The article analyzes the main indicators of the evolution of the domestic economy and its industrial complex in the past year (in January — November 2019). It Identifies trends in this evolution, including negative trends that determine the preservation of reproductive threats in 2020: sluggishness, instability and low quality of economic growth. The main reasons for the fact that the objective resource capabilities of the macro level were clearly not used enough to effectively solve the urgent problems of technological modernization of the economy and increase people’s welfare are established. The main reason is the poor quality of public administration, including imperfect strategic planning and industrial policy; there is still no modern national innovation system in the country. Accordingly, recommendations for improving the quality of state regulation in its specified components are justified. The recommended measures, according to the author, will help the economy to move to a trajectory of rapid, sustainable and high-quality growth.

In the context of the Moscow healthcare reform that has been carried out in recent years, the issues of evaluating the effectiveness of financing the healthcare system and the performance of medical organizations in providing medical care to the population are particularly relevant. Given the limited public resources allocated to the health sector, the quality of management of available financial, human and material resources is becoming more important. The article considers the application of the method of assessing the quality of resource management, introduced in Moscow since 2016, and its results in terms of evaluating the effectiveness of financial resources. It is revealed that the effectiveness of financial resources management is influenced by certain indicators that characterize the organization of management of the main activities of a medical organization.

A quantitative study was conducted in order to know, from the perspective of university students, the relationship between the quality perceived (QP) during the period of confinement derived from the SARS-CoV-2 virus, with the variables teaching plan (PL), material resources (MR), interaction processes (IN), and the affective–emotional component (EM). An online questionnaire was designed, directed to students from 20 universities in Spain, with a total participation of 893 individuals. The results indicate that the perception of the students on the quality of online teaching is directly associated with the material resources provided by the professors and the professor–student interactions. However, this perception does not have any direct effect on the planning or the emotional state or affectation created by the unprecedented situation of confinement. Among the conclusions, we highlight the need for the universities to apply models of support and tutoring, especially for students in their first years at university, to develop competences such as autonomy, digital competence, and self-regulation, and the need for a change of approach of the students and the professors based on the new normality we are currently experiencing.

An important aspect of any industry is the rapid and effective adaptation to changing conditions. The logistics market during the pandemic and related constraints has changed significantly, and competition in this segment has become higher than ever. Many consumers are forced to reduce consumption, companies have reduced supplies and production, diversified their activities. The transportation market has become denser and the struggle for the customer has intensified. Optimization of financial, labor, and material resources through the reduction of activities can negatively affect the quality of logistics services, the speed of processing goods, and their delivery to the final consumer. Based on the relevance, the aim of the research is to study the impact of the COVID-19 pandemic on logistics, assess the results of such impacts in the EU, as well as outline trends and prospects for the logistics market in terms of declining coronavirus and market recovery. The research methodology is based on the use of general scientific and specific methods, in particular: analysis and synthesis, induction and deduction, systematization, generalization. The scientific novelty of the study is that the changes that have taken place in logistics have led to the emergence of new trends and trends that need to be generalized and evaluated in terms of prospects for impact on the industry. The study summarized the conclusion that the coronavirus pandemic created opportunities for some companies and threats for others. As a result of the constraints and challenges that have become inherent in international business and logistics, e-commerce, on-demand delivery, and the concept of “last kilometers” are developing rapidly in the EU and Ukraine. The logistics market has a tendency to consolidate and diversify. At the same time, once the European economy returns to normal, most of the changes that have taken place in logistics will be irreversible. The Quality of education depends on the quality of teachers. For nourishing the creative potentials of children, creative teaching is required. In this type of education, the available human and material resources are utilized in such a striking way that satisfactory results are ensured. Teachers using such methods can enhance their teaching competency. In the present study, an attempt is made to investigate the relationship between general teaching competency and the attitude towards creative teaching. The study was carried out on a sample of 120 B.Ed. trainees of Aurangabad City. The data was collected through the General Teaching Competency Scale (GTCS) developed by Passi and Lalitha and the Attitude Scale of Creative Teaching (ASCT) by Shukla. The result reveals that there is positive but low and negligible correlation between general teaching competency and attitude towards creative teaching. Results also portray that the degree of general teaching competency is high and attitude towards creative teaching is also positive.

