The paper provides an analytical review of the most significant socio-economic initiatives of the Russian Federation over the past 20 years. The considered period of time is divided into intervals due to the introduction of sanctions by foreign states against the Russian Federation after reunion with Crimea. The complex of strategies of the pre-sanction period, including the doubling of GDP and the "May" decrees of the Russian President in 2012, were mainly related to domestic politics and, in general, were not fully implemented. In particular, the goal of doubling the GDP was only half completed. The trajectory of the Russian Federation as an energy power faced geopolitical confrontation in the European market, which led to the cancellation and complications in the implementation of the South Stream and Nord Stream 2 transnational gas pipeline projects. The anti-crisis strategy of import substitution proclaimed after the announcement of sanctions against the Russian Federation ended with very modest results, although initially it assumed a rise in the development of high-tech industries. The goal-setting of 2018 in the form of national projects and its further revision in 2020 led to an unfinished reboot of the guidelines for domestic socio-economic development. In the face of acute foreign policy confrontation, the Russian Federation demonstrates a high solidarity with global development initiatives, including the Paris Agreement on Climate, as well as antiquated policies and mass vaccination of the population. Despite the already incurred and expected socio-economic damage from joining global development initiatives, this line of behavior of the Russian Federation is sustainable. The analysis of the rhetoric in the national security strategy of the Russian Federation, which has been dynamically changing after 2014, shows the strengthening of the orientation of the Russian Federation towards the East (India, China), as well as an emphasis on the movement towards unity with the Belarusian and Ukrainian peoples.

In the current international environment — with fashion on international sanctions, in particular, limiting the possibilities of purchasing high-tech equipment from abroad and dependency of the exchange rate of the ruble against various political provocations — the Russian Federation has faced with the necessity of re-industrialization of the ‘raw’ model of the economy and stimulation of the development of its inner potential. It should be noted that, in accordance with the Plan for promoting import substitution in industry No. 1936-r of 30 September 2014, approved by the order of the Government of the Russian Federation, the Ministry of industry and trade of the Russian Federation has developed and is implementing 22 sectoral plans for import substitution in selected industries of the Russian Federation. In this regard, it is particularly important to study international experience in the field of import substitution policy. The validity and reliability of presented study are achieved by applying a systematic approach and scientific methods of analysis and synthesis, deduction and induction, as well as regulatory, empirical method, etc. As a result of the analysis of international experience, it was possible to identify measures that can improve the efficiency of the state policy of import substitution, including through the use of offset mechanisms in civilian industries and the development of the institution of public procurement, certification, and standardization. In conclusion, the author proposes measures that can improve the policy of import substitution. The practical significance of the article consists in the possibility of applying the results of the study in the elaboration of industrial development programs and further research.

Modern conditions for the global economy development clearly indicate that the formation of competitive agrarian economy advantages in the Russian Federation is possible only with the use of an innovative development scenario and the large-scale use of the scientific and technological potential of high-tech industries. Of course, the complex of the most important criteria for the economic growth of the national economy determines the volume of the high-tech sector and the scientific and technical potential of the country at the present stage. The situation in the Russian market clearly implies the need for a quick solution to the main problems of developing high-tech sectors in the agro-industrial complex, accelerating import substitution and ensuring sustainable food security based on resource-saving technologies of agro-industrial production and deep processing of agricultural raw materials.

Subject. The article addresses the innovative import substitution as a timely socio-economic policy direction of the Russian Federation. Objectives. The purpose is to reveal the essence and justify the specifics of approach to innovative import substitution in Russian regions in the face of Russia's growing technological gap and the global economic crisis triggered by the coronavirus pandemic. Methods. We employ methods of comparative analysis, statistical, economic and mathematical methods, including our own method of assessing the Russian regions based on the level of high-tech production development. Results. The study unveils the bottlenecks of the routine approach to import substitution. It underpins the need for innovative import substitution, which is built on serious technological modernization of the economy with a special emphasis on the areas crucial for security and development of the country. Based on the comparative assessment of Russian regions by the level of high-tech production development, we identified fifteen the most promising regions to implement innovative import substitution. The paper offers a set of measures aimed at successful completion of innovative import substitution, paying particular attention to the key role of science in implementing the import substitution strategy. Conclusions. It is crucial to strengthen the innovation dimension in the import substitution strategy of Russian regions. This approach will help overcome the technological backwardness of the Russian Federation by creating modern production facilities, which ensure competitive products on the global market, considering the global trends in the development of science and technology.

