For the next decade, the future of the automotive industry lies in BRIC’ countries. Together, Brazil, Russia, India, and China will account for some 30 percent of world auto sales in 2014 while also offering significant opportunities for cost-effective R&D, sourcing, and manufacturing. The authors analyze the degree of localization of leading TNC and supplies in each BRIC country, for each function, compare localization across BRIC countries, assess the future development of these markets, compare local capabilities and resources, and identify particularly promising combinations of functions and countries. Key trends in developing countries include continuing liberalization and globalization, increased foreign investment and ownership, and the increasing importance of follow-source and follow-design forces. The article concerns the trends and factors of national automotive industry formation in BRIC countries. Special emphasis is made on localization of R&D activities, final assembly operations and components production by global automotive companies in BRIC countries. It systemizes the factors of investment opportunities of different developing markets. It is concluded that active state regulation is playing the principle role in localization and catching-up process in automotive industry in developing countries. The comparison of the automotive industry in BRIC countries allows shedding light on the economic processes of emergence at large. There is a stark contrast in the capacities of development of the sector in these countries. This contrast serves as an analyzer between the modes of sector opening and the paths of technological catching-up that is the core of the phenomenon of emergence. The analysis and best practices presented in the topic, while focusing on the BRIC countries, are applicable also to other rapidly developing economies.

The paper is devoted to the study of the possibilities of developing conceptual approaches to create a legal definition of the concept of “sports-doping drug”. Foreign court practice is examined in order to identify legal positions that suggest ways to improve the definition of the concept of «sports doping». The author explains that in the field of preventing and eliminating the illegal use of doping in sport, the administrative potential of the current state regulation is exhaustive in the framework of the modern paradigm, it has limitations to improve the efficiency of administrative and restrictive measures. The paper describes a set of regulatory and empirical materials developed by the author to develop a theoretical framework for a homologated (for new challenges and requirements) legal definition of the term “sports doping agents”. The author gives a legal definition of this concept. The legislation of 33 foreign countries became the regulatory basis of the study. The court practice of 16 foreign countries became the empirical basis of the study. Based on the aforementioned regulatory and empirical foundations, using the methods indicated at the beginning of the paper, the author has developed an author’s conceptual and in-depth legal definition of the term “sports doping agents”, which can significantly improve state regulation in this field.

Introduction. The cyclical nature of the development of the market economy causes the periodic occurrence of crisis phenomena that negatively affect the socio-economic situation in the country and the development of economic sectors. The modern automotive industry, composed of global supply chains, is highly sensitive to the impact of economic crises. Based on the research conducted, the article assesses the impact of the global economic crises of the 21st century on the development of the automotive industry in Russia and identifies the problems and risks of the development of this sector of the economy. Materials and Methods. The study used official national statistics, statistical data from international organizations, data from analytical agencies, public reporting by automotive corporations, as well as regulations governing the development of the Russian automotive industry. The use of the techniques of monographic description, of the abstract and logical approach, system analysis, methods of economic and statistical, comparative analysis made it possible to characterize the dynamics and identify the main trends in the development of the Russian automotive industry under the impact of the global crises of 2008‒2009 and 2020, as well as to identify the key problems and risks of the development of the sector in terms of the impact of the COVID-19 pandemic, which are to be taken into account when elaborating and adjusting strategic programs and plans for the development of the sector. Results. The impact of the global crises of 2008‒2009 and 2020 on the Russian automotive industry has been analyzed. The dynamics and structure of production and sales of motor vehicles in Russia have been studied; the cause-and-effect relationships of changes in the performance of the automotive industry under the impact of economic crises have been revealed; an assessment of the measures of state support for the industry in the crisis periods has been given. Discussion and Conclusion. The current global economic crisis caused by the COVID-19 pandemic has posed new threats to the development of the automotive industry and has made topical the research issues related to the transformations taking place in the sector under the impact of the crisis. The identified imbalances and negative trends in the development of the automotive industry require improving state regulation of its development, as well as implementing effective measures not only to overcome the consequences of the current crisis, but also to counter possible crises in the future.

