In modern agricultural production, economic analysis is increasing for the perception of operational management decisions. The purpose of this article is to justify the expediency and necessity of conducting operational economic analysis as a special element of operational management in all agricultural enterprises to increase the efficiency of their activities. The article defines the essence of operational economic analysis of agricultural production. Three of its subspecies considered in detail: periodic, operational and situational analysis. Specificity of agriculture determines the features of organization and conducting of operational analysis. Because in agricultural production, firstly, the periods of implementation of costs and outputs do not coincide; and secondly, the process of production for certain types of products is stretched over time. Therefore, conducting operational analysis by industry characterize by its specifics. In particular, in crop production, operational analysis carry out during the periods of basic agrotechnical works: pre-planting of soil and sowing; care of crops; harvesting. We have determined that the main feature of operational analysis is the continuity and rhythm of analytical work throughout the year (daily, monthly). Unfortunately, today it doesn’t solve as for small, as for large agricultural enterprises also. We have made substantiated conclusions about the peculiarities of the operational analysis of agricultural production and the necessity of its implementation in all agricultural enterprises.

The article analyzes the production of agricultural products by economic entities of Lviv region during the period of 2000–2017. Changes in the production of volumes of products by agrarian business entities during the period under review reflect certain trends in the areas of their functioning. Thus, in particular, as a result of the research, it was established that the volumes of agricultural production produced by all categories of farms increased in 2017 compared to 2000 by 40.9%, and from 2016 by 6.1%, including: crop production, respectively, in %: 77.2 and 7.7 and livestock production – by 4.1; 3.5 The study of the volumes of agrarian production in the context of the main producers shows that the agricultural enterprises have significantly increased production, and the households have made minor changes. At the same time, there were solid trends in the dynamical increase in the share of agricultural production produced by agricultural enterprises and the decrease in its production by households. Appropriate trends also occurred in the productive use of agricultural land (production per 100 hectares of agricultural land). Thus, agricultural enterprises on these indicators considerably exceed the economy of the population. The above data in Table 2 confirms the specific digital indicators. On this occasion, we note that when in 2000 agricultural enterprises produced agrarian products per 100 hectares of agricultural land, UAH thous.: 98.3; including: crop production 75.6 and livestock production 22.7, then in 2017, these indicators respectively were: 1284.2; 889.9 and 391.3, or this increase for the analysis period was: times: 13.0; 11.8 and 17.2. As far as households are concerned, there is a slightly different trend: in 2017 in comparison with 2000 there were processes of reduction of these relative indicators and they made in 2017 when comparing their values with the level of 2000, respectively, %: 64.0; 80, and 49.5. Thus, the results of the conducted research indicate that in the agricultural production of Lviv region intensive development processes of large agrarian formations and slowing down of small farms. These positive trends will continue to evolve and will continue to develop until optimal relationships are established between large and small forms of management.

As we know, the level of organization and efficiency of agricultural production depends on provision of highly qualified specialists. Nowadays, we oversee a shortage of qualified personnel in the agribusiness of the Republic of Tatarstan. Increasing the agricultural products output, on the one hand, and lack of managerial staff in the agricultural enterprises, on the other hand, cause increasing the loading on industry experts, which drastically reduces their motivation to work and efficiency of industrial process control. All this leads to a decrease in efficiency of agricultural production. Studies show, that agribusiness personnel security system depends on their training and retraining in the higher educational institutions, on focused work of personnel services at various levels, on the level of wages, on satisfaction of specialists in social and economic conditions of labor, on output and load to one specialist. Agricultural enterprises do not use standard method for determining the needs of industry professionals. According to nominally - standard method in 2012, the plant industry needed in 1533 agronomists, but according to the information of personnel department of the Ministry of Agriculture of the Republic only 634 agronomists worked in the Republic, that was 41.3% of the estimated quantity. This has led to an expansion of the load on a single specialist, which reduced the efficiency of management, timely execution of processes for organizational reasons and low yields. The loss of crop production averaged in thе Republic was 648 863.600 rubles, that is equivalent to 119 276.3 tons of grain. The shortage of highly qualified personnel in rural areas, their low fixability, degradation qualitative and quantitative human capacity can be eliminated by the development and adoption at the federal and regional levels the targeted program of agribusiness staffing and develop guidelines and criteria for personnel policy. Social and economic activities, that promote security personnel include: material incentives increase, improvement of living conditions, the introduction of new forms of work organization, compliance labor intensity, professional and qualitative promotion of workers. The studies have shown that: an objective approach at making appointments to executive positions; use of personnel reserve; introduction of innovative technologies into the production; improvement of specialists remuneration systems; creation of a single automated system of personnel monitoring in agribusiness; improvement living conditions and higher wages of specialists - are the main measures, facilitating to consolidation of professionals in rural areas. All these measures will have maximum impact and benefit only in joint implementation by the owners of agricultural enterprises and government agribusiness agencies.