Strategic planning for the development of manufacturing industries in the Russian Federation should be based on the results of a comprehensive analysis of the existing level of industrial development of the regional and national economy, prospects and mechanisms for the development of industrial potential, including the definition of the industry specifics of the subjects of the Russian Federation, planned statistical indicators in terms of the growth of high-tech products and taking into account the implementation of import substitution programs. The article considers the current state of strategic planning in the practice of manufacturing industries of the Russian Federation. The review of the main directions of the state industrial policy in relation to manufacturing industries in the field of strategic planning is given, as well as the key challenges and opportunities for the development of this activity in Russia are considered, the state of the manufacturing industry at the national level is assessed on the basis of statistical reports. The proposals for expanding the presence of manufacturing products on the Russian market under import substitution programs are considered and the prospects and necessary conditions for the development of manufacturing industries in the Russian Federation until 2024 and for the period up to 2035 are predicted.

The rapid development of communication systems and the use of computer equipment for the exchange of information lead to the emergence of new social relations that require criminal law protection. The Russian Federation does not stay away from this, and although it joined the high tech race late, the development of its legal norms in this sphere follows global trends. Law aimed at counteracting cybercrimes is no exception. The emergence of the global information space gives rise to previously unknown threats to national and international security. Key characteristics of information space, such as its trans-border character, anonymity, speed, difficulty of identifying the actor in the network have led to the growth in the number of IT users and increased the attractiveness of the information infrastructure from the standpoint of using the Internet for criminal purposes. Counteracting these threats has become an important element of the complex of measures to ensure security at the national and the global levels. The authors of the article present the comparative evaluation of the level of cyber-threats in Russia, offer a generalized assessment of the place that cybercrimes hold among other global threats and of the economic damage inflicted by cybercrimes. They examine the key sources of cyber threats, the critical problems and technologies. The authors also make a prediction of the possible threats associated with the introduction of artificial intelligence systems. Besides, they carry out the analysis of the current criminal law norms which prohibit illegal activities in the Internet and pay attention to the debatable scientific and practical issues.

Пандемия COVID-19 и ограничения, направленные на ее сдерживание, привели к снижению экономической активности, сокращению мировой торговли, оказали масштабное воздействие на мировую экономику, усилив существующие проблемы. Следствием замедления темпов экономического роста в глобальных масштабах, затронувшим большинство секторов экономики, стало падение спроса на энергоресурсы. Такая тенденция должна была неизбежно отразиться на показателях российской внешней торговли, в структуре которой значительную долю экспорта формирует именно топливно-энергетическое сырье. В данной работе представлен анализ современного состояния и особенностей реализации внешнеторговой деятельности РФ в условиях антиковидных ограничений. Исследована как товарная, так и географическая структура экспорта и импорта Российской Федерации до пандемии и в 2020 г. Дана оценка влиянию пандемии на торговлю услугами. Рассчитаны индексы внутриотраслевой торговли РФ. Полученные данные позволили оценить степень воздействия текущего экономического кризиса на изменение динамики показателей внешней торговли России. Анализ выявил явный дисбаланс в структуре, как экспорта, так и импорта, и серьезную зависимость от конъюнктуры энергетических рынков, сжатие которых привело к существенному сокращению экспортных поступлений. Основываясь на результатах проделанной работы, можно прийти к выводу, что ранее принятые меры, ориентированные на импортозамещение и развитие в РФ высокотехнологичных отраслей, пока явных положительных результатов не дают, по крайней мере, структура внешней торговли их не отражает. Если анализировать показатели внутриотраслевой торговли, то они свидетельствуют о слабой диверсификации экспорта, а также о неконкурентоспособности целых секторов российской экономики. В условиях новых вызовов и увеличения степени неопределенности следует взглянуть на роль РФ в международном разделении труда под новым углом. The COVID-19 pandemic and the restrictions aimed at containing it have led to a decrease in economic activity, a reduction in world trade, and had a massive impact on the global economy, exacerbating existing problems. The slowdown in economic growth on a global scale, which affected most sectors of the economy, resulted in a drop in demand for energy resources. This trend should inevitably affect the indicators of Russian foreign trade, in the structure of which a significant share of exports is formed by fuel and energy raw materials. This paper presents an analysis of the current state and features of the development of foreign trade activities of the Russian Federation in the context of antiquated restrictions. We investigated both the commodity and the geographical structure of exports and imports of the Russian Federation before the pandemic and in 2020. The impact of the pandemic on trade in services is assessed. The indices of intra-industry trade of the Russian Federation were calculated. The data obtained made it possible to assess the degree of impact of the current economic crisis on the change in the dynamics of indicators of Russia’s foreign trade. The analysis revealed a clear imbalance in the structure of both exports and imports, and a serious dependence on the conjuncture of energy markets, the contraction of which led to a significant reduction in export earnings. Based on the results of the work done, we can conclude that the previously adopted measures aimed at import substitution and the development of high-tech industries in the Russian Federation have not yet yielded clear positive results, at least the structure of foreign trade does not reflect them. If we analyze the indicators of intra-industry trade, they indicate a weak diversification of exports, as well as the lack of competitiveness of entire sectors of the Russian economy. In the face of new challenges and an increasing degree of uncertainty, one should look at the role of the Russian Federation in the international division of labor from a new angle.