The relevance of the study stipulated by the need to clarify the basic l mainstream theories of economic regulation, which do not take into account the limited rationality and opportunistic behavior of economic agents. Statement of the problem: in order to improve state regulation of the economy a theoretical foundation based on neoinstitutional methodology, taking into account the diversity of interests of economic agents that go beyond classical theories has to be elaborated. The literature review has shown that neoinstitutional theory has been developing constantly, but it does not pay enough attention to the issues of harmonization of economic interests within the framework  of state regulation of the economy. The purpose of the study: the development of the theoretical foundations of state regulation based on the harmonization of the interests of economic agents within the framework of neoinstitutional paradigm. Research methods: neoinstitutional theory and methodology. The results of the work: the expediency of improving of state regulation of the national economy based on the coordination of economic interests, taking into account limited rationality and the possible opportunistic behavior of economic agents, is substantiated. The author's aggregated classification of interests based on the goal of ensuring their harmonization is given. The necessity of priority orientation of state regulation within the Eastern institutional matrix on coordination and balancing of the economic interests of social macrogroups is substantiated. Application area: government bodies in the coordination of economic interests. Conclusions: mainstream approaches to the regulation of economic processes should be supplemented by a modern theory of neoinstitutional regulation, which allows to coordinate interests of economic agents  as a whole taking into account the specifics of the institutional matrix.

Among the most acute problems of the modern economy is not only reducing the cost and improving the efficiency of supply chains, but also their protection from the influence of the shadow economy. In this case, the greatest threat is the illicit trafficking of industrial products. Authors analyze state regulation of supply chains in Russia and abroad, consider the prospects for the development of digital marking and traceability of goods as a method of state regulation of supply chains. The article emphasizes that the existing marking system contains a number of shortcomings. The authors propose mechanisms to improve state regulation of supply chains in modern conditions.

The purpose of the article is to identify and assess the main trends and scientifically substantiate the need to improve state policy in matters of foreign economic activity of the agricultural sector of the Ukrainian economy. Research methods. In the course of the study, a set of methods for analyzing statistical data that characterize the dynamics and corresponding trends were used. The dialectical and logical methods of scientific knowledge, a systematic approach to the study of processes are applied. Research results. Considered and analyzed the current state and proved the presence of the main negative trends in the development of foreign economic activity of the agrarian sector of the Ukrainian economy at the present stage, suggested ways to improve state regulation. Scientific novelty. The study of the processes of foreign economic activity of the agrarian sector of the Ukrainian economy received further development, an assessment of the existing mechanisms of state regulation was carried out, the necessity was proved and the ways of their improvement were identified. Practical significance. The results and conclusions of the study can be used by government bodies to improve the state agrarian policy, in the educational process and by business entities. Tabl.: 6. The governments of different countries (the USA, Germany, Japan, China, Russia, etc.), regardless of the principles of economy state regulation that have been formed in them, provide support to the automotive industry enterprises, which is due to the high importance of the industry in creating jobs and the multiplicative effect that is manifested in the growth of production in related industries. The article presents the results of the analysis of the world and Russian practice of using various measures of state support for enterprises.

Introduction. The automotive industry is an integral and strategically important part of the national economy. Today, in Ukraine, the mechanism of state regulation of development of the automotive industry includes a wide range of legal, administrative, economic and social-psychological methods that potentially have significant effectiveness in stimulating the development of the automotive industry. In practice, domestic automakers are actually left alone by the government with their problems. The purpose of the paper is development of basic postulates, identification of potential advantages and disadvantages of the harmonization approach to state regulation of development of the automotive industry. Results. The basic postulates of the harmonization approach to the state regulation of development of the automotive industry are stated in the article on the example of formation of the state strategy of development of the automotive industry on the basis of harmonization with state strategic imperatives and strategies of development of the automotive enterprises. The application of the harmonization approach to the state regulation of development of the automotive industry allows to form a state strategy, taking into account the strategy of development of the automotive enterprises. Also, the separation of the priority directions of the state strategy for the development of the automotive industry from the national strategic imperatives promotes the harmonization and, thus, the synergization of the legal framework. Restrictions on the application of the harmonization approach to the state regulation of development of the automotive industry are: a small number of subjects of the automotive complex; the ordinariness of problems and obstacles to the development of the automotive enterprises; risks of lobbying the interests of some automakers and abuse of state support by automotive enterprises. Conclusion. In view of the fact that the application of the harmonization approach can distort the competitive environment in the automobile market in view of the strengthening of the state protectionism of the domestic automakers, it is recommended that the mandatory limitation in time and systematically control the implementation of state strategies for the development of the automotive industry. The prospect of further research is the development of organizational and information support for the application of the harmonization approach to the state regulation of development of the automotive industry.