An attempt was made to depict the valuable experience of farmers about climate change, environment and agricultural production, particularly wheat by conducting an opinion survey among 50 years and above aged farmers and agricultural workers in selected mauzas of Dinajpur district. Three hundred thirteen (313) respondents were interviewed in the survey. All the respondents opined regarding climate change in Dinajpur district over time. All of them opined that crop land, crop cultivation and crop yield were affected due to climatic change and changing of climate might pose a big and devastating threat to the production of wheat. Besides, the three case studies were accomplished to explore new ideas about climate change and the behavior of nature and human culture. They had also similar types of experience about climate change.DOI: http://dx.doi.org/10.3329/jesnr.v5i2.14804 J. Environ. Sci. & Natural Resources, 5(2): 129-136 2012

Currently, production diversification strategy is one of the primary tasks of the Republic of Kazakhstan and Mongolia. In particular, the question of the relevance of diversification of production in crop farming, is particularly acute in terms of ensuring the sustainability of agricultural production, restructuring the production in line with market conditions, achieving economic efficiency of crop production. There are a number of issues to be solved for the effective use of the diversification of production in crop production, such as:the negative impact of risks, reduction of volumes of sales and profitability of crop production (economic);underutilization of production capacity, not fully used working capital (technology);cyclical nature of economic development, slow pace of development of scientific and technological progress, the uneven development of sectors of the economy (organizational);deterioration of soil quality and land used in crop production (ecology).

Technical supply of enterprises of agro-industrial complex is one of the important factors of their industrial and economic development. This factor takes place when processing soils, harvesting and selling agricultural products. So, the crop production directly depends on the technical provision of the village with tractors, combines and other agricultural machines, which make it possible to apply and timely fulfill all agronomic requirements. The main reason of deterioration of the material and technical base is the lack of financial means for farms to purchase machinery and equipment, as well as weakened government support, and reduced investment in the development of agriculture. The volume of agricultural production and results of agricultural organizations depend from the timely and full provision of agriculture with material and technical resources, as well as the effectiveness of their use. Optimal formation and rational use of the material and technical base of agriculture has a direct impact on the performance of the entire agro-industrial complex. Effective use of agricultural resources is possible with increasing intensity of agricultural production on the basis of a highly developed material and technical base. At present, agricultural enterprises do not have a complex of machines for mechanizing agricultural production, that corresponds to the achievements of science and technology in this field, and it is very difficult to use the existing outdated material and technical base as the basis for increasing the intensity of agricultural production in modern conditions. In this connection, a particular urgency in modern conditions acquires the ways of technical re-equipment and integrated mechanization of agriculture.

