strategy and resources. Implications for future scholarship and policy are discussed.

The reform carried out in recent years in the system of the Ministry of Internal Affairs of Russia is aimed, among other things, at focused work on the establishment and development of a professional worldview of a police officer in departmental universities of the Ministry of Internal Affairs of Russia. The conflict in the activities of the police officers is active and professional in nature, i.e. associated with the features of professional tasks. The characteristic features for decisions made by employees in conflict situations are lack of time, often the finality of a decision, since a decision cannot be clarified later, verification of decisions by interested opponents and management, the need to make decisions based on incomplete, sometimes deliberately distorted information. With regard to the activities of the internal affairs bodies, the main reason causing conflict situations in communication is the commission of a crime, entering into conflict with society, with the law.

By analyzing the development of the social responsibility conception, this study illustrates corporate social responsibility perception and applies it into the medical sector with participation of some subject nurses. In the scope of this study in order to measure nurses' social responsibility perception and to analyze the interaction between the perception and demographic features three hundred nurses who work in the city of Sakarya's some public hospitals were given questionnaires that includes some demographic statistics and social responsibility indications. Consequently 250 of 300 questionnaires received back and included to the study (feedback percentage is 83.3%). According to the data acquired from the survey the average rating of participants is 3.13 so that it is considered that the nurses are equipped with a high level of corporate social responsibility perception. However, it is also observed that the nurses' social responsibility perception is variable in accordance with their rank, gender and education.

The article is devoted to the leading task of the social policy of Ukraine and the direction of development of education at the present stage the preservation of children’s health, its strengthening, which determines the success of their viability. The main attention is paid to the analysis of the peculiarities of the activities of secondary schools to preserve the health of students and find new ways to improve physical education of the younger generation in the democratization of education, finding effective methodological approaches to instill in students interest in physical education. The peculiarities of the formation of motivation to maintain health and values to it are considered. It is emphasized that it is necessary to create certain conditions, to carry out purposeful and organized educational work, using special programs that allow to implement healthy educational technologies. Aspects of construction of health-preserving educational process in school and questions of the organization of effective interaction of school, family and the public in the course of health-preserving of schoolboys are analyzed; improvement of forms, methods, means and diagnostic tools for the formation of valeological culture of schoolchildren in the process of educational and extracurricular activities, etc. The real state of the organization of the health-preserving environment in the educational process of the modern school is found out

Modern conditions of service for graduates of higher education institutions of the Ministry of Internal Affairs of Russia in the territorial bodies of internal Affairs, among the many law enforcement requirements imposed on young professionals, additionally indicate that it is not necessary to form a sufficiently high level of professional legal mobility, the ability to easily start professional law enforcement activities in a different direction from the one in which his training was carried out at the university of the Ministry of Internal Affairs of Russia. In this article, in addition to studying the concept and content of professional mobility, the reasons for its insufficient level among graduates of the Ministry of Internal Affairs of Russia, proposals are formulated for its improvement, transformation from a semi-mythical category into the reality of the service of an employee of the territorial body of the Ministry of Internal Affairs of Russia.

Modern conditions for the modernization of higher education in Ukraine have led to the need to introduce innovative approaches to the implementation of the concept of future specialists training, taking into account European standards. Higher education is crucial for socio-economic and cultural development of society. The need for training of a competent police officer, who is capable of effective professional activity in a multinational environment, is a priority approach in the training of future police officers in the parameters of European standards. The socio-cultural aspect in the training of future police officers is not only the formation of ethno-cultural competence, but also the space of interpersonal relationships in which a holistic culture of personality is formed. The competent paradigm of professional training of the future police officers, as a subject of personal and professional growth, which is capable of expanding and updating the subject areas of their professional activity, becomes of special significance in this context. In this article, we draw our attention to the peculiarities and possibilities of forming the personality of a future police officer by means of mobile resources. In particular, the classification of modern mobile devices for using in the education al processes defined. The importance of the aim of modern professional education – the formation of high level of intelligence of the future specialists, the development and consolidation of complex abilities to solve problems in conditions of constant changes and new requirements of the external environment are revealed. It has been established that the use of mobile resources contributes to increase of interest during classroom hours and the optimal organization of their independent non-auditing work, which will enable the training of specialists of a new type.