The aim of the study is to find solutions aimed at the formation of optimal conditions for the creation and functioning of reclamation parks on the territory of existing institutions for reclamation subordinated to the Ministry of agriculture of Russia, through the establishment and justification of the necessary list of functions and powers of their management companies. The comparative analysis of the concept of creation of agricultural parks and the documents regulating functioning of agro-industrial parks is carried out. In addition, the studies were conducted in the context of Federal programs and other legislative acts of the Russian Federation. The analysis of regulatory documentation and scientific developments in the field of agro-industrial sector allowed to compare and make informed decisions on the formation of functions and powers of the management companies of reclamation parks. The formed materials will allow to organize highly effective work of the management companies of recreational parks, by endowing the latter with the necessary functions and powers, without burdening them with unnecessary functions that are not within their competence. Thus formation of functions and powers providing competitive level of activity of reclamation parks needs to be carried out on the basis of functions and powers of the industrial and agroindustrial parks regulated by the current legislation. The formed substantiations will allow to accelerate decision-making processes in the field of powers and functions of managing companies of reclamation parks by legislative and Executive authorities, and thus will contribute to more rapid development of the reclamation complex of the Russian Federation, and as a consequence of the implementation of Federal programs and other legislative acts aimed at the development of agriculture and import substitution in this area.

Subject. The article investigates the program-targeted planning methodology, which is implemented in the Russian Federation and leading foreign countries, for high-tech industry development. Objectives. The aim is to identify the specifics of program-targeted planning for the development of high-tech industries, to shape programs and plans for innovative development in the Russian Federation and leading foreign countries. Methods. The study employs general scientific methods of systems analysis, including the statistical and logical analysis. Results. I reviewed methods of program-targeted planning, implemented by the world’s leading countries (the Russian Federation, United States of America, France, Great Britain, Netherlands, Norway, Japan, Canada), in the interests of the development of various high-tech sectors of the economy. The study established that the methodology of program-targeted management is an effective tool for resource allocation by various types of economic activities in accordance with national priorities. I developed proposals by priority areas for improving the methodology for program-targeted planning and management in the Russian Federation in modern economic conditions. Conclusions. The findings and presented proposals can be used to improve methods for program-targeted planning to develop high-tech sectors of the economy; to design various long-term programs and plans, reducing the risk of their implementation; to determine the ways and methods of sustainable socio-economic and innovative and technological development of the world's leading economies.

Russian President Vladimir Putin defined increase in life expectancy from 72.7 to 78 years by 2024 as a national aim in the Decree № 204 of May 7, 2018. Achievement of this aim depends on drug provision system among other factors. Strategy of drug provision for the population of the Russian Federation for the period until 2025 sets the goal of increasing availability of high quality, effective and safe medicines to meet needs of the population and the health system based on the formation of a rational and balanced system of drug provision for the population of the country with available resources. The health care system should expand the possibilities of using modern and effective mechanisms to ensure the financing of drug provision for the population.

The article is meant to analyze current problems and prospects for the development of effective tax policy as part of digital transformation of Russian economy. Introduction of a digital tax and the consequences of the digital tax reforms in the EU, the USA and OECD countries are highlighted. The necessity of qualitative transformation of the tax system of the Russian Federation in response to modern challenges is substantiated, taking into account the changes of the Tax Code of the Russian Federation adopted at the end of July 2020. The authors suggested their own concept of a digital tax and the prospects for its adoption in Russia, and consider it inappropriate to impose taxes on Internet users who do not use the Internet for business. Today, the main focus should be made on creating and testing effective technologies that allow on-line monitoring the tax basis of digital economy entities, taking into account the cross-border movement or use of digital products (goods and services). In addition, it would be extremely important to provide for a potential tax exemption for part of the profits of international ICT companies that are received on the territory of the Russian Federation and reinvested in joint with Russian companies projects in the high-tech for civil purposes area.