Purpose. The aim of the article is in-depth study of questions related to the features, methodological approaches and indicators of economic analysis and evaluation of the energy saving system in agricultural enterprises. Methodology of research. The methodological basis of the study is the dialectical method of scientific knowledge. The study used general and special methods, including abstract and logical (to outline the main factors, influencing the characteristics of energy saving in agricultural enterprises, for the author’s interpretation of the energy saving system in agricultural enterprises), deductive (to analyse the dynamics and areas of economic efficiency level increase of energy saving system); generalization (in the study of the possibility of implementing the latest technologies aimed to improve the energy saving system in agricultural enterprises). Findings. It is established that agricultural industries have a number of features, in particular: use energy for production, generate it. This feature is based on the fact that in the production process there are three fundamentally different types of energy: anthropotechnogenic (fossil); solar and soil energy. It was found that the process of energy conservation in agriculture should be formed by reducing fossil energy sources and by making fuller use of renewable solar energy and soil energy potential. An important feature of agriculture has been identified, which lies in its significant level of spatial dispersion, which causes significant costs for transport services of production processes and logistics. There is a significant difference in the principles of energy consumption, fossil energy is the main in industry and in agriculture - it plays a supporting role. There, natural energy forms the biological mass (harvest, live mass of animals). The author’s interpretation of the concept “energy saving of agricultural enterprises” is offered, which includes a system of measures (organizational, economic, technical and technological, ecological, legal and operational), coordinated action of which should be aimed at the rational use of energy in the process of agricultural production. The indicators of the group of economic analysis of energy saving in agriculture are determined: total energy capacity; energy armament; energy supply; electrical equipment of labour, etc. The key stages of energy saving research and tasks in agricultural enterprises are clarified. Grouping of methods of research of energy saving is offered. Originality. The author’s interpretation of the concept of “energy saving of agricultural enterprises”, definition of key stages of energy saving research and systematization of appropriate methods were further developed. Practical value. The introduction of research results into production will help increase the economic efficiency of agricultural production. Key words: energy saving, energy efficiency, energy resources, renewable energy sources, rational use of energy resources.

Agriculture is the central link in the agro-industrial complex, an important source of income and an instrument for ensuring the country's food security. In modern research works, the fundamentals of the development of the technical base of the agricultural economy sector have not been practically revealed. Issues related to the formation and functioning of the agricultural machinery market remain unresolved. In this regard, the search for solutions to the problem of complex mechanization of agriculture is becoming especially relevant in modern conditions. The scientific novelty of the work is to justify the need to improve technical equipment and practical recommendations for the development of the innovative base of agriculture. Provisions that determine the scientific novelty of the study are: to identify the main trends in the changes in the elements of the material and technical base of agriculture in the Republic of Tatarstan and to reveal the necessary modernization and innovative development of the technical base. The practical potential of the research results is to increase the economic efficiency of the technical base of agriculture in the republic. Theoretical and practical results of the study can be recommended for use in the formation of programs for the development of technical equipment of the republican agrarian sector, planning of agricultural production, economic analysis of the economic activity of agricultural enterprises and organizations. Not only the development of the agro-industrial complex as a whole, but also the improvement of the quality of life of the population and its provision with food products depend on the efficiency of using the technical base. The most important agricultural sector in our country is crop production, which produces about 60% of this type of product. The priority area for agricultural development is stable technical support for business development. The solution to this problem largely depends on the use of structural elements of the technical base, on the conditions of its operation and reproduction, on susceptibility to various innovations and on high adaptability to a changing external environment.

Today agricultural practice is faced with a paradigm shift. In terms of natural resources, the World’s growing population calls for rational management and environment-conscious behaviour. Precision farming may provide a solution for the above mentioned criteria and problems. It has an array of technological equipment, elements and complete systems which are in themselves suitable to create conditions for efficient farming, to reduce environmental load and to provide farmers with optimal return on their investment. Agricultural production has started to focus mainly on efficient crop production and machine operation. Due to this trend, machinery exploitation emerges as a secondary priority for agricultural enterprises. The underlying reason behind this shift is primarily the rise of machinery operation costs. Efficient machinery operation can provide farmers with a solution to reduce their expenditure and through better logistical organization they can obtain extra returns. On the leading edge of my research is to introduce, quantitatively underpin and to justify the application of precision technologies. Our fundamental research methods rely on scenarios and economic calculations.