The paper traced the history of the development of secondary education in Nigeria since its inception in J859. The paper noted the emphasis on traditional art and science subjects in the past and the innovations that have been brought into the secondary school curricula by the National Policy 011 Education published in 1977, but revised in J981 and J998. The problems of implementing the curricula were briefly mentioned. The paper finally highlighted steps that could be taken to improve the quality of secondary education, such as provision of physical and material resources, adequate financing of education, teacher training and development, improvement of the conditions of service for teachers and supervision of instruction, among others.

The peer-reviewed monograph is devoted to a number of topical issues, including the seizure and forced development of foreign territories and material resources, the existence of slavery, racial discrimination and even genocide of the local population. These phenomena in one form or another exist in modern reality. The merit of the author's team under the leadership of professor S. V. Lyubichankovskiy lies in the very formulation of a complex and debatable research problem: the relationship between the concepts of “acculturation” and “colonialism”, the existence of a state mechanism for the implementation of colonial policy and its evolution, the study of the phenomenon of the existence of the Russian Empire itself arouse keen interest of specialists in various branches of scientific knowledge. The authors did significant work to define the research terminology, to develop unified approaches and methods for solving tasks, which, in general, determined the quality of scientific work: the book under review can be evaluated as a major achievement of modern Russian historical science.

Educating children with special needs is a difficult challenge for both families and society. The newest trends in education for these children in Romania are represented by their inclusion in inclusive classes or inclusive schools. It is a beginning of the road both from a legislative point of view and from the point of view of analyzing the efficiency of the system. The issue of the resources dedicated to special education is concerned, this aspect being related both to the level of material resources and to the human resources, their availability, and the level of their training. The analysis of the progresses and the challenges that the Romanian-integrated education is encountering is an important step in identifying possible solutions for increasing the quality of special education in Romania.

At present, artificial bait casting and water quality detection are widely used in the domestic aquaculture, it is difficult to improve the yield and quality of the output of aquatic products such as fish, prawn and crab because of low production efficiency and limited labor force. This paper proposed an automatic aquaculture workboat driven by air propellers based on 3G(GNSS、GIS、GPRS), equipped with main controller ARM11, automatic path planning and tracking based on GIS and GNSS system and remote monitoring with GPRS communication module, the workboat can perform bait casting and water quality parameters detection such as dissolved oxygen, pH, water temperature, ammonia nitrogen and salinity automatically according to the aquaculture tasks. It can improve the aquaculture work efficiency and save the manpower and the material resources.

Owing to widely advertized issue of renewal of urban tissue cities gain their chance for re-birth and “second youth”. These entities struggle with degradation and depopulation through, among others, re-discovering cultural, architectural and historical values alike, restructuring postrailway, post-military and post-industrial areas as well as renovation of old housing estates and other damaged building resources. Next to the degradation of the housing substance, another problem of the cities is demographic crisis. The amount of cities’ inhabitants decreases systematically, the process of ageing of society affects more and more aspects of economy and the decline in population growth as well as mass emigration of young people are not promising. Thus main tasks of cities development became tasks of qualitative revival of material resources and human capital. Considering revitalization as a cities revival tool one have to have in mind it cannot concern only the material structure of a city but has to be spread over the broadly understood social issues. Moreover, the revitalization actions have to be based on a new planning model through involving local societies into planning processes. In this way it can contribute to the integration of residents as well as to the larger identification with place of residence which may be an object of their special care in coming years. To summarise, only such integrated and complex attitude as above may bring expected results of increasing the quality of the cities and the Local Revitalisation Programmes, which are one of the requirements of revitalization programmes studies, may essentially contribute.
